• Usage of Multiple Delivery Channels - SMS, Voice and Data

• M-Governance Strategy and Roadmap after pilots in consultation with stake holders.


M-Governance Initiative by Department of Information Technology

Components of M-Governance Service Delivery Platform

1)e-SMS: The official SMS gateway for all G2G & G2C Communications. It is an exclusive SMS Gateway established for use by various Government departments for intra and inter departmental communication.

2)Out Bound Dialers: A dedicated Out Bound Calling facility has been set up for M-Governance. It is also planned to provide the facility for recording of voice prompts, transliteration from English to Malayalam and scheduling of Voice SMS as additional services .

3)Bluetooth Kiosks: Bluetooth Kiosks would play an important role in information dissemination. Bluetooth Kiosks would be deployed in places like bus-stations, railway stations and airports. Citizens can turn on bluetooth in their handsets and receive information regarding Government schemes, tourism etc on their phones.

4)Servers: Dedicated servers would be deployed for voice applications, MMS/SMS services and USSD services.

User Statistics Since Official Launch

• The project was launched officially on the 20th of December, 2010, by the honorable CM of Kerala.

• From the day of launch, close to 75,000 SMS hits have been registered in the unique number 537252 reserved for M-Gov services. This averages to close to 1500 SMSs per day.

• Citizens can avail information servicesof close to 20 Departments through the number 527252

• The pie-chart depicts the usage-pattern of SMS services offered by various departments

• As many as 60 different user accounts have been created for various departments

• Departments use bulk-SMS for inter and intra-departmental communication.

Citizens and officials interact with Government Departments through mobiles for and array of requirements like:

•M-Payments: Bill-Payments and Payment-Due-Alerts through mobiles•File-Tracking using mobiles resulting in quicker turn-around.•Complaint Registration and tracking using Mobiles•Ticket-Reservation using mobiles•Exam Results on Mobiles•Information-services like alerts for farmers, fishermen etc•Crime and Incident reporting using mobiles: Citizens/Officials can send visual evidence to central servers from mobiles.•Request Government Services through IVR systems, from mobiles•Official communication using SMS and data services using mobiles, thereby ‘Going Green’.•M-Voting: Opinion-polls from mobiles•Wap-Portals: Official Government-websites customized for accessing from Mobiles•Audio-Guides: How-To Information for citizens on IVR, accessible from Mobile-phones


Kerala M-Governance Facts

• All the solutions deployed for Governance services are based on OpenSource. The SMS, Voice and Data servers that are being used for M-Governance are based on Open Source technology and run on Linux. The technologies used are Linux-Ubuntu, Asterisk and My SQL.

• One of the major objectives of project M-Governance is the standardization of Open API syntaxes and paradigms. It is envisaged to tap the ‘wisdom of the crowd’ for this objective. The APIs being used currently would be made available to the community of developers without compromising the security. The developers can use these APIs to develop unique applications catering to niche uses. These applications would be absorbed into the existing MGovernance repository after thorough testing.
