MONITORING AND EVALUATION PROGRAMME Certificate in Results Based Monitoring and Evaluation Overview of the course The certificate in Results-Based Manage- ment (RBM) Systems for the Public and Development Sectors has been designed as a response to meet the growing need for a professional cadre who can design, imple- ment and manage results-based manage- ment systems in the public service, the non -governmental sector and within multi- laterals development agencies. This kind of course is intricately linked with the current emphasis on developing monitoring and evaluation systems for use in RBM of pro- grams and projects. The course moves beyond perceiving monitoring and evaluation as the produc- tion of a report on how an institution has performed in implementing a certain pro- ject/program. The course aims to inform participants of the importance of monitor- ing and evaluation in enhancing the design of project/programs and policies, and their implementation to meet the expecta- tion of the target groups. Participants will be equipped with an in-depth understanding of the key components of the Monitoring and Evaluation system. Aims of the Course Aim of the course: Improve efficiency and effectiveness in pro- ject/program management through Results- based monitoring and evaluation approaches. The course aims to equip participants to: Increase knowledge of Results Based Moni- toring and Evaluation systems for use in Out- comes based programs/projects. Apply the logical thinking and process steps in designing

RBM monitoring and evaluation systems; Design all

aspects of RBM monitoring and evaluation system ; Use

data to improve decision making, and enable others to do

so as well;

Target Group

The course is targets professionals in the public and de-

velopment sectors such as practioners, those at middle to

senior level management or those who intend to move

into positions that require them to be responsible for the

monitoring and evaluation of policy/programmes and/or

strategy implementation.
