The appointment of standing and ad hoc committee s

of Senate, and of Senate representatives on Universit y

committees, for the Session 1957-58, had been referred t o

the Chair in consultation with members of Senate and of th e

Faculties concerned . The Secretary read the membership o f

each of these committees for 1956-57, changes for 1957-58 ,

and terms of reference . It was agreed that the Committee s

on Catholic Education, on Roman Catholic Theological College,

on August 26th, 1957, had approved extra-sessional credi t

that the staff and students of the School of Forestry o f

Sopron University now here be constituted a Division of the

Faculty of Forestry, to function and be administered as a

School of the Faculty of Forestry .

next two years because of the small number of student s

enrolled (only one or two) . Dean Andrew explained that thi s

referred to suspension of Agricultural Engineering as an

administrative unit, but that teaching in Agricultural

Mr . B . Flathe r

The Senate on August 24th, 1956, had approved a

recommendation of the Faculty of Medicine that Mr . Barri e

Flather be required to withdraw from that Faculty for th e

Session 1956-57 ; and had authorized the President to appoin t

a small committee to consult with Mr . Flather in case h e

wished to apply for re-admission in 1957-58 .

This committee had met in August, 1957, and ha d

recommended that Mr . Flather's application for re-admission

to Third Year Medicine be accepted, with due warning to Mr .

Flather of Calendar regulations in respect to examination s

and advancement . Pending action by Senate, Mr . Flather ha d

been permitted to register and to attend classes .

Dr . Friedman )Dr. Foulks ) That Senate approve the recommendation

of the committee that Mr . Flather bere-admitted to Third Year Medicine .

Mr.S .O . Akintobi

The Faculty of Medicine on October 9th, 1957, ha d

recommended to Senate that Mr . S . 0 . Akintobi, who ha d

failed in four subjects of First Year Medicine in May, 1957 ,

had been granted special supplementals and in August, 1957 ,

had failed in three of these subjects, should be required t o

withdraw from the Faculty of Medicine . Mr. Akintobi's appea l

against this recommendation had been considered by th e

Senate Committee on Student Appeals .

that, while in ordinary circumstances the Committee woul d

have no hesitation in supporting the recommendation of th e

Faculty, it had been impressed with Senate's concern in th e

past for students from other countries . As a result, th e

Committee recommended "that provided he can give assurance s

of full financial support and of his ability to devote ful l

time to his studies, Mr . Akintobi be permitted to repea t

First Year Medicine on probation . "

Dean Gage )Dean Chant) That the report and recommendation of th e

Committee be approved, and that Mr .Akintobi be permitted to repeat Firs tYear Medicine on probation, provided tha tthe Nigerian Government is fully aware o fthe circumstances of his re-admission an dis prepared to support him .

Dean Gage expressed his thanks to the members o f

the Committee, and to the Faculty of Medicine for it s

sympathetic attitude throughout the deliberations of the

Committee .

Faculty of Arts and Science-re Supplemental s

The Faculty of Arts and Science, on October 9th ,

1957, had approved and recommended to Senate that regulatio n

1(a) under "Supplementals", page 82 of the 1957-58 Calendar ,

be amended to read :

"In the Winter Session, a candidate will be granted asupplemental in a subject which he has taken durin gthe Session provided -

(i) he has written the final examination and ha s

Faculty of Graduate Studies-Re Time Limit for Master' sDegre e

The Faculty of Graduate Studies, on October 15th ,

1957, had approved and recommended to Senate a resolution

that Master's candidates be required to complete thei r

programmes within five years, and that the approval of th e

Executive Committee be necessary for any extension beyon d

this period ; this regulation to appear in subsequent issue s

of the University Calendar .

The Shapiro Bursary

This bursary of 450 .00, the gift of Mr . and Mrs .Benjamin Shapiro and Lillian Shapiro, provide sassistance for worthy and deserving students . I twill be awarded to a student in any year an dfaculty who has good standing and requires som efinancial aid .

annually, and that Mr . Willis H . Small of Eugene, Oregon ,

British Columbia had established a student aid fund fo r

students in Pharmacy, with liberal repayment terms .

The Secretary read a letter from Dean Matthews o n

behalf of the Committee on Recreation, Athletics and Physica l

Education, recommending that the terms of reference of thi s

Committee should be as follows :

To consider and to make recommendations concernin greports already presented to Serrate by the AlumniCommittee on Athletics, the Men's Athletic Committee ,the Committee on Compulsory Physical Education, th eCouncil of the School of Physical Education, and th eStudent Committee on Extra-mural Athletics (the so -called Beck Committee) .

To examine the effectiveness of the present programm eof physical education and of extra-neural and intra-mural athletics for students at the University o fBritish Columbia .

Victoria College Council

Dr . Hickman stated that the Annual Assembly o f

Victoria College would be held on Friday evening, Octobe r

18th .

Registration for 1957-58 totalled 394 in Arts an d

Science ; 13 in First Year Commerce ; 265 in Education . Fo r

the First Term in the Evening Division, there were 165

students registered for credit courses and 322 for non-credit .

The Secretary read a list of courses for credi t

in the Third and Fourth Years which Victoria College wishe d

to offer at the 1958 Summer Session .

and Fourth Year courses by Victoria Colleg ein the Summer Sessions, and that detail sas to the actual courses to be offeredat any given time be referred to theappropriate University committee fo rdecision in consultation with Dr . Hickman .

Statement on Victoria Colleg e

Copies of a statement as to the possible futur e

development of Victoria College, drafted by the President

Wednesday, October 16th, 1957 2485and a small group of University Faculty members, wer e

circulated at the meeting . The President suggested tha t

this document when modified to the acceptance of Senate ,

might be sent to the Victoria College Council and th e

Victoria Chamber of Commerce as a statement of University

policy with respect to the future of the College .

It was agreed that any comments on the statemen t

by individual members should be sent to the President prio r

should be considered confidential, but that Dr . Hickman

might be authorized to discuss it in a personal an d

confidential way with any members of the Victoria Colleg e

Council if he thought it appropriate to do so .

Grant from Private Broadcaster s

At the previous meeting, the President had reporte d

that the private broadcasters in British Columbia had offere d

to make a grant of approximatelyp10,000 .00 annually for five

years to develop a training programme in mass communication s

such as radio and television . In amplifying this announce-

ment, Dean Andrew stated that courses differing from year t o

year would be offered through the Department of Universit y

Extension . It was hoped that eventually a programme o f

credit courses might be developed .

Requests for a Library Schoo l

Letters were received from the British Columbi a

Parent-Teacher Federation urging the Provincial Governmen t

and the University to establish a graduate library schoo l

at the University, and from a committee of the Albert a

Library Board enquiring as to the possibility that th e

University of British Columbia might establish a library

school in the near future . It was agreed that Mr . Harlo w

and the Senate Library Committee or a sub-committee shoul d

prepare for consideration of Senate a statement as to th e

desirability of a library school on this campus in the nea r

future, and as to its cost .

Requests for a Faculty o fDentistry

Letters were received from the Central Interio r

Districts of Women's Institutes and the Central Vancouve r

Island Union Board of health, urging the establishment o f

a School of Dentistry at the University .

The President reported that His Honour Judge J . B .

Clearihue, who had served twenty-two years as a member o f

the Board of Governors and who was still a representativ e

of the University on the Victoria College Council and Chair -

man of the Council ; and the Honourable Mr . Justice J . M .

Coady, who had served eleven years as a member of the Boar d

of Governors, had been replaced as Government appointees o n

the Board by Mrs . Frank M . Ross and Mr . Walter Koerner . Mr .

Einar Gunderson had been appointed to the Board to complet e

the term of Dr . A . E . Grauer, upon Dr . Grauer t s election a s

representatives ; a meeting of the Canada Council at whic h

V700,000 .00 had been allocated to the capital building fun d

of the University of British Columbia in the field of th e

arts, humanities and social sciences ; and a meeting of th e

Committee on Higher Education of the Canadian Conference o n

Death of Mrs . Wesbrook

The President reminded the members of Senate tha t

Mrs . F . F . Jesbrook, widow of the first President of th e

University, had died on September 17th at an advanced age .

It was agreed that a memorial should be prepared and recorde d

in the minutes of Senate, with a copy sent to Mrs . Wesbrook' s

daughter .
