Mount Joy, in Lancaster County, has had a presence along the Pennsylvania Railroad since its inception. The station, at its current location since the early 1900s, is in serious need of improvements. This modernization must not hinder the station’s connection to the surrounding community fabric.
This document provides design guidelines for the implementation of recommendations from the Mount Joy Main Street and Station Area Plan. The Plan’s recommendations were summarized in the December 2009 Charrette Summary Document.
Since then, the timeframe for designing and constructing the recommended improvements has been accelerated. Funding for the station and station area improvements is now in the adopted fi ve-year Transportation Improvement Plan (TIP), and design of the station and station area improvements is currently underway. Construction is expected to begin as soon as possible following the design phase, with a possible design-build process for some station area components.
This document addresses the following elements of the design and implementation processes currently underway:

Mount Joy has a linear shopping district that is presently subdivided into various small clusters of shops and restaurants. This study recommends that the Borough strive to form four focused commercial zones that complement each other and accommodate market growth in the area. It is acknowledged that this plan should only serve as a general planning and business recruitment guide for the Borough, and that the properties have individual owners.
CORE
The core retail district is centered on its existing retail and restaurants, and is planned to be a walking destination offering a moderate selection of goods and services that are desired and needed by the community and its visitors. This core could include the re-opened historic theatre building (as a cinema or other supporting use), additional restaurants, apparel, gifts, home furnishings, shoes, and professional services.

Located in the geographical center of Mount Joy’s downtown, the civic area includes several churches, the

train station, a funeral home and several small popular businesses. Although this area lacks enough critical mass to be a commercial destination, it does attract a considerable number of visitors to the downtown area. This study recommends that smaller infi ll businesses such as bakeries, cafés and restaurants be promoted to open in the civic area to better support the existing larger non-commercial land uses.
MIXED-USE
The east and west of ends of Main Street are proposed as mixed-use areas that could be a combination of professional offi ces and neighborhood services such as hair care, fl orists, hardware, groceries and banking. Additionally, the mixed-use areas could accommodate larger commercial users that require on-site parking such as: banks, furniture stores, supermarkets, restaurants, sporting goods, and large format apparel stores. These areas may also include corporate campuses, educational centers, places of worship and residential.
ANCHORS
Restaurants and large retailers such as grocery stores, small department stores, sporting goods, and hardware and furniture stores can bring shoppers to the downtown area on a regular basis. These shoppers will likely also visit other smaller specialized businesses, and contribute towards creating a commercial destination.

Catalyst Site Design Guidelines
As the civic core around the station area changes, both as a station and as a civic space, the properties surrounding it will become more valuable. In response, the previous design stage identifi ed several areas as potential districts for incremental change. These areas — Delta Street, Main Street, and West Main — should organize infi ll projects according to a set of guidelines to achieve the station area planning vision for a unifi ed Main Street.

DELTA STREET CATALYST SITE DESIGN GUIDELINES
Maintain active edge along Delta Street, preferred ground fl oor use is retail or restaurant
Parking oriented away from street, to west side of building
Hold corner of Delta and Henry with building edge
Residential uses on upper fl oors, with access from both Delta Street and parking lot
Architecture consistent with other buildings on block
CATALYST DEVELOPMENT SITE - SHEETZ FUNERAL HOME In the future, as Delta Street is developed as a key public plaza, building frontage along the plaza will become more valuable.
ARCHITECTURE Building design at this catalyst site should feature a classic storefront facade. The linear nature of the site should be minimized by massing to resemble individual structures.

ARCHITECTURE Building design at this catalyst site should emphasize a classic storefront facade. A 10’-wide garden should be provided along the eastern side of the building as a residential amenity.

Delta Street is envisioned as a signature Festival Street for Mount Joy: a fl exible fl ush condition that still functions as a street for cars but can easily be converted into a long plaza space during events. Anchored on the southern end by a new Amtrak station building and the Borough Hall opposite, Delta Street connects Main Street with the station, creating a centralized gathering space for the entire Borough.

Landscape Palette
Landscape materials for the Mount Joy Station Area should center on native plants, with preference given to those that are low maintenance and provide strong visual interest, such as unique fall color. In the plaza and street spaces, species that tolerate harsher urban environments, such as Green Ash, should be selected. Exceptions to street tree selection may be required in areas with overhead utilities, such as substitution with understory trees.

Hardscape & Furnishings Palette
To complete the vision of an iconic and yet contextual design for the Mount Joy Station Area, the hardscape materials and furnishings should correspond to the elegant simplicity of the design aesthetic. A trimmed down palette with just two paver choices for the Delta Street Plaza, with standard concrete sidewalks elsewhere is optimal. The overall style for the furnishings is ‘updated traditional:’ classic lines and forms, but with contemporary materials and detail.
The following materials and furnishings are simply suggestions as to materials that complement the design intent and should not be taken as specifi cations.

Main Street Mount Joy contains many visitor destinations including the train station, shopping, entertainment, and dining venues. The wayfi nding system must be fl exible, consistent, and communicate information clearly. The target audience of the system includes:
