Executive Summary:
The Union Council Based Poverty Reduction Project (UCBPRP) has successfully completed its tenure in August 2013 and achieved its set objectives and materialize huge portfolio in form of community institutions and the gigantic intervention. Ensured the linkages between poor households, line agencies, and other service providers and between government social protection programs and the poorest.
The project has helped as well as enabling the poor communities to improve their social indicators relating to health, environment, and education, especially for women and children.
UCBPRP created a sense of understanding among the poor women to undertake economic activities for the wellbeing of their household; the intervention included asset building for income generation, small enterprises, improved agriculture practices, vocational skills as means of business, and the choices to have access to financial resources are larger than before the project, which built the confidence of the target community (Women) to make productive investments from the resources they have been managing collectively through the huge network of their Village Organizations and Local Support Organizations at gross rout levels.
To extract the maximum benefit on regular basis it was indispensable that there must be a proper follow-up and the maintenance in the respective districts to sustain the outcomes in the rural communities. During the maintenance phase, the tendency of routine meetings of these institutions has been promoted to make it on a regular basis and further efforts being under taken to promote and enhance the culture of savings in these gross rout level organizations by making the strict monitoring and participation.
In September-2013 the SRSO have started the formal activities of the maintenance phase in both the districts, initially the teams have focused the recovery and re-disbursement of community investment fund in the different village organizations with the effective support of local support organizations.
The Union Council Based Poverty Reduction Project (UCBPRP) Jacobabad has successfully completed its tenure in 30th June 2015 and achieved its set objectives. In July 2015 SRSO has also started activities of the Maintenance Phase in District Jacobabad. SRSO focused the Recovery and Re-Disbursement of CIF with Support of Local Support Organizations (LSOs).
As ofMay2018, PKR: 1,202,422,966 received from the different beneficiaries who received the CIF loans under the regular program in three districts. Besides the recovery teams also emphasis the beneficiaries to consider for group landing in order to foster the maximum benefits by utilization the same amount with increment from the seed money of LSOs.
Apart from recovery, the re-disbursement was given massive importance therefore as ofMay-
2018, PKR: 1,365,825,262 have been Re-disbursed in different beneficiaries who returned the
MPR for the Maintenance Phase in district Shikarpur, Jacobabad, and Kashmore @ Kandhkot

Recovery & Re-disbursement through community Institutions: (involvement of rural women)
After execution of maintenance phase of UCBPRP, the social mobilization teams of all three districts have been proactively engaged and spared much time on the mobilization of masses that the village organizations must have to ensure the 100% recovery of already disbursed CIF under the umbrella of local support organizations in their respective districts. During the regular visits, the teams were significantly facilitated by the senior professionals from the head office as well as district offices on various aspects which has been remained the core concern of rural communities and the priorities of field teams in the recent context of proper recoveries and revolving of CIF amounts.
Now after such sort of facilitation, the outreach and confidence of teams have been enhanced and their interaction with rural communities has also been improved, which resulted in the vital progress of community institutions for recoveries and revolving of CIF. Through these efforts and steps, the sustainability of CIF intervention made in UCBPRP, becoming more assured in rural areas.
Social mobilization teams (SMTs) doing good work, that making possible for the respective LSOs to access each and every VO in their union council and having concrete dialogues with their community institutions and their office bearers for the apparent purpose of CIF recoveries and its effective utilizations, as well as disbursement of same amount in other new households who are willing and has their micro investment plans at household level. Not only this, these LSOs are also making their best, that the incremental amount of CIF may also be provided to such households who have very tangible plans for their livelihood purposes.
In addition to this, LSO office bearers are also paying special attention to the utilization of CIF amount and it has been emphasized on households to make the possible use this amount to open up their livelihood options at the household level. Furthermore, the urge was made in the household to protect and enhance their existing livelihood sources and means with their possible efforts.
The maximum involvement of VOs/LSOs has started to put a positive impact on the recovery and the rural community genuinely realizes that the revolving of CIF amount would have additional benefits. The communities have been consistently unaware about the continuous recycling of CIF amount which had suspended after the dual flooding in 2010 and followed by rainfalls of 2012 in three UCBRPR districts.
Now with this approach the community and the respective LSO office bearers clearly demonstrating their role and getting well involved with their community level institutions for the development of their respective areas through the community is driven initiatives and approaches. The efforts of rural women have created a great zeal in other rural women which, additionally strengthening the women empowerment, and emerging as the effective way to alleviate poverty. The involvement of rural women in various social events, activities programs have significantly restricted the occurrence of violence against women in these three districts.
Events and Initiatives of community institutions (VOs& LSOs)in three districts:
In May-2018, different activities, initiatives, and events are carried out by the rural women from the platform of their community institutions, to foster the development work in gross root levels by promoting the community driven development. The district wise details on those all activities, events, and initiatives by communities given as under:

LSO Khubsoorat GB Meeting:
LSO Khubsoorat Awaz (UC Allanpur,
Taluka Garhi Khairo) conducted general
body meeting at VO Qaim Din Tanwri.
Mr. Manzoor Jalbani (District Manager),
Mr. Javed Ahmed (Unit Incharge) and GB
members actively participated. LSO &
SRSO staff discussed progress of LSO, LSO
regular meetings, LSO General Body
meetings, LSO CIF Revolving, Record
Keeping and saving.
MER Head Office Officials participated
in CIF Cheques Disbursement:
CIF cheques were disbursed among 20
Beneficiaries (Amount: 3,000,000) of VO
Muhammad Pahanwar, UC Garhi Chand,
Taluka Jacobabad. Mr.Bakht Ali SPO-
MER, Sona Khan SPO MER SRSO-Head
office) and SMT staff participated in this
activity.
VO Routine meeting and Introduction of
BISP WeT:
A VO routine meeting was conducted in VO
Fazul Brohi, UC Garhi Chand regarding CIF
Recovery, Record Keeping and also DM
SRSO Jacobabad Mr. Manzoor Jalbani
conducted introductory dialogue of BISP
WeT and briefly mentioned aims and
objectives of the BISP WeT program.
CRPs Training:
CRPs training event organized at SRSO District
office Jacobabad and SRSO office Thull, training
was started with the recitation of Holy Quran
verses. After recitation, DM SRSO Manzoor
Jalbani welcomes Ambreen Chandio and CRPs
for participating in the event. These CRPs are
selected from CO/VO & LSO, which aims going to
support in registration of BISP beneficiaries,
enrollment of children, BBC formation.
DM SRSO Manzoor Jalbani overall briefed
about the SRSO introduction and the objective
of the today’s training and further process and
roles & responsibilities of BISP Waseela e
Taleem. He appreciated the efforts of CRPs and
also paid thanks to all guests for timely
participating in this activity.
District Kandhkot:
Initiatives during May 2018
Dr. GR Samejo Team Leader EUCBPRP
participated in LSO Roshni UC Tangwani
BoD meeting. They discussed and planned
for CIF Recovery and Linkages. While
preparation for EU impact assessment of
UCBPRP was main agenda of this LSO
meeting.
DM SRSO Kashmore@Kandhkot Mr. Ahmed
Samejo participated in VOs Meetings and
discussed for CIF Recovery and saving on 02-
05-2018.
On 03-05-2018 DM & DFO SRSO
Kashmore@Kandhkot conducted meeting with
ABL Manager for the activation of VO & LSO
dormant accounts. ABL Manager assured his all
possible support regarding activation of VO &
LSO dormant accounts.
On dated 17-05-2018 at Vo Aqil Sabzoi UC
Haibat LSO Benazir built linkages with PPL-
Pakistan Petroleum Limited welfare trust for
arrangement of mobile medical camp at village.
PPL officials agreed and arranged Mobile
Medical camp for villagers, Where OPD check
up and medicines were provided to patients. VO
members paid thanks to PPL for arranging
Mobile medical camp for poor patients of VO
Aqil Sabzoi.

Ahmed Samejo visited VO Muhammad
Afzal Bhangwar regarding CIF Recovery
on dated 05-05-2018. VO members
assured timely submission of CIF
recovery and also decided to collect
saving fees from each VO member
monthly in order to strengthen their
community organizations-COs and
Village Organization VO Muhammad
Afzal Bhangwar.
Video Documentary consultant visited
VO Rasool abad UC Gulwali and
conducted visual interview of Mrs.
Rokeena Shahid LSO Roshni treasurer
on the behalf of successful case study of
road to success, the video documentary
was made by RSPN consultant team on
17 May 2018.
On dated 07-05-2018 participated in
meeting at DC office. Mr. Sarfraz
Channa DECO Quality Education project
pariciapted in coordination meeting at
Deputy Commissioner Office Kandhkot.
On dated 11-05-2018 VO Hurmat Golo
conducted routine meeting with VO and
BDG members. Where DM and SMU
staff participated. VO members
discussed about timely revolve of CIF
and BDG members also presented their
newly made products. SRSO team
appreciated their efforts for poverty
reduction at household level.
LSO Qalandar Shahbaz conducted BoD
meeting. Mr. Ahmed Samejo (District
Manager), Unit staff and GB members
actively participated. LSO & SRSO staff
discussed progress of LSO, LSO regular
meetings, LSO General Body meetings,
LSO CIF Revolving, Record Keeping and
saving on 12-05-2018.
On dated 28-05-2018 CIF data review by
Audit committee team held at district of
SRSO Kandhkot.
On dated 14-05-2018 DM conducted
meeting with LSO Gulshan BoD members
at unit office Kashmore regarding CIF
Recovery and Linkage. LSO BoD members
said that they will start strong coordination
among all VOs for CIF recovery and
revolve, they also ensured that conduct
coordination meetings with other
organizations, Government and Private
sectors for stability of their LSO.
District Kashmore@Kandhkot team started
NAVTTC 2nd batch of phase IV on 28-05-
2018.
On dated 13-05-2018, organized quiz
competition program at Cluster school Wahid
Bux Bijarani, in this program Finance officer
and District admin participated in the last
awards & prizes were distributed among
winners of the competition.
During reporting period New academic
session books were distributed at Cluster
School Wahid Bux Bijarani, Cluster School
Shahzado Bahalkani, Cluster School Wahib
Bux Bijarani.
Coordination meeting was conducted with
TEO Kandh Kot regarding support of
Government Education in Enrollment on 03-
05-2018.
On dated 07-05-2018 DM conducted meeting
with DDO primary to support in Enrollment at
Waseela-e-Taleem program.
During reporting period different activities of
BISP WeT project activities were carried out
with the support of COs/VOs and LSO. CRPs
Identification, BBC formation, Enrollment
Camp, Progress review meeting and
coordination meetings with stakeholders were conducted in order to achieve desired outcomes of the
project. RSPN Cluster II Officials and SRSO head office Officials also become part of BISP Wet activities.

LSO Asifa UC Shabirabad Chairperson and
SRSO SMU team members saved village
Qadir Bux Pahore from a big loss by calling fire brigade timely and saved village.
VO Ameer Bux Shujra bilt linkages and arranged one mobile hos[ital camp at VO, Where 200 patients
were treated and medicines were provided to patients and also Mobile hospital was having sugar and
Hepatitis test facility 50 patients Sugar and hepatitis were checked at mobile hospital at doorsteps of
patients.
During reporting period PINS Program
introduction dialogue was conducted at
LSO Ujagar UC Rahimabbad VO
Roshanbabd, LSO Insaf UC Zarkhail at
VO Hasanabad and LSO Awami UC Pir
Bux Shujra VO Kaloo Odhano. Where
PINS staff According to the agenda team
started the dialogue with Recitation of
Holy Quran and LSO Leaders welcomed
the whole Participants and asked team to
introduce their names to the participants.
After that LSO office bearer brief the LSOs
work done by them and invite to team
member for conduct dialogue. Team
member share the meeting objectives to
the participants and also share the discuss
on issues of mal nutrition, its causes,
reasons through brain storming exercise
and through asking questions that could
urge the participants to share their
experiences of mal nutrition and food
insecurity. As the participants’ responses
various they understand the basic cause is
poverty, ignorance, unaware, less
consideration to cleanliness and health,
less concentrate of male to female while
pregnancy, women are deemed less than
male, society generally consider women
less and treat them unequal. Where they
give reason of food insecurity that they
have less opportunity of earning
livelihood, they work on share crop or
work on landlord land. Participants shown
keen interested in appreciated PINs staff
for this new project and ensured their
support with team.
LSO Kiran UC UC Hamayoun
conducted BOD Meeting regarding
CIF revolving and LSO office and LSO
bank account at VO Nizam deen
Bharchond. All BOD members
participated. These agendas were
discussed. LSO Regular meetings,
LSO General Body meeting and
Election, LSO CIF Revolving, LSO
Bank account, LSO office, Activation
of VOs bank accounts. In this meeting
SMU Shikarpur team also participated
and discussed briefly with LSO BOD
Members on mentioned agendas.
