PROPOSED TERMS AND REFERENCE FOR EIA STUDY 1.0 INTRODUCTION
Shree Cement Limited proposes to establish a greenfield cement plant comprising 2.4 MTPA
clinker and 4.0 MTPA cement production, 15 MW Waste Heat Recovery Power Generation
and Captive Thermal Power Plant of 25 MW near village Pedagarlapad, Mandal-Karempudi,
District- Guntur (Andhra Pradesh).. The company also proposes to develop and operate Captive
Limestone Mine of 3.6 MTPA production capacity. The mining lease area is 283.585 ha. The
limestone mines will supply limestone to the proposed cement plant. The cement plant is
located southeast of limestone mines. The proposed staff colony is located east of cement
plant. The location map of the mines, plant and colony is provided in Figure 1. Toposheet
(1:50000 scale) showing the mines boundary, cement plant boundary and staff colony boundary
and 10 km physiographical features around the project is shown in Figure 2.
TOR for the integrated project was issued vide MoEF letter no. J-11011/563/2010- IA II (I),
dated 31st Dec., 2010 (EAC meeting dated 14.12.10). The TOR was extended till 31-12-2013
vide letter dated 22-3-2013. Thereafter MOEF asked Shree Cement Limited to apply for fresh
TOR. The EIA study was conducted during the winter season period December 2010 to March
2011. The proposed fresh TOR is designed in such manner that the primary data generated this
time shall be compared with previous primary data generated for one full season. Monitoring
shall be done at same locations where done earlier. Since no industry has come up in the study
area in the past 3 years, the baseline data generated three years back is unlikely to change.
Therefore met data and ambient air quality data generated for one month (representative winter
season; like December) shall be considered adequate for EIA Purpose. .
Manufacturing Process
The cement plant will be operated on dry basis, which offers more advantages, particularly in
fuel consumption. The proposed plant comprises of rotary kiln, preheater and precalciner.
Cement manufacturing principally involves grinding and blending of raw materials in a definite
proportion - a material containing calcium oxide (such as limestone, chalk, marl) with a siliceous
material (such as clay, shale, sand) along with certain additive or corrective materials (such as
laterite) and then calcining the mixture at high temperatures in a kiln. The resulting ‘clinker’ is
cooled and then ground with gypsum to produce the finished product, Ordinary Portland Cement
(OPC). Gypsum is added to control the setting time of cement. Portland Pozzolona Cement

(PPC) will be manufactured by adding approximately 30 - 35% fly ash to clinker and gypsum
during the grinding operation.
Captive Power Plant: The CPP will be having Steam Turbine Generating Sets with adequately
sized AFBC/CFBC boilers for generating 25 MW of power. Some of the equipment and system
taken into consideration for process and environment protection are listed below:
AFBC/CFBC Boiler for steam generator.
Air cooled condenser.
SO2, O2 and NOx analyzer to monitor proper combustion of coal.
Highly sophisticated Digital Process Control system for Boiler and Turbine
Operation.
High efficiency Electrostatic Precipitator to virtually eliminate Particulate Matter
Emission from the Boiler stack.
Waste Heat Recovery Boiler: In the proposed project 15 MW power will be generated by
utilization of waste heat of the proposed cement plant. For re-utilization of this wasted heat from
the exhaust gases of the PH & AQC this Waste Heat Recovery System is used to generate the
electrical power. In this system, one Waste Heat Recovery Boiler (WHRB) will be installed near
Kiln Pre-heater. and one at AQC..
The total land required for the implementation of the project is 426.375 hectares (142.79 ha for
Cement Plant / CTPP /Colony+ 283.585 ha for Limestone Mine), out of which, 150.58 ha of the
total project area has been proposed for greenbelt. The project will generate employment for
500 persons during operation phase.

2.0 PROPOSED TOR OF EIA REPORT
The purpose of Environmental Impact Assessment (EIA) is to determine as precisely as
possible, within the present limits of knowledge and expertise, the likely environmental
impacts of the proposed project. The objective will be to establish a clean unit whose
waste, if any, can be recycled / reused to the maximum extent feasible. Technical options
of reuse and disposal of liquid and solid wastes generated from the project will be
explored.
M/s Shree Cements Limited retained EMTRC Consultants Private Limited, Delhi to conduct the
EIA Study. EMTRC is accredited by the NABET to conduct EIA study in Mining Sector. The
following TORs are suggested by EMTRC.
1. The study area covers an area of 10 km radius around the proposed site. Baseline
environmental quality of the study area shall be assessed based on secondary data collected
from various sources supplemented by data generated at site during the period 1st Oct 2014
to 31st December 2014.
a) Land Environment: Data on land use of the study area shall be generated from secondary
information collected from district / tehsil statistical records and using recent satellite
imagery.
b) Meteorology: Meteorological data for wind speed, wind direction, relative humidity and
ambient temperature shall be generated at one location inside the study area for the entire
duration of AAQ data generation. Readings shall be noted on hourly basis. Historical met
data from nearest IMD shall be obtained to assess the climatic trend. Data on mixing height
and stability class obtained from CPCB / IMD publication and used for mathematical
modeling.
c) Ambient Air: AAQ data shall be generated by following the guidelines for ambient air quality
monitoring published by CPCB (Guidelines for Ambient Air Quality Monitoring:
NAAQMS/25/2003-04-July 2003). Particulate Matter (PM10 & PM2.5), sulphur dioxide and
nitrogen dioxide, CO, Pb, As, Ni shall be monitored for one month. The data shall be
compared with AAQ data already generated for one full season. Monitoring same be done at

same location where done earlier (core zone, buffer zone covering upwind, crosswind and
downwind direction).
d) Noise: Baseline noise levels will be monitored at locations where AAQ monitoring will be
done. Noise readings shall be taken once during the study period using sound level meter as
per CPCB procedure. Monitoring same be done at same location where done earlier
(covering all the area category).
e) Water Quality: Surface water and groundwater of the study area shall be identified based on
drainage pattern, water utilization and location of borewells / dugwells. Ground water quality
of surrounding villages shall be tested. Parameters recommended by CPCB / IS 10500 shall
be analyzed by following the standard methods (APHA Procedure). Sampling shall be done
once during the study period.
f) Soil: Soil samples will be collected from surrounding agriculture fields that are likely to be
impacted from the project. Soil quality analysis done for parameters like texture, moisture,
organic matter, conductivity, pH, bulk density, water holding capacity and NPK values.
Infiltration rate of soil samples collected from the site will be analyzed. Sampling shall be
done once during the study period.
g) Flora and Fauna: The listing of flora and fauna of study area shall be obtained from Forest
Department. Primary data generation shall be done at core zone and buffer zone.
h) Socio-economic Environment: Baseline information will be collected through secondary
sources, namely the Census Data / District Statistics Handbook / Tehsildar’s Office. Data on
population distribution, occupational pattern, agriculture and cropping pattern, educational
facility, health care facilities, literacy rate, infrastructure facility, etc shall be collected by
primary survey. Social impact assessment of the project affected people will be done.
4. Quantification of air pollution load from the proposed project shall be done. Potential
environmental impacts shall be assessed qualitatively and quantitatively. The changes in
the quality of the environment shall be predicted using ISCST3 Model.
5. Greenery development plan will be prepared. The plan shall concentrate on measures that
will be helpful in attenuating air and noise pollution levels from the project. CPCB

guidelines shall be followed to design the green belt. Indigenous species and those having
long-term economic value considered for greenbelt development.
6. Rainwater harvesting strategies within the project premises and surrounding areas
suggested as a measure to augment the available water resources of the area.
7. Based on standard procedures prescribed by the National Safety Council and provisions
mentioned in the Factories Act, occupational health and safety aspects of the project
identified and discussed.
8. Environmental Management Plan shall be drawn up to maintain and enhance the
environmental quality in and around the project area. The EMP shall earmarked specific
staff, instruments and finances for routine environmental management as well as
collection, collation and examination of various environmental data. Post-project
monitoring plan shall be suggested to monitor the changes in the environmental quality
after implementation of the project. All necessary administrative measures shall be
incorporated in the EMP to achieve the following objectives:
Reduction of adverse environmental impacts
Improvement of environmental quality of the surrounding area
Waste minimization, reuse and resource recovery
Waste segregation to make the treatment and disposal cost-effective
Establish proper monitoring mechanism with adequate infrastructure
13. Risk and hazard assessment study shall be undertaken to tackle any accident that may
occur due to the plant.
14. Social impact assessment shall be carried out by assessing the various developmental
potential of the proposed project in the field of employment generation, improvement in
physical and social infrastructure base. CSR activities with budget and timeframe shall be
provided.
15. All environmental concerns directly related to the project activity, when raised by the
General Public, State Administration and NGO during the public hearing process would be
duly addressed in the Final EIA along with the commitments of the project promoter.
16. In addition to above standard TOR prescribed by EAC-MOEF (New Delhi) for other similar
projects shall be covered (detailed in Table below)

One station shall be in the upwind/upstream/non-impact/non-polluting area as a control station. The monitoring should be as per CPCB guidelines and parameters for water testing for both ground water and surface water as per ISI standards and CPCB classification wherever applicable. Values should be provided based on desirable limits.

3.0 STRUCTURE OF EIA REPORT
The EIA report follow the list of contents prescribed in the Gazette Notification issued by Ministry

Chapter 1. Introduction (This chapter will describe the purpose of the report, Identification of
nature, size and location of the project (with latitude and longitude) and its proponent, Description
of site and surrounding environment, Location maps, Importance of project to the country and
region and finally the Scope of the EIA study, as per TOR approved by MOEF)
Chapter 2. Project Description (This chapter will describe the Type and Need of the project,
Magnitude of operation, Schedule for approval and implementation, Land requirement, Water
requirement and flow scheme, Technology and Process description, Site plan, Layout of project
location, boundary and site, Description of mitigation measures to meet the environmental
standards)
Chapter 3. Description of the Existing Environment (This chapter will describe the study area,
period of study, components and methodology, Establishment of baseline data for valued
environmental components and base maps of all environmental component like Meteorology,
Ambient air quality, Ambient noise quality, Hydrology and water quality, Land use, Agriculture, Soil
quality, Ecology, Demography, Occupational pattern and Socio-economics.)
Chapter 4. Anticipated Environmental Impacts and Mitigation Measures (This chapter will
describe the details of investigated impacts due to project location, Possible accidents, Project
design and construction, regular operation, Measures for minimizing and / or offsetting adverse
impacts identified, Irreversible and Irretrievable commitments of environmental components,
Assessment of significance of impacts and Mitigation Measures.
Chapter 5. Environmental Monitoring Program (This chapter will include the technical aspects
of monitoring the effectiveness of mitigation measures including measurement methodologies,
frequency, location, data analysis, reporting schedules, emergency procedures)
Chapter 6. Additional Studies (This chapter will describe outcome of Public Hearing, Risk
Assessment and DMP, Social Impact Assessment and Rehabilitation and Resettlement Action
Plan)
