The Scene…
KKK violence in south 1868 Klansmen killed 300 republicans including a
congressman. ½ adult white males in LA were Klan members
Enforcement Act of 1870 -response to Klan violence in south-north
outraged -banned use of terror, force, bribery, to prevent
anyone from voting -federal troops brought in to enforce-worked
and Klan went underground. Troops leave, suffrage all but ends
The Compromise of 1877:Death blow to Reconstruction
-Pres election of 1876 Rep. R.B. Hayes lost to Dem. Samuel Tilden Disputed electoral votes and controversy (p. 559) Congress sets up special commission to
investigate-obviously more reps on committee than dems and they find in favor of Hayes.
Dems reject the decision & Compromise takes place▪ Dems agree to give presidency to Hayes. In return
Hayes agrees to remove all federal troops from southern states
▪ Opens way for Solid South Dems to hold power again
Reconstruction Ends: A dying issue
A Dying Issue 1. Corruption-Reconstruction legislatures,
Grant’s admin come to symbolize corruption, greed, and poor government.
2. The Economy-Reconstruction legislatures taxed and spent heavily, putting southern states deeper into debt. Nationwide recession in 1873 draws attention away from cause-which many never believed in fully anyway.
Reconstruction Ends: A dying issue
3. Violence-Fed troops withdraw from south and violence follows in their wake this allows former leaders to return to power in state gov
4. Democrats return to power-era of republican dominance in south coming to an end-by ’72 nearly all ex CSA’s had been pardoned-combined with other white southerners to form new bloc of democratic voters called “Solid South.” Blocked and reversed many Reconstruction policies.
