Dr. Beck has served on the Ohio Department of Health Director’s Task Force on Oral Health and recently earned his Fellowship in the Academy of Medical Educators. Mr. Ceglia is the Executive Director of the Mental Health and Recovery Board in Trumbull County, Ohio, and has almost forty years of experience in addictions, mental health, and child welfare. He is an instructor for the Behavioral Health Institute at Mercy Health in Youngstown, Ohio. He is a licensed independent social worker with almost 40 years of experience. “Let’s Make SBIRT a VITAL SIGN” (Screening, Brief Intervention, Referral or Treatment) In response to the opiate crisis, this session will describe first hand training experiences in the use of SBIRT at a large teaching hospital. Attendees will have the opportunity to learn how to use evidence-based screening tools to assess patients’ substance use and risk, as well as to provide brief interventions. Attendees will be presented a model to seamlessly embed SBIRT into a busy ambulatory clinic setting. 10:30 AM – 11:45 AM Sam Quinones, a Los Angeles-based journalist and author, will share the insights he gained while writing his book “Dreamland: The True Tale of America’s Opiate Epidemic,” which was awarded the National Book Critics Circle Award, and describes all the reasons why we ended up with a national epidemic of opiate addiction. Participants will be able to understand the role of doctors, the role of pharmaceutical companies, changes in our heroin market and in the American culture, which contribute to this epidemic. He is a veteran public speaker on immigration, gangs, drug trafficking, and the border. Monday, November 20, 2017 12:45 PM – 4:00 PM Timothy E. Schaffner, M.Ed., is the Executive Director of Trumbull County Children Services, Warren, Ohio. He has extensive experience in the field of child welfare, which includes beginning his career as a child care worker and then supervisor in a Children’s Psychiatric Hospital, and President and CEO of a counseling agency. He has previously served on the Trumbull County Alliance for Substance Prevention Steering Committee and is published in numerous professional journals. “The Impact of the Opiate Crisis on Families and How to Help” In this session, the epidemiology of the opiate crisis will be discussed. Its impact on families will be addressed, including the short and long-term trauma effects on children, and therapeutic and family management of addiction and family trauma. Participants will be able to examine family impact and one community’s response and identify treatment and classroom/behavior management strategies in response to addiction and exposure to the trauma of addiction. Buffet Dinner 4:30 PM - 5:30 PM Learning Session 5:45 PM - 8:45 PM “The Effects of Heroin on Society” Maureen Dee, MSSA, is the Executive Director of the Treatment, Prevention, and Recovery Services of Catholic Charities, Diocese of Cleveland, which provides behavioral health services in Cuyahoga County, Ohio, and the Greater Cleveland area. She has extensive experience in the provision of mental health and chemical dependency treatment services to children, youth, and their families, in a community-based setting. This workshop provides an understanding of the extent of the heroin epidemic locally and nationally and describes the dynamics of addiction. A clinical perspective of addiction as a treatable illness will be offered. Medication assisted treatment will be discussed and screening and assessment tools will be defined. Chasnoff, MD, an award-winning author, researcher, and lecturer, is president of NTI Upstream and a Professor of Clinical Pediatrics at the University of Illinois, College of Medicine in Chicago. He is one of the nation’s leading researchers in the field of child development and the effects of maternal alcohol and drug use on the newborn infant and child and offers guidance, wisdom, and hope for families of “at-risk” children. Dr. Chasnoff has authored seven books, including the ground breaking and award-winning The Mystery of Risk and also Drugs, Alcohol, Pregnancy and Parenting, which received the Book of the Year Award from the American Journal of Nursing. “Drugs, Alcohol, Pregnancy, and Parenting” This session will review the effects of substance use on pregnancy outcome and will address gender-specific aspects of treatment necessary for pregnant and parenting substance abusing women to succeed in recovery while balancing the demands of motherhood and meeting the needs of her child. The impact of substance abuse during pregnancy on maternal/child attachment will be discussed, as well as the opportunities for and implications of early intervention for both mother and child, including medication-assisted treatment for pregnant women who use opiates. “The Mystery of Risk: The Impact of Prenatal Substance Exposure on the Growing Child” The health consequences for children prenatally exposed to material substances of abuse are enormous, but the implications for behavior and learning are even greater. This session will explore the biological and environmental factors that impact the ultimate development of alcohol and drug-exposed children and provide an overview of child intervention strategies that can promote long-term growth and development of the prenatally exposed child.
