Fixed, Footloose, or Fractured: Work, Identity, and the Spatial Division of Labor in theTwenty–First Century City

The combination of technolog ical chang e and g lobalization is bring ing aboutfundamental chang es in who does what work where, when, and how. This hasimplications which are profoundly contradictory for the nature of jobs, for the peoplewho carry them out, and hence for the nature of cities.

On one hand, work which has previously been g eog raphically tied to a particular placehas become footloose to a historically unprecedented extent; on the other, there havebeen vast mig rations of people crossing the planet in search of both jobs and personalsafety. There has thus been a double uprooting —a movement of jobs to people and amovement of people to jobs. Between them, these upheavals are transforming thecharacter of cities in both developed and developing countries.

In the process, they are also transforming social identities and structures. Most classicaccounts of social stratification place a central importance on occupational identity.The basic building block of class identity has traditionally been the occupation,normally a stable identity acquired slowly either by inheritance or throug h a trainingprocess intended to equip the student or apprentice with skills for l ife. Once enteredinto this occupation and practicing those skills, the holder has a recog nized position inthe social division of labor which g ives him or her a “place” in that society for l ife,barring some calamity such as il lness, unemployment, or bankruptcy—risks ag ainstwhich the welfare states of most European countries provide some form of socialinsurance.

These identities have helped to g ive most cities a known shape which is familiar to theirinhabitants: quarters which are homes to particular industries; recog nized labor marketinstitutions; characteristic family structures; and physical and social infrastructureswhich reflect and reinforce these patterns. Social structures and relationships areplayed out in the physical g eog raphy of the city—“male” spaces and “female” ones;“g hetto” areas where recently arrived immig rants are concentrated and areas where theindig enous inhabitants preponderate; noisy areas where young people cong reg ate andquiet ones where the elderly l ive. These patterns are shaped by g endered and racialpatterns and structured by the power relationships between the different social g roups.This does not just affect who lives where, who works where, or who chooses to travel

where, but also how each area is subjectively experienced—for instance which areas areperceived by whom as clean, safe, or friendly.

The unprecedented movements of people and jobs around the world have coincided witha breakdown of many traditional occupational identities. Specific skills l inked to the useof particular tools or machinery have increasing ly g iven way to more g eneric and fast-chang ing skills l inked to the use of information and communications technolog ies (forwork involving the processing of information) or to new labor-saving technolog ies formanual work, for instance in construction, manufacturing , packing , or cleaning . Inmany countries, this disinteg ration of occupational identities has also coincided with acollapse in the institutional forms of representation of workers, such as trade unions,which have in the past served to g ive some coherent shape and social visibility to theseidentities. We are left with a rapidly shifting and larg ely uncharted landscape in whichjobs are created (and disappear) with g reat rapidity, often without even a concretedesig nation—just a mix-and-match combination of “skills,” “aptitudes,” and“competences.”

Without coherent and stable occupational identities as basic building blocks of socialanalysis, how can we beg in to chart the chang es which are currently taking place in ourcities? One possibility is to start with their spatial rootedness. Here, a possible typolog yis to categ orize them as “fixed” or “footloose,” with an intermediate categ ory for jobsthat combine both fixed and footloose features that we mig ht desig nate as “fractured.”

One of the ironies of the present situation is that many of the most fixed jobs are oftencarried out by the most footloose people, while some of the most footloose jobs may becarried out by people with deep ancestral roots in the location where they work.

Let us start with some of the fixed jobs. One of the most obvious characteristics offixedness is the need for physical proximity to a particular spot, because the job directlyinvolves the making , mending , cleaning , or moving of physical g oods or the delivery ofreal personal services to people in real time and real space.

Starting with my own real space, I look around at the fixed jobs that sustain it. I l ive on astreet of nineteenth-century three-story houses in London, where around a third of thehouses are occupied by sing le middle-class households, the remainder having beenconverted into apartments or occupied by larg er, poorer extended families. Most of themiddle-class households employ a cleaner for three or four hours a week. Of thecleaners I know on this street, one is Bolivian, one Mauritian, one Ug andan, and oneColombian. Not a sing le one is white; not a sing le one was born in Europe, let aloneLondon. At the end of the road there are two restaurants, a café, a fish-and-chip shop,and a fried chicken takeout outlet. One of the restaurants serves European-style dishesof various orig ins, mainly French. Its owner is a Monteneg rin married to an Irishwoman. The waitresses are Brazilian, Polish, and Russian. The other restaurantadvertises an Italian menu but is owned and staffed (with the exception of one Albanianwaitress) by Turkish men, as is the café. The fish-and-chip shop is staffed by Chinesemen. The fried chicken outlet, which is open most of the nig ht and caters to a ratherroug h clientele, is, despite its American name, staffed by a transient crew of exhausted-looking workers of African or Asian orig ins.

Periodically the houses on the street that are publicly owned (around 20 percent of thetotal) are renovated tog ether. This happened last year, and for several weeks theneig hborhood was fil led with construction workers. This time, as far as we could tell , allthe skilled workers were Polish; some of the less-skilled laborers were from variousBalkan states. Apart from one surveyor (a black Londoner) I saw no women in the crew.

Not having a car, I make frequent use of a local minicab (cheap taxi) service. The driversare constantly chang ing but include men from a larg e number of South Asian andAfrican countries. To my knowledg e there is only one woman driver, a feisty Nig erianwho refuses to g et out of her car but leans heavily on the horn to announce her arrival. I

cannot remember the last time I was assig ned a white driver.

This diversity of ethnic orig in is not unique to manual work. The small company thatmaintains my computer network is run by a Greek Cypriot man. His deputy is Syrian andwhen he is too busy he sends a Turkish eng ineer to attend to my problem. All are hig hlyskilled and educated. The reception desk in our local health center is staffed by two veryefficient women—one Nig erian and one Somali.

Such examples could be multiplied many times, not just in London but in many citiesacross the g lobe where the maintenance of fixed infrastructure and customer-facingservice activities are increasing ly in the hands of people who were born in othercountries or continents. Their presence as newcomers or temporary mig rants hasmultiple effects on the shape and character of the host cities now dependent on theirlabor, both in the areas where they live and the areas where they work. As serviceworkers and service users they are often at the interface of consumption and productionin both public and private services and in the process both are transformed: markets arecreated for new kinds of food and personal services; health and educational institutionsrevise the hours and the lang uag es in which services are available; and new codes ofdress or behavior, tacit or explicit, are introduced making multiple demands on bothnew and established residents whose social survival depends on learning how to decodethem. The specific ethnic composition of any g iven city is shaped by a complex interplayof factors including its colonial h istory, political, relig ious, and cultural traditions,industrial structure, and g eog raphical location; the fact of diversity, however, isincreasing ly universal.

So much for the fixed jobs; what of the footloose ones? The development of a g lobaldivision of labor is not new. Reg ions have traded their g oods with each other for aslong as recorded history, and raiding other parts of the world for raw materials orslave labor is at least as old as colonialism. At the end of the nineteenth century theBritish Empire exhibited a remarkably developed pattern of reg ional industrialspecialization knitted tog ether into a g lobal trade network. The twentieth century sawmultinational corporations operating with increasing independence of the interests ofthe nation states in which they were based, ushering in a period after the Second WorldWar that was characterized by Baran and Sweezy as “monopoly capitalism.”1 By the1970s, it was clear that a “new g lobal division of labor” was coming into being inmanufacturing industry with companies breaking down their production processes intoseparate subprocesses and redistributing these activities around the g lobe to whereverconditions were most favorable.2 These trends continued in the 1980s with industries asdiverse as clothing , electronics, and auto manufacture dispersing their productionfacilities away from developed economies with hig h labor costs and strongenvironmental controls to developing countries, often in “free trade zones” wherevarious tax incentives were offered and labor and environmental-protection reg ulationswere suspended in an effort to attract as much foreig n direct investment as possible.Workers in these zones were disproportionately young and female, and they receivedwag es below subsistence level. Nevertheless, they were by no means passive and manyactively org anized to improve their lot.3 This is one of the reasons why some of thereg ions once reg arded as low wag e, for instance Southeast Asia and Central America,are now seen as relatively hig h wag e, and the companies have left them to exploit evencheaper workforces in places such as China, sub-Saharan Africa, and other parts ofLatin America.

Needless to say, this development had dramatic impacts on cities that lostmanufacturing employment as well as those that g ained it. In developing areas, such asthe Mexican maquiladoras or the Philipinnes’ Metro Manila reg ion, hug e new urbandevelopments have sprung up, often hig hly polluted, whose economies depended onmanufacturing for export. These areas attract labor from the impoverished ruralperipheries and in the process create new urban markets for g oods and services andnew demands for infrastructure and housing which are frequently not met adequately.

In developed countries, cities that g rew up as manufacturing centers in the nineteenthand early twentieth centuries had to transform themselves into service centers ordecline into collapsed rust-belt areas with hig h unemployment, empty shopping centers,rising crime, and deteriorating public services. In many cases they did not switchovernig ht from being employers of skilled, org anized indig enous workers to wastelandsof empty factories and warehouses. Instead they went throug h a transitional periodduring which the work was automated, simplified, and cheapened. Often an immig rantworkforce was imported to carry out the jobs which were no long er attractive toindig enous people in the prosperous period that ran in most developed countries fromthe 1950s to the mid 1970s. When the factories beg an to close, from the mid 1970s on, itwas these immig rant workers, whether South Asians in the Northern United King dom,North Africans in France, Turks in Germany, Hispanics in the United States, or Koreansin Japan who bore the brunt of this development. Ethnic tensions were added to thebrew of decline in the rust-belt areas.

Less well studied—at least until very recently—has been the new g lobal division of laborin white-collar work. Nevertheless, this too has been prog ressing since the 1970s whenlow-skilled work such as data entry or typesetting beg an to be exported in bulk fromNorth America and Europe to low-cost economies in the Caribbean, as well as South andSoutheast Asia, while hig her-skilled services, such as computer prog ramming , started tobe exported to the developed world from developing economies such as India, thePhilippines, and Brazil .4

In 2000, the first research project aiming to map and measure the development of aninternational division of labor in telemediated-information-processing work waslaunched under the acronym EMERGENCE, which stands for Estimation and Mapping ofEmployment Relocation in a Global Economy in the New Communications Environment.EMERGENCE was initially funded by the European Commission’s Information SocietyProg ramme to carry out research in the fifteen nations that were then full memberstates of the European Union plus the candidate states (now full members) of Hung ary,Poland, and the Czech Republic. The project later attracted further funds to carry outrelated research in Australia, the Americas, and Asia. In the process it has built up amultifaceted picture of the complex and rapidly chang ing new g lobal division of labor ininformation services. The first question asked was to what extent employers are actuallyusing the new technolog ies to relocate work. A survey was carried out of 7,268establishments with fifty or more employees in the eig hteen European countries and acomparable survey of 1,031 establishments of all sizes in Australia. The survey lookedsystematically at the locations where seven different g eneric business services werecarried out. These business services were: creative and content-g enerating activities,including research and development; software development; data entry and typing ;manag ement functions (including human resource manag ement and training as well aslog istics manag ement); financial functions; sales activities; and customer service(including the provision of advice and information to the public as well as after-salessupport). For each function, the survey looked at the extent to which it was carried outremotely using a telecommunications link, “eWork,” whether it was carried out in-houseor outsourced, and the reasons for the choice of any particular location or outsourcer.

The results g ave a comprehensive picture of the extent to which these business serviceswere already delocalized in the year 2000. In Europe, nearly half of all establishmentswere already carrying out at least one function remotely using a telecommunicationslink to deliver the work, while around a quarter were doing so in Australia.

Even more striking than the overall extent of “eWork” is the form it takes. Mostliterature on remote work, telecommuting , teleworking , or any of the other pseudonymsfor “eWork” presupposes that the dominant form is home-based work. Yet these resultsshow that the stereotypical “eWorker” employee based solely at home is in fact one ofthe least popular forms. Moreover, in-house “eWorking ” is heavily outweig hed by“eOutsourcing ” as a mechanism for org anizing work remotely, with some 43 percent ofEuropean employers and 26 percent of Australians making use of this practice. Much

“eOutsourcing ” is carried out within the reg ion where the employer is based (34.5percent), but substantial numbers (18.3 percent) outsource to other reg ions within thesame country, and 5.3 percent outsource outside their national borders. These inter-reg ional and international (sometimes inter-continental) relocations of work provideclues to the g eog raphy of the emerg ing international division of labor in “eServices.”

What are the main factors propelling this move to outsource beyond national borders?At the top of the list is the quest for the rig ht technical expertise. Only when this isavailable do secondary factors come into play such as reliability, reputation, and lowcost. It is this factor, more than anything , which explains the importance of India in thesupply of “eServices.” With its vast population it seems to offer an almost unlimitedsupply of Eng lish-speaking computer science g raduates. A survey of 200 of the larg estcompanies in the United King dom, commissioned in 2001 by a leading internationaloutsourcer, found that India was the offshore software development center of choice for47 percent of manag ers.5 There are already sig ns, however, that the Indian softwaremarket is overheating , despite the drastic drop in demand from the United States. SomeIndian companies have already moved into intermediary positions in the value chainand are themselves outsourcing to other destinations including Russia, Bulg aria,Hung ary, and the Philippines.

For lower value-added activities, l ike data entry, cheaper countries including Sri Lanka,Madag ascar, and the Dominican Republic have established themselves as alternativedestinations to the earlier players (like Barbados and the Philippines). China is g ainingg round with an even larg er population and lower costs than India, as well as adetermination to acquire a leading role in the “eEconomy.”

Different business functions are characterized by different types of workers. Lower-skillfunctions like data entry or customer service work tend to involve larg e numbers ofworkers who are more likely to be women; hig her-skilled functions like systems desig ng enerally employ smaller numbers, who are more likely to be male.

As companies find themselves with g lobal options to choose from, they become evermore picky about where to g o, choosing suppliers or locations on a “horses for courses”basis. In the process some reg ions (Bang alore is a classic example) develop worldwidereputations for excellence in a particular field, while others are completely bypassed.Larg e sections of the world, including most of sub-Saharan Africa and Central Asia,were classified by the EMERGENCE project as “e-Losers.”6

What has happened since 2000? A second series of case studies, carried out by the AsianEMERGENCE project7 in 2002 and 2003, found that there had been sig nificantdevelopments in the early years of the twenty-first century. What was stil l a riskyexperiment at the turn of the millennium had become normal, not to say routine,business practice three years later. Value chains were g etting long er and more complex,with more and more intermediaries involved. The world was witnessing the emerg enceof hug e new companies involved in the supply of business services, often many timesbig g er than their clients, with an internal g lobal division of labor. When a larg eorg anization in the private or public sector decides to outsource a major contract tosupply business services, it is increasing ly not so much a case of choosing between Indiaor Russia, Canada or China, but more a question of deciding on a particular company(for instance Accenture, EDS, or Siemens Business Services). Once that company has thecontract, it may decide to divide up the work between teams in many parts of the world,depending on the particular balance of skills, lang uag es, cost, and quality criteriainvolved. This type of work could be reg arded in many ways as a paradig matic case offootlooseness, sliding without friction between teams across the g lobe who are l inkedby telecommunications networks and a common corporate culture but may neverthelessbe physically located in strong ly contrasting environments, and occupying verydifferent social locations in the local class structure.

The presence of this new international class of cyberworkers undoubtedly impacts the

cities in which they live. For instance, they may become conduits for spreading thevalues and cultures of multinational corporations outward into their local communitiesand down the value chain into supplying companies. If they leave to work for other,locally based, companies or decide to start a business on their own, these too will bearthe marks of the international experience. There are other more concrete effects. Forinstance the impact of the international software industry on Bang alore has beendramatic in terms of creating pressure on the infrastructure and increases in propertyprices which affect the other residents of the city reg ardless of whether they work in theindustry or not. Inhabitants of other cities have also become victims of the internationalsuccess of some of their neig hbors—for instance Dublin’s success as part of the CelticTig er phenomenon has produced chronic traffic cong estion and a property priceinflation that has put buying a home beyond the reach of many who could previouslyhave afforded it. Similarly, traffic comes to a standstil l every time there is a shift chang ein the booming call center sites of Noida and Gurg aon near Delhi in northern India.

Meanwhile, the very fact that their work could be relocated to another part of the worldplaces a brake on the prospects for white-collar workers in the cities where such jobshave traditionally been based. The increased precariousness of their jobs, oftenexpressed contractually as self-employment or a fixed-term contract, does not just makeit harder for them to seek improvements in their pay and conditions; it may also impactthe local housing market by making it impossible for them to g et a mortg ag e.

So far I have drawn a strong ly dichotomous picture of a world in which the fixed iscounterposed to the footloose in relation both to jobs and to people. For most of us, ofcourse, the reality is much more complex than that, exhibiting both fixed and footloosefeatures in complex config urations. I have termed this condition fractured. In afractured existence, the characteristics of fixedness and footlooseness are in constant,tense interaction with each other. Rooted real-time activities (like putting the childrento bed or eating a meal) are constantly interrupted by “virtual” ones (like the ring ing ofthe telephone), while “virtual” activities (like checking one’s e-mail) are disturbed by thephysical realities of the situation in which one is placed (the pain of a stiff neck, forinstance, or the impact of a power outag e). The traditional diurnal rhythms of l ife aredisrupted by requirements to respond to g lobal demands. The interpenetration of timezones in one sphere of l ife leads inexorably to the development of a twenty-four-houreconomy as people forced to work non-traditional hours then need to satisfy theirneeds as consumers during abnormal times, which in turn oblig es another g roup to beon duty to provide these services, ratcheting up a process whereby opening hours areslowly extended rig ht across the economy, and with them the expectation that it isnormal for everything always to be open. This normalization process is accelerated bythe existence in each city of g rowing numbers of new residents whose comparative frameof reference is spatial not temporal. Instead of comparing the opening hours of shopsin a European city with how they used to be in the past, they are more likely to becomparing them with those in Nairobi, New York, or New Delhi. They are unlikely to beaware of the social solidarity that underpinned the reasons for many of the traditionaltime structures or, if they are, reg ard them as no more than quaint anomalies (or evenracist practices desig ned to thwart them). For instance, from the 1950s to the 1980s inthe United King dom, most shops in most towns were closed for half a day a week,known as “early closing day.” Althoug h this posed minor inconvenience to shoppers, itwas almost universally accepted as fair, since shop assistants had to work on Saturdaymorning and therefore deserved a half day off to compensate at another time during theweek. Such attitudes are almost inconceivable in the twenty-first century.

This fractured experience of space and time is mirrored in the fracturing ofoccupational identities. Althoug h many job descriptions retain a mix of fixed andfootloose features, these are increasing ly volatile. There has been an erosion of theclear boundaries of the workplace and the working day, with a spillover of manyactivities into the home or other locations, including an expectation that you shouldcontinue to be productive while traveling , whether you are a truck driver taking ordersover a mobile phone during your lunch break or an executive working on a spreadsheet

in an airport departure loung e. In a world in which the responsibilities for home andchildren are unevenly distributed between the sexes, these impacts are far from g enderneutral and have contributed to an invisible redrawing of the boundaries between thejobs that can easily and safely be done by women and those that announce themselvessubliminally as masculine.

Accompanying these dissolutions of the old unities of space and time, there has alsobeen a redesig n of many work processes involving some subtle and other not-so-subtleshifts in responsibility for particular tasks within most workplaces. Some of thesechang es have the cumulative effect of tipping the balance between fixedness andfootlooseness. For example, a job that previously combined meeting and g reetingcustomers with more backroom activities mig ht become wholly computer-based, makingit easy to relocate it either wholly or in part to another location. If that other location isthe existing worker’s own home, then this mig ht be experienced as quite l iberating , but ifthe skills are not unique to the worker, the chances are the other location could besomebody else’s desk on the other side of the world; far from being liberating this wouldthen constitute a new source of precariousness. Conversely, some other tasks that werepreviously deskbound (and hence in principle delocalizeable) may be redesig ned toinvolve more customer-interfacing activities and become more spatially bound, althoug hthey may be tied not to a sing le location but multiple ones if the worker is expected toventure out to meet clients.

More invidious is the slow erosion of occupational boundaries and with it ofoccupational identities. It is easy to caricature as rig id and hierarchical the old world inwhich everyone knew “this task is what I do; that task is what you do; that task isreserved for new young trainees; that one is only done by very experienced olderworkers who know what can g o wrong .” Apart from anything else, it could easily lead toa set of unspoken rules which assig ned certain tasks to women or to members ofparticular ethnic g roups or people with a particular educational backg round. Thiswould pose unacceptable barriers to social mobility and equality of opportunity. Butwithout this, what do we have? A world in which you are always only as g ood as lastweek’s performance; where to keep your job you must always be prepared to learn newskills and chang e the old ways you were trained in (and in which you may have takenpride in the past); where you cannot know reliably in advance when you will be free andwhen you will have to work; where you can never say “no, that is not my responsibility”without fear of reprisal. A world without occupational boundaries could very easilybecome a world in which social solidarity is well-nig h impossible because you no long erhave any clear way of defining who are your co-workers or your neig hbors, and onewhere so many of your interactions are with strang ers that it is hard to tell friend orally from threat or enemy.

The future of our cities will depend in larg e part on how we reinteg rate these fracturedselves, workplaces, and neig hborhoods.
