CORE 42 Courses at MSU

• Students who do not complete either the Associate of

Arts or the CORE 42 shall receive credit at a

receiving institution for each MOTR course

completed at a sending institution.

• Students shall receive full credit for all MOTR

courses as prerequisites or requirements in the

major.

• Student with 12 or more transfer credits (excludes

FTNC students) shall complete the CORE 42 at the

receiving institution.

How is this different than the 42-Hour Block we currently have at MSU?

•MDHE – Rusty Monhollon said:

“Our (MDHE) position at the moment is dual credit

will transfer like other coursework, but the students

will not be considered transfer students.”

•Student’s taking Dual Credit are currently enrolled

in high school so can’t be considered a transfer

student until enrolled in a college or university

• All Missouri IHE will adopt the curriculum for 2018-2019

• Must have MOTR course numbers next to all approve courses

• Section on CORE 42 with links to MDHE in Catalog

• Students that begin at MSU and take MOTR courses in Fall 2018 and

transfer out to another Missouri IHE will have guaranteed transfer of

all MOTR courses

• Students that begin at MSU in Spring 2019 with 12 or more credits

will be placed on CORE 42 (with option if MSU General Education

allows to take less coursework they can switch; whichever is less

coursework should be allowed)

• Non-native student that begin Fall 2018 have not taken MOTR

approved courses yet but if come in with 12 or more MOTR credits,

should be given option to change to CORE 42

Complaints (draft)Transfer of Course Credit Not Accepted by Receiving Institution

If an institution of higher education does not accept course credit earned by a

student at another Missouri public institution of higher education, that institution

shall give written notice to the student and the other institution that the transfer of

the course credit is denied.

Written notification will not have to be given in the following circumstances:

1. Outside of Community College mission (upper division)

2. Remedial credits transferring to 4 year schools

3. Graduate course work (policy limited to undergraduate course work only)

Written notification must be sent within 10 working days of the denial of credit.

Appeals (draft)

1. Three levels of appeal

a. Two within the institution

b. Final appeal to commissioner of higher education

2. The student or institution (for whom the credit was denied) has ten

business days to file a complaint; begins on the receipt of

notification.

3. If not resolved to student’s satisfaction within 45 days, the

receiving institution justifies denial to commissioner.

4. The commissioner shall make the final determination.

5. Data will be collected on disputes and disposition.
