Subject: Deferment of review work of PRIS(G) Achievement 2019-2020 by the Expert Committees on PRIS(G) in respect of R&D and l&M Sector Units / AERB - Regarding

The Department has decided to defer the payment of PRIS(G), PRIS(0) and PRISM until further orders (copies of DAE OM dated 15.04.2020 and dated 16.04.2020 enclosed for reference) based on Ministry of Finance vide O.M. No. 12(13)-B(W&M)/2020 dated 08.04.2020 regarding expenditure control.

2. In view of the Lockdown measures enforced by GoI/ various State Governments to contain the spread of COVID-19 and the subsequent restrictions imposed, it will be prudent to avoid travelling, holding meetings, conducting site visits etc in connection with the subject work. It has therefore been decided to defer the review work of PRIS(G) Achievement for 2019-2020 until further notice.

3. The above decision may kindly be conveyed to the Chairman & Members of Expert Committees of PRIS(G) in respect of R&D and l&M Sector participating Units and AERB.

4. The above issues with the approval of the Competent Authority.

Subject: Instructions regarding provisional Salary for the month of April, 2020 and deferment of Payment of PRIS(0) for the period from 01.10.2019 to 31.03.2020, Professional Update Allowance and Update Allowance — Regarding.

Reference is invited to this Departments OM No.21/10/2018-SCS/4438 dated 04.04.2019 conveying therein sanction of the Competent Authority for payment of PRIS(0) © 20% of Basic Pay for the period from 01.10.2018 to 31.03.2020. The payment of PRIS(0) for the period from 01.10.2019 to 31.03.2020 is due in April, 2020. Also, the payment of Professional Update Allowance -and Update Allowance is due from April, 2020.

2. In the light of revised guidelines issued by Ministry of Finance vide OM No.F.No.12(13)-B(W&M)/2020 dated 08.04.2020, regarding expenditure control in view of the present situation arising out of COVID-19 and the consequent lock down, the overall expenditure for Q1 (April-June, 2020) is to be restricted within 15% of approved BE, it has been decided in the Department to defer the payment of (i) PRIS(0) for the period from 01.10.2019 to 31.03.2020; (ii) Professional Update Allowance and (iii) Update Allowance until further orders.

3. Further, the salary for the month of April, 2020, payable on the due date may be drawn on provisional basis, (excluding claims like TA/Medical etc.) and appropriate arrangements shall be made by the respective Units/PSUs/Aided Institutions of DAE for disbursement of the same. Recovery/payment, if any, shall be adjusted in subsequent month.

4. All Heads of Constituent Units / PSUs / Aided Institutions are requested to strictly adhere to the above instructions.

Ministry of Finance vide O.M. No. F. No. 12(13)-B(W&M)/2020 dated 08/04/2020, have issued revised guidelines regarding expenditure control in view of the present situation arising out of COVID-19 and the consequent lock down, the overall expenditure for Q1 (April-June 2020) is to be restricted within 15% of

approved BE.

2. Accordingly, in continuation of this Department's OM No. 21 /10/2018- SCS/4039 dated 15.04.2020 (copy attached), the following orders are also issued "the payment of PRIS (I) and PRIS (G) also stands deferred until further

orders".

3. All Heads of Constituent Units / PSUs / Aided Institutions are requested to

strictly adhere to the above instructions without fail.
