EXECUTIVE SUMMARY Safety assessment for a roadway corridor has primarily focused on the evaluation of recent crashes with particular attention directed to “hot spots”—locations where crashes have occurred in close proximity to each other. For high traffic volume locations, there is a need to better understand the influence of congestion on the overall corridor safety performance. In addition to the evaluation of the total number of crashes that occur each year, more reliable conclusions can be extracted by examining the crash trends for more than one year and by evaluating fatal and injury crashes in addition to total crashes.

This analysis examines the Interstate 35 (IH 35) corridor in Travis County (Austin, Texas, metropolitan region) beginning at the Hays/Travis County line (SH 45 Southeast) at the south end and extending to Louis Henna Boulevard (immediately south of State Highway 45) to the north. To comprehensively assess safety along the IH 35 corridor, the analysis included a summary of descriptive statistics, traditional network screening (using the sliding window approach), predictive modeling as a mechanism for identifying over-represented crash locations, and secondary crash assessment techniques. These analyses provide insights into key safety issues on IH 35 in Travis County and collectively provide a valuable and robust methodology to identify locations where future safety enhancement efforts should be focused.

IH 35 SAFETY ASSESSMENT

Descriptive Statistics During the three-year period from 2009 to 2011, a total of 6605 crashes occurred on the IH 35 mainlanes, frontage roads, and ramps. Of these, over 48 percent involved some type of injury to one or more of the vehicle occupants. This crash summary information is depicted in Exhibit 1. For approximately 16 percent of the crashes, the exact location of the crash was not recorded, thus making the location related tasks for this subset impossible.

Ultimately, the objective of safety enhancement efforts is to minimize the level of injury associated with crashes. As demonstrated in Exhibit 1, occupant injuries occurred for almost 3200 (48 percent) of the total 6605 crashes for the three-year period. In September 2010, the Central Texas Regional Mobility Authority (CTRMA) initiated the IH 35 Highway Emergency Response Operator (HERO) Program. Incident management programs like the HERO program can substantially improve clearance time for disabled vehicles. In fact, approximately five minutes of congestion can be attributed to each minute a lane is blocked (CTRMA, 2011). As observed in Exhibit 1, the number of crashes decreased in 2011. One potential explanation for this crash reduction is that this was the first full year for the HERO program at this location; a notable achievement when considering that the average response time reported by CTRMA was a relatively long 15 minutes plus clearance time (CTRMA, 2011). Even so, it is likely this is a quicker response time than the period before the HERO program operated. Exhibit 2 graphically depicts the distribution of crashes per year based on the most severe injury associated with each crash.

In many cases, crash trends may substantially vary based on seasonal trends. These potential temporal fluctuations may be due to inclement weather conditions, school and holiday schedules, or similar events. For the IH 35 corridor, Exhibit 3 demonstrates the monthly distribution of crashes. The average number of crashes per month appears to have peaked during the spring and fall, but in general the crashes along the corridor ranged from 150 to 230 crashes per month for each year. The largest number of crashes every month occurred in either 2009 or 2010.

As shown in Exhibit 4, the time of day a crash occurs varies for the facility types. For example, 63 percent of the total crashes located on the IH 35 primary travel lanes occurred during daylight conditions compared to 58 percent for frontage roads and 53 percent for on/off ramps.

Most notable is the percentage of crashes that occurred during dark conditions in locations without street lights. Four percent of the freeway mainlane crashes occurred during dark conditions with no lighting, but six percent and 11 percent of the frontage road and ramp crashes occurred during similar conditions suggesting that the non-mainlane corridor facilities could benefit from the addition of supplemental lighting. Of course, this observed trend may also be a reflection of ample lighting on the freeway lanes (therefore only a few locations where crashes that occurred during the dark did not also have street lights).

Exhibit 4 demonstrates that the number of crashes peak during the afternoon hours between 2 and 6 p.m. on the IH 35 corridor. In addition, a small jump in crashes was also associated with the 7 to 8 a.m. peak hour. Though the daily peak crash time varied for the individual years (from the 2 to 3 p.m. hour in 2009 to the 5 to 6 p.m. hour in 2011), crashes consistently remain elevated during this afternoon period. An additional peak in crashes occurred between 2 and 3 a.m. for all years. The early morning hours typically have lower traffic volume, but drivers are more likely to be sleepy, fatigued, or impaired.

Assessing crash type and location can identify potential safety concerns. Exhibit 5, Exhibit 6, and Exhibit 7 each depicts the three-year total for crash type categories on the three roadways in the IH 35 corridor. Exhibit 5 identifies the total IH 35 mainlane crash types; the dominant crash type is some version of a rear-end crash (included in crash type categories “one moving vehicle” and “same direction”) with a large number of same direction sideswipe crashes (but a much lower percentage) as the next most frequent type along the IH 35 mainlanes. As shown in Exhibit 6, the crash types associated with the freeway ramps were similar to the mainlane ramps. The frontage roads (Exhibit 7), however, include at-grade intersections resulting in a large number of angle crashes in addition to the mainlane and ramp crash types.

Exhibit 8 demonstrates the distribution of first harmful events for the IH 35 mainlanes (see Exhibit 8a), the frontage roads (Exhibit 8b), and the on/off ramps (Exhibit 8c). Approximately 60 percent of the crashes that occurred at on/off ramps were associated with a moving vehicle (noted as “motor vehicle in transit” in the crash reports) while 34 percent involved a fixed object. By comparison, 80 percent and 77 percent of crashes on the primary freeway lanes and frontage roads involved a motor vehicle in transport as a first harmful event; only 16 percent of crashes for both facilities involved fixed objects.

Traditional Network Screening One technique commonly used for evaluating “hot spot” locations is known as the sliding window. With this approach, a predetermined length of road is evaluated to determine the number of fatal, injury, and total crashes that occurred within the segment boundaries during the study period. Next, this segment length window is shifted downstream a distance that is approximately one-fourth the overall window length and the crashes within this new window are evaluated. Since the second window should include approximately 75 percent of the same crashes observed for the first segment, this technique helps to pinpoint locations with potential safety enhancement project needs without placing too much emphasis on the exact reported location of the crashes. Crash cluster locations (located in close proximity to each other) become apparent and can be the focus of detailed engineering evaluations. Researchers in this study conducted this sliding window method for both directions of the IH 35 mainlanes and frontage roads along the length of the study corridor (there was insufficient crash location information for the ramps).

The project team used a 0.2-mile window length (approximately 1056 feet) for the IH 35 analysis and shifted this window 0.05 miles (264 feet) for each assessment interval. The appendices summarize findings resulting from an automated method developed by the project team for the IH 35 corridor analysis to reduce the extensive effort normally required to perform this detailed effort. The Appendix also depicts the detailed individual window analysis that resulted from this sliding window evaluation for the mainlane and frontage roads. The shaded segments are locations where there were more than 40 mainlane injury crashes (Appendix A) or more than 30 frontage road injury crashes (Appendix B) per

section. The values of 40 and 30 depict thresholds that, by inspection, are considerably greater than the typical segment injury crashes. Alternative thresholds can be used to extend the analysis to other locations as needed.

For the IH 35 mainlane analysis, the eight segments with consistently the largest number of injury crashes are depicted in Exhibit 9. The length of road from Riverside Drive to 32nd Street included five of the segments. A detailed safety analysis for this three-mile section of IH 35 is therefore warranted. In addition, Exhibit 10 demonstrates a graphic representation of the mainlane analysis for both injury and property damage only crashes.

A service road analysis will generally identify high crash locations associated with intersections and sections where entrance ramp and exit ramp traffic are ‘weaving’ across each other. For the purposes of this assessment, frontage road crashes for each direction of travel are combined into one sliding window evaluation. As shown in Exhibit 11, four sections of the IH 35 frontage road may warrant additional safety assessments, including one section that appears substantially higher than any other section. The last two sections are only separated by 0.10 mile and effectively can be considered one road section. They are shown separately due to the 30 injury crash filter applied to the analysis.

Network Screening Using Crash Prediction Techniques In recent years, it has become apparent that there are limitations to a reactive assessment procedure that requires crashes to occur before safety enhancements can be deployed. As a result, a proactive approach involving the prediction of potential crashes based on traffic volume, site characteristics, and crash trends for similar facilities has been developed. The IH 35 project team used safety performance functions (SPFs) developed for the Texas Department of Transportation (TxDOT) and included in the Roadway Safety Design Workbook (Bonneson & Pratt, 2009) to compare predicted crashes to actual crash data.

Exhibit 13 depicts the four mainlane locations with the greatest opportunity for safety improvements. IH 35 crashes predicted for the IH 35 mainlane lane were compared to the observed number of crashes for each segment. In general, the predicted crashes represent the average number of crashes that are likely to occur for a given facility. When the number of observed crashes is substantially greater than the predicted crashes, the affected roadway segment is a candidate for safety enhancement projects. Since the predicted crashes are general in nature for a facility, additional site-specific crash assessments are then appropriate. Exhibit 14 graphically represents this comparison. The detailed analysis results are included in Appendix C.

The predictive equation requires knowledge of specific traffic volumes. This information was not always readily available for frontage roads or on/off ramps, and the predictive comparison was not conducted. Based on the descriptive statistics analysis, the sliding window evaluation, and the predictive method evaluation, it is clear that the IH 35 corridor has several segments that merit a detailed safety evaluation.

In many cases, the crash types and trends on IH 35 are representative of the types of collisions generally associated with secondary crash conditions. This includes rear-end crashes on active freeway lanes as well as same direction sideswipe crashes. Therefore, an additional evaluation of secondary crashes can help identify conditions for which a secondary crash may be likely to occur and further help to understand the role that congestion may have on corridor safety.

Secondary Crashes A secondary crash occurs as a result of circumstances that follow an initial crash. In many cases, this can include vehicles traveling in the opposing direction of travel that are involved in a crash because the drivers were “rubber necking” and looking at the initial crash rather than focusing on their own driving tasks. More often, however, a secondary crash occurs upstream of the primary crash and is due to a fast moving traffic “shock wave” that develops as drivers in the traffic stream respond to an initial crash—drivers hit their brakes to avoid slowing cars ahead of them. Rear-end and sideswipe crashes may result. At some point, however, conditions should stabilize and this calmer traffic will reduce the chance for a secondary crash. The published literature includes several suggested thresholds for identifying secondary crashes. Raub (1997) suggested that a secondary crash is more likely to occur within 15 minutes and one mile of the crash location. These time and space thresholds have also been used by Karlaftis et al. (1998) and others. Alternatively, Latoski et al. (1999) defined a secondary crash as one that occurred within 15 minutes or three miles. Several researchers have used longer time periods. Moore et al. (2004) used a two-mile, two-hour definition. Hirunyanitiwattana and Mattingly (2006) assumed a 60-minute and two-mile threshold, while Pigman, Green, and Walton (2011) used 80 minutes and 6000 feet as their secondary crash definition. Though research has yet to agree on the precise boundaries for the influence of time and space and how these are associated when a primary crash is likely to generate a secondary crash, it is apparent that quick clearance of the primary crash will minimize the number of secondary crashes.

In an effort to further understand and better define these secondary crash thresholds, members of the project team attempted to review detailed speed information along the corridor—to identify, for example, more precisely where and when stop-and-go traffic existed and compare that to crash data. These data, however, only became available for the year 2011 (the final study year) and so did not yield any meaningful results for the study period. Further investigation of this issue is important and can benefit from the analytical techniques applied to this analysis.

The project team, however, was able to evaluate how often a crash occurred in close proximity and time to another crash as an estimate of whether the IH 35 corridor crashes were random in nature, or closely associated with each other (suggesting possible correlations between the crashes). eployment along this corridor.

Exhibit 15 depicts the results of this time and space assessment for the number of potential secondary crashes. Though it is possible that by simply widening the search (increasing time and distance thresholds), additional crashes can be located, it is clear that many of the crashes are due to a combination of congestion and crash clearance times. In other words, for the entire three-year study period approximately 5550 crash locations were recorded on the IH 35 corridor. Within a two-hour, two-mile window, 720 potential secondary crashes were observed. This means that more than 13 percent of the corridor crashes are candidate secondary crashes. Deployment of the HERO program late in 2010 is also evident by examining this exhibit. For each consecutive year, a reduction in secondary crashes corresponds to the timing of the HERO deployment along this corridor.

The observed crashes that occurred in close proximity to each other or within a short period of time are a clear indication that secondary crashes associated with congestion play a large role in the IH 35 corridor performance. Though detailed speed data could not be obtained for the overall time period, future research should focus on the role that congestion plays on safety and how incident clearance efforts could help to reduce future crashes at this location.

Summary of Findings The Austin IH 35 study corridor is characterized by high volume conditions and a substantial number of associated crashes. It is important, therefore, to gain a better understanding of the potential safety concerns for this roadway corridor. Network screening is a first step toward achieving this objective. The systemic analysis summarized in this report can be used in combination with a system-wide review of crash trends to help identify potential locations or operational configurations that warrant more detailed safety assessments. Historically, these safety studies have focused on physical infrastructure improvements, but the best analyses also recognize that quick crash clearance programs can reduce roadway congestion and minimize the likelihood of a secondary crash.

This study identified the following key issues that merit additional consideration in future safety evaluations associated with this or similar facilities:

Crash Location • Precise crash location information is not available for approximately 16 percent of the observed

crashes. Evaluating facility safety enhancement needs can be problematic without this critical location information.

• Though the sliding window network screening and the predictive method network screening approaches yielded slightly different locations that are strong candidates for crash reductions, both approaches consistently identified the IH 35 section extending from Riverside Drive on the south to Clayton Lane / Koenig Lane on the north. The specific freeway boundary locations are depicted in Exhibit 9 and Exhibit 13.

Congestion and Crashes • Many of the observed crash types (rear-end and sideswipe collisions) are commonly associated

with high-volume congested conditions.

• Crashes peaked during the morning and afternoon rush hour time periods. This observation suggests that the number of crashes is closely associated with prevailing traffic patterns. This association between crashes and congestion should be analyzed in greater depth now that detailed travel speed data are available.

Secondary Crashes • Approximately 13 percent of the corridor crashes occurred within two hours and two miles of

each other. This observation suggests that a substantial portion of the crashes are secondary crashes and may benefit from rapid crash and stalled vehicle clearance initiatives.

• An observed reduction in the number of secondary crashes corresponds to the timing of the HERO program deployment.

Other Crash Causes • Crashes during the time period from 2 a.m. to 3 a.m. were higher than the morning peak,

suggesting there is a need for continuing driver education and enforcement.

• Approximately 34 percent of the on/off ramp crashes involved a fixed object as the first harmful event. This can be contrasted to only 16 percent of the mainlane and frontage road crashes.

• Six percent of the crashes associated with frontage roads and 11 percent of the on/off ramp crashes occurred during dark conditions where supplemental street lights were not available. This can be contrasted to only four percent of the freeway mainlane crashes occurring under the same conditions.

APPENDIX C: PREDICTIVE SAFETY ANALYSIS For the predictive technique network screening, the predicted crashes were contrasted to observed crashes for similar roadway segments. At locations with unusual characteristics, such as narrow lanes and shoulders, the SPF values were adjusted using an accident modification factor (AMF) that modifies the predicted number of crashes for the unique segment conditions. Exhibit C-1 graphically depicts the expected freeway safety performance for Texas highways. As shown in the figure, the Texas SPFs predict the total injury and fatal crash values for a freeway facility. Consequently, the predicted fatal and injury crashes should be compared to the observed (historic) crash trends at existing facilities where crash data are available.
