Apologies had been received from Cllr Chapman. Cllrs passed on their condolences to the family and friends of Mr John Jackson who had recently died. He was an active member of the community and would be sadly missed. 21/046 PARISH COUNCILLOR VACANCY The Clerk confirmed no applications had been received. 21/047 DECLARATION OF INTERESTS No Cllrs declared an interest. 21/048 PUBLIC PARTICIPATION SESSION WITH RESPECT TO ITEMS ON THE AGENDA AND OTHER MATTERS THAT ARE OF MUTUAL INTEREST No member of the public wished to speak. 21/049 WARD & COUNTY COUNCILLORS TO ADDRESS THE MEMBERS IF PRESENT Cllr Chapman had sent an update on the Local Plan. 21/050 21016 CONFIRMATION OF MINUTES RESOLVED that the minutes of the meeting held on Thursday 11 th February 2021 were a true record of the meeting and would be signed by the Chairman outside the meeting. 21/051 21017 21018 PLANNING APPLICATION 1) PLANNING APPLICATION: 210399. RESOLVED that Wormingford Parish Council have no comment on application 210399. 2) PLANNING APPLICATION: 210571. LAND EAST OF FOLLEY COTTAGE, COLLETTS CHASE, WORMINGFORD, CO6 3AU. CHANGE THE USE OF LAND FROM AGRICULTURAL TO RECREATIONAL/LEISURE PURPOSES TO PROVIDE TWO LAKESIDE HOLIDAY UNITS RESUBMISSION OF APPLICATION 202622. RESOLVED that Wormingford Parish Council object to planning application 210571 and the following comments be sent to Colchester Borough Council: Wormingford Parish Council discussed this revised application and noted that the proposed number of Shepherds huts has been reduced to two. 21/045 WELCOME, APOLOGIES FOR ABSENCE

The Chairman welcomed everyone to the meeting. Apologies had been received from Cllr Chapman.

Cllrs passed on their condolences to the family and friends of Mr John Jackson who had recently died. He was an active member of the community and would be sadly missed.

NOTIFICATION OF AGRICULTURAL OR FORESTRY DEVELOPMENT – PROPOSED BUILDING.

RESOLVED that Wormingford Parish Council have no comment on application 210399.

2) PLANNING APPLICATION: 210571. LAND EAST OF FOLLEY COTTAGE, COLLETTS CHASE, WORMINGFORD, CO6 3AU. CHANGE

THE USE OF LAND FROM AGRICULTURAL TO RECREATIONAL/LEISURE PURPOSES TO PROVIDE TWO LAKESIDE HOLIDAY UNITS –

RESOLVED that Wormingford Parish Council object to planning application 210571 and the following comments be sent to Colchester Borough Council: Wormingford Parish Council discussed this revised application and noted that the proposed number of Shepherds huts has been reduced to two. Notwithstanding, Councillors still maintain that the following issues are of concern and would object to application 210571:

Parish Council would like to support its residents in the issues that have been raised in their objections. Concern was raised over the access to the site and the junction with the Main Road. The condition of the road with steep drop offs in some places and lack of passing places was also raised. Concern over the increase of vehicles on the Public Footpath and therefore the safety of pedestrians. Why is it necessary to construct a shower toilet block when the Shepherd’s huts have these facilities? Lack of facilities within the village for visiting tourists. Disruption to residents and wildlife due to increases of light and noise. Concern over the change to the peaceful and rural nature of the area. The Area is classed as an Area of Outstanding Natural Beauty.

PLANNING APPLICATION UPDATE

1) PLANNING APPLICATION: 210287. CROWN PIECE, CHURCH ROAD, WORMINGFORD, CO6 3AD.

The Clerk confirmed that no decision had been made.

2) PLANNING APPLICATION: ESS/11/21/COL. COLCHESTER SKIP HIRE, GREENACRES, PACKARDS LANE, WORMINGFORD, CO6

SPEEDING

The Chairman confirmed that a resident had complained about the speed of traffic on the Fordham Road, this has been reported to the Police by the Clerk. Discussions were held on how to reduce the speed of traffic in the village. The Clerk was asked to contact Sudbury Town Council to ask about the recently installed solar powered Vehicle Activated Signs. It was suggested that the road markings could be improved and perhaps the speed restrictions could be looked at in this area with a view to extending the 30mph zone. This item would be brought back to the April meeting.

S106 MONEY

The Clerk confirmed that from the Longs Farm development there was £2,449.37 of S106 money for Community and £1,009.43 for Leisure. Mr Jones would be asked for an update for the April meeting on current funding for the Pavilion.

REC TRUST

Mrs Tansley confirmed that the Village Hall remained closed for lockdown other than the Post Office, this would remain until no earlier than the 17th May. The Elections would be held using the hall on the 6th May. Mrs Tansley explained that the Electricity Safety Certificate in the Pavilion needed to be updated and work was currently being carried out. The roof on the sports pavilion had been replaced and the leak in the porta cabin was due to be fixed. The kitchen window in the village hall had to be repaired at a cost of £120 as this had been broken.

DEFIBRILLATOR

The Clerk confirmed that the defibrillator cheque had not contained the VAT due to an error in the invoice, cheque 101429 would therefore be cancelled and a new cheque issued. RESOLVED to cancel cheque 101429 and reissue a new cheque to Active Med Supplies Ltd.

PLAY AREA

The clerk confirmed that the documentation gifting the play area equipment to the Recreation Trust was now signed by all parties and the hand over would take place on the 1st June 2021.

RESOLVED to gift the play area equipment to the Recreation Trust on the 1st June 2021.

The signage for the basketball hoop had now been installed.

The Clerk confirmed that the Government stated that the play area could remain open during the current lockdown.

RESOLVED that the May meeting will take place on Wednesday 5th May. RESOLVED that the Annual Parish Assembly Meeting would not take place in 2021 due to COVID restrictions.

BUS SHELTER

Discussions took place on cutting back the brambles behind the Bus Shelter on the Main Road. It was discussed that this should take place at the beginning or the end of the growing season in line with Council best practises. Cllr Bryne agreed to circulate a document after the meeting to be looked at regarding verge management. Cllrs agreed that the brambles were an issue to bus users and should be looked at but consideration would need to be agreed on when a cut could be made. This item would be brought back to the April meeting.

CORRESPONDENCE RECEIVED

All correspondence had been circulated to Councillors. It was noted that the Wormingford Gliding Club had written to the Parish Council to confirm that instructors are allowed to resume flying in the current COVID restrictions, in order to remain up to date with flying hours.

CHAIRMAN & CLERK’S REPORT

Cllr Fenn raised concern over trees being cut down on Packards Lane, Cllr Bentley agreed to take a look for a second opinion. Cllr Bentley had asked the Clerk to arrange for CBC to carry out a litter pick on the Fordham Road from Packards Lane to the B11058. Cllr Fenn asked the Clerk to report the fly tipping on Packards Lane on the junction to the Main Road.
