The County Public Service Board wishes to recruit suitable candidates to fill the below job vacancies as per the highlighted Job description and requirements in the following departments:
A. OFFICE OF THE SUB COUNTY ADMINISTRATION COORDINATOR
1. SUB COUNTY ADMINISTRATION COORDINATOR, Job Group ‘R’ (1 post)
Serve as the Executive administrative assistant to the County Governor. Relieve the executive of routine administrative tasks and ensure smooth and effective administrative operation of the department. Set daily priorities based on knowledge of the overall functions of the department.
DUTIES AND RESPONSIBILITIES
Plan, initiate, and manage administrative activities and processes for the assistant directors in the various departments of the Sub County Administrators office.
Maintains administrative workflow by studying methods; implementing and developing reporting procedures.
Creates and revises systems and procedures by analysing operating practices; studying utilization of resources; evaluating personnel and requirements; implementing changes.
Develops administrative staff by providing information, educational opportunities, and coaching.
Resolves administrative problems by analysing information; identifying and communication solutions.
Maintains rapport with departmental staff, the community, and sub county/ward administrators by arranging continuing contacts; researching and developing new services and methods; setting priorities; resolving problem situations.
Maintains suggestion system by directing and controlling administrative aspects in accordance with County directives.
Provides information by answering questions and requests. Maintains continuity of work operations by documenting and communicating needed
actions to management; discovering irregularities; determining continuing needs. Respond to non-technical inquires and administrative issues.
MOMBASA COUNTY PUBLIC SERVICE BOARD
Serve in a project supervisory role as assigned by the County or official body. Prepare and/or review correspondence, reports, charts, spreadsheets and other related
materials. Attend meetings and conferences in your capacity as the Sub County Administrative
Coordinator relaying pertinent information where needed. Coordinate meetings and conferences relating to departmental matters. Oversee and ensure Sub County/ Ward Administrations adhere to policies and guidelines
set by the county government. Respond in person, via telephone or in writing to inquiries directed to Sub County level
that may not require the attention of the governor. Follow up on the behalf of the Governor on Sub County level issues to ensure timely
response or action. Perform related work as required. Completes administrative projects by identifying and implementing new
technology/measures and resources; redesigning systems; recommending re-deployment of designated resources /staff.
Accomplishes department and County mission and vision by completing related results as needed.
Interacts with the public and others outside the work unit to obtain and provide information and
Assistance in a variety of circumstances. Screens and Responds to inquiries and complaints; provides Information on policies and procedures.
REQUIREMENTS FOR APPOINTMENT
Bachelors Degree in Business Administration or management or a full professional qualification Procurement
A Masters Degree will be an added advantage Demonstratable ability to lead and manage staff Excellent analytical, problem solving and organizational skills 5-7 years of related administrative support experience or an equivalent preferably in a
Government office.
B. DEPARTMENT OF HEALTH SERVICES
1. REGISTERED NURSE III, JOB GROUP ‘H’-30 posts
a) Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under
the guidance of a senior officer. Duties and responsibilities at this level will entail;
assessing, planning, implementing nursing interventions and evaluating patient’s
outcomes; providing appropriate healthcare service including integrated Management of
a Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery,
providing health education and counseling to patients/clients and community on
identified health needs; referring patients and clients appropriately; facilitating patients’
admission and initiating discharge plans; maintaining records on patients/clients health
condition and care; ensuring a tidy and safe clinical environment; and collecting and
compiling data.
b) Requirements for appointment
For appointment to this grade a candidate must have; -
I. Diploma in any of the following disciplines; Kenya Registered Community
Health Nursing, Kenya Registered Nursing, Kenya Registered midwifery, Kenya
Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and
Psychiatry from a recognized Institution;
II. Registration Certificate issued by the Nursing Council of Kenya;
III. Valid practicing license from Nursing Council of Kenya and
IV. Certificate in Computer application skills from a recognized institution.
V. Satisfy the requirement of Chapter Six of the Constitution of Kenya
2. GENERAL REGISTERED CLINICAL OFFICER III, JOB GROUP ‘H’-32 POSTS
a) Duties and responsibilities
This entry and training grade into this cadre. An officer at this level will work under
guidance of a Senior Officer, duties and responsibilities at this level will include, taking
history, examining, diagnosing and treating patients common ailments at am outpatient
health facility, implementing Community Health care activities in liaison with other
health workers, guiding and counseling patients, clients and staff on health issues,
sensitizing patients and clients on preventive and promotive health, carrying out minor
surgical procedures as per training and skill, collecting and compiling clinical data and
referring patients and clients to appropriate health facilities.
b) Requirements for Appointment
For appointment to this grade, an officer must have: -
(i) Diploma in Clinical Medicine and Surgery or Clinical medicine and Community
Health from a recognized institution
(ii) Certificate of Registration from Clinical Officers’ Council and:
(iii) Certificate in Computer Applications Skills from a recognized institution.
(iv) Satisfy the requirement of Chapter Six of the Constitution of Kenya
3. REGISTERED CLINICAL OFFICER I (Anaesthetists), JOB GROUP ‘K’- 10
POSTS
a) Responsibilities
Offering pre-operative assessment (anaesthetic screening) and management of patients.
Offering intra-operative management to patients.
Offering post-operative management / follow up of theatre patients/clients.
Giving anaesthetic advice to the theatre /hospital team in all matters pertaining to
anaesthesia.
Guiding and counselling patients/ clients/ staffs in matters pertaining to anaesthesia.
Responsible for the anaesthetic machines and drugs.
Collecting and Compiling anaesthetic data and report.
Performing any other duty that may be given by the supervisor.
b) Requirements
Be a Kenyan Citizen;
Be a holder of a Diploma in Clinical Medicine and Surgery or Clinical Medicine and
Community Health from a recognized institution;
Be a holder of a Higher National Diploma in Clinical Medicine and Surgery,
Anaesthesia, from a recognized institution;
Have a Certificate of Registration from the Clinical Officers’ Council
Have a valid practice license.
Must have good inter-personal and communication skills.

4. RADIOGRAPHER I, JOB GROUP ‘K’-3 posts
a) Duties and Responsibilities
Work at this level will involve: providing medical Imaging Services at a Sub County Or
County Hospital; processing, verifying and maintaining information related to patients;
providing care and counseling patients and their relatives before, during and after
examination. In addition, the officer will be safeguarding and providing basic
maintenance and safety of medical imaging equipment’s in the hospital; establishing and
maintaining Quality Assurance Programs in the department; coordinating procurement
and safe storage of departmental supplies of radiographic materials and preparing reports
on radiography activities.
b) Requirements for Appointments
Direct Appointment
For appointment to this grade, a candidate must be in possession of a Bachelor of
Science (Bsc) Degree in any of the following fields: - Radiography, Radiography
Technology or any other equivalent qualification from a recognized institution
Must have good inter-personal and communication skills.
Satisfy the requirement of Chapter Six of the Constitution of Kenya
Computer Literate
5. RADIOGRAPHER III, JOB GROUP ‘H’-6 posts
a) Duties and Responsibilities
This will be the entry and training grade for Radiographers cadre. An officer at this level
will work under the supervision and guidance of an experienced officer. Specific duties
will include: providing radiographic services to the patients; processing, verifying and
maintaining information relating to patients; ordering and maintaining records of
radiographic and photographic supplies.
b) Requirements for Appointment for appointment to this grade, a candidate must have: -
Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C
(plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences
and C- in Mathematics; and
Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences,
Ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography,
Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its
equivalent from a recognized Institution.
Must be computer literate
Satisfy the requirement of Chapter Six of the Constitution of Kenya
6. PHYSIOTHERAPIST OFFICER, JOB GROUP 'K' POSITION (6 posts)
a) Duties and Responsibilities
This will be the entry grade into this cadre. an officer at this level will work under the
guidance of a more senior officer.
Duties and responsibilities at this level will entail:- screening, assessing and providing
therapeutic exercises, manual therapy, and hydrotherapy interventions as the
patients/clients formulated treatment and plan at an inpatient and outpatient
unit/ward/health institution; carrying out physical disability assessment and
categorization, registration and other services; verifying and maintaining information and
records relating to patients; carrying out home visits and following up on patients
progress; sensitizing the community on physiotherapy issues; maintaining patients/clients
progress report; collecting data for operational research; and preparing periodic reports.
(b) Requirements for appointment.
For appointment to this grade, a candidate must have;
(i) Bachelor degree in physiotherapy from a recognized
(ii) Certificate of Registration from the physiotherapy Council of Kenya (PCK)
(iii) Current Certificate of practice from physiotherapy Council of Kenya (PCK)
(v) Certificate in any computer application skills.
7. ASSISTANT PHYSIOTHERAPIST III, JOB GROUP 'H' -POSITION (5)
a) Duties and Responsibilities
This will be the entry and training grade into this cadre. An officer at this level will work
under the guidance of a senior officer.
Specific duties and responsibilities will involve:- providing physiotherapy services to
inpatients and outpatients at an outpatient unit/ward/health institution; assessing patient
needs including rehabilitation; verifying and maintaining information and records relating
to patients; screening, assessing and providing therapeutic patients/clients formulated
treatment plan; collecting data for operational research; sensitizing the community on
physiotherapy issues; and preparing periodic reports.
b) Requirements for Appointment
For appointment to this grade, a candidate must have:
(i) Diploma in physiotherapy from a recognized institution;
(ii) Certificate of Registration from the physiotherapy Council of Kenya (PCK)
(iii) Current Certificate of practice from physiotherapy Council of Kenya (PCK);
(iv) Certificate in any computer application skills.
8. MEDICAL LABORATORY TECHNOLOGIST III, JOB GROUP `H`-30 POSTS
a) Duties and Responsibilities
This is the entry and training grade for Diploma holders. An officer at this level will work
under the supervision and guidance of a senior and experienced officer. Duties and
responsibilities at this level will entail – decontaminating working benches; receiving and
scrutinizing laboratory requisition forms and specimens; preparing clients for collection
of specimens; receiving, collecting ,labeling and registering of specimens; disaggregating
specimens for processing and analyses; preparing reagents ;examining specimen; writing
and recording of results; dispatching the results for use in clinical management; preparing
stains; performing blood group grouping; issuing blood and blood products to peripheral
health facilities; and storing blood products according to their requirements.
b) Requirements for Appointment
For appointment to this grade, a candidate must have-
(i) Diploma in Medical Laboratory Sciences or any other equivalent qualification from an institution recognized by the Kenya Medical Laboratory and Technologists Board.
(ii) Registration Certificate Issued by the Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB)
(iii) Valid practicing license from Kenya Medical Laboratory Technicians and Technologists Board.; and
(iv) Certificate in Computer application skills from a recognized institution.
(v) Satisfy the requirement of chapter six of the constitution of Kenya
9. HEALTH RECORDS AND INFORMATION MANAGEMENT OFFICER, JOB GROUP 'K'-10 POSTS
a) Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under
the guidance of a more senior and experienced officer.
Duties and responsibilities at this level will entail: storing and retrieving medical records
and documents; preparing clinics; updating bed bureau; editing Patient case records;
capturing data from service points; maintaining record safety and confidentiality;
balancing daily bed returns; maintaining patient Master Index; scheduling of patients to
the consultants and specialty clinics; assigning codes to diseases and surgical procedures;
indexing diseases and surgical procedures according to the International Classification of
Diseases and Procedures in Medicine; compiling medical reports; sharing of health
information with other stakeholders; analyzing data; compiling bio data; and preparing
medical records and reports.
b) Requirements for Appointment For appointment to this grade, a Candidate must have:-
Bachelor’s degree in Health Records and Information Management from a
recognized institution; and
Certificate in computer application skills from a recognized institution

10. ASSISTANT PUBLIC HEALTH OFFICER III, JOB GROUP 'H'-6 posts
a) Duties and Responsibilities
This will be the entry and training grade for this cadre. An officer at this level will provide Environmental Health Extension services in the area
of deployment, where specific duties and responsibilities will include: mobilizing,
sensitizing and advising communities on matters related to environmental health;
referring health cases to relevant health facilities; carrying out immunization; identifying
environmental health issues at community level; organizing community health days to
advise communities on common public health issues; collecting and maintaining up to
date records of services rendered; assessing health needs of the community;
implementing vector, vermin and rodent control measures; and implementing integrated
mosquito control strategies.
Requirements for Appointment For appointment to this grade, a candidate must have:
Diploma in either Environmental Health Science or Public Health Inspection from a
recognized institution; and
Certificate in Computer application skills from a recognized institution.

11. ASSISTANT PUBLIC HEALTH OFFICER II, JOB GROUP J-6 posts
a) Duties and Responsibilities
An officer at this level will provide Environmental Health Extension services in the area
of deployment, where specific duties and responsibilities will include: mobilizing,
sensitizing and advising communities on matters related to environmental health;
referring of health cases to relevant health facilities; carrying out immunization;
identifying environmental health issues at community level; organizing community
health days to advise communities on common public health issues; collecting and
maintaining up to date records of services rendered; assessing health needs of the
community; implementing vector, vermin and rodent control measures; implementing
integrated mosquito control strategies; sitting of homesteads, pit latrines, grain stores,
trading centres, emergency camps; implementing sanitation and hygiene standards in the
community; and undertaking inspection for preventive maintenance at
b) Requirements for Appointment for appointment to this grade, an officer must have:
Diploma in either Environmental Health Science or Public Health Inspection from a recognized institution;
Certificate in Computer Application Skills from a recognized institution; and Must be computer literate
12. PLASTER TECHNICIAN 11, JOB GROUP 'H' -3 POSTS
a) Duties and Responsibilities
Work at this level involves a variety of duties and responsibilities of a limited scope and
complexity under the guidance and supervision of a more senior officer but will be
expected to work with minimum supervision and may in addition take charge of a plaster
room, ward, theatre or a section in the hospital besides being involved in teaching duties.
b) Requirements for appointment
For appointment to the grade of a plaster technician 11, an officer must: -
(i) have completed at least three (3) years’ service in the grade of plaster technician 111
(ii) have demonstrated ability and competence in work performance
13. SUPPLY CHAIN MANAGEMENT OFFICER 11, JOB GROUP 'J' POSITION (3)
(a) Duties and Responsibilities
This will be the entry and training grade for supply chain management officer. An officer
at this level will perform a variety of supply chain management duties under the guidance
of a more senior and experienced officer. the officer will be deployed in a medium size
department or in a section. Specific duties and responsibilities will entail warehousing;
distribution management; fleet management; disposal of stores and equipment; surveys
and research; inventory and stock control, in accordance with the laid down regulations
and procedure.
(b) Requirement for Appointment
For appointment to this grade, a candidate must have a bachelor Degree in any of the following:-
Commerce, Business Administration (Supplies Management option). Economics Procurement and supplies management. Marketing or their equivalent from a recognized institution.
A skill in computer will be an added advantage
14 SUPPLY CHAIN MANAGEMENT ASSISTANT 111, JOB GROUP 'H' POSITION (3)
(a) Duties and Responsibilities
An officer at this level will be deployed in a supply chain management unit in a ministry
or department and will handle a variety of tasks such as issuing and receiving stores;
assisting in stock taking; reconciliation, preparation and maintenance of records.
(b) Requirement for Appointment
Direct Appointment
For appointment to this grade, a candidate must be in possession of:-
(i) a Kenya certificate of secondary education (KCSE) mean grade C- (minus) with a minimum of C- in mathematics and English or Kiswahili or its equivalent qualification from a recognized institution; and
(ii) a Diploma (CIPS) in supply management or its equivalent qualification from a recognized institution.
15 CATERESS III/CHEFIII, JOB GROUP 'J' POSITION (3)
a) Duties and Responsibilities
Duties and responsibilities at this level will entail: efficient and proper organization and
management of food production services; ensuring that all raw foods to be used in
production are assembled in good time; issuing dry goods from the store; taking stock
monthly; receiving fresh produce and checking for required specifications; ensuring
proper placement of food in the buffet service; following up on work orders for defective
equipment; ensuring proper use of equipment; reviewing menus as necessary; identifying
staff for training; and carrying out on-the-job training for staff.
b) Requirement for Appointment
(i) Satisfactorily served in the grade of Assistant Cateress/Chef for at least three (3) years; and
(ii) Demonstrated knowledge and skills in institutional food preparation.
16 ACCOUNTANT II, JOB GROUP 'J' POSITION (3)
a) Duties and Responsibilities
This is the entry and training grade for non-professional. An officer at this level will be
responsible for performing a variety of accounting work of limited scope and under the
guidance of a senior officer. Specifically, work will involve preparation and verification
of vouchers in accordance with the laid down rules and regulations involving primary
data entry and routine accounting work such as balancing of cash books, Imprest and
advances ledgers etc. The scope and complexity of work will increase with experience
and training but the officer will still be under close guidance where new tasks are
involved. He/she will be responsible for the safe custody of records and assets under
him/her.
b) Requirements for Appointment
For appointment to the grade of Accountant 11, job group 'J' a candidate must have the following qualification:-
A pass in part 11 of the Certified Public Accountants (CPA) Examination or it's recognized equivalent qualifications
OR
Bachelor's Degree in commerce (Accounting or Finance Option). Business
Administration (accounting option) from a recognized institution or any other relevant
equivalent qualification.
17 HUMAN RESOURCE MANAGEMENT ASSISTANT III, JOB GROUP 'H' POSITION (3)
a) Duties and Responsibilities
This is the entry grade for this cadre. An officer at this level will be deployed in a Human
Resource Management unit in Ministries/Departments and will handle simple task of
analytical nature. The officer may be required to implement certain decisions within the
existing rules, regulations and procedures. In addition, he/she will supervise clerical
officers and other supportive staff.
b) Requirements for Appointment
Direct Appointment
Direct appointments shall be made from candidates who have: -
At least a C- in the Kenya Certificate of Secondary Education (KCSE); and Diploma in Human Resource/Records Management or its equivalent from
recognized institution Must be an IHRM member
18 PHARMACEUTICAL TECHNOLOGISTS (III) JOB GROUP ‘H’ -10 POSITION
a) Duties and responsibilitiesDuties and responsibilities mainly involve dispensing and impounding medicines;
verifying and maintaining information relating to drugs issued to patients; ordering and
recording of drugs and other supplies; guiding and counselling trainees and supervision
of other staff working under him
b) Requirements for appointment:
(i) Diploma in Pharmaceutical technologists from a recognized institution (ii) Registered by the Pharmacy and Poisons Board (iii) Certificate in Computer application skills from a recognized Institution.
Skills and experience
We are looking for a candidate who can demonstrate;
i. Ability to communicate and explain treatments to patients as well as liaise and co-ordinate treatment with other clinical staff
ii. Paying attention to detail, dispensing the right medicines in the right dosage can be a 'life and death' activity. Mistakes could be fatal.
iii. High organizational skills not only to meet the demands of the role but also to avoid mistakes being made along the way.
iv. Good interpersonal skills with patients and colleagues
v. Adaptability to changing medicine environment and the need to constantly keep updated on changes in the licenses (uses) or medicines as well as learning about newly launched medicines.
19. HEALTH ADMINISTRATIVE OFFICER 111, JOB GROUP 'H' POSITION (10)
a) Duties and Responsibilities
This will be the entry and training grade for this cadre. An officer at this level may be
deployed at a sub district Hospital, Rural Health Training Center, Department or a Unit
within a large Hospital or to a specific Health Programme where he/she will be exposed
to various administrative duties which will include procurement, provision and
maintenance of facilities and general upkeep of the hospital. The officer will work under
supervision of a more senior officer.
b) Requirement for Appointment
For appointment to this grade, a candidate must have:
(i) Kenya Certificate of Secondary Education (KCSE), mean grade C- or its equivalent qualification with at least a C in English/Kiswahili and mathematics from a recognized Institution; and
(ii) Diploma in any of the following: - Health Management, Hospital Administration, Business Administration or its equivalent qualification from a recognized institution.
20. ASSISTANT HEALTH RECORDS AND INFORMATION MANAGEMENT OFFICER III, JOB GROUP ‘H’ (5 Posts)
a) Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under
the guidance of a senior officer. Duties and responsibilities at this level will entail;
receiving and documenting patients at hospital reception; registering and booking
appointment for patients to clinics and consultants; storing and retrieving medical records
documents; preparing clinics; updating bed bureau; editing of patient case records;
gathering data from different sources; capturing data from service points; maintaining
record safety and confidentiality; storing and retrieving medical records; balancing daily
bed returns; creating and maintaining master index; updating patient master index;
directing patients to relevant clinics; scheduling of patients to the consultants and
specialty clinic; assigning codes to diseases and surgical procedures according to the
international classification of diseases and procedures in medicine; and preparing health
records and reports.
b) Requirements for appointment
For appointment to this grade, a candidate must have;-
i) Diploma in Health Records and Information Technology from a recognized
institution; and
ii) Certificate in computer application skills from a recognized institution.
iii) Satisfy the requirements of chapter six (6) of the constitution of Kenya
21. NUTRITION AND DIETETICS TECHNICIAN III, JOB GROUP ‘G’ (5 Posts)
a) Duties and responsibilities
Duties and responsibilities at his level will include: conducting nutrition
assessment ,nutrition screening and referring cases to various existing programs:
collecting dietetic nutrition data, carrying out child growth monitoring and promotion
activities, conducting routine weight mentoring for expectant women, assisting in
lifestyle disease prevention and management programs, running out Patient
Supplementary Feeding Programs and outpatient Therapeutic Feeding programs (SFP
and OTP),carrying out micronutrient supplementation, preparing monthly reports for use
in planning and monitoring nutrition programs, following up on home based nutrition
care, promoting baby friendly hospital and community initiatives, carrying out nutrition
education and counseling of patients in health care facilities, and promoting consumption
of fortified foods and dietary diversification at the community and facility level.
b) Requirements for Appointment
For appointment to this grade, an officer must have:-
(i) Certificate in Community Nutrition from a recognized Institution
(ii) Certificate in Computer Application Skills from a recognized institution
(iii) Registration by the Council of the Institute of Nutritionist and Dieticians (CIND)
and
(iv) Satisfy the requirements of chapter six (6) of the constitution of Kenya
22. COOK III, JOB GROUP `E` (6 Posts)
a) Duties and ResponsibilitiesThis will be the entry grade for the Cooks cadre. An officer at this level will be on job
training and will carry out duties under the supervision of a senior officer.
Duties will include: preparation of raw foods for cooking; cleanliness of
equipment used in production; maintaining hygiene by ensuring cleaning of the kitchen
and its surroundings; setting up and preparing equipment for use in food preparation and
production; and alerting the supervisor of any defective equipment.
b) Requirements for AppointmentFor appointment to this grade, a candidate must have:
(i) Kenya Certificate of Secondary Education (KCSE) mean grade 'D' plain or its equivalent qualification from a recognized institution; and
(ii) Craft Certificate in Food and Beverage Production, Sales and Service or its equivalent qualification from a recognized institution;
(iii) Satisfy the requirements of chapter six (6) of the constitution of Kenya
ORAttended a formal course lasting not less than two (2) months in Food
Production organized by the Kenya Utalii College or other recognized institution.
23. ENROLLED NURSES III, JOB GROUP 'G' (48 Posts)
a) Duties and Responsibilities
This will be the entry and training grade into this cadre. An officer at this level will work
under the guidance of a senior officer.
Duties and responsibilities at this level will entail: assessing patients and clients and
establishing health care needs; planning and implementing nursing care interventions
based on patients'/clients' health needs; providing appropriate healthcare service,
including immunization, ante-natal care, delivery, referring patients and clients
appropriately; evaluating healthcare outcomes on patients/clients preparing
individualized reports; making appropriate discharge plan for patients; conducting
