• Research Q2 & 3D: What is the impact of improved roads on traffic fatalities?

• Research Q3 & 3D: What is the impact of road safety campaigns on traffic fatalities? Do the two complement or offset each other [Peltzman Effect]?

Evaluation Design

• Non-Experimental:

– Difference in Differences design to evaluate the impact of road improvement on fatalities

– Use PSM to match village-level characteristics

• Experimental:

– Randomize the roll-out of the road safety awareness campaign

Intervention Summary• Ejecutor:

El PATS será ejecutado por el Provias Descentralizado del Ministerio deTransporte de Perú.

• Objetivo:

Incremento de la accesibilidad rural a servicios públicos y mercados,promoviendo la competitividad local a través de un sistema detransporte eficiente y seguro, mejorando la infraestructura vial y lacapacidad de gestión vial descentralizada.

Se definió como principal indicador de impacto el nivel depobreza, que podría ser medido a través de una serie deindicadores monetarios y no-monetarios.

La evaluación de este componente buscará contestar a lassiguientes preguntas:

• ¿Cuál es el impacto de la mejora de caminos sobre el nivel de la pobreza?

• ¿Cuál es el impacto de la Ventana de Desarrollo Local sobre el nivel de pobreza?
