1. What is the area to be surveyed?
a. The area to be surveyed is a small portion (one dwelling unit or house) inside the Joshua Basin Water District (JBWD) service area boundary (see figure below and on the next page of this income survey) that was not defined by the California Department of Water Resources (DWR) to be considered a disadvantaged community (DAC). All other areas in JBWD were deemed to be DAC per the DWR GIS maps and data available on their website. This one dwelling unit was the only house in the entire JBWD service area (96 square miles) that was NOT considered to be DAC. Because this one house wasn’t considered DAC, then the entire Water District would not be eligible to participate in the Leak Detection Services for Mojave Region 100% Disadvantaged Community (DAC) Small Water Systems Phase 1 Program – a grant application project that Mojave Water Agency (MWA) is applying for on behalf of the Mojave IRWM as part of the DWR Proposition 84 Round 3 Implementation Grant Application due August 7, 2015. For this Project, MWA is proposing to complete leak detection services for those Small Water Systems (for which JBWD would qualify) within the Mojave Region that are considered 100% DAC. The address of the one dwelling unit/home is 8919 LA CONTENTA RD., YUCCA VALLEY CA, 92284-4738. (See map of entire JBWD service area on the next page.)
2. What is the project associated with the survey?
a. The project that is associated with the income survey is Leak Detection Services for Mojave Region 100% Disadvantaged Community (DAC) Small Water System Phase 1 Program – a grant application project that Mojave Water Agency (MWA) is applying for via Proposition 84 Round 3. This project would include locating leaks throughout the entire JBWD system, as well as technical assistance and support.
3. Why is the survey being conducted?
a. The Census has apparently included this one residence and thus does not accurately reflect the overwhelming DAC nature of the community. Because Census income statistics are sample-based, they may be subject to error and this one property appears to be such a case.

4. What information will be collected?
a. We will use a standard form obtained from the DWR website for income surveys and a copy of the form will be included with this write-up. The questions and information to be collected is:
i. How many people are permanent members of your household?
ii. How many people in your household worked full-time in 2014? (fulltime means at least 25 hours per week for 50 weeks).
iii. What was your household income in 2014? (Please include gross wages and salaries, business/farm income, interest, dividends, social security, other retirement, supplemental, security income, welfare, disability, VA payments, unemployment, alimony, other.) If the exact amount is not known, please give your best estimate.
iv. How many people in your household are 65 or over?
v. How many people in your household are under 18?
5. Who will collect this data?
a. According to DWR, JBWD employee(s) are allowed to collect this data and we have asked the General Manager of JBWD, Curt Sauer, to complete the survey for us.
6. What Method will be used to collect the data?
a. The method used to collect the data is an in-person site visit by the General Manager of JBWD.
7. Who will analyze the data and prepare the Income Survey Report?
a. No data analysis was required for this Report. See the next page.

Results of Income Survey: Please see attached field visit report by the General Manager of JBWD regarding the one dwelling unit that was NOT included in the current DAC boundary for an explanation.
The one dwelling unit (8919 LA CONTENTA RD., YUCCA VALLEY CA, 92284-4738) that was surveyed turned out to be commercial property – a bed & breakfast lodge – and not residential. Therefore, since vacant, vacation and commercial parcels are all excluded from Income Surveys (those parcels are similarly excluded from the Census - ACS data), then all remaining properties in JBWD are already considered to be DAC and now JBWD can be considered 100% DAC.
