Submission in support of DA/34215/2017/V2K

I would like to express my support for the proposed Newport Marketplace development (DA/34215/2017/V2K) that is being considered by Moreton Bay Regional Council.

I believe the development will provide residents in the local area with services that are currently missing at the moment. There are few eateries or cafes with water views within walking distance to many areas of Newport and this development would give residents more choice of places to go.

I would like to see council ensure that the plans include extremely strong measures to reduce the noise and lighting issues that other residents have raised. I would like to see this development not just meet minimum standards, but exceed them in terms of containing sound and lighting pollution. This is vital to keeping the relaxed atmosphere that this suburb has. I urge council to investigate the most up-to-date and successful methods to contain this pollution from not only other Australian developments but also international leaders in this field.

I also would like council to re-look at the traffic issues other residents have raised. The access via the roundabout at the intersection of Boardman and Griffith Roads does not appear to be an appropriate size for the amount of traffic that the new suburb will generate, let alone the proposed town centre.

These concerns are genuine, however they are not insurmountable, which is why I support the proposal.

I envisage a warm and friendly community feel to the area, with boats and kayaks being able to come and go from the cafes, along the lines of Claisebrook Cove in Perth, where there are popular bars and cafes in a predominantly residential canal.

As this development is on the high-mast accessible side of the canals, I would also also ask council to consider prescribing that the public pontoons be suitable for sailing yachts, whose draft could be as much as 2.4m, and lengths of 12-13m. This would be attractive to visitors as well as

people in the canals who could use the precinct. As the developer’s submission states, it would be a great location to stock up on supplies before going out on the bay or beyond. From my experience, having yachts as well as cruisers in an area like this adds to the atmosphere and attraction of going to the cafes and restaurants. Although the public pontoon appears on the plans in this submission, it is noted as being part of a future development stage. I believe that it is integral to the success of the precinct, and urge council to make it mandatory for the site.

I would like to formally express my support for the proposed Newport Marketplace development (DA/34215/2017/V2K) that is being considered by Moreton Bay Regional Council.

1. Community Consultation

I believe that Stockland has performed its duty in informing the Newport community about their intended masterplan including the development of a shopping centre/commercial precinct proposed for the Stockland Newport development. The first mention of Stockland’s intention for the development of a village centre was referenced as early as February 12, 2015 in the Courier Mail when Stockland publicly acknowledged it had acquired the site.

Since late 2016, there has been an increased advertising campaign surrounding the Newport development by Stockland via radio, internet and print advertising. Preliminary plans have always shown the Newport Marketplace to be located in the current position proposed.

2. Next Generation Neighbourhood Precinct

As per section 6.2.6.3.1 of the Moreton Bay Regional Council Planning Scheme – the Next Generation Neighbourhood Precinct allows for non-residential uses in the next generation neighbourhood precinct take the form of community activities, corner stores, neighbourhood hubs or local centres.

Under the Next Generation Neighbourhood Precinct (6.2.6.3.1 section r), the precinct allows for a Club, Health Care Services, Food and Drink Outlet, Office and Shop where within a neighbourhood hub.

Furthermore, I believe the application by Stockland conforms with the planning scheme as the proposed Newport Marketplace is:

• Of a small scale, appropriate for a neighbourhood hub (it is in fact at the lower end of the scale in terms of size according to the Property Council of Australia’s classification of a neighbourhood shopping centre);

• Will not negatively impact adjoining residents or the streetscape. It is enhancing what has been a vacant underutilised parcel of land for over the last decade.

• Is subordinate in function and scale to all centres within the region. The size of the Newport marketplace is in sync with the needs of the immediate surrounding suburb of Newport which currently only has one very mediocre and shabby shopping facility being Mariner Plaza. Kippa-Ring Village and Peninsula Fair Shopping Centre are located just over 1 radial kilometre to the south and will continue to serve as the largest shopping facilities on the Redcliffe Peninsula.

3. Location

The location of the Newport Marketplace will offer maximum convenience to Newport residents for basic day-to-day retail/food needs. Its location near the main entrance to the Stockland Newport estate enables residents to pop-in to pick up food essentials on their journeys to and from work. The location ensures that the small amount of ‘additional’ traffic that may visit the centre from the local area does not disturb the serenity of the existing residential streets.

It is worthy to note that the closest existing residential dwellings from the ‘Isles of Newport’ development, being the northern ends of Lionheart Crescent and Freya Court already have an existing 6 foot high, noise attenuating fence/barrier running along Spinnaker Boulevard/Griffith Road at the main entrance to reduce any additional traffic noise.

Relocating the shopping centre to further within the estate or alongside the lake would only draw the traffic deeper into the estate. This would still result in the number of cars using the entrance off Griffith Road to be unaffected compared to the existing proposed location of the centre.

In regards to the potential lack of privacy for residents on the Jabiru Canal – canal front homes are by their nature are exposed to privacy issues. Canals are provide an open public thoroughfare for water vessels (ie, jetski, boats, etc) at any time of the day or night. The Newport Marketplace does not change the ability for any member of the public to access the canals. In terms of visual privacy, the dwellings on the eastern side of the Jabiru Canal are still located over 150 metres away from the proposed shopping centre which would appear to be a reasonable enough distance to ensure an adequate amount privacy for residents.

4. Traffic

The Newport Marketplace is designed to be a small scale neighbourhood shopping centre. Under the Property Council of Australia classification, a neighbourhood centre is ‘less than 10,000 square metres of Gross Lettable Area and has up to 35 speciality shops. It should be located in a residential area, service the immediate residential neighbourhood, and cater to basic day-to-day retail needs.’

This is in accordance with the planning scheme (6.2.6.3.1 section l (iii)) that requires a new neighbourhood hub ‘development does not result in unacceptable impacts on the capacity and safety of the external road network’.

The proposal for Newport Marketplace totals 4,970 square metres of GLA which is well within lower end of the scale appropriate to serve the local Newport residents without attracting any extra traffic burdens from external roads. Given the appeal of larger shopping centres nearby

such as Kippa-Ring Village, Peninsula Fair and further afield, Westfield North Lakes – I believe it is unlikely that residents located outside of Newport would inconvenience themselves in travelling to Newport Marketplace for such a small neighbourhood centre offering to result in any additional traffic impacts.

5. Noise

The final stages of the ‘Isles of Newport’ have benefitted over the past 10-15 years from the fact that the remainder (balance land) of the estate was never developed at the time. Had it been fully developed as was originally intended, the residents would have been subject to the same levels of normal suburban noise.

I believe that the development of the Newport Marketplace alongside the existing residential houses will not generate any more noise than that which generally occurs within other parts of the Redcliffe Peninsula which have been fully developed long ago and have a mix of property types.

Residential glazing is usually sufficient to reduce ambient noise levels and no businesses proposed for the Newport Marketplace should cause any excessive levels of noise disturbance that would result in residents resorting to any further noise attenuating measures.

Furthermore, the club that is proposed for the shopping centre is not large enough in size to financially be able to maintain the supposed proposed operational hours until 1am.

Conclusion

As a local resident, I purchased in the Stockland Newport to enjoy the increased level of amenity that the estate will provide, namely the Newport Marketplace which will negate the need to travel further than necessary to obtain small food/retail necessities.

I believe the Newport Marketplace will provide residents in the local area with improved amenity, convenience and entertainment. Newport as a suburb needs new, family-friendly spaces and the range of uses that are proposed within the Marketplace including a community based club, health care services, function facilities, shops, offices and casual dining will be a welcome addition.

I fully support the approval of the proposed development of the Newport Marketplace.

I believe the Newport Marketplace will be a significant asset to the school community—students, parents and staff alike—and to families across the Redcliffe Peninsula.

Stockland and Axis Capital are to be commended for their work to assist us to understand how the development and forecast population growth within our catchment would impact on the school’s capacity.

From an educational perspective, we see an opportunity to tap into Stockland and Axis Capital’s expertise to develop school and community-based education programs in areas including construction, landscaping and environmental management.

We discussed these types of community partnerships at a meeting between the school’s senior staff and the Project Team on 21 February 2017, and they were further articulated to the broader community and local business leaders at our monthly Business Breakfast on 16 March 2017.

It is our desire that this development proceed so these ideas, and the many other benefits of the project to this community, become reality.

I would like to formally express my support for the proposed Newport Marketplace development (DA/34215/2017/V2K) that is being considered by Moreton Bay Regional Council.

1. Community Consultation

I believe that Stockland has performed its duty in informing the Newport community about their intended masterplan including the development of a shopping centre/commercial precinct proposed for the Stockland Newport development. The first mention of Stockland’s intention for the development of a village centre was referenced as early as February 12, 2015 in the Courier Mail when Stockland publicly acknowledged it had acquired the site.

Since late 2016, there has been an increased advertising campaign surrounding the Newport development by Stockland via radio, internet and print advertising. Preliminary plans have always shown the Newport Marketplace to be located in the current position proposed.

2. Next Generation Neighbourhood Precinct

As per section 6.2.6.3.1 of the Moreton Bay Regional Council Planning Scheme – the Next Generation Neighbourhood Precinct allows for non-residential uses in the next generation neighbourhood precinct take the form of community activities, corner stores, neighbourhood hubs or local centres.

Under the Next Generation Neighbourhood Precinct (6.2.6.3.1 section r), the precinct allows for a Club, Health Care Services, Food and Drink Outlet, Office and Shop where within a neighbourhood hub.

Furthermore, I believe the application by Stockland conforms with the planning scheme as the proposed Newport Marketplace is:

Of a small scale, appropriate for a neighbourhood hub (it is in fact at the lower end of the scale in terms of size according to the Property Council of Australia’s classification of a neighbourhood shopping centre);

Will not negatively impact adjoining residents or the streetscape. It is enhancing what has been a vacant underutilised parcel of land for over the last decade.

Is subordinate in function and scale to all centres within the region. The size of the Newport marketplace is in sync with the needs of the immediate surrounding suburb of Newport which currently only has one very mediocre and shabby shopping facility being Mariner Plaza. Kippa-Ring Village and Peninsula Fair Shopping Centre are located just over 1 radial kilometre to the south and will continue to serve as the largest shopping facilities on the Redcliffe Peninsula.

3. Location

The location of the Newport Marketplace will offer maximum convenience to Newport residents for basic day-to-day retail/food needs. Its location near the main entrance to the Stockland Newport estate enables residents to pop-in to pick up food essentials on their journeys to and from work. The location ensures that the small amount of ‘additional’ traffic that may visit the centre from the local area does not disturb the serenity of the existing residential streets.

It is worthy to note that the closest existing residential dwellings from the ‘Isles of Newport’ development, being the northern ends of Lionheart Crescent and Freya Court already have an existing 6 foot high, noise attenuating fence/barrier running along Spinnaker Boulevard/Griffith Road at the main entrance to reduce any additional traffic noise.

Relocating the shopping centre to further within the estate or alongside the lake would only draw the traffic deeper into the estate. This would still result in the number of cars using the entrance off Griffith Road to be unaffected compared to the existing proposed location of the centre.

In regards to the potential lack of privacy for residents on the Jabiru Canal – canal front homes are by their nature are exposed to privacy issues. Canals are provide an open public thoroughfare for water vessels (ie, jetski, boats, etc) at any time of the day or night. The Newport Marketplace does not change the ability for any member of the public to access the canals. In terms of visual privacy, the dwellings on the eastern side of the Jabiru Canal are still located over 150 metres away from the proposed shopping centre which would appear to be a reasonable enough distance to ensure an adequate amount privacy for residents.

4. Traffic

The Newport Marketplace is designed to be a small scale neighbourhood shopping centre. Under the Property Council of Australia classification, a neighbourhood centre is ‘less than 10,000 square metres of Gross Lettable Area and has up to 35 speciality shops. It should be located in a residential area, service the immediate residential neighbourhood, and cater to basic day-to-day retail needs.’

This is in accordance with the planning scheme (6.2.6.3.1 section l (iii)) that requires a new neighbourhood hub ‘development does not result in unacceptable impacts on the capacity and safety of the external road network’.

The proposal for Newport Marketplace totals 4,970 square metres of GLA which is well within lower end of the scale appropriate to serve the local Newport residents without attracting any extra traffic burdens from external roads. Given the appeal of larger shopping centres nearby

such as Kippa-Ring Village, Peninsula Fair and further afield, Westfield North Lakes – I believe it is unlikely that residents located outside of Newport would inconvenience themselves in travelling to Newport Marketplace for such a small neighbourhood centre offering to result in any additional traffic impacts.

5. Noise

The final stages of the ‘Isles of Newport’ have benefitted over the past 10-15 years from the fact that the remainder (balance land) of the estate was never developed at the time. Had it been fully developed as was originally intended, the residents would have been subject to the same levels of normal suburban noise.

I believe that the development of the Newport Marketplace alongside the existing residential houses will not generate any more noise than that which generally occurs within other parts of the Redcliffe Peninsula which have been fully developed long ago and have a mix of property types.

Residential glazing is usually sufficient to reduce ambient noise levels and no businesses proposed for the Newport Marketplace should cause any excessive levels of noise disturbance that would result in residents resorting to any further noise attenuating measures.

Furthermore, the club that is proposed for the shopping centre is not large enough in size to financially be able to maintain the supposed proposed operational hours until 1am.

Conclusion

As a local resident, I purchased in the Stockland Newport to enjoy the increased level of amenity that the estate will provide, namely the Newport Marketplace which will negate the need to travel further than necessary to obtain small food/retail necessities.

I believe the Newport Marketplace will provide residents in the local area with improved amenity, convenience and entertainment. Newport as a suburb needs new, family-friendly spaces and the range of uses that are proposed within the Marketplace including a community based club, health care services, function facilities, shops, offices and casual dining will be a welcome addition.

I fully support the approval of the proposed development of the Newport Marketplace.
