Welcome to the first issue of the My Navy Portal (MNP) newsleer designed to build awareness and to help answer quesons you may have about the Navy’s MNP program. I am Jake Aplanalp, the Assistant Program Manager (APM) for the MNP program. As some of you may know, the MNP program has been underway since FY13 and started with a technical refresh on Navy Knowledge Online (NKO), making that portal faster, more reliable and more capable. A prototype for MNP was developed in 2014, and the first iteraon of the portal is currently under development. The MNP newsleer will provide stakeholders with a frequent, reliable source of MNP news, previews of MNP screenshots and funconality, and informaon about the major acvies and events leading up to deployment of the first increment of MNP in FY16. This newsleer is a valuable resource to help stakeholders transion to this new portal technology. Please feel free to distribute to anyone in your organizaon who might find this informaon useful. My Navy Portal is being designed to provide Sailors a one-stop website for accessing their authoritave personnel informaon as well as training and educaon content. Over me, MNP will consolidate the numerous OPNAV N1 online Human Resources (HR) portals, websites, and web applicaons into an integrated and centrally-governed website named My Navy Portal, or MNP. The new portal will simplify the Sailor-facing user access for all Manpower, Personnel, Training, and Educaon (MPTE) applicaons. MNP is being developed using a leading commercial-off-the- shelf (COTS) technology, with a target goal for DON-wide deployment in FY16 with some inial capability. (continued) In concert with Personnel and Pay Modernization and some behind the scenes efforts within our databases, MNP will be a big part of the long-term solution addressing top Sailor concerns: Too many databases for Sailors to manage and maintain Too many personnel systems Training documented in too many systems and not shared Navy Career and Life Events in MNP A foundational capability of MNP is that it will empower service members to complete Navy Career and Life Events efficiently and effectively, without having to go to multiple, dissimilar sites. In 2014, the MNP Career and Life Events Working Group composed of personnel, training and education subject matter experts, plus Sailors representing the different Navy warfighting communitiesidentified the common, high-level career tasks that Navy personnel (officer/enlisted, Active/Re- serve) must complete throughout the course of a Navy career, then grouped those tasks into fifteen career and life event categories: 1. Personnel Records 2. Interested in Joining the Navy? 3. New to the Navy 4. Enlisted Retention 5. Training & Readiness 6. Education 7. Advancement 8. Assignment 9. Deployment 10. Performance Evaluation 11. Collateral Duty 12. Separations 13. Retirements 14. Sailor & Family Support 15. Pay, Leave, Travel Agile approach allows for small software builds with user feedback and acceptance incorporated throughout the development process. Built for Sailors by Sailors Sailors are providing direct input on system functionality via their participation in monthly development phases called Sprints. A major benefit of the Agile approach is Sailors are able to comment during demonstrations as the portal is being built, providing valuable input on the MNP look and feel, the graphical user interface (GUI), menu structure, content, and navigation. This also means when MNP is first rolled out, it will still be under development and not all of the planned features will be active. This is by design; its the best way for the design team to build in Sailor feedback. A broad range of Navy MPTE stakeholders are also actively involved in the design and development of My Navy Portal (including the 2012 Sailors of the Year recipients who designed the MNP logo). Fleet Sailor input is being collected by the OPNAV N1 Fleet Introduction Team (FIT) throughout MNP development and testing and all elements of the design of MNP are being optimized through Human Systems Integration (HSI) team input. The result will be a portal with a look and feel that resonates with Sailors, provides access to authoritative data, and is easy to navigate and simple to use. The overall goals for My Navy Portal are to: 1. Provide Sailors a secure, reliable, and easy to use self-service portal to complete all MPTE business. 2. Reduce the Navys IT footprint by consolidating various portals used by Navy personnel. 3. Reduce cost and complexity of the operations required for Sailors to conduct essential business operations. A New Approach to Sailor Service MNP will help address the overall issue that Sailors have been telling the Chief of Naval Operations (CNO), Chief of Naval Personnel (CNP) and the Master Chief Petty Officer of the Navy (MCPON) for years: You need to drastically cut the number of websites and databases that Sailors need to use! In 2015, building upon the work completed by the MNP Career and Life Events Working Group, multiple MNP Task Working Groups were formed to investigate individual tasks and sub-tasks in great detail. Specifically, these groups are identifying the processes, systems, and data elements required to perform tasks successfully and then proposing MNP functionality and content to support the Sailor self-service model. The membership of each Task Working Group is tailored to ensure the right composition of subject matter experts, MNP customers (Sailors), and technical specialists. MNP is being designed to empower the successful completion of Navy career and life events through valuable input from Fleet Sailors in coordination with Naval Operations for Manpower, Personnel, Training and Education (OPNAV N1), Navy Personnel Command (NPC), and Naval Education and Training Command (NETC) stakeholders. HSI experts are involved, as well, to ensure MNP provides a simple and elegant website that enables Sailors to complete career and life event tasks without having to visit multiple other systems, as they do today. My Navy Portal Benefits to Sailors and to the Navy The incremental release of MNP begins in 2016 and will include quarterly updates. When work on the portal is completed in 2019, the high-level MNP benefits to Sailors will include: Integrated One-Stop Shop to manage and view personnel and career information. .Self-Service web-enabled applications and streamlined business processes for increased operational effectiveness and productivity. Personalized access and tailored content targeted to user role and job functionmaking work more efficient. Reduced time and frustration when searching for information or applicationsmore productivity and less of an administrative burden for the Fleet. The high-level MNP benefits for the Navy will include: Reduced back-office administration costs by transforming manpower-heavy processes into self-service capabilities. Excessive IT costs avoided by eliminating redundant and duplicative capabilities. My Navy Portal Test Site A preview of MNP will be made available to users from August to December 2015. The link will be available on the NKO home page and users will need a Common Access Card (CAC) to access the site. The purpose of the MNP test site is to give users a preview of MNP and allow for the collection of user feedback. New functionality will be added as features become available leading up to the deployment of the first increment of MNP in January 2016. Visitors to the MNP test site will be able to: Explore MNP to see the new way information is arranged and presented. View a work-in-progress example of career and personnel data to show how information currently stored in multiple separate systems and applications will be presented within MNP (PLEASE NOTE: more data elements will be added over time as the various system interfaces are built into MNP). Provide feedback and suggestions for improvement to the MNP team for consideration in future releases. The MNP test site is a dynamic environment that is a work in progress. The look and feel may change over multiple visits and access to other sections of MNP will be made available as work is completed. We will be sure to keep you updated as more functionality and content is added to the MNP test site. The Sea Warrior Program (PMW 240) manages a complex portfolio of information technology (IT) systems to support Navy human resource management, criminal justice, Fleet support, afloat business applications, Navy and DoD portfolio management, DON administration, and joint aviation aircraft scheduling. The PMW 240 Program is part of the Navy Program Executive Office for Enterprise Information Systems (PEO EIS) which develops, acquires, fields, and sustains enterprise network, business, and Fleet support IT systems for the warfighters of the Navy and Marine Corps. Additionally, this effort provided a hardware refresh for NKO, improving speed, reliability, and capabiity, while also providing developers with valuable experience regarding software capabilities and performance. Phase 2A (completed): Phase 2A began in JAN 2014 with development of the MNP prototype webpage and menu layout and ended in OCT 2014. During this phase, user experience (look and feel) for My Navy Portal was designed and integration criteria for MPTE applications was established. Phase 2B (current phase): Phase 2B will include the release of the MNP test site in AUG 2015 and will end with the initial deployment of the first increment of MNP in JAN 2016. This initial deployment will include portions of Bupers Online (BOL). Additionally, NKO data and functionality will be restructured and updated under MNP. NKO as a separate system will sunset with the 2016 deployment of the first increment of MNP. Phase 2C (upcoming phase): The follow-on features and capabilities will be added to MNP in the same fashion as the apps on your phones and tablets, with updates every few months. Our goal is to constantly improve the portal and the underlying functions. Phase 2C will result in the migration of many remaining MPTE applications. The full MNP capability is expected to be completed in FY19.
