Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

A hash symbol identifies motions eligible for debate at Members’ Business;

A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

S4M-08287 Sandra White: Scotland’s Biggest Hotel to be Built in Glasgow Kelvin—That the Parliament welcomes the announcement that what is considered to be Scotland‘s biggest hotel is to be built in the centre of Glasgow; understands that this project is a joint venture between Buccleuch Property and the German hotel chain, Motel One, with a grand opening in summer 2015; further understands that this £20 million investment will create hundreds of jobs in Glasgow during its construction phase and then later through permanent positions required for the running of such a substantial development; considers that, as Motel One already owns 45 hotels and almost 10,000 rooms across Germany, Austria and Scotland, this clearly demonstrates that Glasgow is an attractive city to invest in and is viewed by international developers as having distinct market advantages deserving of a £20 million investment; wishes the project every success, and looks forward to the economic advantages that it considers this project will bring to Glasgow.

S4M-08286 Gil Paterson: Scottish Workers, Don’t be Feart—That the Parliament condemns Ian Davidson, the MP for Glasgow South West, who, it considers, has invited retribution and punishment for his own constituents by urging the UK Government to insert a break clause to cancel a contract for any future ships ordered by the UK Government in the event that the people of Scotland use their democratic right to vote for Scotland to become an independent nation; considers that a loss of jobs has the same devastating impact on the local community and economy no matter the location; understands that the loss of jobs on the Clyde represents a 25% cut in the workforce of the Clyde yards; deplores politicians who actively promote the spending of £100 billion on the purchase of the replacement trident nuclear weapons system, money which, it understands, will almost exclusively go to a foreign country; considers it an irony that the people of Scotland will be forced to pay for this foreign-built system, which it believes is neither wanted nor needed in Scotland; advises the people of Clydeside and Scotland to look to Norway as an example of what can be done by a nation with a similar population to Scotland but with the full powers of independence, with over 40 shipyards that produced 106 ships in 2012; recognises the great skills and experience of the Clyde shipbuilders and urges them not to be intimidated by those who are supposed to fight for and represent their views rather than, it considers, invite the UK Government to use and abuse them, and calls on Scotland‘s workers not to be bullied and feart in the face of what it sees as ongoing threats by unionist politicians.

S4M-08283 Jackson Carlaw: KPMG Illicit Tobacco in Australia Report—That the Parliament notes the recent report by KPMG, Illicit tobacco in Australia, which finds that the level of illicit tobacco consumption has risen from 11.8% to 13.3% of total tobacco consumption in the 12 months to the end of June 2013; understands that the Australian Government is estimated to have lost one billion Australian dollars through illicit consumption in this period; is concerned that, over a year after the introduction of standardised packaging, Australian consumption of tobacco has not seen an annual decrease for the first time since 2009; notes the report‘s finding that the

39

market share of illegal brands such as Manchester, which often have no health warnings, has grown from 0.3% to 1.3% of total manufactured cigarette consumption, and believes that the Scottish Government, while doing everything that it can to reduce the prevalence of smoking among all groups in society, should take cognisance of this report and the parallel warnings from Scottish retailers instead of insisting that the evidence coming from Australia is unequivocal.

S4M-08283.1 Jim Hume: KPMG Illicit Tobacco in Australia Report—As an amendment to motion S4M-08283 in the name of Jackson Carlaw (KPMG Illicit Tobacco in Australia Report), leave out from "the recent" to end and insert "the report by KPMG, Illicit tobacco in Australia and Australia‘s introduction of plain packaging for tobacco products; understands that nearly 20,000 children in Scotland aged 11 to 15 start smoking each year and that smoking is responsible for in excess of 4,000 deaths every year; is concerned that the recent study of 1,025 UK children aged 11 to 16 by researchers at the University of Stirling, Cigarette pack design and adolescent smoking susceptibility: a cross-sectional survey, found that, when presented with different choices of cigarette packaging, children prefer more colourful, elegant and striking novelty packaging; is further concerned that those children who preferred such packaging also stated that they were more tempted to smoke; further notes the study‘s finding that plain, standardised packaging reduced the appeal of smoking to children; understands that cigarette packaging provides the last vehicle in which tobacco companies are able to market their products and entice children and adults to begin smoking for the first time; believes that the introduction of plain, standardised packaging is necessary to eliminate what it considers the sophisticated marketing techniques of tobacco companies and drive down the number of people starting to smoke for the first time each year, and congratulates the Scottish Government on its commitment to legislate for plain packaging in 2014-15."

what it considers his great achievements as a political leader especially with regard to foreign affairs, civil rights and economic policy; commends what it believes were his efforts to limit the threat of nuclear weapons through diplomatic measures, most notably by signing the limited test ban treaty with the UK and Soviet Union; considers that he was instrumental in progressing the civil rights movement through open public support and executive orders, which resulted in interventions such as the President‘s Committee on Equal Employment Opportunity; applauds what it believes was the recovery of the US economy under his presidency and understands that it enjoyed its longest sustained expansion since the second world war; recognises what it considers his ambitious vision of safely sending an American to the Moon by the end of the 1960s; believes with sadness that his time in office was unjustly cut short, and honours with sincerity and respect the memory of President Kennedy who, it understands, travelled through central Scotland in 1939 before delivering a speech in Glasgow on behalf of his father, Joseph, who was the USA‘s ambassador to the UK at that time.

Bills in Progress

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day. (G) = Government Bill; (M) = Member‘s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
