RESPONSIBLE TO: Strategic Lead for Youth Enterprise & Skills WELSH LANGUAGE ASSESSMENT: Welsh language skills are desirable This is a fixed term funded post and funded by the European Social Fund. Our Purpose:- Youth Enterprise is an integral part of Monmouthshire County Council’s Enterprise and Innovation Directorate. We work with young people aged 11-25 and adults at risk of or in poverty across the county supporting them with education, employment and training. We engage with the business sector supporting the development of local employment and training and entrepreneurial opportunities. The purpose of this Role:- With support from the Inspire2Achieve Project Co-ordinator, Local Authority Youth Engagement and Progression Coordinator and school personnel, work with the young people in KS3, KS4 and KS5, identified as most at risk of becoming NEET as highlighted through the Early Identification Tool and schools. Contribute to and support the development of tailored curriculum, meeting the level of individual need, including a range of qualifications and awards to enhance mainstream curriculum. Provide pastoral support to young people while developing effective and encouraging relationships. Should level of need require further intervention, refer to relevant agencies. Expectation and Outcomes of this role: To contribute to the following;

Number of Young people at risk of becoming NEET in KS 3, 4 and 5 (11- 18 years) gaining qualifications upon leaving.

Number of Young people at risk of becoming NEET in KS3,4, and 5 (11 -18 years) education, or training upon leaving.

Number of Young people at risk of becoming NEET in KS3, 4 and 5 at reduced risk of becoming upon leaving

Your responsibilities are to:-

1. Work with and support young people identified as most at risk of becoming NEET (not engaged in education, employment or training) to support them towards improving their attainment, attendance, behaviour and wellbeing.

2. Facilitate bespoke curriculum packages, tailored to young people’s individual needs.

3. Develop, support and guide young people with their personal action plans and pastoral support programmes.

4. Act as a role model for the young people, promoting an ethos that encourages and supports positive behaviour and attitudes. Working in line with youth work ideology and ethos, encouraging all young people to value learning; challenging unfairness and prejudice where necessary.

5. Work with key partners to ensure young people identified of at risk of becoming NEET have the best possible opportunities to progress into education, employment or training following school.

6. Support young people’s transition into their post 16 destination, ensuring the destination is sustained and referral to other programmes is made if the destination is not successful.

7. Develop and become a link between the identified young people and providers in order to

Ensure an effective referral and reporting system is maintained

Raise young people’s awareness of specific services available to them

Identify common areas of work and avoid duplication

Provide information to other services

8. Maintain accurate and up to date records for each young person appropriate to the Inspire2Achieve Programme. Work with the I2A Compliance Administrator and I2A coordinator to map outcome tracking in line with project monitoring systems.

9. Ensure that all data is collected and monitored in an appropriate and safe way and meets the European Social Fund requirements. Work with I2A Compliance Administrator and I2A Coordinator to ensure this is successful Monitoring is undertaken.

10. In partnership with the school, support consistent discipline policies within the school that

embody values of respect and responsibility. Also to support the school in ensuring that pupils on programmes wear correct uniform and comply with all other school regulations.

11. Form good home/school links involving families and communities regarding young

people’s education and well-being. Attend any meetings as required for this young person.

12. Contribute towards the implementation on the Monmouthshire Youth Engagement

Progression Framework plan to reduce the number of young people at risk of becoming NEET.

13. Contribute to the delivery of qualifications as part of the Qualification Centre. Develop and deliver qualifications appropriate for use with young people within Youth Enterprise.

14. Exercise proper integrity in respect of confidential matters and personal information

obtained during the execution of the duties of this post.

15. Attend project and relevant school/LA meetings including monthly Multi Agency meetings and provide reports and presentations as and when required.

16. Ensure that the Council’s responsibilities in relation to Equality and Diversity are met and

to ensure that the Youth Enterprise outcomes relating to the Welsh language are achieved.

17. Ensure that health and safety duties and practices are carried out by all provisions or as detailed in the Council’s Health and Safety Policy, and to ensure that provisions and services to young people comply with current legislation. Uphold and comply with the statutory provisions of the Health and Safety at Work Regulations 1999, The Monmouthshire Safeguarding and Child Protection Policy 2012 and any other relevant Council policies relating to Safeguarding and Health and Safety.

18. Work in collaboration with the Designated Officer for Safeguarding/Child Protection in the

following way: to be aware of the LA policy on Safeguarding and Child Protection and that all policies and practices are in line with the All Wales Child Protection Procedures. To make referrals to Children’s Services in the event of a disclosure and/or concern that a child/young person is ‘in need’ or at risk of significant harm. To maintain accurate, confidential and up to date documentation on all cases of safeguarding and child protection.

19. Be flexible in approach, delivery and working hours, ensuring sufficient time is given to face-to-face work with young people as well as administration duties.

13. Cyfrannu at gyflenwi’r cymwysterau fel rhan o’r Ganolfan Gymwysterau. Yn datblygu ac yn cyflenwi cymwysterau priodol ar gyfer pobl ifanc o fewn Mentergarwch Ieuenctid.

14. Yn ymddwyn gyda hygrededd o ran materion cyfrinachol a gwybodaeth bersonol i ddaw i

alw wrth ymgymryd â’r rôl hon.

15. Yn mynychu cyfarfodydd perthnasol y prosiect ac ysgol/ALl gan gynnwys cyfarfodydd Aml-Asiantaeth a’n darparu adroddiadau a chyflwyniadau fel sydd angen.

ac yn sicrhau bod canlyniadau Mentergarwch Ieuenctid o ran yr iaith Gymraeg yn cael eu sicrhau.

17. Yn sicrhau bod yr holl ddyletswyddau a phractis iechyd a diogelwch yn cael cynnal yn unol gyda’r darpariaethau neu fel sydd wedi eu manylu gan Bolisi Iechyd a Diogelwch y Cyngor, ac i sicrhau bod y darpariaethau a’r gwasanaethau i bobl ifanc yn cydymffurfio gyda’r ddeddfwriaeth gyfredol. Yn cynnal ac yn cydymffurfio darpariaethau statudol Rheoliadau Iechyd a Diogelwch yn y Gweithle 1999, Polisi Diogelu ac Amddiffyn Plant Sir Fynwy 2012 ac unrhyw bolisïau a pherthnasol eraill sydd gan y Cyngor a’n ymwneud gyda Diogelu ac Iechyd a Diogelwch.

18. Gweithio gyda’r Swyddog Dynodedig ar gyfer Diogelu Plant yn y ffordd ganlynol: Sicrhau bod yr holl staff yn ymwybodol o bolisi'r ALl ar Ddiogelu Plant a sicrhau bod yr holl bolisïau ac arferion yn cydymffurfio gyda Gweithdrefnau Diogelu Plant Cymru Gyfan. Atgyfeirio plant at y Gwasanaethau Plant mewn achos o ddatgelu a/neu bryder bod plentyn/person ifanc ‘mewn angen’ neu mewn risg o niwed sylweddol. Cynnal dogfennau cywrain, cyfrinachol sydd wedi eu diweddaru ar yr holl achosion o ddiogelu plant.

19. Yn hyblyg o ran dulliau, cyflenwi ac oriau gwaith, gan sicrhau bod yna amser digonol i weithio gyda phobl ifanc wyneb i wyneb ac ymgymryd â dyletswyddau gweinyddol.
