IC Allocation Principle

• In ICAO EUR region, II codes and matching SI codes are allocated to Mode S radar with overlapping coverage :• Mode S radar operating on SI codes have to enable the II/SI Code Operation

• To acquire on the matching II code aircraft which are not SI capable• Aircraft which are not SI capable shall not be locked on the matching II code to enable the acquisition by

other Mode S radar operating on the matching II code or on SI codes matching the II code• Mode S radar operating on II codes have to enable the II/SI Code Operation

• To not lock on the II code aircraft which are not SI capable in order to enable the acquisition by Mode S radar having an overlapping coverage and operating on SI code matching the II code

• In ICAO MID region, II codes and matching SI codes are not allocated to Mode S radar with overlapping coverage:• IC allocations on II codes are removed in order to allocate the 4 SI codes matching the II code• Mode S radars operating on SI codes have to enable the II/SI code operation:

• To acquire on the matching II code aircraft which are not SI capable• Aircraft which are not SI capable shall not be locked on the matching II code to enable the acquisition by

other Mode S radar operating on SI codes matching the II code• 1 exception - NANSC Mersa Matruh ERR on II 06 and NANSC Luxor on SI 54

Difficulties and Shortfall of IC

• Shortfall of IC happens more and more often during the Ad-Hoc process

• Main Causes:• SI code and II/SI Code Operation still not supported by all Mode S radar in ICAO EUR region

• outside EU region where it is required by Commission Regulation (EC) No 262/2009• Short notice IC applications for operational Mode S radars in region where there is no free IC

Ad-Hoc process applied (no modification of existing IC allocations during the Ad-Hoc process)

• No expected shortfall of IC during normal MICA Cycle• IC allocation may be very difficult for Mode S radars not supporting SI code and II/SI Code

Submit IC applications on time on the MICA website https://ext.eurocontrol.int/mica/

IC applications should be submitted one year before the planned date of first transmission of a Mode S radar to reduce difficulties in the IC allocation processing.

Difficulties and Shortfall of IC (2)

• In the event of shortfall during the Ad-Hoc process, the following approach is applied:• Discussion with national Focal Point(s) and Mode S Operator(s) to find an acceptable solution• If the radar first transmission can be delayed, the IC application is processed in the next MICA

Cycle• If the radar first transmission cannot be delayed:

• Temporary IC allocation in Ad-Hoc with some acceptable operational constrains, e.g. • coverage reduction, • temporary IC allocation on TRD Interrogator Code, • operation with lockout override…

• The IC application is reprocessed in the next MICA Cycle

• Apply preventive approach during MICA Cycle to ensure there is always a free SI code?• Request preventively that II/SI Code Operation is enable on some Mode S radar operating on II

code• Change preventively the II allocated to some radar (e.g. IC allocation of SI code instead of II code

to free the 4 matching SI codes)

Interrogator Code Conflict #1

• IC conflict impacting NATS Cromer on II 11 reported on 10th December 2020• Analysis showed it commenced on 16th October 2020

• Source of IC conflict: Royal Danish Airforce AAL Mode S radar

• Reason of the IC conflict: • II 11 allocated to AAL Mode S radar during MICA Cycle 28 (ALLOC 1335)

Document Confidentiality Classification: White/Green/Amber/Red 12

• During the maintenance of the radar on 16th October 2020, the new EMS coverage map has been loaded in the radar.

• The system was not rebooted after the EMS map programming, and the new IC was not applied to the running configuration

Interrogator Code Conflict #2

• IC conflict impacting ANS CR Bukop on SI 07 reported on 20 April 2021• Same IC conflict already reported on 25th January 2021 (reported in previous NSUR meeting)

• Source of IC conflict: Polish AF GCA 2000M Gdynia-Oksywie Mode S radar

• Reason of the IC conflict: • SI 07 allocated Ad-Hoc to GCA 2000M Gdynia-Oksywie Mode S radar in 2017, with Surveillance

range = 100NM and Lockout range = 95NM (ALLOC 1244)

Mode S Interrogator Code Allocation Status – Cycle 35 13

• GCA 2000M Mode S radars do not support the programming of EMS coverage map and the programming of surveillance/lockout range in NM.The transmitted power is adapted to achieve the requested range… A new software is under development to correct that limitation

• In January 2021, a new rotary has been installed. The power was set for an operational coverage of 80-90NM. Due to software issue, the interrogator changed automatically the power to the maximum.

Interrogator Code Conflict #3

• IC conflict impacting Peel Airports Doncaster on SI 54 reported on 3rd February 2021• IC conflict suspected from Summer 2020.• Analysis performed mid December by NATS to confirm the IC conflict

• Source of IC conflict: Belgian MoD Semmerzake Mode S radar

• Reason of the IC conflict:

• SI 54 allocated to Semmerzake Mode S radar during MICA Cycle 14 (ALLOC 709) with some coverage reduction due to Peel Airports Doncaster and Cardiff Airport also on SI 54

• During the maintenance of the radar on 16th June 2020, a new software has been tested and then the old software has been re-installed without the coverage maps

• Coordination with ICAO APAC Regional Office :• 2 new Mode S radars installed in eastern Russia

whose the coverage overlaps China and Japan• IC allocations issued Ad-Hoc in February 2021

• Further discussion required to improve coordination between ICAO regions• Meeting end of March 2021 to present the IC allocation

process applied in the ICAO EUR region

• 12 Mode S radars planned to be installed in Afghanistan • Afghanistan is under responsibility of ICAO APAC Regional Office• The coverage of some radar is overlapping the ICAO EUR region or ICAO MID region

• Coordination with ICAO APAC Regional Office to allocate an IC to these radars • to ensure there is no coverage overlap with Mode S radar operated in ICAO EUR and MID region• to record the planned IC allocations and prevent any future conflict on these IC
