Improved resiliency of communities, the private sector and public sector at all levels

Desired Outcome: SEMA & the private sector to Improve
Efficiency: Greater involvement with the private sector will engage wider range of technical expertise and resources more efficiently available for resolving disaster challenges
Cost effectiveness: Broader number of private sector companies will result in greater availability of resources, increased competition and lower prices
Timeliness: Working with private sector companies will enable Missouri resources to be employed more speedily from locations close to the disaster area and will improve speed of access to scarce resources available in other states
Common Operating Picture: Participating private sector reports of disaster damages and recovery actions will make for a more complete Common Operating Picture

Desired Outcome: SEMA & the private sector to Improve
Quality:
o Planning – Improve private sector Disaster Response Planning (DRP), Business Continuity & Resilience Planning (BCRP), Community Pre-Disaster Recovery Planning (CPDRP)
o Prepare/Protect – Engage in BEOC/MOP3 training & activities; understand Business Operational System (BOS) & Business Continuity (BC) &implement recommended daily practices to reduce/eliminate future disaster damages
o Prevention – Analyze needs, determine improvements, train & take action
o Response – Engage with local communities, participate with state/federal
o Recovery – Implement BCRP, CPDRP, & assist fellow businesses via Businesses Helping Businesses (BHB) to speed community recovery
o Mitigate – Participate in local Hazard Mitigation Plan, support community mitigation efforts, mitigate own hazards before a disaster strikes & mitigate new hazards identified by a disaster to minimize or eliminate future damages

BEOC Principals:
1. MO BEOC generally operates as a complementary adjunct function of the State Emergency Operations Center (SEOC) during periods of emergency/disaster events
2. It is as minimally invasive and intrusive as possible during non-disaster periods
3. Any interested business or association is welcome to participate in the MO BEOC
4. Participation is voluntary
5. There is no fee to join, participate or terminate participation in the BEOC

Principals (Continued):
6. There can be more than one participant per company/ organization/association
7. Members may cease participation at any time
8. The BEOC does not hold regular meetings; perform community services activities, fund raising, etc.
9. The BEOC is willing to help facilitate unsolicited disaster donations offered by businesses/associations
10. The BEOC exchanges communications during some training events and during disasters (all voluntary/no mandatory)

Principals (Continued):
11. Participation in the MO BEOC is NOT a requirement for doing business with SEMA
12. Likewise, participation in the MO BEOC does not place a company on a “procurement vendors list,” or provide any preferential treatment for companies that wish to do business with SEMA, but discussions may help interested parties better understand the state’s procurement process
13. Time needed for participation is minimal most of the time
14. Participation in the BEOC provides participants non-mandatory opportunities to help during training, exercises, emergencies and disasters

15. Participation in the BEOC enhances disaster information sharing between the public and private sectors, and provides participants a SEMA Point of Contact during emergencies and disasters
16. Participants can contact SEMA's BEOC representative at any time to ask questions, seek information, obtain emergency management technical assistance, offer information & suggestions, partner to establish a local BEOC, etc.

Purpose: Develop multi-state private-public sector strategic policy to address Central U.S. seismic hazard collaboration and coordination
Deliverable: Develop strategic plan for public-private integration within the Central U.S. region to ensure seamless incorporation of earthquake prevention, protection, response and recovery activities

(19) "Political subdivision,”
• Any governmental subdivision of this state created pursuant to the laws of this state, and having the power to tax, except public school districts;
• A board of utilities or a board of public works which is required by charter or ordinance to establish the compensation of employees of the utility separate from the compensation of other employees of the city may be considered a political subdivision for purposes of sections 70.600 to 70.755;
• A joint municipal utility commission may be considered a political subdivision for purposes of sections 70.600 to 70.755

All political subdivisions shall establish a local emergency management organization.
44.080. 1.
Each political subdivision of this state shall establish a local organization for disaster planning in accordance with the state emergency operations plan and program.
The executive officer of the political subdivision shall appoint a coordinator who shall have direct responsibility for the organization, administration and operation of the local emergency management operations, subject to the direction and control of the executive officer or governing body.
Each local organization for emergency management shall be responsible for the performance of emergency management functions within the territorial limits of its political subdivision, and may conduct these functions outside of the territorial limits as may be required pursuant to the provisions of this law

All political subdivisions shall establish a local emergency management organization.
44.080. 2. In carrying out the provisions of this law, each political subdivision may:
(1) Appropriate and expend funds, make contracts, obtain and distribute equipment, materials, and supplies for emergency management purposes; provide for the health and safety of persons; the safety of property; and direct and coordinate the development of disaster plans and programs in accordance with the policies and plans of the federal and state governments; and
(2) Appoint, provide, or remove rescue teams, auxiliary fire and police personnel and other emergency operations teams, units or personnel who may serve without compensation. How Requests are Processed: • ESF 5 (OPERATIONS SECTION) RECEIVES REQUEST
• ESF 5 generates a SEMA resource request form in the on-line State resource tracking system (WebEOC)
• ESF 5 evaluates request for validity, appropriateness & determines best resource available to meet the need – ex. Labor Request: National Guard vs. Department of Corrections vs MoDOT vs MSHP vs. DHSS vs. Volunteer vs. Contracted

Priority of Support
State has responsibility to mobilize all available resources to protect lives & property & relieve suffering. Priorities include the:
• Preservation of life & property & the coordination of operations of first responders such as: search & rescue, ambulance, air ambulance, triage, life preserving medical care, fire suppression, & law enforcement /security, etc.
• Provision of life-sustaining supplies & support: water, food & medicines, & human services support: sheltering, sanitation, medical, counseling, etc.
• Establishment of & movement to & provision of essential support for all adversely affected & functional needs populations, including the general disaster area population, & the medical, elderly, chronic care, lost children & pets, populations without transportation, etc.
• Reestablishment or continued functioning of essential government operations, etc.
• Development of response operational areas: staging areas, base camps, refueling sites, heavy equipment distribution points, etc.
