Development Concept and Servicing Plan

This proposal outlines the proposed subdivision and development of approximately150 acres ofNW y. SEC. 21- TP. 50 - RG. I - W.4 M (herein referred to as"Goldhart Country") into a Multi-Parcel County Residential (CRl) subdivision byReinhart Property Management ("RPM") ofLloydminster, AB.

Goldhart Country will be constructed in three Phases which will make available atotal of28 parcels of land, ranging in size from 2.0 acres to 5.0 acres. Each landparcel will be used as a single-family residential lot. Houses must conform to designregulations (minimum square-footage, construction materials, etc.) set by RPM.

Based on the occupation and land ownership of similar rural subdivisions in theLloydminster area, it is expected that Goldhart Country will also function as a"bedroom community" for the city.

Please refer to the Goldhart Country Conceptual Diagram (figure 1) for an aerial viewof the proposed subdivision. The diagram details the following plan elements:

Transportation Considerations

External RoadsThe residential lots will be accessible via two entrances from RR 14.Primary routing of traffic from all Phases will be along RR 14 to Hwy 16.

Internal RoadsThe internal road design serving the residential lots ("Goldhart Drive") loopsbetween the two entrances from RR 14."Goldhart Drive" will cross a high-pressure pipeline corridor twice withperm ission ofHusky Oil who operates the pipeline.There are eight reclaimed oil well sites on the property (figure 1). All wells havebeen capped below the surface no above ground infrastructure is present. Internalroads will be built over four of the well sites. (Municipal Reserve is designatedaround the other four well sites.)Road construction will comply with county residential specifications: 30m widecorridor with a 9m top coat. Completion will be a cold-roll asphalt surface.Pavement may be considered if some form of cost-share agreement can bereached between the County of Vermilion River and RPM as pavement (vs. coldroll asphalt) would reduce the cost to the County and taxpayers for long termmaintenance.

Utilities & Services

PowerEach lot will be serviced by ATCO Electric via either underground or overheadservice. The service to the property line will be the responsibility of the GoldhartCountry developers.

Natural GasEach lot will be serviced by the utility department of the County of VermilionRiver. The service to the property line will be the responsibility of the GoldhartCountry developers.

TelephoneEach lot will be serviced by Telus via either underground or overhead service.The service to the property line will be the responsibility of the Goldhart Countrydevelopers.

WaterEach home will be serviced via private water well(s) with the cost and location ofeach well being the responsibility of the home owner. Other wells in the area thatdraw from the same aquifer and range in depth from 190 ft to 236 ft; thedifference in depth are due to topographical variation.

SewageThe sewage system for each home will be the responsibility of the home ownerand will comply with provincial guidelines. It is expected that systems willconsist of underground septic fields, septic mounds, or a haul-out process.There are no lots large enough for a pump-out system.

GarbageGarbage will be the responsibility of the individual land owner and will be hauledto the county Transfer Site in Kitscoty.

Phase Staging PlanGoldhart Country will have 28 County Residential lots. As the Phases progress, the roadsthat serve each phase will be developed. Approximately 42.2 acres at the north cnd ofGoldhart Country will be left undeveloped as reserve for future development possibilities.

Uay will be requircd for roads. It will be serviced from:- the cutting of ditches - digging of a Stormwater Management Pond

The Phases will be developed according to the following plan.

Phase I:Phase 1will consist of 15 parcels of land located primarily in the Wand S.W. ofGoldhart Country. These are Block I: Lots 1-01, 1-02, 1-171hrough 1-21' and Block2: Lots 2-01 through 2-03, 2-1 I through 2-15.

Phase 1/:Phase II will consist of6 parcels locatcd primarily in thc center ofGoidhart Country.Thesc are Block I: Lots 1·03, 1-04; Ulock 2: Lots 2-o~ through;W!.

There will be little (if any) interference with existing acreages.

Phase 11/:Phase lIT will consist of7 parcels located in the S.r:. corner of Goldhart Country.These arc Block!: Lots 1-05 through i-08; :lnd Blod. 2. LotS:' O~ t~HVtlgh':' iO

Again, thcre will be little (ifany) interference with existing acreages.

Farmland Assessment Rating

As indicated on the Fannland Assessment Rating map (figure 3) provided by theCounty of Venn ilion River, the soil within Goldhart Country has an agriculturalrating of Class 1.

Groundwater Potential PlanGroundwater studies conducted by Musgrave Developments for the Hawkstonedevelopment indicated sufficient water in the aquifer to support additional waterdraw.

RPM wi II commission additional studies to support the above mentioned study.

Attached are various well reports from the wells on and surrounding NW-21-50-1­W4, courtesy ofthe Alberta Environment Groundwater Information System andTelus Geomatics (figure 6.1 - 6.6). They indicate varying pumping rates from 5 to 12gallons per minute. Partial chemical analysis reports were also obtained for two wellslocated on nearby E-20-50-W4.

Topography: Natural Features and Drainage

Goldhart Country's topography can be described as generally flat with slightundulation ofapproximately +5 m towards the center of the property. The oneexception to this is a treed gully in the SW comer which extends the majority of theway along the south edge of Goldhart Country.

Natural water drainage generally occurs towards the gully in the South.

Please refer 10 figure 4.

There is a small wetland area located in the NW of Goldhart Country. The wetlandarea will be compensated for by the construction of a Stormwater Management pond,and will follow the direction of Alberta Environment.

Stormwater Management PlanIn light of the Big Gully Stormwater Management Plan (BGSMP), a completeStormwater Management Plan specific to this development has been undertaken bySameng and is nearing completion.

Stormwater management would be conducted through the use of road-side ditchesand culverts draining into a controlled out-flow Stormwater Management pond. RPMplans to oversize the pond in order to prevent any problems with water during wetyears.

Fire Protection

FIRE DISTRICT: BLACKFOOTFirefighting services of the area in-and-around Goldhart Country are available fi"omthe volunteer Fire Department located in Blackfoot (figure 6)

School District

Goldhart Country falls within the boundaries of the Buffalo Trail School System.However, there currently exists an agreement between Buffalo Trail and theL10ydminster Public School System that places students from this area under theLPSS and its' bus routes. It is therefore expected that the majority of children wouldbe bussed to school in L1oydminster. Parent would be able to choose to send theirchildren to Kitscoty.

There are three proposed School Pick-Up Zones within Goldhart Country as indicatedon figure 1.

As per the agreement with the L10ydminster Public School Division, elementarystudents north ofHwy. 16 attend Queen Elizabeth Elementary School.

SignageGoldbart Country will feature 2 low-maintenance signs: one sign at each of theRR 14 entrances. Additional signage may be erected on Hwy 16 near the RR14junction with the approval of Alberta Transporation.
