Commissioned at the end of 1931 and located in the city’s consumption centre, the Cluj Centru electrical substation has undergone significant changes in time. In 2004, following a well-structured and scheduled works program so as not to affect the consumers, Romelectro together with its partners have turned the former site into a cutting-edge highly reliable and safe operation-wise one. Description The construction of the 60/15kV electrical substation started in 1930, and the location was chosen so that it should correspond to the consumption centre at the time. In time, several changes have taken place: • in 1958 the substation amplifies becoming a 60/35/6kV • in 1962 the substation becomes a 35/6kV • in 1970 the substation becomes a 110/6kV • in 1982 the substation becomes a 110/10kV The design of the transformation substation included double busbar cells and a cross- coupling. In order not to affect the consumers, the modernisation process took two stages, the first one including a transformer and 10kv cells, while the second included the other transformer and 15 cells. As a result of the works that have been performed, the electrical substation has been fully re-equipped with modern primary and secondary, highly technical and reliable equipment as well as dispatch management. Client ELECTRICA TRANSILVANIA NORD - Cluj Subsidiary Single line diagram Technical features Medium voltage • The new design of the transformation substation includes cells with a simple busbar system and longitudinal coupling; • The new medium voltage cells are equipped at the ground floor of the connexion room, while the floor is going to be given a new purpose; • 24kV, closed type, with air insulation, a simple busbar system, vacuum circuit-breakers, measuring, command, signalling and protection equipment have been mounted, allowing for local control and remote data transmission in order to integrate it into a SCADA system. High tension • 110kV silicone rubber-insulated bushings; • disconnector with electric main switch levers and with a manual earthing switch; • SF6 circuit breakers with one-phase spring action mechanism and metal-oxide surge arresters. When the modernisation of the substation took place, another thing that was changed was the way the neutral of the medium voltage network of the arc suppression coil to resistance is treated. As a result, two internal service 10/0.4kV transformers and two 10kV disconnectors connecting the coil to the neutral point, have been mounted for each power transformer. The control lead looks like a modular, hierarchical system, which allows for an efficient computer-based and computer-assisted operation. Services providedRomelectro was appointed as a subcontractor in charge of the design, local deliveries, construction, assembly and commissioning works and it provided the following services:

• Management consulting

• Technical consulting, including surveys and technical expertise

• Project management

• Basic and detail engineering

• Technical assistance during execution, assembly and commissioning

• Monitoring the operational performance of equipment during the warranty period

• Construction behaviour monitoring

• Delivery, construction and assembly of equipment, subassemblies and facilities

• Maintenance, retrofitting and modernisations programs

• Importing-exporting equipment, subassemblies and materials

FinancingFinancing was possible based on a supplier loan from the Alstom Power România Company for the imported equipment. The design and execution resources of the construction and assembly works came from Electrica’s own resources.
