Games and Sports is an integral part of the KVS curriculum that ensures an all-round development of the students. This helps the students to develop a healthy mind in a healthy body acquired by a true spirit of Sportsmanship and Companionship.
2. By conducting Games/Sports at KVS Regional & National level gives an opportunity to select the teams for SGFI Meet, organized by the School Games Federation of India wherein the Kendriya Vidyalaya Sangathan has been accorded the status of a State for participation in SGFI meets. 3. The members of KVS Sports control Board met on July 2"d 2015 during the Annual DC Conference under the chairmanship of the Hon'ble Commissioner, KVS and took inter alia following three significant decisions:-
(i) Inclusion of events for U-14 (Boys & Girls) for wider promotion of sporting spirit right from the budding youth.
(ii) Introduction of selected games & sports for the staff of KVS.
For Men:-Volleyball, Table Tennis, Badminton & 4x100M Relay Race. ForWomen:-Throw ball, Rope Skipping, Badminton & 4x100M Relay Race.
(iii) Enhancement in cash award and DA.
4. The following regions have been decided to host various Games/Events for 2015-16:-
• Jaipur
• Agra • Lucknow • Patna • Earnakulam
• Delhi
The tentative schedule for KVS National Sports Meet 2015 can be seen at Annexure-!. The exact details and dates of 461hKVS National Sports Meet -2015will be sent by host Regions.
5. Proposed Venue for KVS National Sports Meet -2016-17:- The house unanimously decided to organize the KVS National Sports Meet2016-17 in the following five Regions.

6. The detailed Modalities for conduct of 461hKVS National Sports Meet-2015 as approved by the competent authority are enclosed here with for ready reference and compliance which can be seen at Annexure-11.

7. The standard of National Sports Meet should be maintained at all levels and all the Deputy Commissioners are to personally ensure while sponsoring teams for the National event. Students should be sent for the participation after duly evaluating their strength, stamina and skills required for the particular event.
8. These instructions/guidelines may please be circulated among all Vidyalayas under your Jurisdiction and the Principals may be directed to give wide publicity to this circular among students and teachers so that the students are motivated to perform to the best of their capacity. Clarification, if any may be sought from the Assistant Commissioner (Sports) of concerned region.

Annexure-11-A
GENERAL GUIDELINES & MODALITIES
I. Regional Sports Meet
The Vidyalaya team will participate in KVS Regional Sports Meet and selection trial will be followed to make regional team for participating in KVS National Sports Meet2015. And for participating in SGFI best selected players from the KVS National Sports meet will be selected to participate in SGFI Meet. So for SGFI and KVS National Meet mixed KVS Team will be judiciously selected best players. Sub standards Team should not allow to participate at KVS national Level if any sub Standard Team will be found at the KVS National Level suitable action will be taken against the Responsible concern officer. This is pertinent to mention here that each Vidyalaya should raise a team of its own at least in some games as per their students' talent and interest. The Vidyalaya should also provide appropriate training and coaching as well as opportunities for exposure by organizing or participating at various inter KV/inter school tournaments at local level thereby equipping the students with the skills necessary to attain national standards.
The modalities for conduct of Regional Sports meet including travel/escorting duties up To National level will be decided at Regional level by the Deputy Commissioner of the Region. A Committee may be appointed with DC concerned as the Chairman in this regard for maintaining transparency and to avoid grievances/complaints at a later stage.
Note:-The practice of employing retired TGT (PHE) as referees, umpires, selectors etc. has been stopped henceforth by the National Sports Control Board (NSCB).
1.1Tug of War may be played up to the school level. Matches can be organized at inter school level. Individual KV can participate in the tournaments organized by regional centers/Tug of War Federation of India. 1.2 A skater can opt two races out of three races in quad event and three races out of four races in in-line event for inter school competition. A player can take part only in quad or in-line event. No player can take part in both the events quad and inline. Only three participants can take part in KVS National Sports Meet!SGFI in one age group in the event of quad and also three participants can take part in KVS Nationai/SGFI in the event of in-line. While selecting the team of three participants quad/in-line preference will be given to 151 place holder/gold medalist. If the team is not completing with three players who are gold medalists then silver/bronze medalist may be selected for higher level. If the Gold medalists are more than three, then marks will be calculated as maximum points. 1.3 The Deputy Commissioner(s) will personally ensure that the sponsored players/athletes/winners qualify the minimum bench mark i.e. their performance is equal to or above the 61h place of last year (viz. for 461hKVS National Sports Meet-2015 of KVS, the record of451h KVS NSM -2014 will be the bench mark) in that particular event/game wherever applicable. The list will be circulated separately.
1.4 The Regional winner(s) of a particular event will not be sponsored for KVS National Sports Meet unless his/her performance is above the bench mark stated above. Any deviation in this regard may invite disciplinary action against the defaulting official(s)/officer(s).

1.5 The student concerned, if found below the bench mark will also not be allowed to participate in National Meet and certificate of participation will also not be issued in such cases. This should be brought to the notice of all concerned.
II. Sports and Games Meet- General Guidelines :
Tournaments at Regional Level
2.1 For regional Level Meets, the following arrangements may be made by the Deputy Commissioner in each region:-
a) Proper kitchen arrangement so as to ensure neat and clean cooking, hygienic environment, tasty, nutritious and healthy food. b) Adequate number of mattresses, bed-sheets and Pillows quilt be provided to participating students. c) Clean RO potable drinking water and fresh running water for bathing etc. d) Existing toilets should be converted into separate bathrooms and toilets. e) Lights and fans should be made functional. f) Mosquito Coils, Candles and Ropes should be provided to the participants.
2.2 The Deputy Commissioners will invite entries from all the Kendriya Vidyalayas under their jurisdiction in all games and sports for participation in the regional level tournaments. The selected Team of the Region will participate in judiciously manner in the National Sports Meet-2015.
2.3 In the regional/National meet, all matches I tournaments will be played on league-cum-knock-out basis up to Quarter-finals stage. Thereafter, the matches will be played on knock-out basis in Quarter-finals, Semi-finals and final.
2.4 The competitions in the Team games of Table-Tennis, Badminton and Tennis will be held as "1 51Singles, Doubles and 2"d Singles. For Individual events of Badminton, Table Tennis, and Tennis, top five seeds" can play for Individual singles and top five winning students of individual Singles can be selected for the next higher level. The regions will invite entries from individual players for Regional level singles tournaments and conduct the Regional level competitions directly. In the KVS National Sports Meet, the best five singles players may be deputed for SGFI Meet. Total no. of players for the event will not exceed five in each age group.
2.5 The competitions in Cricket (Boys) will be held in two age-groups (Under-17 &19).
2.6 The championship will be calculated up to 61h position by the awarding score
for individual events 10, 6, 04, 03, 02, 01 and for team games 20, 12, 08, 06, 04, 02.
2.7The details of age-groups and the class up to which the students are eligible to participate in these games are:-

2.8 The Deputy Commissioner of the region should constitute a committee to ensure minimum standard in each game and depute only those teams for National level tournament which perform up to a certain standard. Teams should not be deputed just for the sake of participation.
2.9 In Athletics and Swimming first position and second position holder can be selected for next higher level subject to qualifying norms. Participants will be permitted to participate in maximum three events, excluding relays.
2.10 This is to inform you that there will be three rounds in each match. In each round maximum number of points will be nine. Any player who wins maximum number of points in all the three rounds in each weight and age category will be declared winner. There is no restriction of number of players in weight I age category of all individual events. If the number of participants is less than three, a participation certificate may be awarded to individual concerned and he/she may be selected for next higher level (no medal and cash prize will be given in this regard).
2.11AII combative games i.e boxing, judo, Taekwondo will be conducted /played on the basis of federation norms
2.12 Competitions will be organized for the events as prescribed within the KVS guidelines. No players should be sponsored for events which are not conducted in KVS.
2.13 After regional meet the Deputy Commissioner of each region may decide to conduct regional sports coaching camp (upto 10 days) for individual/team event at a suitable venue.
2.14 Menu/Food chart for the players/coaches/officials during Regional/National Meet.
Breakfast :200 ml Milk, 04 pes Bread with butter and 04 pes Bread with jam or 06 to 08 pes of ldli, Sambhar, Chatni or 04 pes. Aalooparantha.02 pes of banana or 01 pes of apple and 02 eggs.
Lunch :Chapati, Rice, Sweet, any Dal or Rajama or Chana, Seasonal mixed vegetable, paneer for vegetarians, salad papad, pickles and chicken/fish for nonvegetarians.
EveningJuice-200 ml with snacks (i.e. 02Sandwich/02samosa/02bread Snacks:pakora/08paneerpakora etc.)
Dinner:Chapati, Rice, Sweet, any Dal or Rajama or Chana, Seasonal mixed vegetable, Paneer for vegetarians, salad papad, pickles and chicken/fish for nonvegetarians.
Night: Milk- 200 ml, for sleeping time- any mosquito repellent.

Note:-The venue Principal will provide the same scale/standard of food to the participants/escorting teacher/PETs/Coaches/Officials as mentioned in para 2.14. No DA will be charged from Players/Participants/Escorting Teachers/ PETs/Coaches/Officials during stay period of the meet. The above food chart is illustrations only. If a player needs more food, he/she should not be denied.

Note:-
In addition to the general instructions contained in 2.1 to 2.14 the following arrangements will be made for the National Meet 2015:-
• The Deputy Commissioner of the host Region will arrange running trophies/shields in all games for boys and girls separately for distribution of awards during the KVS National meet. These will be running trophies/Shields which means the winner Region will keep the trophy for one year and return it to the host region next year for being awarded to the next winner. In case, a Region wins the trophy for three consecutive years, it will keep the trophy for ever.
• All the regions should ensure that required number of escorts is sent with the teams. The safety and security consideration should not be compromised in any case. The PETs may be deputed as observer for the KVS National Sports Meet.
• All regional teams will bring at least 1 0 flags of their region with them. The flags will be of the size of 4ft. x 3ft. The colour of the flags will be the same as has been allotted for the playing kit of the players of that region as per given in Annexure- I.
• Eligibility Certificates:-AII students from all regions will bring eligibility certificates in quadruplicate with them and submit to the venue Principal. Without the eligibility certificate, no student will be allowed to participate. Eligibility Certificates (in quadruplicate) in respect of all the students selected for the SGFI Meet should be sent to the Assistant Commissioner (Sports) of host region immediately for countersigned, after the conclusion of the KVS National Meet. (Eligibility Certificate and On-line Official Entry Form is enclosed).
• In team games, the tournament at National level will also be played on league basis up to quarter-finals and knock-out basis at quarter finals, semi-finals and finals.
• All the Deputy Commissioners of region are requested to ensure for proper maintenance of school play field. The Vidyalaya may engage daily wages labour (grounds man) for maintaining play fields as and when required under the supervision of PETs.
•!• All Regional Venue Principals, Deputy Commissioners of the Region should ensure that all the teams and participants should Travel by Confirmed Reservation only, AC-111 upper limit in case of non-availability of the birth in AC-111 journey may be performed AC Chair car, sleeper class, with confirmed berths/seats or by Volvo/AC buses or non AC Buses with sleeper or comfortable seating preferably owned by respective State Govt.
•!• In view of safety &security of students as top priority, it is very difficult for an escorting Teacher to manage food bills during journey time. Thus the house unanimously approved the proposal for considering the participants' verification as bill. No should be required regarding D.A during Journey period of escorting teachers. Payment of DA can be made as per KVS norms without bills.
•!• It should be ensured by all Regions that no player participates in the Sports Meet at any level without proper Sport Kit and shoes. Noncompliance will be viewed seriously. The playing Kits for the players and PET'S deputed as coach as per Annexure-IV.

Ill. Expenditure by KV :-
The Vidyalayas will meet the following expenditure on their teams out of the Vidyalaya VikasNidhi/School Fund:-
i) Expenditure on playing kit and playing equipment for participating students will be met out of the WN of concerned KV for participating in Regional Level Meet.
ii) Expenditure on T AIDA for participating students during the journey period from their respective KV to the Venue of the Regional Level Meet and back will be met out of the WN of concerned KV.
iii) Expenditure on TA/DA of Escorting teacher will be met out of the School Fund of the concerned KV at all level during journey period.
IV. Expenditure by the Region:
The expenditure on (i) Conduct of the regional level tournaments in all games (ii) Playing equipment (iii) Playing kit for participating students and PET deputed as Coach (iv) Preparing play-fields (v) Honorarium to officials for the matches (vi) Boarding and lodging arrangements of every team in the regional meet (vii) Journey expenditure on TA/DA of participating students/players from their respective KV/region to the Venue of the KVS National Sports Meet (viii) Expenditure on Firstaid/medical facilities, hiring of tent & shamiyanas, purchase of medals & Trophy etc. will be incurred by the Regional Office out of the funds of the Regional Sports Control Board. Expenditure on lodging boarding of students, PETs, coaches, officials, engaged during Regional meet. Expenditure on lodging & boarding during stay period of escorting teachers, officials engaged during regional sports meet.
V. Expenditure by KVS (HQ):
Expenditure on conducting the KVS National Sports Meet will be incurred by the KVS (HQ). An amount of Rs.350/- is fixed as boarding and lodging arrangement including contingent charges for participating students, PETs, escorting teachers, coaches, officials engaged for conducting sports meet. For journey period more than 08 hours, the rate will be Rs.350/-. If journey period is less than 08 hours, the rate will Rs.200/-. For those students who are not staying overnight and not availing lodging facilities will be paid Rs.200/- per head per day. Expenditure on playing equipment, playing kit(for SGFI players & PET deputed as coach), medical-aid, transportation, honorarium to officials for conduct of matches, purchase of medals, trophies, shields, printing of certificates hiring of tent & samianias and all arrangements regarding organizing of KVS National Sports Meet in each game will also be met by the KVS(HQ).
VI. The Remuneration/Honorarium to the officials engaged for conducting at the Regional & National level Matches will be paid @ (Rs.1 000/-) per day per head as remuneration &Rs.200/- per day per head as a conveyance charge).

During the KVS National Meet, players will be selected from various teams for participation in the SGFI Meet- 2015-16.

IX Cash Awards:
The KVS has instituted the following cash awards in the KVS National level Meet. The expenditure is to be incurred by Host Region pn the Spo\ and later on sent to KVS (Hq) for reimbursement along with full particulars. The expenditure on cash awards will be a separate head isolated from the expenditure incurred on KVS National Meet.
9.1 For individual games, cash awards of Rs.1 0000/-, Rs.8000/- and Rs. 5000/- for winners of first three places will be given.
9.2 For team games, each member of the regional teams will be awarded cash prize of Rs.5000/-, Rs.3000/- and Rs.2000/- for winning the first three places, respectively, in the KVS National Meet. 9.3 All those students who win Gold, Silver and Bronze medals in the SGFI in
allindividual games will be awarded onetime cash scholarship of Rs.15,000/-, Rs12,000/- and Rs.1 0,000/- respectively.
9.4 For team games, each member of the KVS teams which win Gold, Silver and Bronze Medals in SGFI meets will be awarded cash prize of Rs.1 0000/-, Rs. 7500/and Rs.5000/- respectively. 9.5 For International event Rs.50,000/- per Students.
Note: It should be ensured that all Cash Prize will be distributed to the winners in KVS National Sports Meet & SGFI Meet by the host Regions positively, so that unnecessary correspondence & complaints with may be avoided.

A skater can opt two races out of three races in quad event and three races out of four races in in-line
event for inter school competition. A player can take part only in quad or in-line event. No player can take part in both the events quad and in-line. Only three participants can take part in KVS National Sports Meet/SGFI in one age group in the event of quad and also three participants can take part in KVS Nationai/SGFI in the event of in-line. While selecting the team of three participants quad/in-line preference will be given to 1st place holder/gold medalist. If the team is not completing with three
players who are gold medalists then silver/bronze medalist may be selected for higher level. If the
Gold medalists are more than three, then marks will be calculated as maximum points.
