IEX, PXIL to launch round-the-clock intraday, contingency trading from July

The Central Electricity Regulatory Commission has proposed formulation and implementation of the Reserves Regulation Ancillary Services for grid frequency regulation and reducing congestion in the transmission network.

In its proposal issues last week, the CERC identified 18 inter-state generating stations (ISGS) across the country for setting up the Reserves Regulation Ancillary Services (RRAS) framework. These 18 power plants have about 5 GW of un-requisitioned capacity reserve which would be used for frequency stabilisation and de-congestion of the transmission network.

Other ISGS whose tariff is determined or adopted by the Commission and are operating on part load and have not received full requisition shall also be eligible for the RRAS framework.

The RRAS framework shall be triggered under special circumstances that affect the grid frequency such as sudden shutdown of a large power plant, sudden increase in load, etc.

The participating power plants will be required to submit their energy and variable costs on a monthly basis while the NLDC would prepare a merit list of lowest to highest cost of generation from various power plants. In case of a contingency, the NLDC or RLDC would trigger the RASS dispatching instructions to the relevant power plant to start injection into or reduce injection from the grid.

The power plant will then share the actual generation schedule and related costs with regional power committee. These charges would be shown in the weekly UI account statement.

Stakeholders can submit their suggestions or objections to the CERC by 01 June 2015.
