City staff’s recommendation to coun- cil last evening was that it should be re- tained as is. However, Council voted to table the issue until they could schedule a real, working meeting with downtown merchants. Amongst business owners in attendance, the reaction was mixed: happy that Councillors didn’t take up staff’s recommendation, but unhappy that the issue drags on. A ‘waver of parking spaces subject to payment of an amount’ seems to have en- tered the City’s books in September 1980, although the records are lost as to the amount. In 1987, a charge of $2,100 per parking space is recorded, then in 1995, that charge went up to $4,700 per space. In 2005, the City Centre zone was ex- empt from providing any/all parking spaces — as an incentive to attract down- town development. Then in the spring of 2015 the pay in lieu of parking was re-in- stated at $3,500 per space… as they found that the incentive had not made any difference to downtown develop- ment. The proceeds are earmarked to de- velop future public parking lots. Council promised to set a workshop meeting as soon as possible, to be able to hear from downtown merchants and fi- nally get the issue resolved.
