STAFF DISCLOSURE OF INTEREST Nil IN BRIEF/ SUMMARY RECOMMENDATION
The monthly Town Utilities and Plant report details the activities carried out by the Town Utilities and Plant Department.
BACKGROUND
The monthly Town Utilities report has been identified by the Council as the process of reporting the activities carried out monthly by the Town Utilities and Plant Department.
COMMENT
Technical Services and Administration
Engineering infrastructure, asset management, planning, design and surveys were carried out in-house during April. The engineering staff continued to provide customer service to the Gwydir Shire residents.
Water / Sewerage Supply (all sites)
The water supply and sewerage schemes are being maintained.
Staff attended four (4) water main breaks, repaired 18 service lines, replacing two (2) from the main to the meter. Eight sewer blockages were attended to and plumbing work was undertaken at the Bingara Medical Centre.
One new sewer connection was installed in Spring Street, Bingara and sewer main extension work commenced in Dinoga Street, Bingara.
Bingara water treatment plant required an air compressor to be replaced during April.
Replacement of water main on the Gwydir River Bridge Bingara with two (2) new ductile iron water pipes will be installed under the new walkway in conjunction with the Roads and Maritime Services commencing 2 May 2016.

Bingara Showground
The Showground continues to be maintained.
Events in April included:
Pony Club minicamp – 15-17th April
Plant and Workshop
1 Plant Replacement
The replacement of Council’s 20 tonne excavator was adopted in the April Council meeting and the new machine is due Mid-June 2016.
2 Workshop
Service and repairs of Council’s fleet has been undertaken during April. A mower transport trailer is currently under construction in the fabrication section.
Major plant items under repair include:
Plant 1465 Caterpillar 12H Grader – final drive pinion bearing replacement
Plant 1132 Hamm Roller – Engine reconditioning

CONCLUSION
The activities carried out by the Town Services Department are in line with the 2015/16 Management Plan and otherwise as directed.
CONSULTATION
Consultation is carried out within the Town Utilities, Technical Services and Environmental Services during the month.

Policy implications are those relating to the 2015/16 Management Plan and the Engineering Policies of Gwydir Shire Council.

STAFF DISCLOSURE OF INTEREST Nil IN BRIEF/ SUMMARY RECOMMENDATION The monthly Technical Services report details the activities carried out by the Technical Services Department during April 2016.
BACKGROUND
The monthly Technical Services report has been identified by Council as the process of reporting the activities carried out monthly by the Technical Services Department.
COMMENT
1. Technical Services and Administration
Technical Services infrastructure, planning, design and surveys were carried out in-house. The Technical Services staff continued to provide customer service to the Gwydir Shire residents.
1.1 North West Weight of Loads Committee
A meeting was held on 7 March 2016 and minutes attached (Attachment 1).
1.2 Emergency Services
Local Emergency Services Meeting (LEMC)
The next meeting is scheduled for the 10 May 2016.
NSW RFS - Service Level Agreement
A meeting was held on the 17 March 2016, minutes attached (Attachment 2).
RFS - Fire Hazard Reduction
Specified locations around the townships of Bingara and Warialda continue to be maintained by Council’s Parks and Gardens and Technical Services teams.

2. Engineering Services
2.1 Construction/ Rehabilitation – Regional and Local Roads
MR134 Delungra Rd repair project
All construction work is complete except for line marking which is booked for mid May.
RR7705 North Star Road repair project
All construction work is complete except for line marking which is booked for mid May.
SR3 Elcombe Road Roads to Recovery project
Stage 3 is approx. 1100 m long and is well underway with the primer seal programmed for mid May.
Regional and Local Roads reseals
Resealing work has been completed on various sections of RR63 Warialda Rd, Horton Rd, Copeton Dam Rd, Elcombe Rd, Mosquito Creek Rd and Croppa Creek Rd.
2.2 Maintenance Works – Local, Regional and State Roads

2.3 Roads Maintenance Council Contract – Works Orders issued by Roads and maritime Services (RMS)
All Work Orders issued by RMS are quality assurance schedule of rates projects carried out by Council staff under the Roads Maintenance Council Contract with RMS.
The MR63 Alan Cunningham Rd ‘Mt Rodd’ construction project is progressing well with Stage 2 of 2 expected to be completed in mid-May.
Preconstruction is currently underway on two proposed stabilisation projects that were originally proposed for next year however have been brought forward to May/June this financial year. The two sections are the HW12 Gwydir Highway east of Holden St Warialda which is 1550 m long and a section on MR63 Alan Cunningham Rd 5 km north of Bingara which is 530 m long.
Heavy patching is underway on HW12 Gwydir Highway and is expected to be completed in mid-May.
2.4 Rural Roads 2015-2016 Capital Works Program
The program has been attached – Attachment 3.
2.5 Other Services
2.5.1 Street services continued to be maintained for vehicular, pedestrian and public conveniences.
2.5.2 Stormwater drainage facilities continue to be maintained.
2.5.3 Aerodromes at Warialda and Bingara continue to be maintained and inspections are done monthly.
2.5.4 Existing quarry sources are continually being utilised and future sources are being investigated as time permits with other competing projects.
2.5.5 The radio and television towers continued to be maintained.
3. Design and Asset Services
Survey, design and soil testing is continuing for the 2015-2016 and 2016-2017 works programs. Progress is as follows:
Warialda HPV Route – Detailed design approaching completion. Process for acquisition of road corridor from Crown Lands commenced
Warialda HPV Route – Detailed design of effluent dump and wash down bay, survey of powerlines and AAPT fibre line tracking
SR3 Elcombe Road – Culvert design and revision
GIS activities this month include:

4. Road Safety Program
March 2016
Title: Restricted Access Vehicle (RAV) Route Assessments
Description: Access to the road network for heavy vehicle combinations and controlled access buses is subject to specific route assessment using the NSW Route Assessment Guide. The Road Safety Officer with the assistance of the Engineering Department is responsible for undertaking such assessments and preparing the necessary reports.
Timing: When required Status: As required.
Inspections have been undertaken on a further three (3) roads. These being an eight kilometre section of Oregon Road (SR 13), a further section of Gil Gil Creek Road (SR 63) up to Alma Lane (SR 258) and Alma Lane (SR 258). Assessment reports will be completed in the coming weeks.
Other Activities
The Road Safety Officer continued the coordination the Child Restraint Hiring Program. Currently the Road Safety Program has a total of 14 child restraints in the hiring program. The quarterly hiring rates (YTD) for the program are:
March 2015 Quarter – 21%
June 2015 Quarter – 22%
September 2015 Quarter – 32%
December 2015 Quarter – 31%
March 2016 Quarter – 31%
June 2016 Quarter (QTD) – 19%
The Road Safety Officer presented at the Traffic Offenders Intervention Program. This is an ongoing commitment with regular presentations being given once every six (6) weeks.
The Road Safety Officer participated in three (3) Cotton Transport Forums organised by Cotton Australia. These being held in Moree, Mungindi and Goondiwindi.

2015/2016 Road Safety Campaigns
Title: North West Heavy Vehicle Breakfast Forum
Grant: $1,000 from RMS $3,000 from Moree Plains Shire Council
Description: To host the 2015 North West Heavy Vehicle Breakfast Forum in Moree on Tuesday, 18 August 2015. It is anticipated that 50 people will attend the forum on the day.
Timing: 18 August 2015
Status: Completed
Title: Slow Down
Grant: $5,000 from RMS $4,000 from Moree Plains Shire Council
Description: This project aims to reduce the percentage of vehicle including trucks speeding at 6 locations during October and November and again during May. These time periods were identified using the RMS supplied crash data. It will also provide information about sharing the road, driving to conditions and travelling on gravel roads.
Timing: 01 September 2015 to 30 June 2016
Status: Unfunded
This campaign was unsuccessful in obtaining funding from RMS for the 2015/2016 financial year.
Title: Free Cuppa Program
Grant: $18,000 from RMS (includes $3,000 for Moree Plains & Gwydir Shires)
Description: This project will be implemented in Bathurst, Blayney, Cabonne, Dubbo City, Forbes, Gilgandra, Gwydir, Lachlan, Moree Plains, Narrabri, Orange City, Parkes, Warrumbungle and Wellington. The program will be implemented in conjunction with local businesses to encourage travellers to stop and take regular breaks from driving. The program will include; a 'free cuppa for the driver' scheme, a prize draw for drivers who take part in the scheme, erecting roadside banners, media coverage, promotion in caravan parks/motels and tourist information centres.
Timing: 31 August 2015 to 30 June 2016
Status: In progress
Free Cuppa is progressing well with lots of positive feedback being received via the Facebook page.

The Free Cuppa page itself now has over 6,650 likes and in the last 28 days has reached over 161,100 people. 13,134 people have actively engaged with the page.
The campaign will continue through to 31 May 2016.
