He played with the Green Bay Packers in 1994 before retiring, then joined World Championship Wrestling in 1995 and competed until 1999. Steve was seen on many WCW Pay Per View events during the latter period, including Monday Nitro, Slamboree, Clash of the Champions, Fall Brawl, and the Bash at the Beach. Mongo later wrote a book titled, “Tales From The Bears Sidelines,” containing humorous stories from his days as a Bears Lineman. Steve now regularly co-hosts a Bears pre-game show on ESPN 1000 in Chicago and serves as Head coach for the Chicago Slaughter of the Continental Indoor Football League.

Designed to present all the basic facts and concepts on the new LEED “green” construction technologies, the session bypassed the normal two to three days of training which lead into LEED Certification, focusing on the “nuts and bolts” of Painting Contractor LEED Orientation to help FCAC Contractors go after this type of work.

It’s time for Chicagoland’s “dolled-up dames” to strut their stuff in the annual Painted Lady contest sponsored by the Chicago Paint and Coatings Association, based in Schaumburg. This year the contest has been expanded to include not only the traditional Victorian style, but Georgians, Tudors, Colonials, Cape Cods, and more. Single-family, multi-family, and business are all eligible, provided they were painted between Labor Day 2008 and Labor Day 2009.

Entries will be judged on how the paint and colors chosen were used to enhance the appearance of the property. Also taken into consideration by the judges: how well the colors fit the neighborhood and/or the area that surrounds the structure. The winners will be notified by phone. Also, the home or business owner will be awarded a professionally photographed picture, including matting and frame, of their home or business. The deadline for entries is Labor Day 2009. Faux Design Studio is hosting an

event on Saturday, September 19, 2009, dubbed "The Fall Into Faux Paint & Decorative Finishing Summit." The event is designed to give FCAC painting contractors opportunities for inspiration and familiarization with Faux Effects products. There will be product demonstrations, hands-on with the products, special discounts, and free recipes.

This just in...don't turn on the A/C the minute you climb into that hot vehicle! Open the windows, air out the car, then turn on the A/C after a couple minutes. This lets toxic benzene that has boiled off the dashboard and interior plastic disperse. Benzene is a cancer-causing toxic carcinogen. It poisons bones, causes anemia, reduces white blood cells, and affects the kidneys and liver. The OK indoor level of benzene is 50 mg per square foot. A car parked indoors with the windows rolled up will contain 400-800 mg/s.f., but soars to 2000-4000 mg/s.f. outdoors in the sun above 60 degrees Fahrenheit...or 40 times

the acceptable level.

Those magnetic hotel key cards can contain a great deal of private information, including the guest’s name, partial home address, hotel room number, check-in/check-out dates, and the guest’s credit card number and expiration date! The information is there for anyone to access by scanning the card…then they can go shopping at your expense. Information remains on these cards until an employee reissues the card to another hotel guest by overwriting your data. Keep the cards, take them home with you, or destroy them. Never leave them behind in the room or at the front desk, or toss them into a wastebasket when you check out. You can cut them up or erase the data with a magnet.

The U.S. EPA has issued new rules designed to protect children from exposure to lead-based paint during repairs and renovations to homes and buildings. Starting in April, 2010, construction workers must follow “lead-safe work practice standards” to reduce potential exposure to lead while renovating houses, child-care facilities and schools built before 1978. Exposure to lead by children under six can affect their developing nervous system and cause developmental and learning problems. The new reg is expected to cost contractors about $35 a job. OBAMA ADMINISTRATION INCREASES SPENDING ON PUBLIC WORKS PROJECTS:

The Administration admitted getting off to a rough start in making the money available for stimulus/shovel ready projects. Their accelerated plan now includes initiating 300 construction and rehabilitation projects at 359 military facilities—to include 90 Veterans’ Affairs hospitals in 38 states; beginning work on rehabilitation and improvement projects at 98 airports and over 1,500 highways; starting 200 new waste and water systems in rural America; rehabbing park roads, bridges, culverts, and tunnels at 107 national parks; and beginning or accelerating cleanup work at 20 Superfund sites from the National Priority List.

According to the Obama Administration, every state has committed at least half its highway stimulus funds, so none will lose any of its allocation. To commit the funds, however, states had to gain approval from the Federal Highway Administration (FHA); as of June 25, the FHA has approved a total of $15.8B for more than 4,800 projects. While they waited FHA approval, the states have spent less than $190M according to federal data.

ENERGY EFFICIENCY LOANS & GRANTS BILL FOR FEDERALLY ASSISTED HOUSING:

The Green Resources for Energy Efficient Neighborhoods Act of 2009 (H.R.2336) was introduced, promoting green building and sustainability for HUD-assisted properties. The bill, however, has some limitations because it allows no flexibility for state and local governments concerning energy codes; it allows only projects that comply with the International Energy Conservation Code. One upside would be that the bill establishes a loan insurance program that bridges the cost gap between the up-front costs of going green and the long-term savings from energy efficiency. The bill also calls for a block grant program that would provide funding to states, cities, urban counties, Indian tribes, and insular areas for energy efficiency improvements in new and existing single-family and multifamily housing.

BOTH HOUSES INTRODUCE ANTI-SALTING LEGISLATION:

The Truth in Employment Act of 2009 (S.1227/H.R.2808) were introduced allowing employers to fire union organizers working within a nonunion company who are suspected of “salting,” attempting to organize a contractor’s workforce from within his/her company.

E-VERIFY PROGRAM EXTENDED: The House Appropriations Committee voted

unanimously to extend the E-Verify program for two years through September 30, 2011, but refused to make the program permanent. The bill (H.R.2892: Department of Homeland Security Appropriations Act of 2010) also mandates that $1.5B of the $5.4B appropriated to ICE be targeted for identifying and removing dangerous criminal aliens. The Senate Appropriations Subcommittee on Homeland Security also voted to extend E-Verify, but for three years. The Senate bill (S.1298: Department of Homeland Security Appropriations Act of 2010) would provide about $5.5B for immigration and customs enforcement of which nearly $140M would be used for worksite enforcement investigations.

Rep. Gabrielle Giffords (D-AZ) introduced H.R.2679: the Employee Verification Amendment Act to extend E-Verify for five years through September 30, 2014. She also sponsored H.R.2028: the New Employee Verification Act (NEVA) to create a new mandatory national employee verification process for U.S. citizens and immigrants that would use data through their state’s “new hire” reporting program, an electronic portal each state currently uses to enhance child support enforcement. The NEVA program would eventually replace E-Verify.

PROPOSED REPEAL OF DAVIS-BACON ACT: Repeal of Prevailing Wages under the Davis-Bacon Act

(H.R.2900:) has been introduced in the House that would repeal the wage rate and reporting requirements commonly known as the Davis-Bacon Act. According to the Members of Congress, Davis-Bacon wage rates are, on average, 22 percent higher than the standard wage rate in an area.

HOUSE PASSES CLEAN ENERGY/CLIMATE CHANGE BILL:

The House passed American Clean Energy and Security Act of 2009 (H.R.2454) to create clean energy jobs, achieve energy independence, reduce global warming pollution, and transition to a clean energy economy. The bill will now be passed along to the Senate for action. The FCA and two other QCA associations, MCAA and SMACNA, are part of executive-level discussions being hosted by AGC. These discussions are attempting to identify the threats and opportunities in proposed energy legislation, so that the associations involved can recommend to Congress their “guiding principles” for climate change legislation to be used during Congressional debate on several proposed energy and climate change bills.

We are saddened by the death of Kevin McCormick at age 59. Many will remember him for his successful sales career in the Painting Industry. The many years of his career were with Glidden, PPG, ICI Dulux, and Calumet Paint. His death came following a long illness. Kevin lived in Orland Park and grew up in the Stockyards neighborhood in Chicago. He had a Journalism degree from Western Illinois University and loved literature. At the time of his death he was pursuing his passion of writing a novel. He also was a loyal fan of the Chicago Cubs and Chicago Blackhawks. Kevin will be remembered as a loving brother and fond uncle by his family and as a friend to those who worked with him in our industry.

We also mourn the passing of Jack Shanahan at age 86. Jack is remembered fondly for his many years of dedicated service to Triangle Decorating Company. As a painting estimator, he started every workday before the sun came up in the morning, making calls to order paint that was to be at the jobsite early that day for his men in the field. Jack was one of the best, and enjoyed his years in the Painting Industry. Many stories are just now being retold of his “years with Triangle.” Jack was a beloved husband, loving father of 2 children, proud grandfather to 5, dear brother to 6, and fond uncle to many nieces and nephews. He will be remembered by those who knew him and for his influence on the painting industry in Chicago.

Chicago Painting Industry Loses Two Veterans...

The U.S. Environmental Protection Agency recently issued new rules

designed to protect children from exposure to lead-based paint during repairs and renovations to homes and commercial buildings.

Starting in 2010, construction workers must follow “lead-safe

work practice standards” designed to reduce potential exposure to dangerous levels of lead while renovating houses, child-care facilities, and schools built before 1978, the EPA announces.

The EPA is getting serious about eliminating childhood lead

poisoning, and exposure to lead-contaminated dust is the most common way children get lead poisoning.

Exposure to lead, especially for children under 6 years of age, can

affect the child’s developing nervous system and cause developmental and learning problems. Young children are particularly vulnerable, because they are likely to ingest lead by taking paint

chips into their mouths.

Under the “Lead: Renovation, Repair and Painting Program,”

which takes effect in April 2010, any work practice that creates lead hazards must be changed to eliminate the risk of exposure to lead dust. Complying with the new rule is expected to cost contractors about $35.00 per job.

The program covers rental housing and non-rental housing where

children under age 6 and pregnant mothers are living. The rule applies to renovations, repair or painting where more than 6 square feet of lead-based paint is disturbed in a room, or where 20 square feet of lead-based paint is disturbed on the exterior.

The rule will take two years to fully implement as the EPA develops

training programs and trains workers.

Contractors affected by the rule include builders, painters, plumbers

and electricians. All must post the work area with warning signs to prevent

occupants from entering that area, prevent dust and debris from spreading, perform a thorough cleanup, and verify that the cleanup was effective.

Even though lead-based paint was banned in 1978, two-thirds of

houses and half of the schools and day-care centers built before 1960 have some lead-based paint. Additionally, almost 38 million U.S. homes still have some lead-based paint.

According to the U.S. Centers for Disease Control and Prevention,

as of 2002, there were an estimated 300,000 children with elevated blood lead levels, an improvement over previous times. The new rule is the next step toward halting lead poisoning of the nation’s children.
