LOCAL COUNCILLOR AND FAMILYMAN IS CONSERVATIVE CANDIDATE

The Conservatives have published a new dossiersetting out the detail of Labour's three pointplan for £326 billion of more spending, more
borrowing and more debt that could put up afamily's mortgage interest bill by £5,000 per year.Ed Miliband and Ed Balls' spending rules say that all theirfrontbenchers are capable of making spendingcommitments. Since they set out these rules, the total neteffect of Labour's frontbench statements which changethe Government's current tax and spending plans would:
n Increase borrowing and debt by £326 billion overthe next five years compared to the Government'splans;
n Only reduce the deficit by a quarter over fouryears – not halve it over four years as Ed Balls haspromised; and consequently it could
n Put up the average family's mortgage interest billby £5,000 per year.
Mark Bowen, Conservative Candidate for Feltham andHeston, said:
“This Government's credible plan to clear up Labour'smess and live within its means has ensured Britain isa safe haven in the global debt storm. But Labourwould abandon this plan with billions and billions ofmore spending, more borrowing and more debt whichwould put us back in the firing line with Italy andSpain. This could risk putting up a family's mortgageinterest bill by £5,000 per year.
“With the global debt crisis getting worse every day, theGovernment's plan to deal with our debts is even moreimportant than ever, and Labour's plan for more spending, more borrowing and more debt is even less credible. Itshows that Ed Miliband and Ed Balls have learnt nothingfrom when they were in government and why Labour mustnever be trusted with our economy ever again."

Popular local candidateMark Bowen haswelcomed news thatthe Conservatives arebeginning to sort outthe total immigrationmess left by Labour.
Under Labour the UKsaw record levels ofimmigration with morethan 2.2 million enteringthe country. The LabourGovernment swept thisimportant issue under thecarpet and were quick to
brand as “racist” anyonewho dared raise it as asubject that concernedthem.
Now the Conservativesare getting to grips withthe chaos of animmigration system thatthey inherited. Marksaid: “We will reducethe number of peoplecoming in each yearfrom the hundredsof thousands, backdown to reasonable
numbers.” Mark also explained
that Conservatives arecracking down on bogus‘colleges’, cutting studentvisas by a quarter.
“Some of these collegesoffer no proper educationat all, they are just a way ofgetting people into thecountry, pretending to bestudents. This is unfair oneverybody and on thedoorstep everyone agreeswe are right to stop this.”
Mark Bowen, Conservative candidate for Feltham & Heston, says, “We are getting to grips with Labour’s immigration mess.”
Speaking in Feltham andHeston before travelling to theEU summit in Brussels, thePrime Minister DavidCameron said: “Mark is agreat local campaigner andwould make a fantastic MPfor Feltham and Heston. Helives in the seat with his wifeand children and has anexcellent track record as acouncillor in the FelthamNorth ward. I’m sure he wouldbring the same energy andcommitment to the job of MP.”

BOOSTINGAPPRENTICESHIPS FORYOUNG PEOPLE ANDSMALL BUSINESSESMark Bowen, Conservative candidatefor Feltham & Heston, has welcomednew measures from the Governmentto ensure young people and smallbusinesses feel the full benefits ofthe successful expansion ofapprenticeships.
Data released last month showed thathere in Feltham & Heston:
n 450 people started anapprenticeship in 2009/10.
n 730 people started anapprenticeship in 2010/11.
n This means the number of peoplestarting an apprenticeship increasedby 280 last year.
On 16 November 2011, the Governmentannounced it will be:
Offering cash bonuses for taking onyoung apprentices. The Governmentwill offer employers with 50 employeesor fewer up to £1,500 for taking on anapprentice aged between 16 and 24.
This will support up to 20,000 new
apprenticeships in 2012/13.
Making it quicker and easier foremployers to take on an apprentice. The National Apprenticeships Service
and training providers will be required to
ensure that every employer is able to
advertise a vacancy within one month of
deciding to take on an apprentice.
Targeting apprenticeships where theyare needed. We are renewing the
programme’s focus on younger adults,
new employees, higher level
qualifications and particular sectors
where apprenticeships can make the
greatest impact.
Equipping apprentices with basicskills. Apprenticeship providers will be
required to offer all apprentices training
in English and Maths up to the standard
of a good GCSE.
Ensuring high standards. We will
launch a review into the standards and
quality of apprenticeships, undertaken
by a leading employer and reporting in
the Spring.
Mark said: “280 more people in Feltham
and Heston are benefiting from an
apprenticeship thanks to the
Government’s extra investment. This is
great news not just for these individuals,
but also for the whole local economy.
“Until now, too many businesses
have been put off taking on an
apprentice because of unnecessary
bureaucracy and red tape. It is therefore
good news for businesses and young
people alike that the government is
streamlining the system.
“I also welcome the cash bonuses
for small firms who take on young
apprentices and I urge companies in the
area to take up this opportunity.”
n Boosting apprenticeships lies at the heart ofthe Governments plans to revitalise the economy
From next April the basic state pension will riseby £5.30 per week. That’s £275 per year – thebiggest cash rise since 1948.
And the Conservatives in government are doingmore. We have reintroduced the earnings link forpensions and under the Conservative Triple Lock, the State Pension will always be increased, year onyear, in-line with average earnings, prices or by2.5% – whichever is highest.
Most older people in our country have worked hardand saved all their lives. That is why even as ourcountry faces up to its most serious financialchallenge since the Second World War, we haveprotected universal benefits for pensioners.
Things like…
n Free eye testsn Free prescriptionsn Free bus passesn Free TV licences for the over-75sn The Winter Fuel Payment
show that the Conservative Party believes inprotecting pensioners.
Warm HomesWith global fuel prices on the rise, people in Britainare feeling the effects in their energy bills. TheConservatives in government have taken action tohelp older people keep warm during winter.
n The Warm Home Discount Scheme will give600,000 of the poorest pensioners £120 tohelp with fuel bills.
n Alongside the Winter Fuel Payment, permanentlyincreasing the Cold Weather Payment meanseligible households receive an extra £25 for eachseven-day cold spell
In tough times we are doing what we can to help.In addition to protecting the key benefitsmentioned above, we are:n Freezing council tax, which doubled under
Labourn Ring-fencing £1 billion for social caren Scrapping Labour’s fuel duty escalator
We are taking the tough decisions to tackleLabour’s debt and get Britain back on track. Weare taking action now so we don’t leave theproblem to our grandchildren to solve.
But even in tough times, we are doing what we canto help pensioners.

WE MUST END LABOUR’S‘SOMETHING FOR NOTHING’CULTURE
Mark says, “There are many smallfamily-run businesses in Feltham andHeston often run by really hardworkingpeople who work long hours, sevendays a week. There is nothing thatannoys them more than to see peoplechoosing to stay at home on benefitswhich have to be paid for out of theirhard earned cash.”
And he points to three popularmoves by the Conservatives to endthis culture:
Ensuring that those who say theycannot work, actually cannot workUnder Labour a massive 1.2 millionwere claiming incapacity benefit. Nowunder the Conservatives checks are
being made to find out whether or notthese people are fit to work and ifthey are, ensuring they are given thehelp they need to find a job.
Capping BenefitsIt is wrong that some people were ableto receive huge sums of money just bybeing on welfare. Conservatives aremaking sure that no household canclaim more than the average familygets from going out to work.
Introducing the Universal CreditConservatives are making the benefitssystem simpler to monitor and harderto abuse, changing this system tomake sure that work always pays.
Local residents have told Conservative Candidate MarkBowen that they want to see an end to the ‘something fornothing’ culture that grew out of control under Labour.
RecordFeltham & Heston
Mark Bowen has been a local Councillor since2002 and has demonstrated his credentialsas a tireless champion for local people andlocal services. With your support, he will be a strong voice for Feltham, Heston, Bedfont,Hanworth, Cranford and Hounslow West!
YOU CAN COUNT ONMARK BOWEN TO:Work for fairer taxes. Whilst the priority for the Government mustbe to reduce Labour’s massive debt burden, Mark will also speakfor the long suffering taxpayer. Locally, Conservatives have shownthat they cost people less.
Put Britain first. He likes the Union flag flying all year round. Markopposes joining the Euro and supports keeping the pound. He doesnot support giving away control of our taxes and armed forces toBrussels either.
Fight for a cleaner local environment by working with the Council tobuild on the major improvements seen in the maintenance of parksand open spaces and massive reductions in graffiti over the pastcouple of years.
Believe in good race relations. He will fight against racism and theinflux of illegal immigration, speak out strongly against politicalcorrectness and defend the right of residents to express justifiable, logical and serious concerns about past Labour failures.
Be accessible to local residents and work for everyone. Mark will re-introduce no-appointment surgeries, which will be held throughout theyear in different parts of the constituency. He will make home visits tothose residents who are housebound.
Work for the constituency all year round and not just at election time. Markwill publish a bi-annual report on his activities, just as he has done in theFeltham North ward since becoming its Councillor in May 2002.

Under Labour knife crime was out ofcontrol with almost 80 per cent ofknife criminals avoiding jail.Criminals who were let out of prisonearly went on to reoffend, includingviolent offences, rape and murder.
New Government proposals willrestore common sense to sentencingof criminals: more dangerous offenderswill receive life sentences and knife-wielding youths will face prison.
‘Two strikes’ and you’re outWe are introducing a ‘two strikes’policy so that a mandatory lifesentence will be given to anyoneconvicted of a second very serioussexual or violent crime.
Prison for knife crimeAny adult convicted of using a knife tothreaten and endanger will go to jailand we propose that any 16 or 17year old will face a custodialsentence for the same offence.
Common sense insentencingWe are ending the practice ofreleasing dangerous sexual andviolent offenders halfway through theirsentence. Those who have beenconvicted of the most serious crimesin this category will not be releasedbefore the end of their sentencewithout Parole Board approval.
