Goals are not limited by time and remain in force for several years. The quantitative
measures of annual progress toward goals are in the goal Performance Measures.
**Note: After adding, editing, or deleting a Goal, you must press the 'Update' button
first and then 'Save Changes' button at the bottom in order to save the information.

1. The Team: Principal leads the team.
2. The Process Manager: Keeps the team on track.
3. The Process: Discuss indicators of effective practice.
4. Team Protocol: Attend. Start on Time. Focus. Participate.
Record. Repeat.
5. Information: Use the Wise Ways, take reports and
documentation of implementation.

the coach recommends. Establish a relationship.

MS SOARS: The SEA’s Role
Sets indicators benchmarks, due dates and expectations for
school and district team
Determines forms to complete and due dates for each school
or district form
Reviews the Leadership Team’s progress through:
Meeting agendas and minutes
Assessment and implementation of indicators
Implementation of plans and tasks
Progress of form completion and submission
The SEA’s Role (cont.)
Collects data across schools and districts
Generates reports
Supports school and district teams through webinars, virtual
support, and quarterly trainings, etc.
Supports and enforces coaching efforts

Creates district Leadership Team and works through SEA

Works with and reviews the school Leadership Team's:
Meeting agendas and minutes
Assessment and Implementation of indicators
Implementation of plans and tasks

Completes and submits all required forms
Plans leadership team meeting with agendas and minutes
Assesses, plans, and tracks progress of success indicators, following
SEA guidance and expectations

Generates a variety of reports
Dialogues with coaches
Electronically submits reports to SEA
Using WiseWays and MS SOARS
WiseWays are research briefs that provide:
−A context for each indicator
−Research syntheses
−Action principles
−Examples and templates
−References and resources
The Leadership Team should ask themselves
1. What is the straight-forward, literal meaning and intent of the
indicator?
2. How would we know the extent to which the indicator is
implemented?
3. What data must be analyzed to determine the level of
implementation?
4. What instruments must be created to gather the data?
5. Who will make the data available?
6. What does it look like now?
The Leadership Team
May consist of :

−Teachers must be involved
−Ideally 9-12 members
Leadership Team Member Expectations
• Attend scheduled leadership team meetings regularly
• Schedule time for assessing progress toward indicators, and
planning tasks to achieve full implementation of indicators
• Discuss and act on feedback from coaches
The Process Manager
• Is responsible for interacting with the MS SOARS system
• Helps create leadership team agendas and bring all relevant
handouts/information to meetings
• Inputs leadership team meeting notes, as well as information
on assessing, planning, and progress toward implementing
school improvement indicators
MS SOARS BEST PRACTICES
• Use distributed leadership practices
• Use quarterly performance reviews
• Form a relevant and sustainable leadership team
• Appoint a process manager
• Commit to meeting a least twice a month
• Provide a guest login
• Utilize the WiseWays research briefs

• Assign responsibility for school improvement activities
• Understand what completing a task mean
• Articulate “ How it will look when fully met”
• Clarify criteria the team will employ to measure success
regarding the task
• Regularly review each school’s summary report that provides
data on the total number of indicators assessed, planned,
entered, and completed
