Mission Incidents
Robbery Att. Chain Store, W/Force, Assault, Aggravated, w/ Other Weapon
On March 08, 2019 at approximately 1015 hours, while in full police uniform and operating a marked SFPD
patrol vehicle, Officer Oropeza #432 and Officer Reggi #764 responded to a call regarding a theft incident at
2020 Market St.
Sgt. Plantinga #2367 was on scene prior to their arrival. 3D117 Sgt. Mitchell #4160 responded to the scene
as backup. All Body Worn Camera Footage was activated on scene.
Upon arrival Sgt. Plantinga #2367 had an unknown black male, who was later identified as suspect 1 Scales
via Cal Photo, detained in handcuffs at 2020 Market St. Sgt. Plantinga stated that he observed suspect 1
wrestling with security, so he tackled suspect 1 and placed him into handcuffs. Ofc. Reggi met with
reporting victim 1, who is a security guard at Safeway. Ofc. Reggi observed some redness to reporting victim
l's left eye.
Reporting victim 1 stated that on March 08, 2019 at 1000 hours, she was working as a security guard at
Safeway at 2020 Market St. Reporting victim 1 stated that suspect 1 was inside of Safeway at that time.
Reporting victim 1 stated that suspect 1 selected items and bypassed the manned registers making no
attempts to pay and began walking towards the exit door.
Reporting victim 1 stated that she approached suspect 1 before he exited the store and asked suspect 1 for
the merchandise back. Reporting victim 1 stated that suspect 1 refused to give her the merchandise.
Reporting victim 1 stated that suspect 1 held out a pepper spray container in his right hand and pointed it at
her. Reporting victim 1 stated that suspect 1 said to her "get out of the way or I will spray you". Reporting
victim 1 stated that she did not get out of suspect l's way. Reporting victim 1 stated that suspect 1 sprayed
her in the face with the pepper spray container.
Reporting victim 1 stated that suspect 1 fled Safeway out of the exit door after spraying her in the face with
the pepper spray container, in violation of 211 PC.

Mission Incidents continued
Reporting victim 1 stated that she grabbed suspect 1 as he was exited the store and they began to grapple
with one another. Reporting victim 1 stated that she believed that suspect 1 hit her at some point during
the physical altercation but she was not sure.
Reporting victim 1 stated that Sgt. Plantinga came over and tackled suspect 1 to the ground without further
incident and placed him in handcuffs. The stolen items were recovered by reporting victim 1. Suspect 1 was
later transported to Mission Station where he was subsequently booked on the above listed charges.
Heroin Offense, Probation Violation, Threat or Force to Resist Executive Officer, Malicious
Mischief Vandalism to Vehicle, Warrant Arrest
On Tuesday, March 5, 2019 at approximately 1236 hours, Ofc. Sien #831 was in full uniform and in his
marked patrol vehicle.
Ofc. Sien was driving on 16th Street and made a right hand turn to southbound on Mission Street when he
recognized an individual suspect 1, with whom he has had multiple prior contacts. Ofc. Sien performed a
computer query on suspect 1 earlier in the day and knew suspect 1 had two warrants issued for his arrest,
one felony warrant form San Mateo County and one local San Francisco misdemeanor. Ofc. Sien also knew
suspect 1 was on local San Francisco probation. Ofc. Sien parked his marked patrol vehicle in front of 2022
Mission Street and exited the vehicle. Ofc. Sien walked into the southwest BART plaza and observed suspect
1 standing by the stairs. Ofc. Sien observed him manipulating an unknown object in his hands. Suspect 1
looked, made eye contact, and then proceeded to run down the stairs to the BART station. Ofc. Sien gave
chase to suspect 1 and followed him downstairs to the BART station. Suspect 1 hopped the fare gates and
proceeded to flee down to the BART platform.
There was an eastbound BART train at the platform with the doors open. Ofc. Sien saw suspect 1 through
the window inside the train and entered the train. Suspect 1 fled through the connecting doors to the next
BART train car Ofc. Sien advised suspect 1 to stop and put his hands behind his back. Suspect 1 became
combative and actively resisted arrest.

Mission Incidents continued
Suspect 1 began pushing away and blocking all of Ofc. Sien's attempts to gain control. As they were
combating the BART train left 16th Street. The BART train stopped and opened the doors at the Civic Center
BART Station.
Multiple SFPD and BART Police officers arrived on scene to assist with bringing suspect 1 out of the BART
platform and up the escalator to the street level. While suspect 1 was in handcuffs, suspect 1 threatened
Ofc. Sien by saying, "I'm going to beat your ass." Suspect 1 began to resist being brought up the escalator
and attempted to swing his head around to head butt the officers. Officer Gay #1084 held suspect l's head
to prevent suspect 1 from causing further injury to himself and the others around him.
Officer Girvin #1345 and Officer Cubas #274 and Sergeant Aloise #1303 arrive on scene in addition to other
officers. Suspect 1 was later transported to Mission Station where he was subsequently booked on the
above listed charges.
