Art. 1. Description
The Baja will be held in accordance with the Sporting Code of the FIM together with the relevant Appendices, the
General Prescriptions applicable to the Counting Events for the Baja World Cup, the National Sporting Regulations
according to the FIM Regulations and this Supplementary Regulations, and any other Regulation Acknowledgement
approved by FIM International Jury.
Counting towards FIM Bajas World Cup:
✓ FIM Bajas World Cup 450cc, for riders and factories
✓ FIM Bajas World Cup – Quads, for riders
✓ FIM Bajas World Cup – Women, for riders
✓ FIM Bajas World Cup – Junior, for riders
Any matter which is not specified in the attachments or in this S.R. is subjected to the interpretation of the FIM
International Jury.
Modifications, amendments, and/or changes to this Supplementary Regulations will be announced only by numbered,
dated and signed newsletter bulletins to competitors as soon as possible.
In case of doubts about this regulations or differences between Languages, the English text alone will be considered as
binding.
1.1. Place and dates of the Event
Motor Club Baja with the collaboration of Octagon Esedos and Promotor organises the third Event of the FIM Bajas
World Cup named “Baja Aragón 2019”, registered in the FIM International Calendar IMN 814/02 (450cc), Quad
(816/02), Women (815/02) , Junior (817/02),and the second Event of the cto Spain Rallyes TT, from the 26 to the 27 of
July of 2019.
The itinerary of the Rally, starting in Teruel will entirely take place in the Aragon Region.

The Event has the approval of the F.I.M., R.F.M.E. and FARAM.

1.4. Location of Start and Finish
1st Stage .
Departure from Parc Ferme will be given in the parking of “Palacio de Exposiciones y Congresos” from Teruel on
Friday the 26 of July.
The arrival of Leg 1 to Parc Ferme will be in the parking “Palacio de Exposiciones y Congresos” from Teruel.
2nd Stage
Departure form Parc Ferme will be given in the parking of “Palacio de Exposiciones y Congresos” from Teruel on
Saturday the 27 of July.
The arrival of Leg 1 to Parc Ferme will be in the parking “Palacio de Exposiciones y Congresos” from Teruel.
1.5. Location of the main Media/Press Room
The Media Room will be in “Palacio de Exposiciones y Congresos” from Teruel from July 25 at 09,00 to the end of the
event on July 27.

3.2. Entry Procedure
Applications for entry should be sent to the Permanent Event Office (address details in Art. 2.2 of SR) mentioning at
least:
✓ The full name, nationality, address, licence number and class (competitor and/or driver and 2nd. driver) and
driving licence number of each member of the crew.
✓ The characteristics of the vehicle.
✓ Competitors and drivers of a nationality different (to España, Portugal or Andorra) must have written
authorisation from their respective ASN (Article 3.9.4 of ISC) and must enclose it to the entry form.
Final entries, along with the entry fees, must be with the Organization by not later than July, 15 at 20,00 hours.
3.3. Number of Entrants accepted and Classes
The maximum number of entries that will be accepted is 150.
Vehicle categories:
✓ Category 1: Motorcycles under 450 cc 4T
✓ Category 2: Motorcycles with 450 cc or higher 4T. (only for the Open Baja Aragón)
✓ Category 3: Quads ( 3-wheel vehicle are forbidden)
✓ Category 4: Women
✓ Category 5: Junior
The category 2 won’t receive points for the FIM Bajas World Cup.
Competitors from FIM World Baja Cup with RFME license will get points to Cto España Motos TT
All vehicles must have an Insurance and must have a proper documentation. This point is Driver’s responsibility.

3.5. Payments
All payments for entries must be made by means of bank transfer addressed to:

3.6. Reimbursement
The organiser will reimburse the entry fees, minus a variable retainer, to competitors who were unable to participate
in the event for reasons of “force majeure”, subject to the application reaching the organisers the request for
cancellation by certified mail. The reimbursement will be:
✓ 75% of the entry fee for the requests received until 30 days before the start administrative checks.
✓ 50% of the entry fee for the requests received until 10 days before the start of administrative checks.
✓ The requests received after the closing date for entries are not entitled to reimbursement of any amount.
If the Organisation denies the participation of a concurrent, the reimbursement will be the 100% of the fee.
Concurrents not authorised to start the race won’t have any reimbursement amount.
3.7. Admissions of Drivers
The Organisation Committee reserves its rights to reject a rider’s entry without explaining its decision.
In order to register at any individual of any nationality being over 18 years old, must hold a FIM Competitor License for
Bajas World Cup or Cross-Country Rallies World Championship valid for the year of the event (art.70.2.1 of the FIM
Sporting Code), released by his National Federation (FMN). He must also hold a driving license corresponding to his
vehicle capacity.
A valid Starting Permission from his National Federation to enter specifically this event, if the rider has an anual
license. If the rider has a “one event” license, this license is sufficient without a Starting Permission. Documents
stating the loss or theft of the driving license will be refused, as they don’t prove the driving license ownership suited
for the bike capacity.
The driver registering at the BAJA ARAGON does it with full awareness of the risks included in this event. The rider
releases in advance the Organisers, his NMF and FIM by any penal or civil responsibility in case of damages or injuries
occurred along his participation at BAJA ARAGÓN.
Art. 4. Insurance 4.1. The entry fee includes the insurance Premium for the following risks:
✓ Compulsory to third parties liability under current Spanish regulations (Law 21/2007 of July 11).
✓ The payment of those sums for which participants may become civilly liable as a result of accidents or fires
caused by vehicles taking part in the event, up to a maximum of 70.000.000 € per accident for personal
injures and 15.000.000 € for material damages.
4.2. In the event of an accident, the entrant, or its representative, must give written notification to the Clerk of the
Course or the Secretary as soon as possible and within a maximum of 24 hours.
This statement should set out the circumstances of the accident, damages, eventually blessed, as well as the names
and addresses of witnesses.

4.3. Competitors are reminded that only damage caused by the organisers and named drivers are covered by the
Organisation’s insurance policy.
Loss or injury that may be suffered by the drivers themselves or participating vehicles is EXCLUDED.
4.4. Irrespective of this Third Parties insurance, entrants and drivers are free to take out the policies they deem fit on
their own account and at their own discretion.
4.5. Service vehicles, including those displaying the plates supplied by the Organisation, shall under no circumstances
be deemed participating vehicles. They are therefore not covered by the Organisation’s insurance policy and
responsibility for them lies solely with their owners.
4.6. In case of accident, competitors and drivers exempt the event organisers from any liability and waive any right to
bring claims against them.
4.7. The insurance cover will come into effect from the administrative checking and scrutineering for the Event and
end upon the expiry of one of the following time limits, whichever is the later:
✓ time limit for protests or appeals or the end of any hearing by the Stewards;
✓ end of the administrative checking and post-event scrutineering;
✓ end of the prize-giving.
Art. 5. Open Baja Aragón Together with FIM Baja World Cup, will take part a Trophy for all riders license "Única" or "Única CE" insured by any
Regional Federation affiliated to RFME, named Open Baja Aragón.
For this Trophy will be valid the Sporting Code of the FIM together with the relevant Appendices, the General
Prescriptions applicable to the Counting Events for the Baja World Cup, the National Sporting Regulations according to
the FIM Regulations and this Supplementary Regulations, and any other Regulation Acknowledgement approved by
FIM International Jury.
5.1. Categories
Vehicle categories:
✓ Category 1: Motorcycles under 450 cc 4T
✓ Category 2: Motorcycles with 450 cc or higher 4T. (only for the Open Baja Aragón)
✓ Category 3: Quads ( 3-wheel vehicle are forbidden)
✓ Category 4: Women
✓ Category 5: Junior
✓ Category 6: Motorcycles electric engine (only for the Open Baja Aragón)
Art. 6. Advertising
. It is allowed participants to freely place any advertising on your vehicle, provided that:
✓ Be authorised by the FIM regulations and legislation.
✓ Do not be contrary to morals and good customs.
✓ Do not invade the reserved places plates career

Art. 7. Identification Numbers
7.1. During the administrative checks, 3 identification plates will be provided, called number plates.
The number plates shall be affixed visibly at the front and on the sides of the motorcycle. The absence or incorrect
affixing of the number plate will entail a penalty of 10% of the entry fees. The absence or incorrect affixing of 2 rally
plates will go up to exclusion.
7.2. Chassis shall be marked at any time, and with specific marks decided by the Organizer.
Art. 8. Tyres In accordance with Art. 47.05 from annex FIM Bajas Technical Rules
Art. 9. Fuel In accordance with Art. 82.9 del Annex 082 of FIM Bajas World Cup.
Art. 10. Administrative Checks 10.1. Location
Administrative checks will take place in “Palacio de Congresos y Exposiciones” de Teruel.
10.2. Times / Schedule
Administrative checks will be on Thursday July 25, from 8,00 to 16,00.
The time schedule for the administrative and scrutineering checks will be published in a Bulletin.
(check www.bajaaragon.com)
Each competitor will receive a time card for the Administrative and Technical Checks, to be presented at the TC.
10.2.1. The following Time Controls will be installed:
TC-1: At the Administrative Checks entry (according to the time given to every rider and published by bulletin).
A delay greater than <30’ (30 minutes) at the T.C.will be sanctioned with 100 €.
10.3. Documents to be presented
Each competitor must present the following personal valid documents at the administrative checks:
✓ Competitor for “FIM Bajas World Cup”–2019 License FIM Bajas World Cup or World Rally Championship
according to Art. 82.6 and Art. 70.2.1 of FIM Sporting Code and Art. 09.1 of FIM Medical Code.
✓ Authorisation to race abroad issued by own NMF if the License is valid for the whole year. If License is valid
for “one event” only, this license will be accepted as Authorisation to race abroad.
✓ Motorcycle driving license corresponding to the category of the attending vehicle.
✓ Valid Id or Valid passport.
Vehicles:
✓ Ownership certificate and authorisation from the owner.
✓ Vehicle registration and technical Document.
✓ Valid Motorcycle insurance.

Art. 11. Technical Inspections
11.1. Location
Technical inspections will be held in the “Palacio de Exposiciones y Congresos” of Teruel.
11.2. Timing
Scrutineering will be held on Thursday July 25 from after the Administrative Checks.
The exact schedule will be published by means of a bulletin.
11.3. Necessary Documents
✓ Vehicle Documentation.
✓ Motorbike Insurance
11.4. Necessary Requeriments
Vehicles must comply with the following when arriving for technical inspection:
✓ All Rally Plates, competition numbers and advertising plates must be fitted according to the supplementary
regulations.
✓ The GPS system provided by the Organizer must be installed on the vehicle.
✓ The competitor will be responsible for collecting the GPS system and its return in perfect conditions.
✓ For safety reasons, and to have the riders localized at any moment, the use of the GPS system is compulsory.
The rental of the GPS system will be at the Organizer’s expenses.
Collection and return will be as follows:
During the administrative checks, each competitor will have to leave a deposit of 100€, deposit that will be refunded
at the GPS return, provided its perfect condition.
11.5. Parc Fermé after Technical Verifications
The crews must leave the motorbike in Parc Fermé, located in parking of “Palacio de Exposiciones y Congresos” of
Teruel on Thursday, 25 inmediatly after passing the Technical Verifications.
11.6. Additional Checking
Additional Checking may be made concerning the general condition of the vehicle, markings and safety equipment.
Any cam, support or modification on the helmet is forbidden, like all the external tanks that don’t be homologated by
the maker.
If a team refuses to allow these checks to be made, it will be excluded from the event.
Art. 12. Briefing On Thursday the 25, at 19:00h, it is celebrated a Briefing in Teruel. The attendance is compulsory for all the riders and
they may sign the “Attendance Sheet”. If a Pilot does not attend the Briefing, he will have to pay a €100 fee.
Art. 13. Super Special Stage A Super Special Stage will not be organized.

Art. 14. Starting Order Publication Publication time of start list and start times: According to the Program.
Art. 15. Use of the particular GPS and tracks delivery It is authorised to use a particular GPS. Every stage tracks, will be published on the official web site
(www.bajaaragon.com) at the same time as the publication of the “Admitted riders’ List”, according to the program.
Art. 16. Running of the Rally The departure times of the Selective Sectors will be given manually by the commissary according the CRT Rules.
16.1. Starting Order
Starting order for Leg 1:
1. Motorbikes “FIM World Cup” in order of entrant list. 2. Quads “FIM World Cup” in order of entrant list. 3. Motorbikes “OPEN Baja” in order of entrant list. 4. Quads “OPEN Baja” in order of entrance list.
Starting order for Legs 2:
1. World Baja Cup: will be given by the order of the Selective Section Classification of the previous leg.
In case of an ex aequo, priority will be given to the crew who achieved the fastest time in the 1st selective
section.
2. Open Baja Aragón: will be given by the order of the Selective Section Classification of the previous leg,
classification that will be done by adding times spent in all the selective sections, without adding penalties
(except penalties for maximum times o for not finished S.S.). In case of an ex aequo, priority will be given to
the crew who achieved the fastest time in the 1st selective section.
Order as follows:
✓ 10 first classified of the FIM Baja World Cup every 2 minutes.
✓ Rest of riders, every 1 minute.
✓ Between the last rider of the FIM World Baja Cup and the first of the Open Baja Aragón, will be 30 minutes
interval.
These intervals shall be modified according to number of entrants in each category.
Any delay in reporting to the start of the different legs will be penalised at the rate of one minute per minute’s delay.
16.2. Publication of starting lists
1st Leg:
Place: Official Notice Board in “Palacio de Exposiciones y Congresos” of Teruel at 19.00h.on Thursday July 25
2nd Leg:
Place: Official Notice Board in “Palacio de Exposiciones y Congresos” of Teruel at 22,30h. on Friday July 26

16.3. Maximum time allowed and fixed penalties
For each Selective Section there will be a maximum time allowed. Any rider exceeding these times will be considered
as arriving with the control closed and will therefore be imposed a penalty.
Maximum time allowed may be changed by the Clerk of the Course at the Stewards discretion in case of non-
predictable circumstances (climate, modifications in section distance, etc..).
The awarded times in each selective sector will be as follows:

The Stop Control will also act as starting Time Control for the following Section.
16.4. Closure of the time checks
Time checks (T.C.) will be operating from the start time for each competitor to 30 minutes after each competitor
arrival target time. This means that entrant will be refused the Start for next S.S., but will not entail the exclusion.
Penalty to be imposed will be of 30 minutes for the delay in this control, adding the penalty for not taking the Start in
the following S.S., and adding the maximum time authorised for the selective section not completed.

Case 4 Competitor nº 1 Start T.C.1 12h 00’ penality = 30’ + penalty for not taking Start in next SS +
maximum time allowed for next SS Arrival T.C.2 NO ARRIVAL
If a pilot abandons a selective sector, he is allowed to start the next Leg after the last competitor of his group (FIM
Bajas World Cup or Aragon Trophy Bajas). In this case, he will ask to the T.C. for a new T.C. entrance hour and
Departure hour from the Selective Sector.
16.5. Compulsory Passage controls in selective sections
These controls will be of two types:
1-Cross Roads Controls (C.I.):
There will be Cross Roads controls at all crossroads opened to traffic, some of them being passage controls, and with
communication to Race Direction, and indicated by the following signs:
✓ Yellow “C.I.” sign: Cross Road at 200 meters.
✓ Red “C.I.” sign: Intersection Control
✓ Beige sign with three black stripes: End of zone
Rider must pay attention to the Chief Post Control Marshal and/or Police, in case they could continue without having
to stop.
Any infringement to this regulation at the control post may entail a penalty of up to exclusion at the discretion of the
Jury.
2-Passage Controls (C.P.):
Riders MUST STOP at these controls, indicated by standard FIM signs as follows:
✓ Yellow sign with stamp: Stop at 100 meters
✓ Red sign with stamp: Control Stop
✓ Beige sign with three black stripes: at 100 meters end of zone.
The Chief Post Control Marshal together with the Police will give instructions to continue. Riders not passing these
controls will receive a penalty of 30 minutes. In case of dispute the confirmation of the control post Marshal will
prevail. Any infringement to this regulation at the control post may entail a penalty of up to exclusion at the discretion
of the Jury.
16.6. Early check-in at the end of a Leg
Early arrival at the end of a Legs (1st, 2nd ) time controls will not be penalised.
It is absolutely forbidden to enter or to leave a control in the contrary direction indicated on the Road Book. It is
forbidden to enter the control zone after having left it.
16.7. Issue and collection of time cards
16.7.1. The Organizer will provide every rider with a Passage Card that will prove its passing along the Passage
Controls of the route.
16.7.2.At the Start Time Control, every rider will be given a Carnet de Route. This Carnet de Route will be collected
and the End of Leg Time Control.

16.7.3.Both Passage Card and Carnet de Route will have to be available at any request, specially at the controls, where
they will requested for a visa.
16.7.4.Any modification or amendment done on the Carnet de Route and not signed by the Chief Marshal of the
Control, will entail the EXCLUSION.
16.7.5.The presentation of the Carnet at the different controls and the accuracy of the information noted is at the
rider’s responsibility.
16.7.6.In case of any doubt about the accuracy of the marks on the Carnet, official documents filed by the Chief
Marshal will be considered as binding.
16.8. Total distance of the course
The Baja Aragón 2019 consists in four (4) selective sections and two (2) Legs:
✓ Leg 1 includes 2 selective sections (S.S.1 and S.S.2)
✓ Leg 2 includes 2 selective sections (S.S.3 and S.S.4)
✓ Total distance of selective sections: 500km
✓ Total distance of road sections: 410km
✓ Total distance of the event: 910km
The itinerary shall be kept secret and will be revealed to the crews only by the time of the delivery of the respective
road books.
16.9. Official Time GMT
The official timing will be retransmitted by an Official GPS on every T.C. Departure.
16.10. Reconnaissance
Reconnaissance of the route is totally forbidden. Possession of route notes or other informations different from those
given by the Organisation is forbidden. Penalty decision at Stewards’ discretion. Only the SSS can be recognised.
The only official route is that set out in the Road-Book.
To help competitors, the Organizer will indicate intersections and features of the route by means of arrows and tapes.
The Road-Book shall be, however, the only official document for the itinerary to be followed.
Art. 17. Assistance Parks and Refuelling 17.1. Location
Work on competing vehicles will be only allowed at service areas specified by the Organisation, both on the Road
Book and Itinerary/Schedule.
After departure from Parc Fermé on every Leg, it is possible to enter the service park. No extra time will be added in
those sections.

17.3. Operation for the Service Areas
For safety reasons and the proper functioning of the Service Areas, entry will be permitted only to service vehicles
showing the Plates supplied by the Organisation.
Tampering with or falsification of these plates will lead to disqualification of the team to which these service vehicles
belong, on the decisión of the Jury.
Plates will be placed in a visible area of the front windscreen of the vehicle. Each crew will receive a “service” plate
free. The maximum speed allowed in the service parks is 30 km/h.
Towing, pushing (or any other means allowing a vehicle to move other than thought the normal mechanical operation
of its engine) is prohibited, unless it is in order to bring a vehicle into the road or to clear the track or control zone,
these actions will entail a penalty of 15 minutes.
Throughout the rally, servicing of a competing car may be carried out only in service parks.
Repairs that may be carried out by a team using on-board equipment or equipment carried by another participant in
the race are authorised along the whole route. Any other external servicing outside the authorised areas is forbidden
and shall be penalised by EXCLUSION at the Jury’s discretion.
The event may be followed from the air after expressly authorised by the Organisation Committee. The team must
obtain also the necessary legal permits from the Spanish Aeronautical Authority.
17.4. Refuelling
In accordance to Art. 82.16.4 Appendix 082 FIM Bajas World Cup.
Art. 18. Protests and appeals Any protest will be formulated according to Disciplinary Code.
Each complaint should refer only to one single matter and it must be accompanied by the amount of 660 € (see art.
4.2 of the Disciplinary and Arbitration Code).
Furthermore, in case of an engine dismantling, a deposit of 250 € for a two strokes engineered of 500 € for a four
strokes engine must be additionally given.
Art. 19. Fixed Penalty For each Selective Section a maximum time authorised for the respective Sections will be the following:

Art. 20. Post Rally Scrutineering At Stewards discretion, post-rally scrutineering could be held after the last SS and before entering the Parc Fermé,
adding an extra time to the section.
Art. 21. Results The Provisional overall classification will be published on the official notice board in the Rally H.Q. in “Palacio de
Exposiciones y Congresos” of Teruel on Saturday.

22.1. Trophy Giving Ceremonies
At the opening of the Parc Fermé, vehicles listed below will have to stay available to the Clerk of the Course for the
Podium Ceremony:
✓ 1st motorcycle Scratch Classification BIKES
✓ 1stquad Scratch Classification QUADS
A caravan will be organized to escort those vehicles to the Podium form the Parc Fermé.
Members of teams who do not attend the Trophy giving and Podium Ceremony will forfeit their right to.
Art. 23. Application and interpretation of these Rules 23.1. The Race director is the responsable of the Application and Compliance of the Present Regulations during all the
Event.
23.2. Every appeal against this Regulation must be transmited to the Jury composed by the Sportive Commissaries for
its study and revision.
23.3. Any case not specified in these Regulations will be studied by the Sportive Commissaries, the only Organ capable
to do it.

Appendix 1. Technical Regulations
To be admitted in this event all the vehicles must be registered and must comply with the national legal requirements
for road traffic and with other rules specified in the FIM Sporting Regulations.
Motorcycle category
MOTORCYCLES ADMITTED – Series or Improved motorcycles, 2 or 4 stroke, and with more than 125 cc, of “Trail” or
“Enduro” type, that must be registered and comply in any case with the national legal requirements for road traffic,
giving the possibility to prepare or modify any part of the motorcycle, always complying with road traffic and these
regulations requirements about lighting equipment and sound levels.
Modifications on chassis or reinforcement weldings are not allowed. Additional fuel tanks are permitted, and must be
strongly and permanently fixed to the chasis and connected to the electric system of the motorcycle.
Minimum autonomy must be of 125Km.
Installation of a Road Book support is allowed and recommended, as well as any measurement system (Terra Trip or
similar) that will help the rider in the running of the event.
Quads category
Series Quads, 2 or 4 stroke engines, with no cc limit, being possible to prepare engines,exhausts and silencers.
Furthermore, suspensión can be modified but the mounting points must remain as original. Brake system can also be
modified. Tyres and rims can be modified, changing even original sizes. Modifications on chassis reinforcement
weldings are not allowed.
In any case the appearance of the quad must be as the original one, except for the elements above mentioned.
Additional fuel tanks are permitted, and must be strongly and permanently fixed to the chasis and connected to the
electric system of the quad. A turn-off system must be installed from the quad to the rider, like an “elastic band” to
the wrist of the rider.
