BASIS

1.0 EXECUTIVE SUMMARY

National Highway Authority of India (NHAI), under NHDP Phase - III programme, has

awarded the work of the development Maintenance and management of Khagaria - Purnea

Section of National Highway No. NH-31 from Km 270+000 to KM 410+000 in the state of

Bihar on BOT (annuity) on DBFOT pattern to M/s Khagaria-Purnea Highway Project Ltd. The

date of concession agreement was 08.04.2011 and the Appointment date 04.10.2011 (180 days

after the concession agreement) with Project completion date as 02.04.2014 (910 days form

appointed date)

As per Contract, 34 months (100% of the Contract Period) period has elapsed since the

appointment date and work has been completed by the Concessionaire, except in part of

Pasraha section from Ch. 307+500 to Ch Km 316+200 (Length 8.7 Km). The project highway

between Km 270.000 to Km 307.500 and Km 316.200 to Km 410.000 has already beeHn

declared fit for entry into commercial operation w.e.f 04.11.2013 on the basis of issue of

Provisional Completion Certificate. For completing the balance work in the above mentioned

stretch of project highway, a Supplementary Agreement has been made on 08th Feb. 2014

between the Concessionaire and NHAI. The Operation and Maintenance (O&M) period of the

project for the IE has commenced from 1st December 2014.

The Financial progress achieved and the target for January’2015 is as given below:

Considering the backlog of -0.72 % the Concessionaire has been notified to augment their

resources so that the project may be completed as per the schedule.

BASIS

2.0 INTRODUCTION

The National Highway Authority of India has appointed Bloom Companies LLC, USA, to act as

Independent Engineer (IE) for implementation of DBFOT project under NHDP Phase - III

programme, for development Maintenance and management of Khagaria - Purnea Section of National

Highway No. NH-31 from Km 270+000 to KM 410+000 in the state of Bihar. As an IE, Bloom

Companies LLC will independently review activities associated with design, design review, during

construction, required quality assurance and quality control tests and operation and maintenance of the

project on behalf of both NHAI and Concessionaire so as to ensure compliance of the requirements of

the provisions of Concession Agreement.

The works in this project involves construction of 2-lane highway with paved shoulders including

Bridges; widening and rehabilitation of bridges and culverts; construction of high embankment /

elevated structures / wayside amenities etc. along the existing highways including provision of

realignment and bypasses.

Some of the salient features of the project are as follows:

(a) Total length of the project is 140 Km and in the same stretch there is 13.444 Km of service road ( adding both side length of service road).

(b) The realignment had to be done at 5 locations.

(c) There are 2 Toll Plaza in the project.

(d) The other facilities on the project include - 6 Truck Lay-byes, 6 Bus byes / Shelters and 2 traffic aid points etc.

There are 5 Major Bridges on the project which has been rehabilitated. Repair/ widening have been

done for 5 minor bridges. There are 4 ROBs in the project which have been repaired. There are 30

culverts, out of these culverts some were newly proposed, some are retained, some were reconstructed

and some widened.

During construction smooth and safe flow of existing traffic had been ensured. Diversions for Bridges

were provided for smooth and safe movement of traffic on the road.

BASIS

Associated works include construction of Toll Plaza, Bus Lay Byes, Drainage and Protection Works,

Traffic safety features, Road Signs and Road markings, Environmental mitigation measures,

Retaining/Breast walls.

National Highway no. NH-31 is one of the major connecting links of North India with North East and

west Bengal. It connects Assam. East Bengal, Bihar, and Jharkhand. The Khagaria Purnea project

being the part of NH-31 Its shares very large volume of traffic. The Khagaria-Purnea road lays

northern side of the Ganga river. The terrain condition is absolutely plain with intermittent populated

village. Since it lies in the genetic plain, the soil is alluvial.

The contract agreement was signed between National Authority of India and Bloom Companies, LLC

USA on March07, 2012. Independent Engineer was mobilized to the project on 9th March 2012, and

established the offices at Bhagalpur considering the proper & effective communication with the

concessionaire and the field staff.

3.0 General project information and organization structure

Two Laning of Khagaria-Purnea section of NH-31 lies in Gangetic plain, parallel to Ganga River and

Railway track. The road passes through flat terrain on low land. The general ground profile slopes

from north to south in these area water accumulations on general ground profile slopes from northern

to southern in the area water accumulated on north side of the road because of inadequate cross

drainage. Some portion of project stitches is under submergence for long time in a year. The area is

generally flooded with water spill from Kosi and GangaRiver during monsoon and causes

deterioration. One of the stretches called Pashraha area suffers road failure due to subsidence and

depression. Some where the Railway track along the road causes water logging.The project stretch has

fairly straight alignment and a very few curves and there is no drastic change in gradient. There are

number of cross road mostly NH and SH With large number of access road. The road has very poor

road facilities and hazardous junctions.

• The Concessionaire has to supervise, monitor, direct and control activities of Construction

11.0 Physical &Financial Progress

Based on the actual physical progress, the project is behind schedule. The Concessionaire is advised to

take remedial measures to catch the schedule. Concessionaire is requested to increase the resources to

complete the project in time.

14.0 Maintenance of Road

In the entire stretch routine maintenance of main carriageway and service

roads are being carried out as and when needed like rectification of patches

and potholes, rain-cuts, damaged crash barriers, kerb etc.

Additonally safety and traffic management system are emplemented at all

required locations as per approved safety & traffic management plans.

Compliannce of work zone safety audit report has been attended. Ambulances

and cranes has been stationed at both toll plaza round the clock.
