United States ConstitutionalAmendments require ratification from¾ of the nation’s states. However, whatabout the rest of the states? Well,apparently they can just fall through thecracks. It recently became apparent thatMississippi had not yet formally ratifiedthe 13th Amendment. Mississippi wasone of the original four states to rejectratification of this amendment in 1865,although all three of the other states didratify the amendment since then.However, apparently Mississippi nevergot around to doing this!
This “misstep” became apparent when University of Mississippi Medical Centerprofessor Dr. Ranjan Batra looked into the matter. After seeing Spielberg’sLincoln, Dr. Batra became curious and decided to research the ratification processin Mississippi. While doing this, he found that the Mississippi state legislatureeventually voted to approve the amendment in 1995, but that this legislation wasnever sent to the Office of the Federal Register and therefore never made official.Dr. Bantra then took steps to gain formal ratification of the 13th Amendment onFebruary 7th, 2013.
Of course, just because Mississippi had not ratified does not mean that they are

The South, including Mississippi, has faced its racism, and for the most part, has done awaywith it.
The Northeast hasn't.
Do you want to find racism alive and well? Go to Washington DC, Baltimore, Trenton,Boston, and Providence. In those liberal strongholds, you'll find both black and white racismflorishing.

The ORIGINAL 13th Amendment to the Constitution prohibited those with "titles of nobility"from "serving" in the government of the United States. This would have precluded ALLlawyers from seeking public office.This Amendment was in the texts of the 19th and early 20th centuries. Google "missing 13thamendment" for more . . .

I guess I'm not clear WHY a state has to change its vote because it was on the losing side.Do I have to change my vote, revote or something, if my candidate loses? Before you knowit we'll have elections won with 99% of the vote just like Cuba and Iran.
