1 Badhai Sandesh :- To promote the birth of girl child it is necessary to be celebrated as a festival, therefore a signed Badhai Sandesh from Hon’ble Chief Minister is given to the family on birth of girl child in Government health institutions. The programme has been started at Zonal district headquarter from 11th Oct 2014 and in all districts of the State from 14th November 2014. Till now, Badhai Sandesh have been given to approximately 5000 families.

2 GPS monitoring of ‘108’ Emergency Ambulances :-Under NHM, a control room for the efficient monitoring of ‘108’ ambulance (649 in number) functional through GVK EMRI has been established in Room no 212 on second floor of Swasthya Bhawan. The online software made available through GVK EMRI is being used for monitoring. GVK EMRI is informed for correcting the deficiencies encountered during monitoring. On the basis of daily monitoring and on the basis of penalty clause

(Page no 36, point no 7) available in RFP, a committee has been constituted to propose cut down in payment.

3 E-Shubhlaxmi Yojana:-Shubhlaxmi Yojana was initiated in the State on 1st April, 2013 under which an amount of Rs 2100/- on the birth of girl child in Government health institutions, an amount of Rs 2100/- on complete immunization at the age of 1 year and an amount of Rs 3100/- on registration in school at age of 5 year is being given. E- Shubhlaxmi Yojana has been started from 15th October, 2014 to facilitate the timely payment of second & third installment amount. From

15th Oct 2014 onwards, the amount of second installment will be deposited directly into the bank account of the beneficiary. Under E-Shubhlaxmi yojana, the applicant can apply for second installment in any of the Government health institutions of the State.

5 ASHA Soft (ASHA Software) :- Presently 46490 ASHAs are working in the State for the purpose of decrease in IMR & MMR and for ensuring better health services in the village. Objectives of initiating ASHA Soft:- • Monitoring of all health services being provided by

ASHA in the village

• Timely payment of incentives

• Direct transfer of payment into the bank account of ASHA through online payment transfer

• Calculation of total incentive given will be in accordance with the actual health services provided which will help in strengthening of monitoring & management of physical & financial progress.

Payment Process adopted by ASHA Soft:-

• At first level, after verification of monthly report/ claim form of ASHA by the respective ANM, the IA/ PHC ASHA Supervisor/ Data Entry Operator will do the work of data entry and verification.

• At second level, sanction will be issued by MOIC for verified data with the assistance of LHV/ Accountant.

• After issuance of sanctions by the MOIC, payment

will be transferred directly to bank account of ASHAs through the Digital Signatures of the authorized officer at the District level.

• The information of online payment transfer will be conveyed to ASHAs through SMS on their mobile no.

• Directions have been issued for respective responsibilities and works to be performed by Officials at different level.

• Training for filling of claim form by ASHAs have been given in all districts upto PHC level.

• Under National Health Mission, Rajasthan, the responsibility for preparing ASHA Soft has been assigned to NIC unit of Rajasthan State for the cooperation of which ASHA Soft Core Group has been constituted under the directions of Mission Director which is working on the progress of this software with the coordination of NIC. Till now, the profiles of all the working ASHAs have been prepared along with the work plan. The districts have been oriented on this workplan by Mission Director time to time during VC, Meeting of CM&HOs and PMOs. Bank of Baroda has been selected for online payment which will perform this work without any extra fees. The progress of the scheme is being reviewed time to time by Mission Director, NHM for operationalization of the software on time. After a trial run with the Bank, ASHA Soft will be operationalize in the month of December 2014.

बनाने क� िज@ मेदार� NIC राज� थान रा9 य ईकाई को द� गयी है। िजसके सहयोग के

�लए �मशन Kनदशेक के Kनदeशन म$ आशा सॉJट कोर fूप (ASHA Soft core

Group ) गा0ठत Gकया गया है, जो NIC के सामंज� य म$ सॉJटवेयर क� BगKत पर

काय2 कर रहे है। अब तक सम� त काय2रत आशाओ ंProfile का तैयार हो चकुा तथा

काय2 योजना तैयार हो चकु� है। �मशन Kनदेशक Dवारा समय-समय पर आयोिजत

VC,CM&HO तथा PMO क� Meetting म$ काय2योजना से िजल# को अवगत

करासय जा चकुा है। इस Software ऑनलाइ्न भुगतान हेत ुBank of Baroda का

चयन कर �लया गया है जो Oबना Gकया अKत,रN त शुM क के यह काय2 स@ पा0दत

करेगा । योजना के समय पर G3या� वयन हेत ु �मशन Kनदेशक, एनएचएम Dवारा

समय-समय पर इसक� BगKत क� समी+ क� जाती रह� हL। बLक के साथ trial run के

पX चात, आशा सॉJट का संचालन माह 0दस@ बर 2014 म$ Gकया जायेगा।

6 Social Review of Maternal Death Programme:- State initiated Social Review of Community based Maternal Death to create awareness among community regarding causes of maternal death, identification & steps taken by the community for management of complication, timely decision etc. The main objective of social audit of maternal death is to motivate Community & pregnant women for early & proper ANC, birth preparedness, timely decision and Institutional delivery. Social audit of maternal death is to be done for maternal death held at home or on the way. Social audit is to be done at village level, on MCHN day after completion of MCHN session, in the same village from where the pregnant women belong. Meeting of social audit is to be organized by ASHA, in which AWW, ANM, LHV, PHC in charge, verbal autopsy team, Community people especially pregnant women & relative of pregnant women, teacher, ward member, etc. On information of maternal death, the information related to maternal death has to be collected in Verbal Autopsy format at block level within 15-20 days of death, social audit will be conducted in next upcoming MCHN Day. During the meeting cause of maternal death of the particular death is to be discussed along with other causes of maternal death, preventive measures, availability of ANC/ PNC services in the village, social customs, care of pregnant women. Directions have been issued to CM&HOs vide order no RCH-2/ MDR/MH/2014/3816 dated 28.08.2014 for conducting social audit. For orientation of ASHAs on social audit of maternal death a brochure has been designed, printed & distrusted. District ASHA Coordinator & Block ASHA facilitator had been trained at state level as ToT, who will train the PHC ASHA supervisor during sector meeting. Presently, 37232 ASHAs and 6739 others (ANM, LHV, IA, PHC Supervisor & BPM) have been oriented.

कर िजलो पर �भजवाया गया हL। सामािजक समी+ा पर आशओ का आमखुक�रण करने हेत ु

िजला कॉ^ड 2नेटर व खk ड आशा सुपरवाईजर रा9 य � तर पर B�श+ण करवाया गया हL। साथ

7 Functioning of Primary Health Centre on PPP mode:- Steps are been taken to make the non functioning PHC’s functional, through PPP mode. A comparative study of RFP (Request for proposal) of health institution run on PPP mode in other states has been done and a high level committee has been formed under chairmanship of MD NHM for drafting RFP and terms and conditions. RFP has been formulated and is under final examination for approval.

8 ASHA Soft (ASHA Software) :- Presently for providing incentive to around 47,000 ASHAs working in the State online software “ASHA Soft” is prepared so that incentive may be paid directly to the ASHA in their bank account. Database of ninety nine percent ASHA is prepared and orientation of district and block officials has been done.

11 Health Insurance Scheme : The announcement has been made by Hon'ble Chief Minister in her Budget speech for Health insurance scheme to those families who come under the "Food Security Scheme" (Approximately 67% of population). Coverage of 3 lakh for serious ailments and Rs. 30,000 for general ailments will be given annually. The Medical facilities will be given through Government institutions along with private institutions. Detailed study has been done for successful implementation of the Health Insurance Scheme in the states viz. Tamilnadu, Andhra Pradesh and Gujrat where the scheme are already running. The best practices of these states would be included in in implementation of the scheme. Thought is being given for making state level unit at state level (Public Partner) and implementing the scheme through executive agency (Private Partner). The contract would be done between state unit and Lead executive agency. Lead executive agency will sign on the contract with insurance company, TPA, Government/Private institutions. Lead Executive Agency will be responsible for implementation of Health Insurance Scheme and monitoring will be done by state unit according to the provision made in contract. In this

reference RFP of broad guideline for selecting the lead executive agency has been sent to state government for approval.

4. Dr. Christopher Barry appointed as Consultant Human Organ and Tissue Transplantation at monthly honorarium of Rs 50,000 (For 6 months).

5. WAVE registry been prepared by MFJCF (Mohan Foundation Jaipur Citizen Forum) (NGO’s). Payment to be done through MRS, SMS Hospital Jaipur.

6. Orders issued to affiliated private hospitals to provide necessary information for wave registry.

7. Legal advice been seeked for MOU between MFJCF and State Government.

1. Strengthening in Health Sector - Sanction of -2 Sub centre -11 Primary Health Centers (PHCs), 5 Community Health Centers (CHCs), Formation of Advisory committee and State Registry cell under Human Organ and Tissue Transplantation Rule 2014.

2. Appointments and promotions in various cadres- Appointment given to 146 (Regular) and 209 (Contractual) medical officers, 7 medical officer (Dental). Appointment given to 59 (27 female) nursing tutors, 35 (13 female), physiotherapist. Promotion given to 10 office superintendent, 8 offices Assistant, 62 UDC. Appointed given to 102 LDC (23 Regular and 79 dependent Quota.) Appointed given to 1 Driver, 63 (8 Female) Ward boy, 23 (6 Female) Sweepers.

3. Free Drug Distribution (MNDY)- Approximately 6 crore 24 lacs 18 thousand 9 hundred and 41 benefitted since 13 Dec, 2013 to October 2014 under MNDY. In EDL (Essential Drug List) of MNDY 612 Drugs, 73 Surgicals and 77 sutures are included, out of which 612 for medical college attached hospitals, 527 for District hospitals, 452 for Community Health Centers, 234 for Primary Health Centers and 30 for Sub Centers are made available.

4. Free Investigation Scheme (MNJY)- 3 Crore 9 lacs 25 thousand one hundred and 73 free investigations done during 13 Dec 2013 to Oct 2014 under MNJY scheme. Under this scheme approximately one lac free investigation are done daily.

5. Drug Control organization- 3257 Drug Samples drawn for test/analysis. 58 drug licence cancelled. 1600

drug sale licence suspended. 701 matters subjudice in different courts.

6. Tuberculosis Control Programmer (RNTCP)- Treatment given to 1592 MDR tuberculosis patients, 70XDR tuberculosis patients and 83751 T.B. patients during 13 Dec 2013 to Oct 2014

7. Vector Borne Disease control programme (NVBDCP)- For control of vector borne disease action plan prepared and implemented. Malaria Disease- Dec 2013 to Oct 2014- Blood slide collection- 8250301, Malariya patients- 14817, P.F. Patients- 511, Death-1. Dengue Disease- Dec 2013 to Oct 2014 No of Patients- 837, Death-3.

8. Blindness control programme- One lac 97 thousand 8 hundred and 72 cataract operations done. 1026 eye collection (Cornea) during 13.12.2013 to Oct 2014. Spectacles distributed to 14 thousand 6 hundred 38 school children of age group 6 to 14 years.

9. State Status of Ebola Virus- Thermal scanner installed at Jaipur airport for screening of EVD. 37 thousand 4 hundred and 56 passengers screened till 13.11.2014.

10. ‘Beti Bachao’ Campaign -: Badhai Sandesh:- To promote girl child birth, department of Medical Health has introduced a new initiative. On the birth of girls child at any public health facility, a ‘Badhai Sandesh’ duly signed by Hon’ble Chief Minister, Rajasthan is presented to the mother and family to make them realize importance of girl child. The programme was initiated at all divisional head quarter districts on 11th October, 2014 and in all districts on 14th November, 2014. Till date, around 5000 mothers have been presented with this card. E-Shubhlashmi Yojana: Mukhaya Mantri Shubhlashmi Yojna was launched on April 1, 2013 in entire State to promote Girl Child birth and to reduce Maternal Mortality Ratio. Under the scheme, an incentive of Rs. 2100/- is given to mother on delivery at government and private accredited health institutions other than JSY incentive. Rs. 2100/- is given after one year of age on complete immunization of the girl child and Rs. 3100/- is given after 5 years of age on admission in school. Thus a woman can get monitory benefit of Rs. 7300/- for her girl child. In order to provide 2nd and 3rd installment of Mukhaya Mantri Shubhlashmi Yojna on time and in hassle free manner, E-Shubhlashmi Yojana was started on 15th October, 2014. Under this, 2nd installment of the scheme would be transferred directly in the bank account of the beneficiaries from 15th October, 2015. Beneficiary may apply for the 2nd installment at any public health facility in entire state. ‘104’ Toll Free Medical Advise service has been expended and now complaint of illegal sex determination may be registered on this number. For the strengthening of monitoring system of PCPNDT Act, a software ‘IMPACT’ is being implemented. Around 7000 form F are submitted on this software/website on daily basis.

11. Maternal Health- Janani Express Vehicle: From December 2013 to October 2014, 200 new Janani Express vehicles were added in the fleet of 400 already available vehicles. Presently, total 600 vehicles are running across the state. ANC Registration: From December 2013 to October 2014, ANC registration of 17,74,380 pregnant women was done. ANC Registration in 1st Trimester: From December 2013 to October 2014, ANC registration in 1st Trimester of 1004493 pregnant women was done. Three ANC Check-up: From December 2013 to October 2014, three ANC check up of 13,12,812 pregnant women was done. Line listing and follow-up of 6225 severely anemic pregnant women has been done. Institutional Delivery: From December 2013 to October 2014, 1251232 institutional deliveries have been conducted in the state. Janani Suraksha Yojana: under the scheme, 9,99,997 women benefitted during December

2013 to October 2014.

12. Child Health : Under Janani Shishu Suraksha Yojana, sick neonates up to the age of 1 month were covered till. But now, the scheme has been expended and infant upto 1 year of age are being covered. Rastriya Bal Swasthya Karyakram (RBSK): To protect and ensure overall child health, Rastriya Bal Swasthya Karyakram has been initiated in the state. Under this scheme all the children of Aanganwadi Centers (0-6 yr) and school going children upto 18 years will be screened for four D’s-Defects at birth, Diseases, Deficiencies, Developmental delays & disabilities (30 identified illnesses) through a dedicated Mobile Health Team. If the child is screened with any of the identified 30 diseases, he would be given free referral and follow-up, and surgical treatment if required. Presently, the scheme is initiated at divisional head quarter districts (Ajmer, Bharatpur, Bikaner, Kota, Jodhpur, Jaipur-I, Jaipur-II and Udaipur) and 9 High Priority Districts and 3 tribal districts (Banswara, Baran, Barmer, Bundi, Dholpur, Dungarpur, Jaisalmer, Jalore, Karoli, Rajsamand, Pratapgarh and Sirohi) from 14th November 2014. Around 250 Mobile Medical Teams are constituted in these 20 districts. Under the programme, health check-up of 55,03,663 children from 33901 AWCs and 49,66,271 children from 48534 public schools in these 20 districts will be done. Thus around 1.00 crore children will be covered in this progamme. Screening of 1,15,014 children has been done from 1st April, 2014 to 31st October, 2014. ‘104’ Toll Free Scheme is now also being used for providing information regarding treatment of malnutrition among children. Newborn Care Units: 51,396 infants treated in these units from 1st April, 2014 to 31st October, 2014. Newborn Stabilization Units: 16,549 infants treated in these units from1st April, 2014 to 31st October, 2014. Newborn Care Corners: 9810 infants resuscitated in these units from1st April, 2014 to 31st October, 2014. Malnutrition Treatment Corners: 4594 children treated at MTCs during 1st April, 2014 to 31st October, 2014. Home Based Newborn Care Programme: health check up of 606997 infants was done at home from1st April,

2014 to 31st October, 2014.

13. Family Welfare Programme : Sterilization: 274450 sterilizations were done during 1st April, 2014 to 31st October, 2014. IUD Insertion: 371776 IUD insertion was done from1st April, 2014 to 31st October, 2014.

14. Immunization : Pentavalent Vaccine: In the FY 2014-15, Pentavalent Vaccine was to be started in 12 states of country in that Rajasthan is also included. This vaccine for the first time is incorporated in Routine Immuniztion schedule. This vaccine will prevent occurrence of 5 diseases-Diptheria, Whooping Cough, Tetnus, Hepatitis-B and Hib (causing phenomena and meningitis). This vaccine is very expensive costing Rs. 130/- per vaccine however minimum market price of this vaccine is Rs.500/-. This vaccine will be provided free of cost in the state. Till date 14.00 lakh vaccines are received and transported till Primary Health Centers. In districts, from Medical Officers till ASHA Sahyoginis are provided with training on Pentavalent. This vaccine will cover around 16.00 lakh children in the state. In all districts, two training programmes have been organized for district level officials to field workers for maintaining the quality of the vaccine. More than 39,000 ASHA Sahyoginis are trained for effective social mobilization. The vaccine was initiated in 4 hospitals from 2nd October, 2014 and in 5 district hospitals from 15th October, 2014 on ‘trial run’ basis. In the month of October 1047 vaccines were given in these institutions. From 1st November 2014, Pentavalent Vaccine was initiated at all public health facilities including CHC, PHC and SC. From 1st November to 15th November 2014, 26,000 vaccines are given to beneficiaries. Tetnus Toxoid (Pregnant Women): 14,99,046 pregnant women were given TT vaccines from December 2013 to October 2014. Full Immunization: 14,53,439 children fully immunized during December 2013 to October 2014.

15. ‘108’ Emergency Ambulance : During December 2013 to October 2014, 127 new ‘108’ ambulances were added to the present fleet. At present, 649 ‘108’ vehicles are available in the state. In addition, fabrication of 100 new ambulances is also done and its district wise allocation is under process.

16. Mukhaya Mantri Jeevan Raksha Kosh : under the scheme, 34,02,431 patients were benefitted during December 2013 to October 2014 and expenditure of Rs. 37.83 Crore was incurred on the same.

17. Hospital administration : Teams from Medical & Health Department visited divisional head quarter districts before zonal visit of State government and ensured cleanliness and hygiene of health facilities, sign board and information boards at appropriate places and uniform of employees at work place etc. health institutions are being supervised and monitored time to time.

18. Civil Works : During December 2013 to October 2014, following civil works were done under National Health Mission - 50 bedded 3 MCH Units, 50 bedded 9 JSY wards and 20 bedded 20 JSY wards. Residential quarters at 15 district hospitals, 11 CHCs, 135 PHCs and at 146 SCs. Renovation of 4 CHCs and 11 PHCs and construction of 19 SCs. During December 2013 to October 2014, civil works of 3 CHCs, 21 PHCs and 12 SCs were done thorough State budget.
