FinTech – that all-encompassing term to describe recent technological innovations impacting the fi-nancial sector – is forcing regulators and insurers to rethink nearly every aspect of the industry, from marketing to underwriting, product development to distribution methods. From marketing to under-writing, product development to distribution methods. While there are many reasons to be hopeful these innovations will yield many benefits for consumers, saving time and potentially reducing risk, regulators need to ensure they understand how these new technologies work. With the IAIS and FSB moving towards an activities-based approach (ABA) to systemic risk designation and away from evaluating systemic risk through an entity-based lens, regulators may con-sider new strategies to the holistic monitoring of systemic risk, such as that being developed at the NAIC. Industry is encouraged to take a close look at its role in systemic risk, as well as the contribu-tions it can make to the development of prudent regulatory measures. Panelists will discuss how an ABA approach could be implemented and the role for macroprudential tools in enhancing supervision.

The use of Big Data by the insurance industry is a growing trend; it promises to contribute to more accurate underwriting of risk, lowering premiums for many consumers and strength-ening the diversity of products. Supervisors, however, are aware that Big Data has the poten-tial to make insurance less affordable or available for others, by segmenting risk or pick-ing “winners” and “losers.” Panelists will share perspectives on the growth of Big Data, focusing on how it is changing industry practices, the extent to which consumers are being impacted by its use, and what regulators see as the proper regulatory approach to this trend.

Julie Mix McPeak NAIC President and Commissioner, Tennessee Department of Commerce & Insurance

Commissioner Julie Mix McPeak was appointed to lead the Tennessee Department of Commerce & Insurance by Governor Bill Haslam in January 2011. Before being appointed in Tennessee, she served as the Executive Director of the Kentucky Office of Insurance (KOI). McPeak, who brings more than 20 years of legal and administrative experience in state government, is the first woman to serve as chief insurance regulator in more than one state. Her leadership as Commissioner garnered recognition from Business Insurance Magazine which honored her as one of the 2013 Women to Watch.

In January 2018, McPeak became President of the National Association of Insurance Commissioners (NAIC). An active NAIC participant for nearly 20 years, McPeak has served on the NAIC’s Executive Committee since 2013. She was elected in November 2015 as NAIC Secretary-Treasurer and elected NAIC Vice President in February 2016. In December 2016, she was elected NAIC President-Elect. McPeak is also an Executive Committee member of the International Association of Insurance Supervisors (IAIS).

McPeak received her J.D. from the University of Louisville, School of Law in 1994. She is a 1990 graduate of the University of Kentucky, where she received her B.B.A., With Distinction, in Marketing.

Katharine L. Wade NAIC International Insurance Relations (G) Committee Chair and Commissioner, Connecticut Insurance Department

Katharine L. Wade was appointed Connecticut’s 32nd Insurance Commissioner by Governor Dannel P. Malloy on March 20, 2015. Wade has more than 20 years of industry experience in the fields of public policy, regulatory compliance, consumer education and outreach.

Under Wade’s leadership, the Department continues to be active in international and national regulatory discussions to ensure a competitive industry and a robust market for consumers. The Department is the lead regulator on six supervisory colleges—a regulatory collaboration among state and international insurance regulators to assess the financial health and risks of our Connecticut-based companies.

A member of the Executive and Financial Stability and Technical Committees of the International Association of Insurance Supervisors (IAIS), Wade also sits on the U.S. Department of the Treasury’s Federal Advisory Committee on Insurance, which provides recommendations to the Federal Insurance Office (FIO) on a periodic basis.

Michael F. Consedine Chief Executive Officer, NAIC

Michael F. Consedine has spent his entire career in the insurance industry as an attorney, regulator, and executive. Before joining the NAIC in January 2017, Consedine served as the Global Head of Government and Policy Affairs at Aegon, one of the world's largest financial services companies with operations in 20 countries serving more than 30 million customers. Most notably, Consedine served as the Insurance Commissioner for the Commonwealth of Pennsylvania from 2011 to 2015, during which he was elected to serve as NAIC Secretary-Treasurer, Vice President and President-Elect.

David Altmaier Commissioner, Florida Office of Insurance Regulation

David Altmaier was appointed as Florida’s Insurance Commissioner on April 29, 2016, by the Financial Services Commission. He leads a 289-member team at the Office of Insurance Regulation (Office) overseeing a complex insurance marketplace in a state with one of the highest catastrophe exposures for hurricanes.

Altmaier joined the Office in 2008, serving in various roles within the property and casualty business unit. These included Chief Analyst, Director of Property & Casualty Financial Oversight and Deputy Commissioner of Property and Casualty Insurance.

Beginning in 2018, Altmaier was named chair of the National Association of Insurance Commissioners’ Financial Condition (E) Committee.

Prior to joining the Office, Altmaier worked as a Florida licensed 2-20 and 2-14 insurance agent and high school math teacher. He is a 2004 alumnus of Western Kentucky University, where he received a Bachelor of Science degree in Mathematics.

Ruwan Jayasekera Head of Division, Insurance Division, Cayman Islands Monetary Authority (CIMA)

Ruwan Jayasekera has served as Head of the Insurance Division since July 2016. He first joined the Insurance Division at Cayman Islands Monetary Authority (CIMA) in April 2007 as a Senior Analyst and was later promoted as a Chief Analyst, Deputy Head and Acting Head of Insurance Division prior to his appointment in July 2017.

Jayasekera is responsible and accountable for the supervision of over 800 insurance related entities; assessing and making recommendations with respect to new applicants; planning and directing a program of monitoring and inspections of licensees; assessing and making recommendations for enforcement actions; liaising with industry associations and licensees to inform of sector specific trends and issues.

Jayasekera started his career in the insurance industry soon after graduating from the University of Colombo, Sri Lanka, in 1998. He has close to twenty years of experience in insurance, in both regulatory and industry roles. He has experience working for life and property and casualty insurers, including at Allianz Insurance Lanka Ltd. He holds a Master’s degree in Business Administration and a Bachelor’s degree in Statistics, both from the University of Colombo, Sri Lanka. He is also a Chartered Insurer and holds Associate designation from the Chartered Insurance Institute, United Kingdom.

Hiroshi Ota Deputy Commissioner for International Affairs, Financial Services Agency of Japan

Hiroshi Ota was appointed Assistant Commissioner for International Affairs at the Financial Services Agency of Japan in July 2016, then became Deputy Commissioner for International Affairs in December 2016. His main responsibility covers insurance regulatory issues from the international perspectives. Since November 2016, he has been serving as Japan’s representative on the International Association of Insurance Supervisors’ (IAIS) Executive Committee and Financial Stability and Technical Committee and is the co-vice chair of the IAIS Executive Committee. Ota joined the Bank of Japan in 1992, and developed his career mostly in bank supervision. He represented the Bank at the Accounting Task Force and Liquidity Working Group of Basel Committee of Banking Supervision, and then formed part of the Bank’s off-site monitoring group in charge of foreign banks in Japan. He was the head of the group from 2011 to 2013. From 2013 until he took his current position, he served as a Chief Representative at the Bank’s Representative Office in Paris.

Rowan Douglas Chief Executive Officer, Capital Science & Policy Practice Willis Towers Watson Rowan Douglas is Head of Capital, Science & Policy Practice at Willis Towers Watson, supporting the management, regulation and financing of risks from climate, terrorism, cyber and other perils. Previously, he served on the Board of the Group's reinsurance division, Willis Re, as CEO Global Analytics and was appointed onto the UK Prime Minister's Council for Science & Technology 2011-2016. Douglas led foundation of the Insurance Development Forum with the World

Bank, UN and global insurance industry leaders in 2015 to address the UN 2030 Sustainable Development Goals and Paris Agreements. He received a CBE in 2016 for services to the economy through risk, insurance and sustainable growth.

John Huff President & Chief Executive Officer, Association of Bermuda Insurers and Reinsurers (ABIR)

John Huff is President and CEO of Association of Bermuda Insurers and Reinsurers (ABIR). In this role Huff directs ABIR’s worldwide public policy initiatives. Huff has more than 25 years of experience in the Insurance sector, most recently as the 2016 president of the National Association of Insurance Commissioners (NAIC), and as director of the Missouri Department of Insurance, a position he held for eight years.

Prior to entering public service, Huff spent more than a decade in executive positions with leading global insurers and reinsurers.

A former practicing attorney, his knowledge of the insurance industry is global in scope, spanning the United States, Bermuda, the United Kingdom, Continental Europe and Asia markets. John brings to the table a keen understanding of the regulatory, legal, financial and operational challenges that insurance and reinsurance companies face.

Huff earned his JD from Washington University School of Law and holds a MBA from St. Louis University and a BSBA from Southeast Missouri State University.

Peter Kochenburger Deputy Director, Insurance Law Center, University of Connecticut Law School

Peter Kochenburger is the Executive Director of the Insurance Law LL.M. Program, Deputy Director of the Insurance Law Center, and Associate Clinical Professor of Law at the University of Connecticut School of Law. He helps direct the Insurance Law LL.M. program and teaches courses in insurance law and regulation, including Principles of Insurance, Liability Insurance, and Comparative Insurance Regulation, which involves students and faculty from China, Europe and the United States.

Kochenburger has published in the areas of Liability Insurance and Gun Violence, Climate Change and Insurance, International Insurance Regulation, and Insurance Online and Consumer Protection. He is a funded Consumer Representative to the National Association of Insurance Commissioners and a consumer stakeholder with the International Association of Insurance Supervisors. He was elected to the American Law Institute in 2013.

Kochenburger graduated from Harvard Law School and holds his B.A. in history from Yale University.

Dame Inga Beale Chief Executive Officer, Lloyd’s

Inga Beale was appointed Chief Executive Officer in January 2014. Previously, Beale was Group Chief Executive of Canopius with its principal operations at Lloyd's. Prior to that she spent four years with Zurich Insurance Group, including a period as Global Chief Underwriting Officer. Beale was Group CEO of Swiss reinsurer Converium Ltd and while there, she led a major turnaround of the business before it was acquired by SCOR in 2007. Beale started her career as a reinsurance underwriter with Prudential before spending 14 years in a variety of international roles for GE Insurance Solutions. Beale is a Member of the UK Government’s Financial Services Trade and Investment Board, the London Mayor’s Business Advisory Board, the Geneva Association Board, and the Board of the UK Chartered Insurance Institute.

Marianne Harrison President and Chief Executive Officer, John Hancock

Marianne Harrison is President and Chief Executive Officer of John Hancock, the U.S. division of Toronto-based Manulife Financial Corporation and one of the largest life insurers and fastest- growing asset managers in the United States. She also serves on the boards of directors for the American Council of Life Insurers (ACLI) and for Communitech, an industry-led innovation center that fosters technology companies in Canada. Harrison graduated from the University of Western Ontario with a B.A. in

English and earned a Diploma in Accounting from Wilfrid Laurier University. She is a Chartered Accountant and in 2016 was elected a Fellow of the Profession, the highest designation for professional achievement conferred by the Chartered Professional Accountants of Ontario.

JoAnn M. Martin Chief Executive Officer, Ameritas

JoAnn Martin is chief executive officer of Ameritas Life Insurance Corp. and Ameritas Mutual Holding Company. She is active in the insurance industry and her local community. Martin is chairman-elect of the American Council of Life Insurers and chair of the University of Nebraska Foundation Board of Directors. She also serves on the Board of NRC Health. Martin and her husband, Derrel, have two daughters and live in Lincoln, Nebraska.

Jonathan Dixon Secretary General, International Association of Insurance Supervisors (IAIS)

Jonathan Dixon is Secretary General of the International Association of Insurance Supervisors (IAIS). Prior to becoming Secretary General in November 2017, Dixon had a long association with the IAIS, having been a member of the IAIS Executive Committee since 2009 and Chair of its Implementation Committee since 2012. He also chaired the Governing Council of the Access to Insurance Initiative (A2ii), a joint initiative of the IAIS and development partners aimed at supporting inclusive insurance.

Prior to joining the IAIS, Dixon was Deputy Executive Officer at the Financial Services Board of South Africa, with responsibility for insurance regulation and supervision. He was appointed to this position by the Minister of Finance in 2008. Before that he worked for 10 years for the National Treasury of South Africa on economic and financial sector policy issues. Dixon has a Master of Science in Economics from the London School of Economics.

Gordon I. Ito

NAIC Secretary-Treasurer and Commissioner, Hawaii Department of

Gordon I. Ito was appointed as Insurance Commissioner for the Hawaii State Insurance Division in July 2010 by Governor Linda Lingle. He was reappointed by Governor Neil Abercrombie and Governor David Ige on January 2011 and 2015 respectively. Prior to his appointment, Ito was the Chief Deputy Insurance Commissioner since 2000 and was the Supervising Attorney of the Insurance Division from 1993 – 2000.

In December 2017, Ito was elected Secretary-Treasurer of the NAIC. From 2012 -2015, he was Chair of the Western Zone and served on the Executive Committee. He was the Chair of the International Regulatory Working Group and the Information Systems Task Force from 2011 to 2016. In 2017, he served as Vice Chair of the International Insurance Relations Committee. Ito obtained a bachelor’s degree in business administration from the University of Hawaii and a law degree from the University of Hawaii’s William S. Richardson School of Law.

Before joining the FMA in 2002, Peter Braumüller worked for the Austrian Ministry of Finance since 1983. In 1999, Peter was appointed head of Insurance Supervision after having served as head of unit for financial analysis, on-site inspections and accounting for more than five years. Braumüller has had a distinguished career in the international arena. In the International Association of Insurance Supervisors (IAIS), he served as Vice Chair of the Technical Committee from early 2007 to October 2008 and Chair of the IAIS Financial Stability Committee from 2009 to early 2013. From 2008 until 2014 he has been Chair of the IAIS Executive Committee. In the EU, he was a member of the EIOPA Management Board from January 2011 until December 2014 and since January 2015 he is the Alternate Chair of EIOPA. Furthermore, he is a member of the IAIS Executive Committee and Chair of the Governing Council of the Access-to-Insurance Initiative (A2ii). Braumüller has degrees in law from the University of Vienna and actuarial science from the University of Technology in Vienna.

José Gerardo López Hoyo has been Vice-president of Analysis and Sectoral Studies at the CNSF-Mexico since January 2016. He leads the areas of research and risk analysis, in charge of the Solvency Capital Standardized Model. This is his second time at the CNSF, between 2002 and 2008 he was General Director of Research & Analysis. Between 2008 and 2011, he was chief economic policy advisor for President Calderón and later was the chief of staff at CFE, Mexico’s utility

public company. In 2013 he founded an energy consulting company and towards the end of 2014 he joined the Federal Telecommunications Institute (IFT) where he carried out the first spectrum tender for Digital Television and the AWS Spectrum Bidding for mobile broadband services (80 MHz). He also designed the first national radio broadcast auction. He is an economist graduate from ITAM in 1994; he later obtained the Master of Science’ degree from Stanford University in Engineering Economic Systems and Operations Research. Recently (Nov-1st, 2017), derived from his participation at the International Association of Insurance Supervisors (IAIS), he was appointed member of the Board of Directors of the Access to Insurance Initiative (A2II). As well, since January 2018, he is chair of the Implementation and Assessment Committee.

Patrick Graham

Chief Executive Officer, Asia, Cigna

Covering seven markets from New Zealand through to Indonesia, Patrick Graham is responsible for the overall management, growth and profitability of Cigna’s Asia Pacific operations. Graham joined Cigna in August 2011 as the Head of Sales and Business Development for the Health, Life and Accident division. He subsequently managed Cigna’s high growth markets in Indonesia and Thailand as well as overseeing the market entry into India. He has been in his current role since January 2015. Prior to joining Cigna, Graham was with GE Capital for 15 years in various roles. He was as Chief Executive Officer of Tesco Card Services, a joint venture between GE and UK retailer Tesco. In this role Patrick led a team of 500 people distributing a range of finance, life and general insurance products to Tesco’s 10 million customers in Thailand. Prior to that Patrick was responsible for starting up and running GE Capital’s European Captive Insurer as well as their Asian Insurance Operations across seven Asian markets.

Raymond G. Farmer NAIC Vice President and Director, South Carolina Department of Insurance Ray Farmer was appointed by Governor Nikki Haley to serve as Director for the South Carolina Department of Insurance November 13, 2012. With more than forty years’ experience, Farmer received his degree in Insurance from the University of Southern Mississippi and earned his law degree from Atlanta’s John Marshall Law School. Farmer served as the Deputy Insurance Commissioner of the Enforcement Division for the Georgia Department of Insurance and more recently Vice President for the American Insurance Association. As a part of his service, Farmer has served for over thirty years on the Board of Directors of the

Georgia Arson Control Program, an organization aiding fire fighters and prosecutors combating arson. Farmer is a member of the State Bar of Georgia and a member of the Tort and Insurance Practice section as well as the Workers’ Compensation section. In 2012, Farmer was awarded the Herman Hass Award by the Independent Insurance Agents of Georgia for service to the insurance industry. Also in 2012, he received a Presidential Citation for Outstanding Service to the insurance industry from the Professional Insurance Agents of Georgia and then in 2014 was named the Industry Person of the Year from the Independent Agents and Brokers of South Carolina. In 2017, Farmer received The Order of the Palmetto from Governor Haley, the state's highest civilian honor awarded to citizens of South Carolina for extraordinary lifetime service and achievements of national or state-wide significance. Most recently, Farmer was honored to be elected the Vice President for the National Association of Insurance Commissioners.

Andrew Candland

Head of Division, Insurance Supervision Directorate, Central Bank of Ireland

Andrew Candland joined the Central Bank of Ireland at the start of 2018. He works in the Insurance Directorate as the Head of Actuarial, Analytics and Advisory. Before moving to Dublin, he spend nearly five years at the European Insurance and Occupational Pensions Authority (EIOPA) in Frankfurt, where he set up EIOPA's centre of expertise in internal models and then became Head of the Oversight Unit. Before joining EIOPA, Andrew held roles at the UK Financial Services Authority, where he lead an internal model assessment team, before taking on a wider role on technical standards and analytics.

Candland started his career at Prudential plc, where he qualified as an actuary, working in marketing and then finance. Andrew managed the modelling team in the Prudential's UK business, before joining the Group Head Office to lead work on financial reporting regulatory and economic capital modelling, and risk oversight. Candland read Maths at the University of Cambridge.

Ms Peggy Fu has years of experience in supervision of insurance companies and currently is the Associate Director of the Market Conduct Division of the Insurance Authority (IA).

Before joining the IA, Fu has had worked for the General Business Division of the former Office of the Commissioner of Insurance (OCI) and was heavily involved in the drafting of the Insurance Companies (Amendment) Bill 2014 when working for the Enforcement Division of the OCI. Her current target is to implement the new direct regulatory regime for insurance intermediaries by mid-2019. She is now responsible for drafting new codes and guidelines for

supervision of insurance intermediaries, conducting industry and public consultation, planning transitional arrangements and developing a new computer system to support supervision of insurance intermediaries.

Fu is a Fellow of the Association of Chartered Certified Accountants and has a law degree.

Ryan Evans is an experienced business professional with a track record of helping start-ups and established businesses scale operations and sales. He has spent the better part of the last decade helping entrepreneurs and senior business executives grow their companies. Peter L. Hartt is Director of the Division of Insurance in the New Jersey Department of Banking and Insurance. Director Hartt oversees the Division’s five operating units: Solvency Regulation; Consumer Protection; Property and Casualty; Life and Health; and Fraud Deterrence. He started at the Department in 2000, became Assistant Director of the Division in 2002 and Acting Director in 2011. The New Jersey Senate confirmed him as Director in 2014. In recent years Hartt has focused on the evolving interaction of state, federal and international insurance regulatory regimes, the modernization

of solvency regulation and group supervision, and the development of tools for macroprudential surveillance in the interests of financial stability In September, 2016, the National Association of Insurance Commissioners (NAIC) appointed Hartt as the state insurance commissioner representative on the Financial Stability Oversight Council (FSOC), which was created by the Dodd-Frank Act to identify risks and respond to emerging threats to financial stability. He is also Chair of the NAIC Financial Stability Task Force, which is leading the NAIC’s Macroprudential Initiative. He is also active at the International Association of Insurance Supervisors (IAIS) as a member of the Macroprudential Committee and the Policy Development Committee, and had served on the previous Financial Stability Technical Committee, the G-SII Methodology Task Force and the NTNI Task Force.

Alberto Corinti Member of the Board of Directors of Italian Insurance Supervisory Authority (IVASS) and Chair, Macroprudential Committee, IAIS As from 1 January 2013, Alberto Corinti is Member of the Board of Directors at Italian Insurance Supervisory Authority (IVASS). Under this role, he is a member of the Managing Board and Quality Control Committee of the EIOPA and Chair of the Macro-prudential Committee and member of the Executive Committee of the IAIS. From March 2011 to December 2012, he was Director at Promontory Financial Group, advising on regulatory and risk management issues in the insurance sector at European and International levels. Vicky Saporta is Executive Director of Prudential Policy at the Bank of England and the Prudential Regulation Authority. Saporta has held a number of positions in regulatory policy, financial stability and monetary analysis in a career spanning over 20 years at the Bank of England. She was at the heart of the macro prudential and micro prudential policy reforms undertaken by the Bank after the global financial crisis. Saporta has represented the Bank on numerous international committees

dealing with central banking and regulatory issues. She is currently Chair of the Executive Committee of the International Association of Insurance Supervisors (IAIS) and represents the Bank of England on the Basel Committee on Banking Supervision. Saporta holds a PhD in Economics, M.Phil in Finance from the University of Cambridge and a B.Sc in Mathematical Economics and Econometrics from the London School of Economics. She has published a number of articles in books, professional journals and Bank of England publications.

Thomas Sullivan Associate Director, Federal Reserve Board Thomas Sullivan is an Associate Director of the Federal Reserve, Board of Governors (Fed). Sullivan, an insurance industry regulatory veteran, leads the Federal Reserve on regulatory matters presented by insurance firms within the responsibility of the Fed. Among his core responsibilities, Sullivan leads the insurance policy development activities of the Fed. Sullivan also represents the Fed at the International Association of Insurance Supervisors (IAIS) and leads the Federal Reserve’s participation in IAIS committees, working groups and projects. He is the Fed’s point of contact with senior officials from the National Association of Insurance Commissioners (NAIC), state insurance commissioners, the Federal Insurance Office, and foreign insurance supervisory authorities. Previously, Sullivan was a Partner in the financial services regulatory consulting practice at one of the world’s largest professional services firm. Most notably, Sullivan served nearly four years as Connecticut’s 30th Insurance Commissioner beginning in 2007. Sullivan has more than 30 years of experience in the insurance industry. He began his career at The Hartford, advancing through various positions of responsibility in management, leadership, and finally as an executive in the firm.

Pooja Rahman

Head of Financial Risk, New York Life Insurance Company Pooja Rahman is Vice President and Head of Financial Risk. In her present position, she leads a New York based team responsible for implementing enterprise-wide strategy and measures related to insurance and financial risk. She oversees the company’s internal capital and stress testing frameworks and represents the company with state, federal and international regulators on issues related to capital and solvency. Rahman joined New York Life in 2013 as Vice President, International Regulatory Affairs. Eric A. Cioppa is Superintendent of the Maine Bureau of Insurance, one of five agencies within the state’s Department of Professional and Financial Regulation. He joined the Bureau in 1988 as a Statistician then served as Supervisor of the Workers’ Compensation Section prior to becoming Deputy Superintendent in 1998. He was unanimously confirmed as Superintendent in September 2011 and in January 2017 he was reconfirmed to serve another five-year term.

Cioppa is currently President Elect of the National Association of Insurance Commissioners (NAIC), having previously served as Vice

President in 2017 and Secretary in 2016.

He is also Vice Chair of the NAIC’s Executive, Government Relations, and State Government Liaison committees, and is a member of the Maine State Employee Health Commission.

Cioppa holds a B.A. from Potsdam State University and an M.B.A. from Clarkson University.

Maria T. Vullo Superintendent, New York Department of Financial Services

Maria T. Vullo was confirmed by the New York State Senate as Superintendent of Financial Services on June 15, 2016. She was nominated for the position by Governor Andrew Cuomo. As Superintendent, she is responsible for protecting consumers and markets in New York State from fraud and financial crises, as well as reforming the regulation of financial services to keep pace with the industry’s rapid evolution.

Prior to joining DFS, Vullo was a litigation partner at Paul, Weiss, Rifkind, Wharton & Garrison LLP, where she led civil, criminal, and regulatory investigations before courts and governmental authorities across the country. Vullo also served as Executive Deputy Attorney General for Economic Justice Division in the Office of the New York State Attorney General, under then New York State Attorney General Cuomo.

Over the course of her career, Vullo’s specific legal experience has included litigations and investigations involving the financial services sectors and fraud, real estate, health care, insurance, tax, consumer protection, bankruptcy, antitrust, and constitutional law.

Vullo earned her J.D. from New York University School of Law, an M.P.A. from the New York University Wagner Graduate School of Public Service, and a B.A. from the College of Mount Saint Vincent. She clerked for the Hon. John A. MacKenzie, U.S. District Court, Eastern District of Virginia, following law school prior to entering private practice.

Manuel Venegas Muggli Analyst, Insurance Regulation Division, Financial Markets Commission of Chile Manuel Venegas has worked at the CMF for almost five years as a financial analyst in the Department of Insurance Regulation. He has been involved mainly in the development of the new risk-based capital model for insurers that will replace current capital requirement. He has also been involved in the work of the Capital, Solvency and Field Testing Working Group of the IAIS. Moreover, he has also been in charge of the corresponding research for potential modifications in regulatory norms, including the impact of these regulatory changes over insurance companies.

Venegas is an economist from the Universidad Católica de Chile where he did his undergraduate studies. He also has a master degree in public policy from the London School of Economics and Political Science. Prior to joining the SVS, Venegas worked for two years as a corporate credit analyst at the second biggest bank in Chile where he performed credit risk reports of Chilean corporations to be analyzed by the Credit Committee of the bank.

Dr. Frank Grund

Chief Executive Director, Insurance and Pension Funds Supervision, Federal Financial Supervisory Authority (BaFin) Dr. Frank Grund is the Chief Executive Director of Insurance and Pension Funds Supervision at BaFin, a position he has held since October 2015. Prior to becoming Chief Executive Director, Grund served as a member of the supervisory boards at IDEAL Versicherungsgruppe. Grund has more than 30 years of experience in the insurance industry and is a member of numerous regulatory committees at European Insurance and Occupational Pensions Authority (EIOPA) and serves on the Executive Committee of the International Association of Insurance Supervisors (IAIS). Grund received his doctorate in law and political science from the University of Bonn in 1988.

Birny Birnbaum Executive Director, Center for Economic Justice

Birny Birnbaum is the Director of the Center for Economic Justice, a non-profit organization whose mission is to advocate on behalf of low-income consumers on issues of availability, affordability, accessibility of basic goods and services, such as utilities, credit and insurance.

Birnbaum, an economist and former insurance regulator, has authored reports and testimony for numerous public agencies and consumer organizations, covering a wide variety of topics, including analysis of insurance markets, insurers' use of big data, market regulation, force-placed insurance, homeowners and flood insurance, consumer credit insurance,

title insurance and insurance credit scoring. He has served for many years as a designated Consumer Representative at the National Association of Insurance Commissioners and routinely speaks to the National Conference of Insurance Legislators. He is a member of the Federal Advisory Committee on Insurance, chairing the Subcommittee on Affordability and Availability of Insurance. Birnbaum served as Associate Commissioner for Policy and Research and the Chief Economist at the Texas Department of Insurance.

Birnbaum was educated at Bowdoin College and the Massachusetts Institute of Technology.

Betsy Ward is Executive Vice President, Chief Financial Officer and Chief Actuary of MassMutual, a leading mutual life insurance company with over $770 billion in assets under management as of December, 2018. A member of MassMutual’s Executive Leadership Team, Ward currently leads MassMutual’s financial organization including Treasury, Financial Planning & Analysis, Financial Reporting, including Valuation and Corporate Tax, Corporate Inforce Management, and Procurement. In addition, she also has responsibility for MassMutual’s Strategy and Corporate Development areas. Before assuming the role of Chief Financial Officer in June, 2016, she held the role of Chief Enterprise Risk Officer leading the enterprise risk management and actuarial division across all of the insurance and asset management companies.

Prior to joining MassMutual affiliate Babson Capital Management in 2001, Ward worked at American Skandia, Charter Oak Capital Management and Aeltus Investment Management in insurance company portfolio management, and at various areas of Aetna Life & Casualty.

Ward holds a B.A. from the University of Rochester in Economics and Spanish and is a Fellow of the Society of Actuaries, a Professional Risk Manager, and a Member of the American Academy of Actuaries.
