1. Introduction

Towards an effective planning and development at grassroot level, the awareness of the assets

available at the region (Andhra Pradesh) is a pressing need; hence, an Bhuvan Panchayat -

AP Smart Village Mobile Application is developed and made available in the download

section of the Portal. The assets can be spatially mapped by registered Supervisor (ASO,

Divisional DySO, DySO) and Surveyor (PS, VO President, SHG, Partner, Others).

The asset mapping can be done through the android based mobile application which allows

users to automatically grab the location of asset through GPS and capture photographs in-situ.

The user is given provision to map the assets as point features. The mobile application also

allows user to save the mapped asset data on device itself. Later, with the availability of

internet connection, the saved assets can be uploaded to the Portal. User can download the

Bhuvan Panchayat - AP Smart Village Mobile Application through the Portal: www.bhuvan-

2. Mobile Phone Specifications

The mobile Phone used to map the assets should have the specifications mentioned in the

Table 1. Bhuvan Panchayat - AP Smart Village Mobile Application supports all Android

Operating System based mobile devices which have Android version 2.3 and above. GPS

functionality is mandatory requirement in the mobile phones used to capture the latitude and

longitude. Hence the user should ensure that the GPS / Location Option in the mobile device

is turned on. Requirement for Internet Connection is mentioned in table below.

3. Process Flow Diagram

The flow for the entire mapping process is summarized in following Figure.

After successful login, user is asked to choose one of the option i.e. Survey or Re-survey.

In case of Survey, after filling the survey details user has to follow the set of steps to complete one habitation before starting the mapping of new habitation.

4. Installation of ‘Bhuvan Panchayat - AP Smart Village’ Mobile Application

The mobile application is available for download through Bhuvan Panchayat Portal. The

following steps need to be followed to download and install the mobile application in the

phone.

Download:

a. Go to www.bhuvan-panchayat.nrsc.gov.in/bhuvanPanchayat-AP.apk

b. Click on the www.bhuvan-panchayat.nrsc.gov.in/bhuvanPanchayat-AP.apk

c. Once you click on the link, a file by the name of “bhuvanPanchayat-AP.apk

file” will be downloaded on your mobile device.

d. If you have downloaded the application on the laptop or desktop then

bhuvanPanchayat-AP file need to be transferred in mobile though USB cable

or Bluetooth

Installation:

e. Click on the bhuvanPanchayat-AP.apk file

f. Click install button

g. Once the installation is completed, user can use the application

5. Registration

Registration process is a one-time activity. The user needs to register using Mobile

Application. The following steps need to be followed to register with Bhuvan Panchayat - AP

Smart Village application.

During Registration the credentials provided by the user is stored in the mobile incase of

successful Registration. Hence if the user logs in the same device used for registration

internet connection is not required.

a. For new user, Registration is required (one-time activity); Click on the Register Button

b. Registration form will appear; fill Registration details (User type, District, Mandal, Supervisor Name, Designation, Mobile No, E-Mail, Address, User name, Password); after filling the details, tap on submit Button.

5.1 Users Types There are two types of users for the mobile application.

Supervisor registration form

Registration Process requires internet connection. During Registration the credentials

provided by the user is stored in the mobile incase of successful Registration.

Select User Type from the dropdown menu

a. Supervisor Registration Form contains the following information

Select District from the dropdown menu.

Select the Mandal from the dropdown menu.

Select name of the Supervisor. If the name is not available in

dropdown list, then supervisor name can be filled in the given text box.

Select the designation (ASO, Divisional DySO, DySO)

Enter the E-mail ID, Contact number as User name, same in the

confirm password field

After filling all the details click on submit button.

o Once successfully registered display "Please Note Username XXXX and Password

XXXX". Mail & SMS should be sent with these credentials as per the availability of

the email-id and mobile number.

o During Registration panchayat data, habitation data, village data, partner data and

department data for the selected mandal will be extracted and stored in the device.

Surveyor registration form

Registration Process requires internet connection. Following steps are required for Surveyor

registration .

a. Select User Type from the dropdown menu

b. Surveyor registration form contains the following information

District from the dropdown menu

Select the Mandal from the dropdown menu.

Select the ASO name from the dropdown menu

Select the Panchayat Name

Enter Panchayat Secretary Name

Select Designation [Panchayat Secretary, VO President, SHG,

Partner, others]

Enter the E-mail ID, Contact number as User name, Password and same

in the confirm password field, Surpanch Name, Surpanch Contact

Number, Surpanch Email ID

After filling all the details click on submit button.

o Once successfully registered display "Username XXXX and Password XXXX".

Email-Id and Mobile number will be sent to the user by email or sms as per the

availability of email id and mobile no.

o During Registration panchayat data, habitation data, village data, partner data and

department data for the selected mandal will be extracted and stored in the device. But

if the user logins first time, internet connection is required.

6. Login

During Registration the credentials provided by the user is stored in the mobile incase of

successful Registration. Hence if the user logs in the same device used for registration

internet connection is not required.

a. Enter the username (mobile number) and password (provided by the user

during registration)and click on Login button.

b. After clicking on Login button, a pop up will appear confirming the login

successful.

c. After clicking on OK button, User will be asked to Survey or Re-Survey, click

on survey button and fill the survey details to start survey.

d. If user logins in another device the credentials will not be available in the

device therefore, internet connection will be required. Click on OK button to

fetch the user credential from the server.

7. Survey

For start survey process, Internet Connection is not required. A Surveyor may not carry out

survey for more than one habitation at a time. After clicking on survey button, Start survey

form will get opened. A user is required to enter the following details.

Select Panchayat Name from dropdown list

Select Habitation Name from dropdown list. If name is not available select missing option. In case of missing habitation name user need to select the revenue village.

Enter Partner Name, Mobile number of the Partner, Email of the Partner, Name of VO President, Mobile Number of VO President, Email of VO President, Name of the SHG, Mobile Number of SHG, Email of SHG

a. After filling the details, click on Submit button. It will navigate to 'select asset by

category' page.

8. Map Asset

Asset mapping process does not require internet connection.

The assets are organized as categories and sub-categories. User needs to select a category name. A list of sub-categories will be provided; user can choose a sub-category name and proceed for mapping (For example, Banking and Credit facility >> Bank). Asset and asset category list provided as annexure

The following steps are to be followed to map any asset:

a. Select ‘Asset category’ from the dropdown provided

b. Select ‘Asset sub category’ from the dropdown provided

c. Capture the GPS-based location parameters using 'Capture Position' box; the position

should be captured after GPS reading get stabilized (2.0 - 5.0 m accuracy)

d. After capturing the position, take full view photo of assets from suitable location.

Maximum two photograph can be captured for a particular asset.

e. Fill the details (if any) of asset in fields provided and press 'Send' option to upload the mapped asset(s) to Bhuvan Panchayat server database. Select 'Save & Send Later' option to save the mapped asset information in the mobile local directory

f. After sending the mapped assets a confirmation message will appear and asset will be uploaded to the Server. Click OK to map more assets.

g. User is required to fill the Drainage & Road info before ending the survey. Press the 'Home' button at the bottom of the page and click on 'Drainage & Road info' button to input the details.

9. Drainage/Road Info

a. Click on Drainage & Road Info button, a form will get opened.

b. Fill the Drainage and Road details in the form.

c. Press 'Send' option to upload the Drainage and Road details to the server. Select 'Save & Send Later' option to save this information in the mobile.

d. A message of confirmation will get displayed after successful submission.

10. End Survey

After Filling the Drainage & Road Info, user is required to end the survey

a. Click on 'End Survey' button.

b. If user want to continue the asset collection then he/she has to select the 'Cancel'

option, otherwise select OK to end the survey.

c. After clicking on OK button, User will get navigated to fill the Status/Declaration.

Select the status as Completed or Partially completed.

d. Click 'send' or 'Save & Send Later' to upload to the server or save to mobile phone's

local directory respectively.

In case of unavailability of internet connection user is required to select 'send later' option only. He/she can send this information to the server as per the steps mention in the section 8, with the availability of internet.

11. Re-Survey

For doing the Re-Survey for a particular habitation (i.e to map more assets), following

steps will be required.

a. Click on Re-Survey button

b. Select the Habitation name from the dropdown and click on 'Submit' button

After clicking on submit button it will be navigate you to Map Assets page. Then follow the steps as explained in (Section 8).

After completing the steps explained in (Section 8), Go to Home page and click on 'End Survey' button and follow the steps explained in (Section 10).

Note:- User will be allowed to fill the Drainage & Road Info once for a particular habitation (i.e) during the first survey for the respective habitation.

12. Upload / Send Later

To send the assets and survey details that are saved in the phone storage, we use the following procedure:

a. Click on ‘Send’ to upload saved assets

b. Choose ‘Upload Send later Assets’ button to upload the collected asset information, ‘upload Send Later Survey Details' button to upload the survey details and 'Upload Send Failed Asset’ button for uploading the assets to the server for unsuccessful sending.

d. User can Edit the collected attribute details before sending the asset by clicking the Edit button. After editing the attribute details press on save button.

13. View Assets

There is a provision to spatially view the assets that are mapped and uploaded by the user. For this, a separate tab is provided named 'View Assets'. Select 'View Assets' option to view the mapped assets; tap on the symbol of the asset to view attributes.

14. Summary Report

User can view the summary of the collected assets in tabular format with reference to asset maintained by respective department data by clicking the 'Summary Report' button.

15. Helpline

In case of any application or asset related issues, User can contact helpline numbers.

To connect to the helpline numbers, click on the name of the person and call will be diverted to the respective numbers.
