GovernmentsettoboostcarbuyingMINISTERS are looking at ways to ensure loans areavailable for people to buy cars as a way of helpingBritain’s flagging automobile industry, GordonBrown has announced.

The Prime Minister said it was important the carcredit market did not “freeze’’ in the same waythat other markets have, as Jaguar Land Roverannounced 450 job cuts blaming a “severe reduc-tion’’ in demand for new cars.

And he said the Government will do “what wecan’’ to help the industry survive the recession.

Several companies, including Honda and Nissan,have cut production of new cars as a result offalling demand.

When asked what plans he had to help theindustry during Prime Minister’s question time, MrBrown replied: “There are two issues facing the carindustry at the moment: one is a shortage ofdemand for cars, the second is the availability ofcredit for people buying their cars. We have beentalking to the various car companies, we will makeannouncements in due course.

“The car credit problem - that is loans for carpurchase - it’s basically a market that is outside thetraditional banking industry and we have to look atwhat we can do so that that market doesn’t freezein the way that other markets have.

“This is a detailed and technical question abouthow we can get help into the car loan industry butwe are looking at that very carefully.’’’

CommuterscuttheircostsAROUND 60 per cent of those using the car tocommute have changed their habits to cut costs,according to a new survey.

Some have switched to a smaller car, while oth-ers have found a less congested route to work, thepoll from Auto Trader magazine and websitefound.

Commuters are also sharing lifts with colleagueswhile some are even mixing diesel with wastecooking oil to save money.

Auto Trader said running costs for motorists haveincreased over the last 12 months, with deprecia-tion rising nearly three-quarters since 2007 andinsurance going up nearly 10 per cent.

The company said the average cost of commut-ing for motorists - based on an average journey of17.1 miles to and from work - was £35.55 a week.

Adding this to the weekly cost of depreciation(£61.21), insurance (£9.21) and road tax (£2.79)gives a weekly overall figure of £108.84.

ShowaxedduetocreditcrunchA COMMERCIAL vehicle show due to be attendedby nearly 300 exhibitors was cancelled this weekbecause of the credit crunch.

The CV Show was to have been held from April28-30 at Birmingham’s National Exhibition Centre.

“This is, of course, disappointing, but given thecurrent economic climate and the uncertainty cre-ated, it is the only decision we could make,’’ saidNigel Emms, the CV Show committee chairman.

Society of Motor Manufacturers and Traderschief executive Paul Everitt said: “2009 will be anextremely challenging year across the motor indus-try but this decision, while difficult, creates theopportunity to ensure the 2010 event best reflectsthe changing needs of the road transport industry.’’

Good sport that’salso good-lookingTHIS has been attempted before.Nissan has tried to sell us a pow-erful, petrol-engined, adventur-ously-styled lifestyle 4x4 in theshape of the Murano and that’sbeen a flop. Why should Mazdasucceed with the CX-7?

Let’s start with the big num-bers. Most lifestyle 4x4s front upto the party packing 160bhp orso. Mazda isn’t interested in anyof that flyweight nonsense.

Yes, a diesel CX-7 will be avail-able but for the time being, you’lljust have to make do with258bhp of all-wheel-drive power,courtesy of the 2.3-litre tur-bocharged engine lifted from thestealth bomber Mazda6 MPS.

It’ll punt the CX-7 off the linewith verve, the sprint to 60mphbeing notched off in 7.8 seconds,while a top speed of 130mph is atestament to its muscle.

The CX-7 will net a few sales

purely on the basis of the way itlooks. Probably the most strikingaspect of the car is the steeply-raked windscreen.

Most SUVs have a rather blufffrontal aspect but the CX-7 hasthe sort of screen angle thatwouldn’t look out of place on aLamborghini. The overall effect isto give the Mazda a very sleek,purposeful look and to instantlyrid you of any possible notion thatthe thing can be taken off-road.Which is just as well, as theground clearance is minimal.

You get what you pay for. Wanta more characterful engine, sharp-er handling and a plusher cabin?Then be prepared to fork out theextra cash for a BMW X3 3.0si.

If you’re paying less, you’ll needto make compromises and the CX-

7 manages those compromisesreasonably well. Its overridingproblem is that the market forthis sort of vehicle is extremely

small. Nibbling a tiny slice of ameagre pie seems to be the CX-7’s lot in life, which is a shamefor such an intriguing vehicle.

THE SCIROCCO 1.4TSITHERE will always be those who write theVolkswagen Scirocco off as little more than aGolf in a track suit.

There’s truth in that but there’s also some-thing wonderfully modern and accessible aboutVW’s take on the small coupe theme, particular-ly when the clever 1.4 TSI engine is installed.

Volkswagen’s 1.4-litre TSI ‘Twincharger’ engineis a groundbreaking unit that would appear tosuit the Scirocco down to a tee. It swaps sheercapacity for forced induction, using both a super-charger and a turbocharger to boost the poweroutput that’s possible from a 1.4-litre petrolengine. The result is 158bhp and torque of240Nm all the way from 1,500 to 4,500rpm.

This broad torque band is more in keepingwith what you’d expect from a good dieselengine and it’s achieved by the superchargerand turbocharger working in tandem.

The supercharger enhances performance atlow revs, filling the void left while the turbo getsinto its stride. This virtually eliminates turbo lagand gives the Scirocco a muscular feel through-out the rev range. The 0-60mph sprint is coveredin eight seconds dead and there’s a 135mph top

speed and the engine sounds great with asnarling bark far in excess of its 1.4-litre bite.

The handling advances made by the Sciroccocentre around its dynamic aids. All models fea-ture advanced Adaptive Chassis Control offer-ing three driver-selected settings - comfort,normal and sport.

The system’s influence extends to the steer-ing system: should ‘sport’ be selected, thesteering firms up to provide more feel while‘comfort’ mode makes the steering lighter andeasier to operate at low speeds or round town.

The 1.4 TSI engine is mated exclusively to asix-speed manual - Volkswagen’s excellent 6-speed DSG twin-clutch gearbox with the pad-dle shifters being off limits, which is a pity forbuyers seduced by high technology.

The Scirocco is practical for a sports coupe.There’s a reasonably wide boot aperture whichopens up 292 litres of luggage space.

Fold the split rear seats down and you’vegot 755 litres. The Scirocco features four, indi-

vidual sculpted seats finished in a choice ofeither cloth or leather. The sports seats aren’tjust restricted to those up front – the con-toured rear seats feature integrated headreststo offer plenty of support.

Proportions are classically short, low andwide, though the dimensions betray its relianceon Golf mechanicals. It measures 4,256mmlong, 1,404mm high and 1,810mm wide.

The 1.4-litre TSI engine doesn’t achieve 1.4-litre running costs but for a 160bhp petrolengine, it’s highly efficient. The combined cycleeconomy figure of 42.8mpg and emissions of154g/km put the Scirocco on a par with adecent 1.6-litre family hatchback but theVolkswagen is a vastly more enticing prospect.

Few cars hit the compromise between funand commonsense as accuratelyI.

The styling is spot on, the grip and balancemake for infectious handling and the advanced‘Twincharger’ petrol engine renders the carquick and charismatic enough so you questionthe need for more power. Four seats and sensi-ble running costs make it a usable daily drive. Itis £18,395 on the road.

THE idea of owning a small car hasnever looked more appealing but thereality remains something that lots ofpeople would rather avoid.

Toyota undertook to change all thatwith a fundamental rethink of thesmall car concept and the end resultis called the iQ.

Fuel costs, emissions-based taxa-tion, traffic congestion, parking prob-lems, and environmental concerns ...as the impact of these factors increas-es smaller cars tend to look more andmore attractive.

The problem is that many peoplestill see a small car as a compromisein terms of the space available, thesorts of journeys you can undertake,the safety provision and the all-impor-tant question of style.

The iQ is Toyota’s answer to theseissues. It uses a series of design andengineering innovations to deliver ona practical level but also sets out tooffer the desirability, personality andattitude that style conscious buyerscrave.

Just how small is the iQ then?Toyota’s engineers undertook todesign a car that was less than threemeters in length but that could seatfour people. Remarkably, given thedimensions of other four-seater mod-els currently on the market, they man-aged it. The iQ is 2,985mm from noseto tail, a full 765mm shorter thanToyota’s Yaris supermini but only30mm lower and 15mm narrower.

The iQ also has unique featuresdesigned to save space and weight.Among them are the front differen-tial, steering gear and air-conditioningunit. Then there’s the flat fuel tankpositioned beneath the floor and the

slim front seats that give extra rearlegroom and a unique asymmetricaldashboard.

For the driver and front passenger,the iQ never feels like a small car.There’s an excellent amount of spaceavailable and the groundbreaking‘3+1’ layout brings excellent versatility

to the space behind. The seat to therear of the driver is better suited tosmall children but when there areonly three people on board, its backsection can fold down to create usefulluggage space. With both rear seatsfolded, there’s a full 242-litres ofcapacity in the iQ – more than

enough for the weekly shopping.

Toyota’s 1.0-litre VVT-i petrol engineprovides the motive force and its67bhp is enough to give the iQ azippy, responsive feel around town.There’s an optional Multidrive auto-matic gearbox or a slick-shifting five-speed manual to choose from but in

both cases there’s a 93mph top speedand a 0-60mph time of 14.7s.

The suspension is firm and the bodyroll is almost totally absent, partlythanks to the iQ’s wide stance. Longertrips aren’t a problem with the engineextremely quiet at motorway speedsbut it’s in urban areas where the carexcels. The turning circle is a minute3.9m making the iQ easy to park. Fueleconomy is nearly 66mpg with themanual gearbox and CO2 emissionsof 99g/km will give major tax savingsmaking the iQ a seriously affordablecar to run.

The iQ may be small but its tough.Toyota has engineered the car to setnew standards for small car safetyand with a massively rigid body shell.It also features special anti-whiplashheadrests and a package of no lessthan nine airbags. VSC+ stability con-trol is also standard.

Of course, none of the iQ’sundoubted qualities would be enoughwithout the illusive desirability factor.

With its high window line, the iQdefinitely has attitude and its packedwith beautiful detailing from thecurve of the rear window to the wingmirrors with their integrated indica-tors.

Toyota aimed to build a very specialsmall car and after experiencing theiQ, most will agree that they’ve doneit.

THE styling of the old RenaultMegane was an acquired taste.

Hats off to Renault for being soadventurous but the designers reallydid split public opinion.

You never really had to ask becausefrom the garage to the multi-storeycar park, even the car deck of a crosschannel ferry, the Megane’s bumlooked big in everything.

Yes, the latest model is more con-ventional but it’s conventionally pretty– especially in 3-door Coupe form.

THE PRACTICALITIESThe boot was surprisingly spacious fora medium-sized family hatchback at372-litres, although we weren’t over-loaded with bags on this occasion.

I’m sure that we’d have no gripesabout luggage space for our fortnightsummer holiday all the same.

I thought that Renault’s unparal-leled experience in the MPV marketshone through with this car, not onlyin terms of passenger space – whichis excellent – but also in the provisionof multifarious cubbies, boxes andpockets.

The innovative dashboard featuresan analogue rev-counter alongside adigital speedometer which also incor-porates the cruise control/speed lim-iter display.

When this function is activated, thespeed selected by the driver is dis-

played at the top of the speedometerwhich is itself ringed by a sequence oflights that take the form of an arcaround the central display.

In speed limiter mode, the red seg-ment lights up as the speed increases,

while the selected speed begins toflash if exceeded.

BEHIND THE WHEEL

The engine line-up is a mixture offamiliar carry-overs and new arrivals,

with biofuel-compatible engines alsoon the agenda.

Most important will be the dCidiesels, sales of which will be focusedon the dCi 86 and the particulate fil-ter-equipped dCi 106 units.

Both of these engines emit 120g orless of CO2/km, while even the pow-erful dCi 130 (with pulling powernow more readily available earlier inthe rev range) manages 135g/km.

If that’s not enough, your dealercan tell you about a dCi 160 unit(which you’ll need to order in dCi 150form if you want automatic transmis-sion).

Petrol buyers also get the latestLaguna units, in this case the 1.6 16V100 and 110bhp powerplants, plusyou can talk to your dealer about anall-new turbocharged TCe 130 unit.The flagship engine, the TCe 180,uses similar turbocharged technology.

VALUE FOR MONEY

To begin with, only the five-doorhatchback and three-door Coupebodystyles are on offer but we cansoon expect to see the full comple-ment of Megane bodyshapes, includ-ing a three-door, an estate, a coupe-cabriolet and a new version of theScenic mini-MPV based on this car.

COULD I LIVE WITHONE?

On the whole, we found little to criti-cise with the latest Megane – and welearned to love that pretty styling.

I think that most buyers will feel thesame way.

THE 500byDIESELBEING cool isn’t easy but it’s increasingly impor-tant to car manufacturers trying to sell trendysmall cars to young urban buyers.

Fiat’s 500 is generally thought of as one ofthe cooler small cars on the market but in a bidto chill its public profile further, the Italian mar-que has enlisted the help of Italian fashion brandDIESEL. The result is the 500byDIESEL, a Fiat 500that’s been on the receiving end of a compre-hensive make-over by DIESEL’s designers.

You can get a 500byDIESEL that runs ondiesel, that would be the 1.3-litre Multijetmodel, but there are also 1.2-litre and 1.4-litrepetrol options with 69 and 100bhp respectively.Five or six speed manual transmissions areoffered and the modern 500 has been designedto replicate the original car’s nimble feel andability to put a smile on its driver’s face.

Much of the 500’s underpinnings are based onFiat Panda running gear - no bad thing as thePanda is a fun steer.

Like the Panda, the 500 uses simpleMacPherson strut suspension up front and abasic torsion beam at the back. A few centime-tres have been added to the width of the car’strack, giving it a foursquare appearance and Fiatclaims that body rigidity is around 10 per centbetter than the Panda.

We’ve established that the 500byDIESEL spe-cial edition is all about style and DIESEL’s design-ers were obviously given a high degree of free-dom to put their own flavour onto the car.

The car is only available in a rather mutedcolour pallet of green, brown or black but that’sas far as the understatement goes.

The 16inch alloy wheels have the diesel logoon their hubs and there side rubbing strips arepicked out in a metallic finish along with the B-pillars and the bumpers.

The 1.4-litre 100bhp versions also have yellowbrake callipers. Inside, the upholstery is in a spe-cial denim fabric and the front seats have apouch designed to mimic the trademark fifthpocket on DIESEL jeans. The DIESEL logo cropsup again on the gear knob and steering wheel.

Fiat’s Panda is one of the cheapest cars toown, so the ‘500’ will prove little different. TheMultijet diesel version will average over 65mpg,with the 1.2-litre petrol unit not far behind onaround 50mpg. Depreciation won’t be anythinglike at MINI levels but will be much better thanyou’d expect on a Panda. Which is good news

since insurance costs shouldn’t be much moreexpensive.

There’s a growing emphasis on manufacturerscreating a cool image for their small cars in orderto appeal to fashion-conscious buyers.

Fiat has tried every trick in the book with its500 and its latest marketing link-up with DIESEL

should only improve the car’s standing further.The styling changes made to the 500byDIESEL

are extensive and really contribute to altering thelook of the car. Pricing is competitive too andwith this special edition available through aninnovative online ordering system, the UK alloca-tion is likely to be snapped up fast.

THE AVEO

SS ssttaannddssffoorr ssuubbttlleeSO, to the latest MINI Cooper S. Where the oldmodel used a supercharged 1.6-litre Tritec enginedesigned by Chrysler and produced in Curitiba,Brazil, the latest S uses the Prince engine developedin conjunction with PSA Peugeot Citroën.

The 1.6-litre turbocharged Prince unit has a lotgoing for it. Anybody who owned one of the oldCooper S models would laugh at its claimed33.6mpg consumption figure, since driving the vehi-cle as it begged to be driven would often send aver-age fuel figures dipping below 20mpg.

The contemporary turbo engine is a lot easier onthe juice, with a combined figure of nearly 41mpg,although this too will dip significantly if you’re get-ting a bit enthusiastic. The old engine wasn’t a unitthat would win any green awards either, churningout 202g/km of carbon dioxide.

The turbo engine does far better at 149g/km,putting it on the shortlists of company car buyerswho wouldn’t countenance the wallop in the walletthe old car delivered when the taxman came to call.

The best bit is that you get more go. Okay, so thepower output is up by only five more horsepowerwhich doesn’t mean a whole lot in a vehicle asheavy as the Cooper S but what is key is thattorque rises from 162lb/ft to 177lb/ft.

On that basis, don’t be too worried that the on-paper figures for the benchmark 0-60 sprint and

top speed only show a minimally incrementalimprovement, the latest Cooper S shaving 0.3s offthe sprint at 7.1s and tacking a couple of miles perhour to the top speed: this car is all in with theneedle pointing at 140mph. If that’s not enough,there’s a John Cooper Works (JCW) version of thiscar with 210bhp.

Communicating that this is indeed a very differ-ent Cooper S could well be quite the challenge. Ittakes a keen eye to spot the bodywork differences,despite this car and its progenitor sharing not onepiece of sheet metal.

The good news for British industry is that the carwill continue to be built at what is now known asPlant Oxford (Cowley to old timers), this factory’soutput being upped to 240,000 cars per year, morethan double what it was when the first MINIs rolledoff its lines in 2001.

The body panels and sub assemblies hail fromPlant Swindon and the BMW-designed engines rollout of the Hams Hall plant in the Midlands.

So how can you identify the latest car? Althoughthe stance remains the same, there’s been a loosen-ing of the belt. This Cooper S model, for instance,is 60mm longer. The front grille is tidier and the

indicators are now housed in the headlight pod.The car’s shoulder line is 18mm higher than on theformer model, giving the latest version a morehunched, powerful appearance.

True enthusiasts will lament the death of the oldCooper S. It was something of a singularity with itshe-man steering and engine note that sounded likethe four milk floats of the apocalypse.

The latest car is a more subtle thing that will beappreciated by more of the people more of thetime. Although it may be less of a sports hatch, it’smore of a MINI. Debating the price of progresscould keep us here all day.

BY MOST accepted measures, theChevrolet Aveo is not a remarkable car. Itis, however, an important one in open-ing up new markets for the Americangiant. Solidly built and attractively styled,it's a decent car, albeit one that inherits agood deal of its engineering from itsKalos predecessor.

As makeovers go, the Aveo is one ofthe cleverest. In profile it doesn't looktoo much different to the Kalos, the five-door car's rather odd drooping swageline being instantly familiar.

Move round to the front and theimpression is utterly different. The Kalos'rather unhappy-looking face has beenreplaced with something a whole lotbolder. The upswept headlamps andenormous double grille are punctuatedby a serious Chevy cross logo.

It's got about twice as much attitudeas any other small car you could care tomention. The three-door model is evensmarter, with the flanks beingsculpted to incorporate pro-nounced flared rear wheel arches.At the back, there's one of theneatest rear lights clustersaround.

The interior lacks the self-assur-ance of the exterior and,inevitably in this corner of themarket, feels built down to aprice.

The same can be said of the Aveo'skey rivals, and Chevrolet has specifiedthe interior wisely, giving it a sensibleequipment count, fairly decent materialsand as much space and versatility as thedesign constraints allow. It's not thebiggest car in its sector, but the compacttorsion beam rear suspension meansplenty of useable room in the back.

With two engines and three and five

door body styles to choose from, Aveocustomers also benefit from a decentlevel of standard kit.

"Plenty of car and equipment for afair price" is part of Chevrolet's philoso-phy and the entry-level Aveo adheresto that maxim with driver and passen-ger airbags, an MP3-compatible CDstereo and wipers with intermittentfacility. Plusher trim levels add tinted

glass and electric front windows.Options include 15-inch aluminium

wheels, leather trim for the steeringwheel and gear knob, an onboard com-puter, steering wheel-mounted audiocontrols and automatic climate control.

The Aveo campaigns on the basis ofsolid value for money, so it's no greatsurprise to hear that prices start fromaround £7,500 and that running costs

are screwed tightly down. It might sur-prise you that there's no diesel model,given that the GM group has somegreat diesel engines, but it would betough to make the additional cost of adiesel version worthwhile to the typical-ly hard-headed Aveo customer. As itstands, the 1.2-litre model will return51.4mpg which is good and emit132g/km of carbon dioxide which is

not quite so stellar. The 1.4-litre variant,sups at a rate of 44.9mpg with CO2emissions of 140g/km.

If you're at all style-conscious, thereare probably smarter options but not atthese prices. As a compromise betweenbudget, ability and badge equity, theAveo more than makes a case for itself.Moorland Motors price £6,495 for apre-reg 1.2 LS 3dr.

WHEN it comes to evaluating a car likethe Nissan NOTE, it pays to ‘think out-side the box’. Nissan has spruced-up itscharge and in its latest form, it looksbetter than ever.

Three engine choices are beingoffered. The two petrol units comprisean 87bhp 1.4-litre as well as a 108bhp1.6-litre powerplant but the big seller islikely to remain the diesel engine, a 1.5-litre dCi common rail unit with 85bhpon tap.

As a general rule, drag racing isn’t aparticular forte of the supermini-basedMPV but if you fancy giving some spottyoik a run for his money away from thelights in your NOTE, the 1.4-litre car willget to 60mph in 13.1s, the diesel is frac-tionally slower at 13s and the 1.6-litrepetrol takes 10.7s.

None of the engines are what youwould call quick but they’re all morethan adequate for everyday driving witheven the 1.4 pulling reasonably stronglythrough the gears.

The NOTE always feels highly nimbleon the road with body-roll well con-trolled, a firm ride and steering that’slight but accurate.

It’s perfect for nipping through the citystreets and it inspires confidence thanksto good all-round visibility and a tightturning circle. If you really value a com-fortable ride, one of the NOTE’s rivalsmay be a better option but if you likeyour small car with a taught, sporty feel,this could be it.

The usual facelift tweaks include areshaped bumper and bonnet, revisedheadlights the essential grille tinkeringwhich has seen the adoption of a shinnyblack finish. At the back, the tail lightsare darker and models with parking sen-sors get them incorporated more neatlyinto the bumper. It’s nothing too dra-

matic and the winning Note formula isintact.

It appears lower and longer withminimal rear overhang and quite a pro-nounced nose protruding at the front.The Note is squared-off at the rear withthe natural roofline taking an unusuallast-minute jerk upwards to maximise

cargo capacity in the back. The boxydimensions pay dividends inside.

Improvements to the Note’s environ-mental performance should go downwell with buyers. The manufacturerhas even introduced the Pure Drivebadge which is applied to any car in itsrange with emissions lower than

140g/km, helping customers spot thecleanest options. The combined cycleeconomy figure for the entry-level 1.4-litre petrol Note is 47.9mpg and theentry-level diesel trumps that with62.8mpg.

Bringing up the rear but still hardly indisgrace is the 43mpg 1.6 but choosing

the automatic gearbox drops thisengine’s economy. CO2 emissions are119g/km for the entry-level diesel and139g/km for the 1.4-litre.

Overall, the NOTE isn’t going tocost the earth to run. Better still, italso manages to be affordable andeconomical.

If you’re not bothered about thelifestyle implications and simply wantsomething large that’s going to be rea-sonably reliable, then this is where toshop. Be honest with what you needthe car for. There’s little benefit in buy-ing a tank-like leviathan that can scalea mountain face if all you want is a4x4 that looks smart and can occasion-ally tow a trailer.AFFORDABLEMID-RANGERS

Now we’re talking about some capa-ble contenders. If you’ve got upwardsof £5,000 to spend, the default choicefor many will still be the Land RoverDiscovery, this time in Series II guise.

DESIRABLE - BUTPOTENTIALLY PRICEY

The king of this particular domain iswithout doubt the Land RoverDiscovery 3. With prices now dippingunder £20,000 for the first used exam-ples, it’s well worth taking a look if

you’ve had a look at what you can getfor your money with a new 4x4 andjust need more metalwork. Objectivelythere’s very little wrong with the Disco3 but if the styling or the image don’tagree with you, the Toyota LandCruiser makes a very capable Plan B.Even more reliable and with a betterdiesel engine than early Discovery 3s,the Land Cruiser will go on forever.

Late shape Nissan Patrols are worthlooking for if you need something veryrugged and Kia’s Sorento is also wellworth a look if you’re planning on buy-ing something nearly new but don’twant to break the bank.
