A meeting of the Senate of Victoria University was held on Wednesday, October 6, 2004 at 4:15 p.m. in the Wymilwood Music Room, Victoria College, President Gooch presiding. Present:

The following resolution in memory of the late Very Reverend Dr A B B Moore was presented by President Gooch:

Arthur Bruce Barbour Moore (1906 – 2004)

Arthur Bruce Barbour Moore was born on February 4, 1906, in Keswick Ridge, N.B., the fifth son of a Scots-Irish family that had been settled in Canada for five generations. Moore spent his childhood in Quebec’s Eastern Townships where his father was a minister in a Congregational Church. At the age of seventeen, he entered McGill University as a liberal arts student, but soon felt the call to Christian ministry and began concurrent studies at Montreal’s United Theological College. In 1930, following his post-graduate degree, he began a travelling fellowship at Oxford. That year also marked his ordination to the Christian ministry, an event which “…shaped my subsequent life. From then on I was a minister of the Church of God. That determined my space and place…its reality never left me.” Back in Canada, Moore took up a ministerial post at Montreal’s Amherst Park United Church. While travelling on a Montreal streetcar in the fall of 1932, he met Margaret Price, “a young lady for whom I fell flat on my face”. Within a year they were married and settled in a church posting in Howick, Quebec. After a decade of service as a minister, Moore accepted the post of principal at Saskatoon’s St. Andrew’s College. In 1950, Moore was appointed president of Victoria. When describing his and Margaret’s welcome to Vic in his autobiography, he recalled that “Names became faces, faces became persons, persons became friends”. He was Victoria’s greatest builder. During his presidency library, lecture-room, residence, student and administration space more than doubled: he initiated and oversaw the building of the E.J. Pratt Library, Margaret Addison Hall, Wymilwood and the New Academic Building, now Northrop Frye Hall. In the 1960s, he played a key role in the formation of the Toronto School of Theology. Moore was also instrumental in establishing Victoria’s Living Endowment Fund and the annual alumni appeal. Throughout his presidency, Moore remained a dedicated and committed minister of the United Church of Canada and was elected moderator in 1971. In 1975, he received an

honorary doctor of divinity degree from Victoria University and, in 1977, was installed as U of T chancellor. Until just a year ago, Moore could often be seen attending Vic events. At the 1992 testimonial dinner held in his honour in Burwash Hall, and in celebration of the restoration of Old Vic, Moore remarked that: “If we build it, they will come–those vital people who have formed a part of the community that is Victoria. They will come and strengthen the people already here. But also there will come that unseen generation of young people and of scholars who will maintain the traditions of this college…Critical in judgment, sound in scholarship, bold in adventure—this is our Vic.” After almost 70 years of marriage, Moore was predeceased by his wife Margaret on March 28, 2003. He leaves their adopted family of Margaret and Adrian Brook and three grandchildren. Victoria has lost one if its most beloved presidents; indeed a legend in the history of Victoria University. A friend to everyone who knew him, he represented the very soul of Victoria.

I move that this record of our appreciation for the life and work of ABB Moore be entered into the minutes of the Senate of Victoria University, and that a copy be communicated to his family.

The resolution was given assent with a standing vote and a minute of silence. Minutes of Previous Meeting: Minutes of the meeting of June 2, 2004 were approved with one correction noted (Professor David Hoeniger’s name was misspelled on page 4 of the CRRS Report). Communications: Letters of gratitude were read from Emmanuel College students, Bonnie Victoria Holliday and Donna Patricia Kerrigan, and Victoria College students, Tania Botticella, Scott Charles Gallimore, Mary Joan Graham, Marliya Haniffa, Bonnie Hoi Ching Huen, Brian Beom Hur, Xiaojiang Ma, and Manu Sharma. Also, Emily Harriet Wennberg, a student from University College, wrote to express her thanks for being awarded a Vic One In-Course Scholarship. Business Arising: Professor Silber, Chair of the Nominating Committee, reported that there had been a few changes to the composition of Senate Committees for the 2004-2005 session. Positions had become available on the Nominating Committee and the Special Awards Committee, and over the summer, faculty members had agreed to serve on these committees. Professor Silber moved, seconded by Professor E Kushner, that Professor P Blanchard be appointed as Chair of the Nominating Committee, and that Professor C Vercollier be appointed to the Special Awards Committee. CARRIED.

Enrolment Updates: The Secretary presented the following interim report on enrolment in Victoria College:

The Secretary announced that the total enrolment in Victoria College as of September 29, 2004 was 3,977. She also noted that the official enrolment count would take place on November 1st and be reported at the December meeting.

Dr F Graham presented the following interim enrolment report for Emmanuel College: 2002-03 2003-04 2004-05 Basic Degree 33 41 32 Advanced Degree 13 13 12 He commented that while the number of newly admitted students was down slightly, overall enrolment remained steady (133 student are enrolled at Emmanuel College in 2004 compared with 135 in 2003). Report of the Awards Committee:

The Senate Awards Committee met on Tuesday, October 5, 2004. At this meeting, the Committee dealt with a number of items. First, we received a report from the Secretary on the admission and in-course awards that were issued to Victoria College students over the summer months. The Secretary noted that 457 Victoria College students received in-course awards: 194 in first year, 154 in second year and 145 in third year. There were 81 more students or close to a 20% increase in the number of Vic students achieving “A” standing and receiving an in-course scholarship this year. The largest increase was in the first year group and this can be attributed to two factors: the double cohort year and the

inaugural year of the Vic One program. The Vic One program attracted very bright students and approximately 30% of them achieved an A compared with the Victoria College average which is closer to 12%. The names of the in-course recipients and the awards they received were circulated.

The Awards Committee also reviewed spending on awards. The total amount allocated for admissions and in-course awards is $913,000 compared with $951,800 last year. Last year, for admission awards, $378,500 was allocated to 134 students. This year, because we had less funds available for admissions scholarships, we were only able to allocate $260,200 to 99 incoming students. We anticipate that increases in our enrolment and the corresponding increases in the number of scholarships allocated has peaked. As the Faculty of Arts and Science decreases enrolments over the next few years, we can expect our enrolment to fall to a more manageable number (3,600+ students) and we can also expect the number of students receiving awards to decrease. Professor K Thompson asked how we can be sure that an “A” grade is really an “A” or is

marks inflation occurring? The Secretary responded that the Faculty of Arts and Science issues an annual Final Marks Analysis Report and that according to these reports, there is no noticeable marks inflation occurring in the Faculty of Arts and Science.

The Committee also reviewed the terms for several new awards and on behalf of the Senate Awards Committee, the Secretary moved, seconded by Mrs J Breukelman: THAT an award to be known as The Pauline Mills McGibbon Scholarship be established in Victoria College to be awarded annually to a student with an overall A average who is registered in the Northrop Frye Stream of the Vic One Program. THAT an award to be known as The Isabel Bader Bursaries be established in Victoria College to be awarded annually to students who have financial need. THAT an award to be known as The Richard Thorman Bursary be established in Victoria College to be awarded to students experiencing financial difficulty. Preference given to those registered, or previously registered, in Vic One or the BCom program, and continuing in the Social Sciences or Commerce at the University of Toronto.

THAT an award to be known as The G Wallis Field Scholarship be established in Victoria College to be awarded to a third-year student with an overall A standing who is studying German or Modern Languages. THAT an award to be known as The Valerie Brook Scholarship be established in Victoria College to be awarded who has achieved overall A standing in first, second or third year. CARRIED. And finally, the Committee reviewed the revised terms for three awards. This is part of an on-going project to ensure that the terms of all our awards are flexible enough to ensure that the funds can be allocated. On behalf of the Senate Awards Committee, the Secretary moved, seconded by Professor

M Bourgeois, that the following revised terms of award be approved: Victoria Reunion Award: Currently restricted to third year students. The endowment generates enough funds to make it available across all years. New Terms: Awarded to students with overall A standing and who have demonstrated financial need. George Dennis Morse Scholarship: Very small endowment. Currently restricted to students who have taken English and Language courses. There are many more substantial awards in both English and Languages. Propose to use the Morse Scholarships for Humanities students. New Terms: Awarded to a student of the Humanities with overall A standing. Preference given to students who have completed courses in History or Languages. Stefan Stykolt Memorial Scholarships: Small endowment. Change terms from English and French to English OR French New Terms: Awarded to a student with overall A standing whose program included courses in English or French.

President’s Report: 1) Student Life Review and the President’s Response

The President announced that in the late spring a committee had been struck to review student life at Victoria College. The Committee met throughout the summer and ultimately produced an excellent report containing many recommendations that will improve life at Vic for students. Dean Jason Hunter commented that the report had been well received and that he would be working closely with VUSAC to implement the changes.

2) New Master’s Degree Program in Sacred Music

President Gooch announced that Emmanuel College was developing a new degree program in Sacred Music that is to be offered in conjunction with the Faculty of Music.

Dr F Graham added that the resources for such a program have been on campus for many years but the timing was never right until recently. He noted that this proposal was winding its way through the long process of review and approvals. Once it is approved, he anticipates that students in the program will take 10 Theology credits and 10 Music credits, and that enrolment will be limited to 10 students per year for the first few years.

3) Th.D./Ph.D. Degrees

President Gooch noted that discussions about whether TST/UofT should offer a Th.D. or a Ph.D. degree grew out of the new memorandum which was signed recently. He noted that the UofT is contemplating a proposal for a conjoint UofT/TST Ph.D. degree.

4) Tasks and Priorities for 2004-05

President Gooch circulated his annual list of Task’s and Priorities for the information of Senate:

TASKS AND PRIORITIES FOR 2004-05

I The following represent the most important issues for the President of Victoria University and his colleagues to advance in this academic year. They appear in alphabetical order. Academic Planning • The academic plans of Victoria College and Emmanuel College will be pursued and

developed in more detail, as set out below under Programs. Advancement • Complete the campaign for Vic One program and student support; develop the next

set of priorities. Archives • Strike a task force to review the United Church / Victoria University Archives to

determine the best way to provide this service given changing practices, space needs, and resource constraints.

Board of Regents and its Committees • Insure that new members have an appropriate orientation to the Board’s work. • Review the mandate of the Residences and Services Committee and enhance its role

for student life. • Review mandates for the Board committees and develop charters where appropriate. • Keep the Executive Committee fully informed of the activities of the University,

seeking advice where appropriate; assist the Board’s committees to make fully informed decisions.

Budget • Develop a budgeting process that includes greater responsibility and accountability

for budget holders, and generate a three year budget planning cycle to support our academic priorities.

Emmanuel College • Support the implementation of the long term plan, including co-operation with TST,

especially Knox College. • Explore diligently the possibilities for a co-operative appointment in the Old

Testament/Hebrew Bible area.

• Work with the Principal and the Director of Alumni Affairs and University Advancement on a campaign to endow chairs.

Faculty and librarian personnel policies • Strike a negotiating team and conclude the process of securing agreement on policies

to bring to the Board of Regents. Faculty of Music • Work towards greater co-operation at all levels with the Faculty of Music and its

new Dean. Organizational issues • Work with the Bursar on several organizational questions that arose in the review of

the Bursar’s office, including space booking, theatre and events management, conference and plant services.

Programs • Work with Emmanuel College and the Faculty of Music on proposing a Master of

Sacred Music degree to TST, U of T, and OCGS. • Work with Victoria College on implementing the Life Science stream for Vic One. • Work with Victoria College, the Ontario Institute for Studies in Education, and other

interested divisions of U of T on developing an integrated B.A. and B.Ed. program.

Records management • Develop a comprehensive policy for records management and retention, including

electronic records, for Victoria University; and implement that policy office by office.

Student Life • Receive the report of the Committee to Review Student Life, and implement its

recommendations after they are discussed and adopted by governance. Victoria College • Review the Arts and Science Stepping Up plans with the Principal to insure that

Victoria is strategic in its goals for the next six years. • Support the detailed working out of plans for programs, and the role of academic and

student services in relation to the offices of the Principal, the Registrar, and the Dean.

• Develop a plan for the use of the first floor of Old Vic. II Other ongoing issues are listed in the priorities of each of the senior administrators. Here are two lines on the most significant challenges in each office. Bursar • Property development, budget process, administrative restructuring including events

management and information technology. Chief Librarian • Develop library IT instructional programs, enhance content and services on the web

site, explore co-operation with sister theological libraries.

Dean of Students • Implement recommendations for the improvement and monitoring of student

experience. Director, Alumni Affairs and University Advancement • Complete Vic One campaign including Callwood professorship, plan campaign for

in-course scholarships, increase Heritage Donor numbers. Principal, Emmanuel College • Capital campaign, curriculum review, TST/UofT collaboration in Music and in OT. Principal, Victoria College • Implement Stepping Up plan and secure funding, renew College programs and

CRRS, prepare for Vic One life-science stream, B.A./B.Ed. planning. Registrar • Advising/mentoring program for each new student, automate awards program,

increase recruitment activity. III Here are some additional matters that fall to the President: • Chaplaincy: develop some programming on inter-faith understanding, with

Emmanuel and the Ecumenical Chaplaincy group. • Executive Assistant to the President: integrate Gillian Pearson, the new executive

assistant, into Vic, and develop a work plan with her. • Leadership Transitions: the current terms of the President, the Principal of Emmanuel

College, and the Principal of Victoria College all come to an end in June 2006. Set the appropriate reviews in place on a timely schedule.

• Memorandum of Agreement review: bring this to a successful conclusion. • Teaching: the Philosophy of Religion course for Arts & Science and for Emmanuel

College in the winter term; Ph.D. examiner for McMaster; community lectures on Plato.

• TST: continue work with the University of Toronto on the question of the Ph.D. in Theology.

• Transitional Year Program: take part as a member of the review team for this program for the Provost of U of T in October.

5) Chaplaincy

A task force was organized last year to address the issue of Chaplaincy. President Gooch announced that he is in continuing discussion with a group that seeks to fund the ecumenical chaplain at the UofT.
