President

1. Resumption of the session

The sitting opened at 17.00.

2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3. Statements by the President

The President said that 27 January 2011 would be the 66th anniversary of the liberation of the Auschwitz- Birkenau concentration camp.

The President recalled that on 13 January 2011 Lithuania had commemorated the 20th anniversary of ‘Bloody Sunday’ when the Soviet army had tried to overthrow the democratically elected government. He took the opportunity to express solidarity with the people of neighbouring Belarus, who were still awaiting freedom and democracy in their country.

The President welcomed the ratification by the European Union on 23 December 2010 of the UN Convention on the Rights of Persons with Disabilities, which would be a means of guaranteeing equal rights for the approximately 80 million people with disabilities in the EU.

The President expressed his concern at the disappearance of the Chinese opposition activist Gao Zhisheng and appealed to the Chinese Government to reveal his state of health and his place of detention.

He recalled that Hungary had taken over the Presidency of the Council of European Union from Belgium at the start of the year.

The President concluded by referring to the recent elections in Belarus and to the clashes in Tunisia and expressed Parliament's solidarity with the victims and the governments of the countries recently struck by natural disasters.

4. Composition of committees and delegations

At the request of the Verts/ALE Group, Parliament ratified the following appointment:

Delegation for relations with the NATO Parliamentary Assembly: Indrek Tarand to replace Reinhard Bütikofer.

5. Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

— agreement between the European Union and Georgia on the readmission of persons residing without authorisation;

— free trade agreement between the European Union and its Member States, of the one part, and the Republic of Korea, of the other part;

— agreement between the European Union and Japan on mutual legal assistance in criminal matters;

— agreement between the European Community and the Government of Japan on cooperation in science and technology;

— voluntary partnership agreement between the European Union and the Republic of Cameroon on forest law enforcement, governance and trade in timber and derived products to the European Union (FLEGT);

— proces-verbal of rectification of the Economic Partnership Agreement between the CARIFORUM States, of the one part, and the European Community and its Member States, of the other part, signed at Bridgetown, Barbados on 15 October 2008 and at Haiti on 10 December 2009;

— protocol between the European Community and the Republic of Lebanon establishing a dispute settlement mechanism applicable to disputes under the trade provisions of the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Lebanon, of the other part;

— protocol between the European Union and the Arab Republic of Egypt establishing a dispute settlement mechanism applicable to disputes under the trade provisions of the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Arab Republic of Egypt, of the other part;

— protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and Ukraine, of the other part, on a framework agreement between the European Union and Ukraine on the general principles for the participation of Ukraine in Union programmes;

9. Order of business

The following spoke: Potito Salatto, who requested Catherine Ashton (High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission) to present a report to Parliament on the situation of Christians in the world. (The President replied that a debate on this subject would be held on Wednesday.)

The following spoke: Nikolaos Chountis (on the basis of Rule 173), who deplored the fact that for the third consecutive time no question to the Council was included in the agenda of this part-session as provided for by Rule 116 of the Rules of Procedure. (The President replied that the Bureau would take a decision on this matter in the light of the Treaty of Lisbon.)

11. Situation in Tunisia

Jerzy Buzek (President of the European Parliament) made a statement on the events that had occurred in Tunisia. He expressed his condolences to the families of the victims of the clashes with the police and paid tribute to the memory of Mohamed Bouazizi.

Parliament observed a minute's silence.

The President praised the determination and courage of the Tunisian people and expressed Parliament's support for them. He called on the Tunisian authorities to:

— free all the people that had been arbitrarily arrested;

— ensure that independent inquiries were carried out into accusations of corruption, killings and the excessive use of violence;

— hold, in a timely manner, free, transparent, pluralist and democratic parliamentary and presidential elections that were open to national and international scrutiny;

— put together a national unity government representing all Tunisians.

15. Composition of Parliament

Christophe Béchu had resigned as a Member of the European Parliament with effect from 1 January 2011. Parliament established the vacancy with effect from that date under Rule 4(1) of the Rules of Procedure.

The French authorities had notified Parliament of the election of Agnès Le Brun to replace Christophe Béchu as a Member of the European Parliament. Under Rule 4(1), Parliament noted this with effect from 1 January 2011.

Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously signed a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Agnès Le Brun would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
