ASSOCIATION MEETING MINUTES

July 17, 2014

Kingsville

President John McDowell called the meeting to order with opening proceedings led by Reverend Timothy Feaser.

The following companies did not have delegates present to sign in: Hereford Fire, Hyde Park, Liberty Road,

Lutherville and Middle River EMS. The following Past Presidents were present: James Riegel (66-67), John

Wright (73-74), Bernie Smith (85-87), Craig Coleman (95-97, 01-03), Joel McCrea (03-04, 09-10), and Susan

Coroneos (06-08). The minutes of the May, 2014 meeting were approved as published.

ASSOCIATION OFFICERS

President John McDowell - I sent out an email to all chief officers and presidents advising them not to negotiate

independently for supplies and services from Baltimore County as this jeopardizes every company and will only

result in limiting our ability to negotiate for the betterment of all companies. Examples include negotiating of the

number of portables and use of 508 funding. We are working to straighten out the problems with Comcast. It

appears that it may be necessary to close the master account and have individual companies open their own

account; more to follow. We have been able to identify two models of base stations that are acceptable to the

radio shop for programming. The stretcher maintenance contract has been approved. I encourage you to send in

all receipts for subsidies. All current 508 requests have been closed and the file has been closed. We have made

arrangements for payments to be made until the next fiscal year’s 508 funds come in. Our insurance is going up

due to 2 LODD’s in 3 years from $19,019 to $35,095 unless we change the coverage amounts. The policy period

is from 6/1/14-5/31/15. We will coordinate with Gosnell Insurance and other providers to obtain other options to

lower our rate. Met with the County Executive and he supports transparency in what we and the county do. He

also supports technology in assisting safety. Tommy will put together a group to get ideas on how to boost

attended hours. Four more companies have joined in on the seat belt pledge.

Vice President of Administration Kathy Walker - The next meeting will be hosted by Lansdowne at Arbutus

on Wednesday, August 20th

. The Annual Meeting is coming up soon. If you receive an invitation for the Annual

meeting, please RSVP. We need nominations for the Junior Cadet Award. Send nominations to Ted Schultz.

We need people to volunteer for committees.

Vice President of Operations Tom Ludwig - Hose tests are due in by July 31.

Secretary Robert Frank - Read a note from Ann Price-Davis thanking the Association for the flowers and gift

following her election to President of the LAMSFA.

Announced that nominations will be made at the August meeting. All officers, District Representatives, and the

following Board seats are up for elections: Loan Fund – Jamie Cahn and Joel McCrea; LOSAP – Richard Stem,

Sr. and William Stockum; Relief Fund – Richard Eyre and William Sauer; and Scholarship – Robert Rigger and

Frank Corasaniti.

with VFIS. All but one company has been interviewed and the last one had to be rescheduled due a conflict.

Doug Simpkins – Presented a Trophy to Arcadia for their engines in the Convention Parade. At the next MSFA

Executive Board meeting, we will discuss the Active Shooter Program. There are jurisdictions that do not report

injuries or deaths to the MSFA. There is money available for these people or families.

EXECUTIVE BOARD MINUTES

August 14, 2014

President John McDowell – MIS Committee member Alex Attumalil is working on a plan with Comcast to

transfer service to the individual companies by October. Alex will present a plan next week to transfer

responsibility from the BCVFA to the individual company. There are already 6 companies who have transferred.

We are also holding up the payment to Comcast until the overall transfer plan is resolved.

Request the Secretary to maintain a list of active disciplinary actions for the Board for periodic review. The

Financial Secretary was asked to provide a report on income/expense year to date against the budget. Requested

VP of Finance to provide a high level overview of the fiscal health of all stations based on the annual financial

report submission to include a recommendation on the amount of reserves a company should maintain. Joel

McCrea will take the lead and set-up a candidate’s night.

Glenn and I met with the Chief on Monday: Still working on the updated Subsidy Policy, although at this time,

we have not received the detailed subsidy reports that were agreed to in June. Some companies have signed

agreements on radios without the knowledge or support of the BCVFA. The BCVFA leadership has been

working with the Fire Chief on a distribution plan for up to 52 radios. In some cases, companies have received

less radios then planned, which raises the risk of the safety of our personnel since this may limit the number of

radios in the field as the agreements state that the member company will not request any additional radios and

must stay on the assigned apparatus.

Senior Vice President Glenn Resnick – Emergency Police Dispatch (EPD) implementation has been pushed

back to January of 2015. We are continuing to gather data on out of County EMS units responding into

Baltimore County. The EMS Rapid Deployment Team (RDT) procedure for Police matters is complete &

waiting on the Chief's approval prior to full implementation to the field. Regarding the Active Shooter response

profile; there is still NO progress after 2 years of discussion.

There is a new procedure being presented to the Response Committee & the entire field from the Fire Chief. A

brief letter was sent to the Committee and the field discussing “Early Dispatch Procedure". Jason Bivens from

the 911 center made a brief presentation to the Response Committee. No written material was presented to the

group other than the letter that went to the field. We were told that Acting Chief Preis contacted the 911 Center to

discuss this concept/procedure to be implemented in the coming months. Very few details were presented to the

Committee as the Chiefs and the 911 center were still working on this procedure. This is the first time that such a

procedure has been implemented WITHOUT the input of the Response Committee. Lots of rumors are swirling

as a result of the Early Dispatch Procedure being sent in the manner it went to the field.

A few months ago there was an attempt by the BCoFD to remove Flood Light responses from all fire box

dispatches. The Committee overwhelmingly shot the proposal down. Another concept floating around the field is

reduction in the "Rescue Box" assignment and significant changes to the "Fire Box" assignment.

Vice President of Finance Jamie Cahn - Speaking for the Finance Committee, Jamie stated that the Financial

Reports the companies submitted will not be turned over to the Chief unless the individual company authorizes it

in writing. The medical review documents have been distributed to the Executive Board for review. We believe

the Medical Board procedures are where they should be. Asked who will have access to the VFIS Report.

Discussion will be held on this matter. Jamie is not happy on how the expense policy is being conducted. Jamie

is proposing there be three possible outcomes on submissions: 1) there is insufficient information; 2) the request

is not justified; and 3) approved.

Vice President of Administration Kathy Walker - Year end reports are due.

Vice President of Operations Tom Ludwig - Need the company’s HazMat Logs. The quarterly numbers will

be discussed with the Executive Board. Two EMS complaints were investigated.

Secretary Robert Frank - Nominations are next week at Arbutus.

John Dulina from Middle Fire and Paul Sullivan from Middle River Ambulance Rescue presented an informal

summary of the progress on their consolidation talks.

Captain Bill Swann and Charles Weber represented Violetville to answer questions concerning complaints. VP

Administration Tom Ludwig spoke on some response complaints. Captain Swann decided to withdraw his letter

requesting Violetville to be put on Active Response. He recognizes they have leadership problems and is

working to improve leadership.

Members are asked to remember, in their thoughts and in their prayers, all of those brave men

and women in the Fire, Rescue and Emergency Medical Services around the world, who have

given so much of themselves; remember, too, those who hold them dear, and carry a special

burden of love and pain. All of us are honored beyond measure by the deeds they have done, and

by the sacrifices they have made.

The American's Creed

I believe in the United States of America as a government of the

people, by the people and for the people, whose just powers are derived

from the consent of the governed; a democracy in a republic; a

sovereign nation of many sovereign states, a perfect union, one and

inseparable, established upon those principles of Freedom, Equality,

and fortunes. I, therefore, believe it is my duty to my country to love it,

support its constitution, obey its laws, and respect its flag and to defend

it against all enemies.
