Prof. Partha S. Ghosh and Prof. S.K. Dolui were granted leave of absence as they could not
attend the meeting because of other commitments.
Prof. Mihir K. Chaudhuri, Chairman extended warm welcome to the members. Since the tenure
of the four Visitor’s Nominees namely, Prof. Birendranath Datta, Prof. Iftekhar Ahmed, Dr. Devi
Singh and Prof. Partha S. Ghosh, on the Board of Management of our University will be
completed on 24.05.2015, the Board, with heartfelt thanks, placed on record their valuable
guidance and support to the University.

Then the Chairman highlighted the academic and other achievements of the University during
the tenure of the current Visitor's Nominees for their kind appraisal as follows:
Notable placement of students and qualifying NET/GATE/SLET in large number;
Active participation of students' in variety of extra- curricular activities like sports,
cultural events, debate, quiz, etc.;
Winning of national and international awards in cultural events;
Establishment and introduction of new departments/programmes in keeping with the
mandate of Tezpur University Act;
Remarkable achievements of faculty members in teaching, research and development;
Winning awards at National / International levels by faculty members;
Infrastructural development including buildings, laboratories;
Furnishing laboratories with sophisticated instruments/equipments and developing
facilities for teachers, staff, students and campus dwellers;
Institution of IPR Chair, Lokapriya Gopinath Bordolai Chair and Srimanta Sankaradeva
Chair;
Installation of busts of doyens of Assam on the campus so that the younger / future
generation can know about these personalities and get inspired.
As called upon by the Chairman, the Secretary Dr. Biren Das presented the items on the agenda
chronologically.

Management are placed for consideration of acceptance by the Board.

To consider for acceptance of the minutes of the 42nd meeting of the
Finance Committee of Tezpur University held on 21.03.2015
The minutes of the 42nd meeting of the Finance Committee, Tezpur University
held on 21.03.2015 are placed for consideration of acceptance by the Board.
Decision With the advice from the Chair, the Finance Officer presented the proceedings
of the 42nd meeting of the Finance Committee held on 21.03.2015 before the
house. After discussions and deliberations, the Board approved the minutes of
the Finance Committee meeting including the recommendations on the Revised
Estimates for the year 2014-15 and the Budget Estimate for the year 2015-16.
The minutes of the 42nd meeting of the Finance Committee are accepted.

Promotion of faculty members under Career Advancement Scheme (CAS) of the
UGC
1. Dr. Poonam Mishra, Assistant Professor (Stage-I), Department of Food
Engineering and Technology has been recommended by the Screening cum
Evaluation Committee for promotion under CAS to the position of Assistant
Professor (Stage-II) with higher Academic Grade Pay of Rs. 7000/- in the pay
band – 3: Rs. 15600-39100/- w.e.f. 09.03.2014 which is personal to her till she
holds the post.
2. Dr. Nandan Sit, Assistant Professor (Stage-I), Department of Food Engineering
and Technology has been recommended by the Screening cum Evaluation
Committee for promotion under CAS to the position of Assistant Professor
(Stage-II) with higher Academic Grade Pay of Rs. 7000/- in the pay band–3: Rs.
15600-39100/- w.e.f. 11.03.2014 which is personal to him till he holds the post.
3. Mr. Laxmikant Shivnath Badwaik, Assistant Professor (Stage-I), Department of
Food Engineering and Technology has been recommended by the Screening cum
Evaluation Committee for promotion under CAS to the position of Assistant
Professor (Stage-II) with higher Academic Grade Pay of Rs. 7000/- in the pay

Information Officer as “Non- Vacation Other Academic Staff” as notified vide

With the permission from the Chair, the Secretary, Board of Management, Dr. Biren Das placed
the following three matters for kind perusal and advice of the hon'ble members of the Board.
i) on achievement of Folk Orchestra Team of the University students adjudged the best team in
the 8th South Asian Universities International Youth Festival 2015.
ii) on the matter of receipt of a letter from Hon'ble Member of Parliament, Shri Ram Prasad
Sharma on the matter of 'alleged glaring instances/activities of the Vice Chancellor and
iii) on the matter of harassment of a Research Scholar by Dr. Tapas Medhi, Assistant Professor,
Department of Molecular Biology and Biotechnology (MBBT), TU.
After deliberate discussions on the above three matters, the Hon'ble members of the Board
i) Congratulated the University Team for being adjudged the Best Team in the 8th South Asian
Universities International Youth Festival 2015 and advised for a token gift (Rs. 1000/-) to each
of the participating students.
ii) Advised the vice Chancellor to keep the spirit of working for the greater interest of the
University.
iii) Expressed concern on conduct of a faculty member and advised the Vice Chancellor to act as
per rules on getting the report of the 'Internal Complaints Committee' as per provisions of law.

When the Chairman put the house for open discussion or any suggestion,
i) Prof. Iftekhar Ahmed suggested that some interaction of Mass Communication and Journalism
(MCJ) students and faculty members should be arranged with renowned scholars and media
personalities for new ideas. The Vice-chancellor thanked Prof. Ahmed for his suggestion. Prof.
Ahmed informed that DTH has allotted twenty educational channels to MHRD and Tezpur
University can try for one such channel. Prof. Ahmed will extend all possible help, if required,
for the same. The Vice-chancellor informed that the University will write to the concerned
officer in MHRD in this regard.
ii) Prof. Birendranath Datta, Prof. Iftekhar Ahmed and Prof. Devi Singh were felicitated at the
end of the meeting. Explaining the experience they have gathered during their tenure, all the
above members thanked all in the University.
The meeting ended with a vote of thanks to and from the Chair.
