Doris Gray Brown, MEd, MS, APRN, CNS

Doris Gray Brown has been a registered nurse for more than 43 years and has experience in public health

nursing, education and health care administration. Currently, she is serving as the Public Health Executive

Director for Community Preparedness. In this leadership role Doris provides oversight for several public

health programs Emergency Preparedness & Response (Pandemic Flu, Cities Readiness Initiative, Strategic

National Stockpile, Medical Social Services, Community Outreach, Emergency Systems for Advanced

Registration of Volunteer Health Professionals (ESAR-VHP) and Workforce Development. Prior to this

appointment, Doris served as Chief Public Health Nurse and Administrator for the OPH Continuing

Education Unit. During the past few years, Doris has been instrumental in meeting the planning and training

needs of the Louisiana Department of Health and Hospitals emergency preparedness efforts.

Yolanda Nelson, EdD, MSNed, RN-BC

Dr. Nelson is currently an assistant professor of Nursing at The College of New Jersey (TCNJ), Ewing, NJ.

She received her EdD in Educational Leadership from Rowan University, her MSNed in Nursing Education

from the University of Phoenix, and her BSN in Nursing from The College of New Jersey. She holds a

Medical Surgical Certification. With over 16 years as a nurse, Dr. Nelson has a diverse background within

the field of nursing which includes: medical surgical, orthopedics, community health, advanced practice

clinician, teaching for both practical nursing, undergraduate, and graduate nursing programs, and various

leadership roles. Current research study focused on: Exploring the Factors of Persistence for African

American Senior Nursing Students. From this study, findings indicated the importance of mentorship and

how this plays a pivotal role in the progression of nursing students. In 2017, “Moving Forward Together”,

an African American Student Nurse Mentorship Program was founded by Dr. Nelson at The College of

New Jersey.

Twanda Gainer, MS, RN, PhD (c)

Ms. Twanda Toliver-Gainer is currently serving as Assistant Professor, HU-VETS Nurse Recruiter-

Counselor, Hampton University School of Nursing, Hampton, Va. She is a Lieutenant Commander

(Retired) United States, Navy Nurse Corps Officer and has over 25 years of nursing and leadership ex-

perience in Medical-Surgical, Post-Anesthesia, Health Promotion and Nursing Education. Ms. Gainer is

currently pursuing a PhD in Nursing Education from Capella University. She received her Bachelor of

Science in nursing (1992) and Master of Science degree, with a concentration in Nursing Education (1999),

from Hampton University. Ms. Gainer has published articles on the topic of “Optimal Student Learning

Modalities in Nursing Education” and “Student Success”. Ms. Gainer has served as a Peer Advisor for

Elsevier/Evolve and as a V-Nurse project consultant.

Norlissa Cooper, MS, RN, PhD (c)

Norlissa Cooper, MS, RN, works as a registered nurse at San Francisco General Hospital in San Francisco,

CA. Ms. Cooper has more than 10 years’ experience in step-down and medical/surgical care. She,

currently, holds a Bachelor of Science degree from the University of Rochester and a Master of Science de-

gree in nursing with a concentration in nursing education from Georgetown University. Ms. Cooper is cur-

rently pursuing a PhD in Nursing from the University of California, San Francisco, CA. Her research focus

is eliciting substance screening practices in the postpartum period. For the past five years, she has co-

chaired the continuing education committee at San Francisco General Hospital. She has served two terms on

the Service Employee International Union Local 1021 Executive Board for Registered Nursing Industry

Care. Ms. Cooper currently serves as the Vice President of the Lambda Chi Chi Chapter in Oakland, CA.

Pearl Holland, MPH, BSN, RN

Pearl Holland, M.P.H., R.N., is retired from her position as Chief Public Health Nursing, Baltimore County

Department of Health, Baltimore, Maryland and Clinical Faculty, Community Health Nursing, Towson

State University, Towson, Maryland. Ms. Holland served for over forty years in Public Health Nursing

Leadership/Administration. As Director of a Public Health Nursing Bureau, she planned and directed public

health nursing programs and services in a large metropolitan county. Her role included governance, policy

development/ program and practice design and implementation as well as staff development. As a member

of Chi Eta Phi Sorority for over forty years, Ms. Holland has served in leadership at the local, regional and

national levels. As National First Vice President, she was responsible for promoting the implementation of

national program mandates. She served on the Education Committee and as Regional Representative for the

Provider Unit.

Lillian Stokes, PhD, RN, FAAN

Lillian G. Stokes, PhD, RN, FAAN was the past Director of the IU School of Nursing's (IUSON) Diversity

and Enrichment Program since 1996. Dr. Stokes served as the 18th Supreme Basileus for Chi Eta Phi So-

rority, Inc., 1st Vice President and Editor-in-Chief on the National level and Assistant Director and His-

torian for the Middlewest Region. She was the Basileus, Epistoleus, and Beta Sponsor for Eta Chi Chap-

ter. In addition, Dr. Stokes has facilitated raising a significant amount of money for scholarships for mi-

norities through her work with Eta Chi Chapter of Chi Eta Phi Sorority and other community groups. Spe-

cifically, she inaugurated an annual Spring Fling Variety Show as a Eta Chi Chapter service project, which

brings together talented health professionals for the purpose of raising monies for minorities to attend

area nursing schools.

Christopher Otto, RN, BSN, CCRN

Christopher Otto attended Long Island University, Brooklyn Henrietta Rothkoff Hillbrum School of Nurs-

ing where he obtained his Bachelor of Science degree in Nursing in 2017. During his time at LIU, Mr. Otto

joined Theta Chi Beta Chapter of Chi Eta Phi Sorority, Inc. where he held positions as both Anti-Basileus

and Basileus. During his time as a Beta he was awarded the Henrietta Chisholm Scholarship, The Daisy in

Training Award, and the Aliene C. Ewell National Scholarship. Mr. Otto has transitioned from Theta Chi

Beta to a Graduate member of Theta Chi Chapter. He has, eagerly, taken on the role as the Dean of

Membership responsible for recruitment and retention of nurses for his chapter.

Nadirah Keith, DNP, FNP-C

Nadirah Keith DNP, FNP-C is an advance practice clinician who currently practices as a Lead Provider on

the Novant Health Corporate Health team, servicing over 25,000 employees of Red Ventures Corporation.

In addition to clinical practice, Dr. Keith works as an Adjunct Professor at Simmons College and ECPI

University, teaching courses at the associate, bachelor’s and master’s level. Dr. Keith has also served as a

preceptor to students pursuing their Doctor of Nursing Practice (DNP) degree. She is an active member in

her community. She currently serves on the executive board for Believers United for Progress, a non-profit

organization that provides services to those less fortunate. She is a member of the Iota Chapter of

Chi Eta Phi Sorority Incorporated, and serves on the local, regional and national level.

Mary Morris Bradley

Mary Morris Bradley transitioned as an Undergraduate Beta member of Chi Eta Phi Sorority, Inc. to a Graduate

member of Alpha Chapter. Mary will be on the Beta Education Panel at Boulé.

Sharon D. Burnett, RN, MSHSA

Sharon has more than 44 years of practice as a Registered Nurse, serving in many positions from Staff

Nurse to Director. In her current role as Director of the Nurse Family Partnership, she oversees the

implementation and outcomes of a home visitation program for first time mothers. She has also been a

member of Chi Eta Phi Sorority, Inc. for more than 10 years and is an active member of Lambda Chi

Chapter, Detroit, Michigan. Sharon obtained her Bachelor of Science in Nursing degree from the

University of Michigan, and her Master of Science Health in Service Administration from University

of Detroit.

Kenya Smith, MS, APNP-BC

Kenya Smith is a native of Los Angeles, California. She was initiated into the Alpha Delta Beta Chapter

of Chi Eta Phi Sorority Incorporated in the Spring of 1998. Kenya earned a BSN from Howard University

in 1999. Her clinical background includes work in the maternal child, medical-surgical, operating room,

and chemical dependency units. Additionally, Kenya has worked as a Travel and School Nurse. She re-

cently earned an MSN from the University of Cincinnati and now practices as a Board Certified Psy-

chiatric Nurse Practitioner at The Los Angeles LGBT Center and Charles Drew University in Los

Angeles, California. She is now in the process of completing the Doctor of Nursing Practice at Regis Uni-

versity. She has served as the Epistoleus and Grammateus for the Southwest Region of Chi Eta Phi Soror-

ity, Incorporated. Kenya is also an active member Alpha Kappa Alpha Sorority, Incorporated and has

been inducted into Sigma Theta Tau International Honor Society of Nursing.

Kenneth Harris, PhD

Kenneth Harris, Jr. holds a Ph.D. in Leadership Studies and is a retired Police Lieutenant, having

served over 24 years with the Milwaukee Police Department. Currently, Dr. Harris is the Justice and

Public Policy Department Chair and Director of the Master of Science in Organizational Leadership

and Administration at Concordia University. Dr. Harris is CEO and Chief Strategist of the personal

and professional development company, Talented Strategies, LLC. He is also an educator for 33 years.

He enjoys 41 years of broadcast communications experience. He is a Life Member of Alpha Phi Alpha

Fraternity, Incorporated, having served on national committees, along with regional, state and chapter

leadership. Dr. Harris enjoys researching African American male persistence, perseverance, and

resilience and writing, and public speaking. He is the father of two adult daughters, and he and his bride

of 30 years, Soror Carla Harris, Basileus of the Theta Chi Chi Chapter of Chi Eta phi Sorority, In-

corporated, reside in Sherman Park area of Milwaukee, WI.

JoAnne Sims, MS, BSN, RN

JoAnne Sims is an Expert Nurse Educator who spent 25 year at Kaiser Permanente in West Los Angeles

where she worked as a Nurse Manager of a post-surgical unit. She opened the first nurse-run infusion

center and served as Director of Accreditation at Kaiser West Los Angeles. Ms. Sims is a member of Mu

Chi Chapter in Los Angeles, CA and currently serves as Tamias for her chapter. She is the Immediate Past

Regional Director of the Southwest Region and the regional Chair of Bylaws. Ms. Sims holds a Master’s

degree from the University of Phoenix, a BSN from the California State University, Dominguez Hills in

Carson, CA. She also holds a certificate in Ministry from the Southern California School of Ministry, and

she serves as the ministerial staff at the Center of Hope, Inglewood, California.

Thometta Cozart, MS, MPH, CPH, CHES

Thometta Cozart, MS, MPH has over 10 years of public health experience and 15 years of experience

in public relations and health communications. She is the Assistant Health Equity Director and Com-

munications Manager for the Directors of Health Promotion and Education (DHPE) in Washington, DC.

Since graduating in 2003, Ms. Cozart has focused on improving the health outcomes of racial and ethnic

communities by addressing health disparities and striving for health equity. In 2015, she returned to Be-

thune Cookman University to recruit students for DHPE’s national Health Equity Internship, which is

funded by the Centers for Disease Control and Prevention (CDC). As the Assistant Health Equity Di-

rector for DHPE, Ms. Cozart monitors the Internship Program, which has had nearly 700 students from

Minority-Serving Institutions that work towards diversifying the public health workforce for the past 15

years. Ms. Cozart also manages the Lupus Health Education Program.
