DEMOGRAPHIC PROFILE OF STATE

Assam is a state of India in the north-eastern region. Its capital is Dispur, located within the municipal

area of Guwahati city. Assam is divided into 27 districts. Located south of the eastern Himalayas, Assam

comprises the Brahmaputra and the Barak river valleys along with the Karbi Anglong and the North

Cachar Hills. Assam is surrounded by six of the other Seven Sister States: Arunachal Pradesh,

Nagaland, Manipur, Mizoram, Tripura and Meghalaya. Geographically Assam and these states are

connected to the rest of India via a narrow strip of land in West Bengal called the Siliguri Corridor or

"Chicken's Neck".

Assam shares international borders with Bhutan and Bangladesh

Population 2011

As per the 2001 census, total population of Assam was 3, 12, 05,576 inhabitants. Males constitute 15.9

million and females, 15.2 million.

It is the second most populous state after Uttar Pradesh and third largest state by area in India.

Population Growth Rate

The State has the highest population density among NE states, of 339 persons per sq. km. As against

decadal growth rate of 21.54% at the national level, the population of the State has grown by 18.92%

over the period 1991-2001.

Literacy Rate 2011

Female literacy of the State rose to 56.03% from 43.03% in 1991. There are so many major tribes and

a number of sub-tribes inhabiting the area.

Sex Ratio

Sex Ratio in Assam is 954 i.e. for each 1000 male, which is above national average of 940 as per

census 2011.

IMR/MMR and TFR

As per the details from SRS 2013, Assam has the Birth rate- 22.5, Death rate 7.9 and the Infant

mortality rate of 55 per thousand live births. The Maternal Mortality ratio (MMR) as per the SRS,

2010-12 is 328 which is higher than National average of 178 (SRS 2010-12).

Other details

Assam is rich in culture, ethnic groups, languages/dialects spoken and literature. It is known for

Assam tea, large and old petroleum resources, Assam silk and for its rich biodiversity. Assam has

successfully conserved the one-horned Indian rhinoceros from near extinction.

INTRODUCTION

The Mother and Child Tracking System (MCTS), a web based portal was launched by the

Government of India in December, 2009. This architectural correction in the health and family welfare

services delivery system was meant to improve health status of women and children. It aims at

facilitating reduction in maternal, infant and child mortality. Online uploading of name based data of

pregnant women and children under MCTS Portal was basically to track pregnant women for

universalize obstetric care comprising of antenatal, delivery and postnatal care and to track children

towards achievement of full immunization goals in the country.

MCTS is expected to facilitate qualitative improvement in the delivery of services to pregnant women

and children of the country and thus facilitates an accelerated reduction in maternal, infant and child

mortality.

GENERAL OBJECTIVE:

To assess the current knowledge of district programme managers and district data officers on MCTS

formats, guidelines for recording and reporting. To strengthen the skills and build their capacity as

trainers for functionaries at district/block level and thus aims towards effective utilization and

implementation of MCTS portal.

SPECIFIC OBJECTIVES:

1. To have a situational analysis on:

a) Knowledge and skill of district programme managers on various Indicators

b) Understanding of data quality issues pertinent to the State.

2. Development of understanding on flow of information, flow of feedback and activity reports.

3. Developing skills for utilising MCTS Web Portal for MCH tracking, data verification of ANM,

ASHA and beneficiaries, migration and communicating through SMS.

4. Facilitating use of data in planning, monitoring, evaluation and decision making.

5. Building the capacities of trainers on training methodologies.

TRAINING LOCATION

The training was organized by Regional Resource Centre -North East, GoI, Guwahati in collaboration

with National Health Mission, Assam at State Institute of Health & Family Welfare, Guwahati

COURSE CONTENTS

The content of the training is divided in two parts and covers the description, introduction and basic

concepts of MCTS, roles and responsibilities of stakeholders along with the time frame for their tasks,

guidelines for MCTS implementation, depiction on district wise trend analysis across the months for

major RCH indicators. The second part of the training includes demonstration on steps for generation

of new features like migration, verification and ticketing. The content of the course is custom-made as

per the gaps and bottlenecks observed in the State.

DATA GAP ANALYSIS FOR THE STATE

1. Registration

a) During the last quarter, low performance was noticed in the month of December and

February in both pregnant women and children registration as compared in the month of

January in almost half of the districts.

2. Service Delivery

a) Low data reporting status on services provided to the beneficiaries, 45% of the

beneficiaries are reported to be provided with 2nd

ANC, while the reporting on 3rd

ANC is

less than 29%.

b) Data of ANC4 is not captured by ANM, or is not been updated on the portal as less than

17% ANC 4 has been reported in most of the districts.

c) In the state of Assam 13% deliveries have been reported in total. Out of which 33% to 21%

deliveries were reported from five districts (Barpeta, Chirang, Dima Hasao, Jorhat,

Kokrajhar). While in other districts less than 19% deliveries have been reported.

d) Measles reported to be less than 12%

3. The validation process of ASHA is lagging behind as only 13% ASHAs registered with

validated phone numbers.

4. Minimal utilisation of work plan

TRAINING DETAILS

PARTICIPANTS

One day training on MCTS (Mother and Child Tracking System) for 53 participants from 27 districts

comprising of district programme managers, district data managers and additional district data

manager were the participants in the training, along with some consultants from Regional Resource

Centre and National Health Mission.

TRAINER’S PROFILE

Dr. Parul Arora, Monitoring and Evaluation Consultant from NIHFW were appointed to provide

training in the State of Assam.

TRAINING APPROACH AND METHODOLOGY

The Trainers used an interactive open and participative approach so as to elicit maximum response

from participants and promote a facilitative environment for learning.

A mix of various training methods were used which included:-

TRAINING ACTIVITIES

Dr. A. C. Baishya Director, RRC-NE inaugurated the trainings at the respective locations and

welcomed the consultant of NIHFW and participants. The objectives of the training were told to the

participants.

Session 1:

Key objective: Identify data gaps and their reason, demonstrate and explain new features

Session details:

A detailed presentation on MCTS was made by the trainer which included various aspects like

objectives of MCTS, utilization of the software, report and verification of beneficiaries and Health

provider details. The training also entailed a re-orientation on MCTS, the roles and responsibilities of

various stakeholders, key features, way forward and the status of the participating districts on data

quality and quantity.

1. Participants were oriented on Mother and Child Tracking Facilitation Centre (MCTFC). Its

objective of verifying records of ANM, ASHA and beneficiary was told to them. The MCTFC were

then discussed in detail to make the participants aware of its utility to States.

2. Some new features were discussed like:

a. Interactive voice response system (IVRS): It makes all the health officials and coordinators aware

on the MCTS progress status (registration, services due & services delivered)

b. Ticketing: The module in the portal, through which the States can send their grievances or issues

to National Informatics Centre. After its operationalization, there would be a facility of checking

the status of the complaint and also the category of complaint e.g. related to work plan, report,

scheduled report, SMS etc.

c. USSD (Unstructured Supplementary Service Data): It is a Global System for Mobile (GSM)

technology that is used to send text through an application program. It would be used for real time

data updation on portal.

d. Verification, SMS and Migration module were also discussed.

Session 2:

Key objective: Demonstration on reports and schedule Report, recap of MCTS

Session details:

Difference between reports and scheduled reports was told and complete online demonstration on user

specific reports and scheduled reports were made to the participants. Certain reports which were

focussed were as follows:

The session was interactive and all the participants took active participation in the resolution and

discussion of queries aroused.

KEY LEARNING

1. Implementation of Micro plan for data uploading and updating of each facility.

2. Responsibility of carrying the register to and from Sub Centre to data entry point is also

included.

3. Focus on implementation of printed copy of work plan and cross checking of availability of

work plan at VHND site during VHND monitoring.

4. Regular feedback given to District and Block PHCs regarding data upload and update status.

Tracking of data uploading carried out based on MCTS Micro Plan.

5. Internet connectivity at Block PHC through VSAT

6. Information of ANC Registration within 1st Trimester is used for interventions under 5X5

matrix of RMNCH+A. The information is shared with Districts/ Blocks on monthly basis and

monitored by higher officials on regular basis.

7. Information of ANC history is cross checked with Maternal Death Review reports (in case of

Maternal Death)

8. Collection of data from private and Tea Garden hospitals. They do not maintain Integrated

RCH Register.

9. ANMs don’t fill complete information in the RCH Register

RECOMMENDATIONS

1. It was suggested to all districts to improve the data entry and updation status.

2. State to make necessary corrections in the target of pregnant Women and Infant in the MCTS

Portal.

3. Generate and use the work plan for due services of pregnant women and children.

4. Use administrative and analytical reports for monitoring purpose.

5. All the districts were asked to verify and validate contact details of all the ASHAs

6. State should ensure that all the names of the ANM/ASHA are correct and not duplicated in the

portal
