DATE: OCTOBER 7, 2020 RECOMMENDATION: It is recommended that the Workforce Development Board concur with the September 16, 2020 Executive Committee recommendation and approve the reappointment of Al Davis, representing a Community Based Organization. The reappointment will be forwarded to the Monterey County Board of Supervisors (BOS) for final appointment. SUMMARY: The WDB bylaws state that the term of membership for all Workforce Development Board members shall be three years. The three-year term limit was enacted with the approval of the original WIB bylaws by the Board of Supervisors on May 29, 2001.

SUBJECT: CONSIDER APPROVAL OF HIGH ROAD CONSTRUCTION CAREERS SENATE BILL 1 REGIONAL PRE-APPRENTICESHIP PROGRAM AGREEMENTS WITH SERVICE PROVIDERS

DATE: OCTOBER 7, 2020 APPROVED BY: RECOMMENDATION: It is requested that the Monterey County Workforce Development Board (MCWDB) approves the execution of agreements with service providers in support of the tri-county High Road Construction Careers Senate Bill 1 (SB1) regional Pre-Apprenticeship Program. BACKGROUND: The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1) funds pre-apprenticeship training services to prepare participants for careers in the building trades, generally, and the road repair-related crafts, specifically. On June 1, 2020, the California Workforce Development Board notified the MCWDB that its High Road Construction Careers SB1 program proposal was selected for funding in the amount of $576,125 to provide pre-apprenticeship training services for a total of 110 individuals over a two-year period. MCWDB’s SB1 program will serve the three-county region of Monterey, Santa Cruz, and San Benito counties for a term from October 15, 2020 through August 31, 2022. The MCWDB will serve as the lead and fiscal agent for the Monterey Bay Collaborative’s SB1 program. The MCWDB also served as lead and fiscal agent of the Monterey Bay Collaborative from 2014 through 2019, which had been funded to develop and provide a successful Proposition 39 Clean Energy pre-apprenticeship program – a project with similar objectives to the SB1 program. The SB1 pre-apprenticeship program features four target populations: women, disaffected youth, racial and ethnic minorities, and formerly incarcerated individuals. It is anticipated that the program’s outcomes will include participants trained in basic construction skills and creation of structured pathways to apprenticeship programs in the building trades. The strategic focus of the SB1 program is to provide maximum employment outcomes through mobility among multiple employers within the industry sector. The overall goal of the SB1 program is to graduate participants who subsequently enter the road repair-related crafts and other skilled trades. This training and career pathway approach will lead participants through pre-apprenticeship training that creates a pipeline for job seekers to enter registered apprenticeships and journey-level employment, and a pathway that offers a living wage career.

The building trades-developed Multi-Craft Core Curriculum (MC3) training offers industry-valued credentials upon successful completion of the course. Partner agencies will assist to provide program outreach, recruitment, orientations, testing, academic support, job readiness training, the training venue, and supportive services to ensure retention in the program. The MCWDB and its Monterey Bay Collaborative partners will work with the building and construction trades to move the pre-apprentices into registered apprenticeships and employment in the trades. DISCUSSION: Beginning in October/November 2020, the Monterey/Santa Cruz Building Trades Council Training and Education Fund will provide website outreach, pre-apprenticeship training, placement services, and the training venue through a two-year agreement not to exceed $284,600. To ensure that SB1 pre-apprenticeship participants are prepared for apprenticeship program entrance tests, an agreement with a local consortium of adult schools (to be determined) in an amount not to exceed $20,000 will be needed to provide academic support services for participants over the two-year program. The Santa Cruz and San Benito County WDBs will provide outreach, referrals and grant oversight services for an amount not to exceed $5,000 for each WDB over the two-year period. The MCWDB will receive $175,375 for staff time, administrative costs, and case management services as described below. As fiscal agent and lead for the SB1 grant, the MCWDB will be responsible to perform the following activities:

• Convene all project partners for the purposes of confirming site locations, establishing a timeline for MC3 training to begin, and convening an advisory panel.

• Convene at least one (1) Advisory Council meeting per training cohort for a minimum of six (6) meetings during the project.

• In coordination with the pre-apprenticeship training provider, develop outreach and recruitment materials for use in all counties as needed.

• Appoint staff to administer the grant and retain up to $175,375 for staff time and administrative costs (includes 10% of the overall grant award).

• Provide outreach, case management, and supportive services through its current agreement with Arbor E&T, dba Equus Workforce Solutions.

• Review all invoices and reports received from project partners, verify compliance with the grant requirements and this agreement, and forward all invoices for reimbursement to the fiscal division of the MCWDB for payment.

• Track grant expenditures, prepare and submit reports to the State of California, and monitor SB1 grant activities to ensure compliance with the grant’s terms and conditions.

• Lead the evaluation of the SB1 grant to include identifying lessons learned/best practices.

DATE: OCTOBER 7, 2020 INFORMATION: WDB Staff will provide a verbal update to the Workforce Development Board on local subrecipient monitoring for Program Year (PY) 2019-20. Brennan Workforce Services conducted both a program and fiscal review of the Workforce Development Board services providers (Turning Point and Equus) for PY 2019-20. Draft reports will be brought to the Oversight Committee for review and recommendations, then forwarded to the Executive Committee and full Board for final approval at their next meetings.

DATE: OCTOBER 7, 2020 APPROVED BY: INFORMATION: Monterey County Workforce Development Board (WDB) staff will provide an update on Business Services Team activities, including virtual recruitments and job fairs. BACKGROUND: Due to the COVID-19 pandemic and the uncertain economic conditions that local businesses are facing, the WDBs across California are evaluating new, safer ways of delivering job fairs, customized recruitments, and other employer engagement events and services. This report will summarize the local team’s activities and the lessons learned from conducting two virtual job recruitments and participating in a multi-employer job fair hosted by Hartnell College, as well as the efforts underway to expand the organizational capacity of the WDB by securing a SaaS (Software as a Service) virtual recruitment and event software service for the Coastal Region’s four workforce development boards. Job Recruitment Events Two virtual job recruitment events were recently undertaken by the Business Services Team:

The first virtual recruitment was held on August 6 for the California Prison Industry Authority (CALPIA), a State non-profit organization that provides employment training and work opportunities to inmates. The recruitment was targeted to custodians and supervisors. In total, 21 participants attended the event (18 viewers and 3 event support staff).

The second recruitment was held on September 30 for the California Conservation Corps (CCC), a one-year State program for youth, ages 18-25, to gain work experience, training, and education in a variety of critically important areas, such as Energy Conservation and Wildland Firefighting, while protecting California’s natural resources. The CCC program provides training that assists its participants to qualify for positions with Caltrans, the US Forest Service, the National Park Service, and other employers. In total, 20 participants attended the event (14 viewers and 6 event support staff). For these virtual recruitment events, Business Services staff from Turning Point, Equus, and the WDB collaborated to coordinate activities such as hosting, production, preparing PowerPoint slides, hosting the practice sessions, responding to on-line questions, and serving as the backup in the event of a technical failure. The participating representatives from CALPIA and CCC provided extremely positive feedback to the Business Services staff on the production of the events. Hartnell Job Fair The WDB teamed up with Hartnell College, Mission Trails ROP, and the Salinas Valley Adult Education Consortium to provide the Central Coast Virtual Career Fair on September 24. The event focused on presenting job opportunities in three of the WDB’s priority industry sectors: Agriculture, Construction, and Transportation. Local employers included Monterey Salinas Transit, Taylor Farms, Salinas Toyota, and Slingshot Connections.

Each employer presented an overview in a general session and then provided in-depth answers to job seeker questions in Zoom breakout rooms. Partner staff was assigned to support each employer. In total, 64 participants attended the event. Based on the success of this event, the Business Services staff plans to coordinate more virtual job fairs in the coming months.

Future Job Recruitment A request was made to host a Job Recruitment event for Joby Aviation near the end of October. Joby Aviation is a venture-backed aerospace company and developer of VTOL personal air vehicles designed for air taxi services. The company provides airframe design, fabrication, aerodynamic analysis, and electric motor design. The Business Services Team is waiting to hear back from the company to receive their presentation materials.

Other Future Events Kristina Chavez Wyatt with California Manufacturing Technology Consulting (CMTC) is interested in collaborating with the WDB and the County Health Officer to jointly sponsor a workplace safety and health information webinar for small and mid-size manufacturers.

Virtual Recruitment and Event Software Services The WDB directed staff to review available virtual platforms and obtain quotes to provide needed virtual services to the business community. Three cost estimates were secured for a 1-year subscription: $52,000, $22,000, and $9,500. It was determined that, based on the value for the price of $9,500, a SaaS (Software as a Service) virtual software recruitment and event service was the best option. The lowest bid, Premier Virtual, provides a platform that includes an array of useful features and places no limit on the number of events that can be held.

It is anticipated that the contractor will provide SaaS virtual recruitment and event software services to the Coastal Region’s four workforce development boards to facilitate business assistance and engagement, including Rapid Response and Layoff Aversion outreach, and will provide quality customer service virtually while maintaining required safety protocols necessitated by the COVID-19 pandemic. Moreover, the platform allows other services to be delivered by staff, partners, and industry leaders to help better align and adapt to the changing COVID-19 situation, cope with evolving challenges, and stay informed and ahead of new opportunities. Requests from employers to use a virtual recruitment and event platform have increased.

Lessons Learned through Adaptation The roles and responsibilities of Business Services staff are changing from the pre-COVID-19, face-to-face, high-touch approach to the public safety COVID-19 social-distance model. Job seekers find themselves furloughed or laid off and uncertain about future job prospects, while employers are changing the way they operate to ensure that they can safely and affordably serve their customers. The WDB is helping businesses to adapt to the new reality with virtual tools to help them recruit and hire job seekers. The effective use of these tools requires collaboration and knowledge sharing because experience is key to becoming a quality resource for employers. The Business Services Team is evolving to increase its value to the community and continues to meet regularly with the service providers’ business-serving staff to discuss best practices to bring employers and job seekers together.

DATE: OCTOBER 7, 2020 INFORMATION: One-Stop Operator Lucinda Iracheta will provide the Board with an update on current activities for the past quarter July 1, 2020 through September 30, 2020. The WIOA Quarterly Partner meeting was held on 09/18/2020. This was our first Virtual WIOA Partner resource fair. We had 18 agencies represented during the online meeting, 11 six-minute program presentations and 31 attendees. This virtual resource fair was intended to provide an overview of current programs offered during the COVID-19 pandemic. We discussed the new challenges our programs are facing during this pandemic as well as solutions to adapt and embrace technology. Overall, most programs are offering services and embracing new ways of working in response to the crisis. In conclusion, the meeting was informative regarding the way we are working together in partnership and sharing resources through the technology available. Projects: WIOA Partner referral form - Update and re-disbursement. The WIOA Partner referral form has been updated with current addresses, phone numbers, and (if available) email addresses and/or website information. The updated referral form has been emailed to all on-file mandated and core WIOA partners. Referral forms Received August – 6 September - 4 Notice of change AJCC / WDB location: Notification of location change. Emails were sent to inform all mandated WIOA Partners, core WIOA Partners and community organizations about the new AJCC and Workforce Development Board location and email links to the WDB website link. Monthly WIOA Core Partner Meetings: Upcoming WIOA Core Partner Meetings to highlight Hallmarks of Excellence #3- The AJCC actively supports the One-Stop system through effective partnerships. Hallmarks of Excellence #4 – The AJCC provides Integrated, Customer Centered Services. Review the AJCC Re-Opening Policy and Guidance Plan and how to address customer barriers at the AJCC, the data being requested monthly by the MCWDB, referral processes, new surveys, and the formation of work groups to address these challenges.
