Executive Summary Roraima Consulting Inc. (RCI) is a New York based consortium of highly skilled and qualified consultants of Caribbean origin with professional specializations in several disciplines. The company is registered in New York State. RCI’s express purpose is to leverage its various skill sets and experience for the conceptualization, formulation, implementation, management and evaluation of development projects globally. RCI partners with clients to create and implement sustainable world-class solutions to development challenges. Utilizing innovative management techniques and technologies, our approach is rooted in the needs of our clients, the transfer of knowledge and skills and the protection of the environment.

Our team possesses distinctive competences and competitive advantages gained from working in the management, telecommunication and Information technology industries and international education institutions and organizations over the past twenty-five years. Collectively, we have over 125 years of invaluable professional experience. Our strategy is to leverage the collective skills and experiences of the core management team to help entrepreneurs, institutions, organizations, governments and communities, start, develop and grow sustainable businesses and implement projects. We provide grant writing services, organizational development and training to help organizations build their capabilities for effective management, program management, project planning and implementation, telecommunications and Information technology, business development and financing. Another aspect of our business relates to the renewable energy solutions we offer our clients. About Us RCI’s Principals are specialists in their field and have years of experience, both consulting and teaching at institutions of higher education. Work History

RCI’s Principals have provided services in several countries in North America, South America, Africa and the Caribbean. In the United States, we developed satellite systems for the transmission of voice and data over extended distances. The company has converged video and data switching networks and installed LAN and WAN applications and solutions.

We formulated a broadcast system for TV and radio, advanced satellite and microwave systems for internet and telecommunications services in Guyana and have provided procurement services to the Guyana Defence Force, Guyana Sugar Corporation and other government agencies. We provided program management services to clients including to the Caribbean Community (CARICOM) Secretariat in Guyana and vendor management systems to Jamaica and Barbados. We continue to be active in the Caribbean and provide organizational development and management training services including for the Cave Hill School of Business, University of the West Indies, Barbados. Telecommunications engineering, network design, information technology, project management RCI is a leader in implementing innovative technology and increasing the efficiency, and profitability of its clients. RCI offers extensive capabilities including the development of program and vendor management, project management, information and telecommunication technology solutions and procurement services. RCI also helps national institutions and governments develop and implement telecommunications regulation and liberalization policies. Clients include government institutions, non-government organizations, internet service providers, application service providers, civil emergency units, police departments, public telephone companies, educational institutions and international organizations. RCI has developed strategic alliances with various major Telecommunications and Information Technology companies. Renewable Energy and Power Systems RCI’s Corporate Social Responsibility has motivated the company to develop a keen interest in global warming and methods to reduce global carbon footprints and greenhouse gas emissions. As a result, RCI has developed and acquired the capability to design energy policies and regulatory frameworks for the energy sector and to undertake energy audits. In addition, we specialize in the deployment of renewable energy systems including photovoltaic (solar), wind turbines and other solutions. RCI works with its engineering and environmental associates to provide both grid-tied and off-grid solar systems for residential and commercial use. We educate and encourage our clients to use renewable energy sources wherever possible.

RCI is in the process of obtaining its certification from the North American Board of Certified Energy Practitioners (NABCEP) and as an Eligible New York (NYSERDA) installer for residential and commercial photovoltaic systems. In addition to RCI’s inhouse experts and engineers who plan and design PV solar systems, we have developed strategic alliances with other renewable energy companies with considerable expertise and experience in the deployment of over 2MW renewable energy systems. RCI has also developed partnerships with major distributors of renewable components for wind, solar, bio and land fill systems.

Organizational development, management consulting and training and project management RCI has decades of experience in the business, service, higher education and public sectors in the United States and the Caribbean. We customize strategies, tools, technology and techniques, models and guides to help our clients succeed in the changing global environment and develop organizational and human capacity. Utilizing a rich toolkit of strategies, tactics, techniques and technologies, RCI partners with organizations and companies to optimize their operations and achieve superior results. We analyze the root causes, streamline work flow and provide training to engage the passion of our partners’ people, focus strategic objectives and mission critical issues, eliminate waste, help establish key performance indicators and achieve superior performance and results. Education and Training

RCI’s expertise embraces the education sector at all levels including capacity building of teachers and school officials. RCI has considerable experience in the formulation of comprehensive programs for students in primary, secondary schools and at the college and university levels to develop basic skills for employment, job creation and civic participation in national development.

RCI also has the capacity to plan, organize and implement supplementary programs including after school or holiday programs, training of pedagogical staff in urban settings, developments in curriculum enhancement and implementation with the main objectives of promoting greater efficiencies and strengthening the learning environment. RCI has the expertise to evaluate existing systems in a school or work place. At the end of the institutional assessment, RCI formulates suitable recommendations for system redesign or improvements. Where gaps exist between the expectations of educational institutions and prospective employers’ expectations, RCI crafts creative solutions with appropriate programs. Andrea Watson-James is the Chief Executive Officer of RCI. As an independent consultant, Andrea provided Organizational Development and Management Training, Program and Project Management and Evaluation, Strategic Planning and Operations Optimization services. Andrea holds degrees from the University of Guyana and the University of the West Indies, including a Masters in Business Administration (Distinction) from UWI Cave Hill, Barbados. She also has a Diploma in Professional Shipping (Norwegian Shipping Academy), studied extensively in the fields of Air Transportation Planning, Management and implementation (Massachusetts Institute of Technology, USA), Project Planning, Implementation, Monitoring and Evaluation (Carleton University, Canada) and management of information systems and technology (National University, Singapore). Andrea completed the Advanced Organizational Development/Human Resource Management (ODHRM) program at Teachers College, Columbia University, New York, USA. She is a trained Trainer, completed the Facilitation Skills Workshop under the auspices of Development Dimensions International (DDI) and is qualified to administer the Myers-Briggs Type Indicator (MBTI) (Otto Kroeger and Associates, Fairfax, VA). Having completed her basic and advanced Photovoltaic (PV) installation training and courses in PV permitting documentation and Solar Sales, Andrea is in the process of obtaining her certification from the North American Board of Certified Energy Practitioners (NABCEP) and as an Eligible New York (NYSERDA) installer for residential and commercial photovoltaic systems. Andrea’s Caribbean experience has as its focus her service with the Caribbean Community (CARICOM) Secretariat, a premier development organization in the region. For several years, she headed the transportation policy efforts at the Secretariat which included the coordination of the development of the Caribbean regional transport policy. Her last internal position was Program Manager, Organizational Development where she managed two successful, consecutive donor funded capacity development programs which benefited the Secretariat and groups and sectors in its Member States. Since 2000, Andrea has been a member of the adjunct faculty and taught Behavioral Sciences and Negotiation Skills at the Cave Hill School of Business (CHSB), University of the West Indies, Cave Hill, Barbados. She was trained in the Design and Delivery of Online Courses (eCollege) and currently facilitates the CHSB Courses online. She also was an Instructor with the Corporate Training Center, Central Florida Community College. With in excess of 20 years professional experience, she has undertaken management consulting projects in a range of areas. Andrea is a member of the Organizational Development Network (ODNetwork), the Society for Human Resource Management (SHRM) and the International Development Evaluation Association (IDEAS).

Colin Westmoreland is Senior Vice President, Telecommunications, Information Technology and Energy. Colin has over twenty-five years experience designing architecture and deploying information and telecommunications networks. Specifically, Colin designed and deployed US$1.5 billions of the most technologically advanced networks in the world to transmit and store multimedia (video, data, and voice) content. By strategically aligning with world-class technology leaders, Colin provided clients with the best in class in Information Technology and Telecommunications products and services. His products and services ensure that clients enjoy the full benefits of the Information Technology revolution.

Colin received his Telecommunications Engineering training at the Royal School of Signals, United Kingdom Army, graduated from the City College of New York with a Bachelor’s of Science Degree (Honors) in Electro-Mechanical Engineering and a Master of Science degree in Information Systems. He also holds graduate degrees from Polytechnics University in Distributed Computer Systems Engineering and Computer Science and a post graduate diploma in Relational Database System Management from Columbia University.

Having completed his basic and advanced PV training and courses in PV permitting documentation and Solar Sales, Colin is in the process of obtaining his certification from the North American Board of Certified Energy Practitioners (NABCEP) and as an Eligible New York (NYSERDA) installer for residential and commercial photovoltaic systems. Colin is RCI’s inhouse design expert for PV solar systems.

Colin is responsible for strategic direction and daily operations of Roraima Consulting Inc.'s Telecommunications, Information Technology and Energy Divisions. He was a Maintenance Switching Engineer for Microwave Communications Inc. (MCI), Senior Engineer, Advanced Customer Network, NYNEX, Manager, Strategic Planning, Bell Atlantic and Consulting Technical Member of Staff Network Planning, Verizon Global Network Inc. and as a Distinguished Member of Technical Staff, Verizon Technology Organization.

Derrick Arjune is Senior Vice President, Governance. He was the Compliance Officer of the New Swith & Company, a large real estate and mortgage company in New York, USA. In that capacity, Derrick identified and sourced capital for clients seeking to implement construction projects including houses, condominiums and hotels. His principal functions included the formulation of financial packages that optimize the use of borrowed money by clients. Mr. Arjune also oversaw the human resource department of the company. Mr. Arjune has Bachelor’s Degree from Brooklyn College and a Juris Doctor from Hofstra University School of Law. He was an associate in a Manhattan law firm which specialized in civil litigation and served as a law clerk in the King’s County Supreme Court where he did extensive legal research and authored decisions on trial motions in major cases, including the sensational Bensonhurst trial. As a member of a resort development company, he has made presentations to government agencies and private companies about the financial needs and viability of several housing and resort ventures. He is the corporate secretary of two community organizations, one of which is spearheading the start of a bank in the New York metropolitan area.

Aubrey Heath-Retemyer is Senior Vice President, Management and Education and Chairman of the Pan-African Development Foundation (PADF). He served as an officer in the Guyana Defence Force (GDF), during which Aubrey specialized as a military engineer. He attended the University of Guyana and obtained a Bachelor’s Degree in Mechanical Engineering. He also participated in several military courses overseas.

Upon migrating to the United States of America, Aubrey began teaching Mathematics. He later attended New York University and obtained a Master of Arts Degree in Education. After developing his skills as a teacher, Aubrey became head of the mathematics department and was later selected as a New York City Regional Math Coach. In this capacity, Aubrey was responsible for capacity building in schools. He has worked on several projects to develop comprehensive programs to address the needs of students and staff in urban communities. In some cases, these programs involved the development of after-school programs in order to address the needs of at risk students. Aubrey also has a Master of Science Degree in Education from Brooklyn College.

Aubrey has worked with several teams within the New York City system in implementing State and City standards in several subject areas.
