COMMUNITY DESCRIPTION:

Location: The Madison County Public Water Supply District No. 1 is located in the southeast part of the state and surrounds the City of Fredericktown on three sides. The district is located around the intersection of Highway 67 and Highway 72 and is approximately 90 miles south of the City of St. Louis, Missouri. See Attachment 1.

Population, Present And Projected, And Design Year: The district is divided into a North and a South System which operate independent of each other. The project and this assessment will focus solely on the South System. The entire district serves approximately 646 connections and has an estimated population of 1,959. The South System serves approximately 270 connections. The average daily flow for the South System is approximately 60,000 gallons per day (gpd) and a max day flow of 90,000 gpd. Twenty year growth forecasts approximately 370 connections with an estimated average daily flow of 82,800 gpd and a max day flow of 124,000 gpd for the South System.

Current Methods of Supply, Storage, and Distribution: The district's supply system consists of polyvinyl chloride (PVC) pipes and range from 1.5 inches to 6 inches in diameter. One deep well provides water for the South System. The well is 550 feet deep and capable of producing 90 gallons per minute (gpm). Currently the South System has two standpipes and a ground storage tank totaling 203,800 gallons of storage with a total usable capacity of 39,903 gallofis due to operating issues and standpipes not being able to utilize most of their storage. The district adds chlorine to provide disinfection for the system.

PROJECT DESCRIPTION:

Water Supply Improvements: These proposed improvements consist of drilling a new well in the Millcreek area on Business 67 and updates to the existing well. A new well and well house will be constructed and include chlorination equipment. Updates to the existing well consist of a new high service pump with a variable frequency drive, an automated chlorine monitoring system, a new chlorine storage building, and a rehabilitated well control panel.

Water Storage Improvements: Storage improvements consist of a new tower and rehabilitating an existing standpipe. A new 100,000 gallon elevated water storage tank will be constructed near Highway H just west of Highway 67. The new tank will replace the Highway H standpipe that will be disconnected after construction of the new tower. All water lines, valves, electrical work, and fencing are included as part of the project. Improvements to the existing 30,000 gallon standpipe include a flapper valve, new ladder, ladder guard, 30 inch manway, steel gate chain, and the interior and exterior surfaces will be sandblasted and repainted.

Distribution Improvements: Approximately 27,000 feet of 6 inch water main will be constructed as a part ofthis project. Improvements include replacing 15,500 feet of pipe on Highway C in two sections, 3,500 feet of pipe on County Road 401, and 8,000 feet of pipe through the Millcreek area.

A Supervisory Control and Data Acquisition (SCADA) system will be installed on all components of the South System as a part of this project.

All proposed improvements are shown on Attachment 2 of this document.

Purpose and Need: The purpose of the project is to make the necessary improvements to enable the district to operate a water system that meets drinking water quality standards and provide reliable water service, both now and within the district's planning period.

The new elevated water storage tank will provide adequate storage for the South System by replacing and disconnecting a leaking standpipe which only provides approximately 8,000 gallons of usable storage due to operational issues within the system. The repairs to the standpipe improve safety and extend the life of the storage unit.

The new well will provide the system with an alternate source of water should the South System's other well need to be taken out of service and will provide a backup water source to the North System in the future. The improvements to the existing well will update outdated equipment and make it safer to operate by separating the chlorination system from the well.

The SCAD A system will allow proper monitoring of the wells and tanks at a central location. This will allow operators to make adjustments and respond to system issues quickly and efficiently.

Water main improvements include replacing a line that frequently breaks due to poor construction, provide looping to eliminate a dead end line, and provide a by-pass through a low elevation area that will improve system pressures.

Design Factors: Work will be performed in right-of-ways, easements, and on property owned by the water district. Construction activity will consist of boring, trenching, digging, movement of machinery over the surface, and constructing of new structures. The design standards used in this project are based on the "Minimum Design Standards for Missouri Community Water Systems," published December 2013.

The total construction cost for the proposed improvements including engineering and administrative costs is approximately $3,706,796.

ALTERNATIVES CONSIDERED:

• No Action (Not Selected)-This alternative would require the district to continue to operate and maintain the existing South System to provide water service to its customers. This alternative would result in the district not addressing their issues which include faulty water lines, inadequate storage, no backup water supply, and pressure problems.

• Action Alternative No. 1 (Selected)-This alternative includes constructing a 100 gpm well and rehabilitating the existing well. The well will be located in the Mill Creek area on Business 67 and will provide sufficient supply to the system in the event that the other well fails. Multiple sites were researched and this site was chosen due to its water quality and land access. The existing well updates will include a new chlorine storage area, an updated control panel, and a new pump with a variable frequency drive.

• Action Alternative No. 2 (Not Selected)-The district inquired about purchasing water from the City of Fredericktown on a full time basis as a means to provide a sufficient back up source of water for the entire system. The city was not interested as they do not have enough capacity to serve the city and the district.

• Action Alternative No. 3 (Selected) - This alternative includes installing a new SCADA system for the South System. The new system will be compatible with the existing SCADA used in the North System.

• Action Alternative No. 4 (Selected) - This alternative includes constructing a new 100,000 gallon elevated water tank near Highway H and rehabilitating the existing standpipe on Highway C. The new tank will replace the Highway H standpipe.

• Action Alternative No. 5 (Not Selected)-This alternative includes repairing the existing 160,000 gallon bolted steel standpipe. This option was not selected as it would not provide enough storage capacity to the system.

• Action Alternative No. 6 (Not Selected)-This alternative includes replacing the existing 160,000 gallon standpipe with another standpipe of similar size. This was not chosen as only the top 1/3 of the tank can be counted as usable storage and it would not be enough for the system.

• Action Alternative No. 7 (Selected)-This alternative includes improvements to the distribution system. A 6 inch bypass line in the Mill Creek area, water line replacement along Highway C, and a waterline loop on County Road 401. Approximately 27,000 feet of 6 inch PVC pipe will be installed as a part of this alternative.

REASONS FOR SELECTION OF PROPOSED ALTERNATIVES:

Selected Actions - Action Alternative Nos. 1, 3, 4, and 7 were selected over the other alternatives as they provide the most feasible and cost effective solutions to provide adequate source water, storage, and flows to the South System. Improvements to the existing well house and SCADA will allow the operators to run the South System in a more efficient and safe manner.

ENVIRONMENTAL IMPACT SUMMARY:

1. Primary Impacts:

a. Construction: Blowing dust, temporary surface disruption, and noise from construction equipment will occur during construction, but these impacts are expected to be minor and temporary in nature. Best management practices for erosion control measures are part of the project specifications.

The project is located in the Madison County Mines site which is actively undergoing investigation and remediation of mining waste under Comprehensive Environmental Response, Compensation, and Liability Act. Mitigation measures for excavation in the area will be coordinated and agreed to with the Madison County Health Department.

b. Environmental: Environmental impacts of the project are expected to be temporary in nature. The proposed improvements will allow the water system to operate more efficiently and provide safe and reliable drinking water to the district's customers for the next 20 years.

c. Financial: The current average residential user charge for drinking water is $42.32 per 5,000 gallons. The proposed project is expected to increase the district's average monthly residential user charge for drinking water to $65.00 per 5,000 gallons.

2. Secondary:

a. Population Impacts: This project is designed to serve the existing South System. No relocation of people or structures is anticipated.

b. Land Use And Trends: No significant change in land use trends is expected to result from this project.

c. Environmental: No significant secondary environmental impacts are expected as a result of this project.

3. Mitigation Measures Necessary To Eliminate Adverse Environmental Effects: Noise, dust, and erosion normally associated with construction will be minimized by good engineering and construction practices. Restoration of disturbed areas along the water mains will be undertaken after construction is complete. Any debris such as demolition and construction waste, trees or brush, will be disposed of properly.

The Gray and Indiana bats are included on the federal and state-listed endangered species, and Northern Long-Eared bats are included on the federal-listed threatened species list and may be present in the area. Caves known to harbor the bats are not to be entered. Tree removal shall be completed between November 1 and March 31. If more than 10 acres is to be cleared or tree removal must take place outside of the recommended timeframe, please contact the U.S. Fish and Wildlife Office in the City of Columbia, Missouri.

The U.S. Army Corps of Engineers requires stream beds and banks be returned to pre­construction contours upon completion of any water main crossings.

Mitigation measures will be coordinated with Madison County Health Department for excavating in the Madison County Mines site and will be included in the approved plans and specifications. No known remediation has previously been conducted in the project

areas.

4. Irreversible And Irretrievable Commitment Of Resources: Fuel, chemicals, and construction materials will be irretrievably committed to the project. Future funds will be committed to the operation and maintenance of the water system.

5. Positive Environmental Effects To Be Realized From The Proposed Project: The proposed improvements to the district's South System will help provide better operation of the water system, remote monitoring, additional source capacity, prevent further corrosion to the existing well house, the required minimum one day storage, and increase pressures in the system.

6. Reasons For Concluding There Will Be No Significant Impacts: The proposed project will have a positive impact on water quantity, quality, and reliability. Population densities and land use trends will not be significantly affected. Where minor impacts will occur, appropriate mitigation measures are planned.

Public Involvement: The city conducted a public meeting to discuss the proposed project improvements, the engineering alternatives, and environmental impacts of the project on September 19, 2017, at the Madison County Public Water Supply District No. 1 in the City of Fredericktown, Missouri. Notice of the meeting appeared on August 16, 2017 in the Democrat-News, a weekly newspaper of general circulation in Madison County in Missouri.
