COMMUNITY SERVICES

1.1 Supply of Gymnasium Equipment to Monash Aquatic and Leisure Services NOTE: Cr Perri disclosed an indirect interest in this item as a member of the Oakleigh Recreation Centre Gymnasium. The Councillor left the Council Chamber at 7.35 pm, before the Council considered the matter and returned at 7.37 pm, after the Council had considered and voted on the matter.

That Council awards a contract for: 1. The provision of treadmills on a 48-month operational lease arrangement for the

amount of $2,198.37 per month (inc GST), at a total cost of $105,521.76(inc GST)to the Fitness Generation Pty Ltd;

2. The provision of strength equipment on a 48-month operational lease

arrangement for the amount of $1,482.75 per month (inc GST), at a total cost of $71,172(inc GST) to The Fitness Generation Pty Ltd, and; 3. The provision of spin bikes on a 48-month operational lease arrangement for the amount of $1,030.10 per month (inc GST), at a total cost of $49,445 (inc GST) to Life Fitness Pty Ltd.

In response to a question from Cr Dimopoulos, the Chief Executive Officer advised that work had been undertaken previously in regard to purchasing versus leasing and leasing was found to be more cost effective.

1.2 Cultural Event at the 2010 Ashwood Chadstone Family Fun Day Moved Cr Lo, Seconded

Cr Klisaris

That Council notes the interest of representatives from South Asian communities in participating in a Commonwealth Games Zone cultural event as part of the 2010 Ashwood Chadstone Family Fun Day.

Cr Lo offered support to this initiative and stated that the Commonwealth Games were one of the biggest Multicultural Events. Of all Monash residents born overseas 7.3% were born in India.

Cr Klisaris advised that the Council needed to embark on a path to review festivals; festivals today need to be reflective of their community. He stated he is excited by this festival as a number of residents wish to be involved. Mayor stated she was looking forward to supporting this festival.

1.3 Clayton Community Action Plan Moved Cr Perri, Seconded

That Council: 1. Endorse the draft Clayton Community Action Plan 2. Authorise Council Officers to make a joint application with Kingston City Council

for a Victorian Community Support Grant to fund the Clayton Community Action Plan over three years

3. Consider the provision in the 2010/2011 budget for a $30,000 annual contribution

for three years towards the implementation of the plan should the application to State government be successful.

Cr Perri stated that the Clayton Community Action Plan is more than a plan or document it is a result of passion & energy around Clayton. Common themes come through in the report. She advised that it was a pleasure to be involved in this project and to be partners with the City of Kingston. Cr Dimopoulos also commended the two Councils for working cooperatively on this project.

1.4 Library Public Computer Usage and Best Practice in Library Technology Moved Cr Male, Seconded

That Council notes the success of the introduction of additional public personal computers into the Monash Public Library Service and other library technology initiatives that have been implemented.

Cr Dimopoulos acknowledged that it was a comprehensive report and was interested to note that Monash residents were amongst the heaviest users of library PC’s in Victoria.

Cr Dimopoulos was interested to know if a WIFI connection across Council Hubs could be achieved as there could be further benefit derived by users with this type of technology application. Chief Executive Officer took the question on notice. Cr Perri welcomed the additional PC’s and congratulated Cr Lake on his good work that had enabled this achievement.

1.5 Sport & Recreation Victoria’s ‘Strengthening the World Game’ Grants – Round 2 Moved Cr Klisaris, Seconded

That Council supports the submission from the Brandon Park Soccer Club for Sport & Recreation Victoria’s ‘Strengthening the World Game’ Grants program.

Cr Klisaris welcomed the outcome but questioned what good comes from installing lights when water restrictions cause the grounds to deteriorate? Director Infrastructure Services responded by saying that forward planning had made allowances for the increased cost of water to sustain grounds.

That Council 1) Awards Contract No:2010057 to Speedo Australia Pty Ltd, Skyegroup Pty Ltd, Vorgee Pty Ltd and Zoggs Australia Pty Ltd to establish a panel of suppliers for the provision of Swimwear Equipment & Merchandise at the Clayton Aquatics & Health Club, Oakleigh Recreation Centre and the Monash Aquatic & Recreation Centre for a period of three years. Estimated total spend under these contracts will be $420,000. 2) Authorises the Chief Executive Officer to exercise the authority to extend the contracts for one term of up to two calendar years, subject to satisfactory performance 3) Authorises the Chief Executive Officer to sign and seal the appropriate contract documentation.

That Council amends Council’s Investment Policy to reflect amendments to the Commonwealth’s Government’s Deposit Guarantee Scheme as follows: (a) Invest only with Authorised Deposit-taking Institutions (ADI’s). (b) Maximise Council investment opportunities with a range of ADI’s within the

guarantee threshold; (c) Invest any surplus funds to the guarantee thresholds in the Australian four major

banks vis. Commonwealth Bank of Australia (CBA), Australia and New Zealand Banking Group Limited (ANZ), Westpac Banking Corporation (WBC) and National Australia Bank (NAB)

CITY DEVELOPMENT

5.1 1650 – 1656 Dandenong Road, Oakleigh East – Buildings and Works to the Existing Heritage Buildings, Including Second Storey Additions to Building Blocks B and C, Associated with the Redevelopment of the Subject Site for the Purpose of 34 Dwellings together with Associated Car Parking and Landscaping

The Council having caused notice of planning application No. 37886 to be given under Section 52 of the Planning and Environment Act 1987 and having considered all the matters required under Section 60 of the Planning and Environment Act 1987 decides to grant a planning permit and issue a Notice of Decision to grant a permit under the provisions of the Monash Planning Scheme in respect of the land known and described as 1650-1656 Dandenong Road, Oakleigh East, for the purpose of buildings and works to the existing heritage buildings, including second storey additions to building blocks B and C, associated with the redevelopment of the subject site for the purpose of 34 dwellings together with associated car parking and landscaping generally in accordance with the plans submitted with the application and subject to the following conditions, including the specified standard conditions set out in the Council’s “Town Planning Standard Conditions” adopted by the Council 16 September 2003. 1. Before the development starts, three copies of plans drawn to scale and

dimensioned must be submitted to and approved by the Responsible Authority. When approved, the plans will be endorsed and will then form part of the permit. The plans must show; a) The location of any fire booster, gas and water meters. These facilities

should be designed to minimise their visual prominence if located within the front setback.

b) Details of all service equipment, including any mechanical ventilation, heating and cooling systems located outside the building or on the building and appropriate screening to be incorporated as part of the architectural design of the building. Air-conditioning units are not to be located on balconies or the facades of buildings.

c) The provision of 6m3 of storage space, with a min of 3m3 being externally accessible.

d) Details of types and colours of all external building materials, including paving and fencing.

e) The Surrey Crescent rubbish bin enclosure relocated away from the street frontages.

f) Where practical, upper storey balconies having a minimum area of 8m² with a minimum width of 1.8 metres.

g) The two Dandenong Road service lane vehicle crossings identified on the plan as entry and exit.

h) The Surrey Crescent vehicle crossing reduced in width to a maximum of 3.5 metres and constructed and signed as exit only.

i) The vehicle car parking space for Unit 17 corrected and reallocated to Unit 16.

j) The vehicle car parking space for Unit 24 corrected and reallocated to Unit 23.

k) All new crossings to provide a minimum of 1m from the turning point of the vehicle crossing at the kerb to the edge of any tree canopy, power pole, drainage or service pit, or other services. Please note that it appears the eastern crossing in the Dandenong Road service lane appears to affect a naturestrip tree in this regard.

l) The provision of a 2 metre long x 2.5m deep sight triangle (within the property) on the passenger side of an exiting vehicle for each vehicle crossing. (See Condition 14)

m) The gradient on and near access driveways shall be a maximum of 1 in 20 (5%) between the edge of the frontage road and the property line, building alignment or pedestrian path and at least for the first 6 metres into the car park.

2. The development and use as shown on the endorsed plans must not be altered

without the written consent of the Responsible Authority. 3. The amenity of the area must not be detrimentally affected by the use or

development, through the: a) transport of materials, goods or commodities to or from the land; b) appearance of any building, works or materials; c) emission of noise, artificial light, vibration, smell, fumes, smoke,

vapour, steam, soot, ash, dust, waste water, waste products, grit or oil; and/or

d) presence of vermin. 4. Prior to the commencement of the development, a comprehensive Waste

Management Plan must be submitted to and approved by the Responsible Authority. The Waste Management Plan must be prepared in consultation with Council’s Waste Management Division and must detail:

a) the private collection of refuse and recycling materials from the site and the method of collection;

b) that the bin storage areas are sufficient to cater for the amount of waste that will be produced;

c) that no bin or receptacle or any form of rubbish shall be allowed to remain in view of the public an no odour shall be emitted from any receptacle so as to cause offence to persons outside the land;

d) who will be responsible for taking refuse and recycling bins in and out for collection, where this will occur and how collection of refuse and recycling materials will be managed;

e) the hours of bin collection, the frequency of the removal of such refuse and recycling materials and how recycling materials will be dealt with and collected;

f) the revised location of the bin storage area of Block B. 5. Waste collection is only to be carried out between the hours of 7am to 6pm 6. Once the development has started it must be continued and completed to the

satisfaction of the Responsible Authority. 7. Before occupation all buildings and works specified in this permit must be

completed to the satisfaction of the Responsible Authority. The Responsible Authority must be advised in writing when all construction works are completed to enable the site to be inspected.

8. Before the development starts, a construction management plan must be

prepared and submitted to the Responsible Authority for approval. The plan must be to the satisfaction of the Responsible Authority. Once approved, the plan must be implemented to the satisfaction of the Responsible Authority. The plan must address the following issues: a) measures to control noise, dust and water runoff; b) prevention of silt or other pollutants from entering into the Council’s

underground drainage system or road network; c) the location of where building materials are to be kept during

construction; d) site security; e) maintenance of safe movements of vehicles to and from the site during

the construction phase; f) on-site parking of vehicles associated with construction of the

development; g) wash down areas for trucks and vehicles associated with construction

activities; h) cleaning and maintaining surrounding road surfaces;

i) a requirement that construction works must only be carried out during the following hours: • Monday to Friday (inclusive) – 7.00am to 6.00pm; • Saturday – 9.00am to 1.00pm; • Saturday – 1.00pm to 5.00pm (Only activities associated with the

erection of buildings. This does not include excavation or the use of heavy machinery.)

9. The construction works associated with the development hereby permitted

must only be carried out during the following hours:

• Monday to Friday (inclusive) – 7:00am to 6pm;

• Saturday – 9am to 1pm;

• Saturday – 1pm to 5pm (Only activities associated with the erection of buildings. This does not include excavation or the use of heavy machinery.)

Unless otherwise approved in writing by the Responsible Authority. 10. No equipment, services, architectural features or structures of any kind,

including telecommunication facilities, other than those shown on the endorsed plans shall be permitted above the roof level of the building unless otherwise agreed in writing by the Responsible Authority.

11. Air-conditioning and other plant and equipment installed on or in the

buildings must be so positioned and baffled that any noise emitted complies with the appropriate Australian Standards and EPA requirements.

12. The occupier of the premises must ensure that any noise emanating from the

premises, during and post construction, must not exceed the standards of the State Environment Protection Policies No. N1 and N2 and must on request provide evidence to Council of Compliance with the policies.

13. Before occupation of the buildings hereby permitted, areas set aside for

parked vehicles and access lanes shown on the endorsed plans must be: a) constructed to the satisfaction of the Responsible Authority; b) properly formed to such levels that they can be used in accordance

with the plans; c) surfaced with an all-weather sealcoat to the satisfaction of the

Responsible Authority; d) drained, maintained and not used for any other purpose to the

satisfaction of the Responsible Authority; e) line-marked to indicate each car space and all access lanes to the

satisfaction of the Responsible Authority. Parking areas and access lanes must be kept available for these purposes at all times.

14. Clear sight lines shall be provided at the property line to ensure adequate visibility between vehicles leaving the car park or domestic driveway and pedestrians on the frontage road. Minimum sight lines should meet the requirements of Figure 3.3 of the Australian Standard for Off-Street Car Parking, AS/NZS 2890.1. This requires the provision of a 2 metre long x 2.5m deep sight triangle (within the property) on the passenger side of an exiting vehicle for each vehicle crossing.

15. Outdoor lighting must be designed, baffled and located to the satisfaction of

the Responsible Authority to prevent any adverse effect on the adjoining land. 16. Parking areas should be designed in accordance with the Australian Standard

for Off-Street Parking, AS/NZS 2890.1-2004, apart from the dimensions of car parking spaces and associated accessways, which must be in accordance with the provisions of Clause 52.06-3 of the Monash Planning Scheme.

17. Disabled access to the buildings must be provided to the satisfaction of the

Responsible Authority. All work carried out to provide disabled access must be constructed in accordance with Australian Standards Design for Access and Mobility AS 1428.1

18. The accessible spaces for parking should be designed in accordance with the

new Australian Standard for Off-Street Parking for people with disabilities, AS/NZS 2890.6-2009.

19. Any redundant crossing is to be removed and reinstated with kerb and

channel to the satisfaction of Council. 20. All on-site stormwater is to be collected from hard surface areas and must not

be allowed to flow uncontrolled into adjoining properties. The on-site drainage system must prevent discharge from the driveway onto the footpath. Such a system may include either: a) a trench grate (175mm minimum internal width) located within the

property; and/or; b) shaping the driveway so that water is collected in a grated pit on the

property; and/or; c) another Council approved equivalent.

21. Stormwater discharge is to be retained on-site to the predevelopment level of

peak stormwater discharge. Approval of any detention system is required from Council prior to works commencing.

22. Before the development starts, a site layout plan drawn to scale and

dimensioned must be approved by the Responsible Authority.

The plans must show a drainage scheme providing for the conveying of the stormwater to the nominated point of discharge. The nominated point of discharge is to the east corner of the property where it must be collected and free drained via a pipe to the Council pit in the naturestrip via the existing

property connection to Council Standards.

Note: If the nominated point of discharge cannot be located then notify Council’s Engineering Division immediately.

23. Any new work within the road reserve requires the approval of the Council’s

Engineering Division prior to the works commencing. Three copies of the plans for the drainage works must be submitted to and approved by the Engineering Division prior to the commencement of works. The plans are to show sufficient information to determine that the drainage works will meet all drainage conditions of the permit. A refundable security deposit of $2000 is to be paid prior to the drainage works commencing.

24. A landscape plan prepared by a Landscape Architect or a suitable qualified

or experienced landscape designer, drawn to scale and dimensioned must be submitted to and approved by the Responsible Authority. The plan must show the proposed landscape treatment of the site including the area located within the carriageway easement including: • The location of all existing trees and other vegetation to be retained on

site • Provision of canopy trees with spreading crowns located throughout the

site including the major open space areas of the development and setbacks from roads

• Advice on the sustainability of species selected for a low water use environment

• Planting to soften the appearance of hard surface areas such as driveways and other paved areas

• Details of any planter boxes including growing medium and drainage • A schedule of all proposed trees, shrubs and ground covers, which will

include the size of all plants (at planting and at maturity), their location, botanical names and the location of all areas to be covered by grass, lawn, mulch or other surface material

• The location and details of all fencing • The extent of any cut, fill, embankments or retaining walls associated

with the landscape treatment of the site • Details of all proposed hard surface materials including pathways,

patio or decked areas When approved the plan will be endorsed and will then form part of this permit.

25. Before occupation of the buildings allowed by this permit, landscaping works

as shown on the endorsed plans must be completed to the satisfaction of the Responsible Authority and then maintained to the satisfaction of the Responsible Authority.

NOTES:

1. Building approval must be obtained prior to the commencement of the above

approved works. 2. Stormwater detention requirements may be obtained from the Council prior to

the design of any stormwater detention system. 3. Engineering permits must be obtained for new or altered vehicle crossings

and for new connections to the Council pits and these works are to be inspected by Council (telephone 9518 3690).

4. The service road contains major Gas assets. Appropriate service authority

approval must be obtained for the drainage and vehicle crossing works. 5. Bicycle parking shall follow the Australian Standard for Bicycle Parking

Facilities, AS 2890.3. Expiry of permit:

In accordance with section 68 of the Planning and Environment Act 1987, this permit will expire if one of the following circumstances applies: • The development and use are not started within two years of the date

of this permit. • The development is not completed within four years of the date of this

permit. In accordance with section 69 of the Planning and environment Act 1987, the responsible authority may extend the periods referred to if a request is made

in writing before the permits expires, or within three months afterwards.

and directs that the Applicant and each objector be given a notice of the Council’s decision to grant the permit.

Cr McGill acknowledged that an application for this site had previously been refused by Council and VCAT, however the application before Council tonight takes into consideration previous concerns from Council and the proposed development is considered appropriate.

Cr Klisaris expressed concern that changes were being considered for determination of

major development applications and Council needs to be alert to any potential changes.

5.2 Eaton Mall, Oakleigh – Vehicular Access Restriction Moved Cr Dimopoulos, Seconded

That Council agrees to: 1. Endorse the proposal to prohibit the entry of motor vehicles into the southern end of

Eaton Mall, as outlined in the report. 2. Commence the statutory procedure under section 205 of the Local Government Act 1989

(“the Act”) to prohibit the entry of motor vehicles (emergency and Council approved vehicles excepted) into Eaton Mall south of Portman Street at all times.

3. Appoints a Committee of Council, comprising the Ward Councillors to consider

submissions received under S.223 of the Act on 20 April 2010 at 7.30pm at the Civic Centre.

4. Should no submissions be received in accordance with S.223 of the Act, Council

authorises the Chief Executive Officer to: a) Publish a notice in the Victorian Government Gazette advising that motor vehicles are

prohibited from entering the southern end of Eaton Mall. b) Prohibit the entry of motor vehicles (emergency and Council approved vehicles excepted) into Eaton Mall south of Portman Street at all times.

Cr Dimopoulos advised that Council had consulted with traders in regard to this proposal.

5.3 Contract 2007 032 – School Crossing Supervision Moved Cr Morrissey, Seconded

That Council exercises the option to extend, for a two-year period, its Contract with Chandler Macleod Group Pty Ltd (Ready Workforce division) for the provision of School Crossing Supervisors, effective from the 1 July 2010, at the current rates (for 67 supervisors) subject to variations as provided by the contract.

5.4 Eaton Mall South Enhancement Works Moved Cr Perri, Seconded

Cr McGill

That Council accept the lump sum tender price of $471,191.60, inclusive of GST, submitted by Contract Control Services to undertake the construction of the Eaton Mall South Enhancement Works and seal the contract.

Cr McGill advised that Councillors had been onsite and met with Officers to gain

firsthand knowledge of the works intended, and are looking forward to what is proposed in the area.

CARRIED 5.5 Mount Waverley Library Upgrade Moved Cr Lo, Seconded

Cr Morrissey

That Council accepts the lump sum tender price of $249,674, inclusive of GST, submitted by M. E. Bell Projects to undertake the construction of the Mt Waverley Library lift, first floor upgrade and associated work, and seals the contract.

Cr Lo commended the upgrade as a fantastic outcome; Mount Waverley Library has the

highest usage in comparison to other libraries in the municipality.

Cr Lake was interested to know the benefits of the project and the impact of customers in the library being in close proximity to Waverley Historical Society collections. He also questioned whether this was the best use of $400,000 of public money. Chief Executive Officer responded to Cr Lake by stating the enhancement works to the library were to primarily open the top floor to more users of the library, a lift would enable parents with prams etc to utilise this area. These works would allow greater patronage. Cr Lake requested that at the next Council Meeting a report be provided on the proposed usage of the top floor and how the interaction with the Historical activities will be managed. Cr Lo suggested that these matters are being addressed as part of the Mount Waverley Feasibility Study.

5.6 Princes Highway Reserve Pavilion Alterations & Upgrade Construction Tender Moved Cr Perri, Seconded

That Council accept the adjusted lump sum tender price of $1,481,375.36 inclusive of GST, submitted by Ducon Pty Ltd to undertake the construction of the Princes Highway Reserve Pavilion Alteration and Upgrade Works and seal the contract, subject to receiving funding approval from the Federal Government for $225,000.

5.8 Proposed Discontinuance of Part of the Road Reservation Abutting 59 Alvie Road

1. That Council, acting under Clause 3 of Schedule 10 to the Local Government Act 1989 (“the Act”) and being of the opinion that part of the road reservation in Miller Crescent abutting 59 Alvie Road, Mount Waverley (as shown on Attachments 1 and 2) is not reasonably required as a road reservation: (a) Commences the statutory procedures under Sections 207A and 223 of the

Act, to discontinue the road status of the road reservation abutting 59 Alvie Road, Mount Waverley, by giving public notice of the proposed discontinuance in the Waverley and Oakleigh Monash Leader newspapers with such notices stating that, if discontinued, Council proposes to either retain or sell the land to the abutting owner at 59 Alvie Road Mount Waverley;

(b) Appoints a Committee of Council, comprising the Ward Councillors to consider submissions received under S. 223 of the Act on 20 April 2010 at 7.30 p.m. at the Civic Centre.

2. That, should no submissions be received in accordance with S. 223 of the Act,

Council authorises the Chief Executive Officer or his delegate: (a) to publish a Notice of Discontinuance in the Victoria Government Gazette

vesting the land in Council; (b) upon the vesting of the land in Council, to enter into negotiations for the

sale of the land from the road reservation (including the signing and sealing of all relevant documentation required to effect the sale) to the abutting landowners; and

(c) to sell the land from the Road to the abutting owners at Council’s valuation (taking into consideration any easements located within part of Road reservation).

the construction, design and supervision (which includes $29,100.00 for Provisional Items) be noted.

3. That the contract agreement be signed and sealed.

Cr Lo congratulated those recently appointed to the Committee and noted that the Committee includes a former Sir John Monash Award recipient. He also congratulated outgoing members.

Cr Baines advised she was sad she was no longer on the Committee, but she was confident that Cr Lo would successfully lead the group. Cr McGill commented that the Committee sought new members from the community and was overwhelmed by the response. She thanked former members and named leaving members and returning members. She highlighted that Councillors Dimopoulos, Perri and herself were on the Committee and the terms of reference were changed to accommodate a request from Cr Lo to be included on the Committee. Cr Perri stated that it was an exciting Committee and welcomed Cr Lo. She also noted the number of applicants wishing to be part of the Committee.

NOTICES OF MOTION

8.1 Monash Reconciliation Action Plan Moved Cr Lo, Seconded

That Council considers: The development of a Reconciliation Action Plan as part of a new and up-dated Indigenous Framework and Action Plan.

Cr Lo commended the City of Monash for the forward thinking to already have an Indigenous Framework and Action Plan in place. Other work has been done also with Indigenous flags flying in the Chamber as well as out the front of the Civic Centre. The City of Monash has 330 Indigenous people living in the city and this proposal is to extend our current Indigenous Framework to include specific actions to address disadvantage experienced by our indigenous community. Cr McGill stated that she believed that the City of Monash already met the objectives outlined in the Notice of Motion given all the work already done by this Council and previous Councils. Cr McGill stated she objected to the tokenism suggested by this proposal. EXTENSION OF TIME TO SPEAK

CARRIED Cr McGill identified various areas in which Council over many years had sought to assist the indigenous community in Monash. Cr Klisaris congratulated Cr Lo for his proposal. Cr Klisaris noted that the more we talk about the issue the more likely we are to take action. Cr Dimopoulos supported the report, advising he wouldn’t call it tokenism but symbolism. Cr Perri concluded that Cr McGill was correct to identify the good work achieved in the past, however Cr Lo should be congratulated and supported. Cr Baines supported the report and suggested that Cr McGill and Cr Lo were not all that different in the points they raise and went on to congratulate Cr Lo.

Cr Morrissey stated that there was already a terrific Framework in place and noted that a reference was made to a consultant in the report and asked how much was the consultant going to cost. Cr McGill stated that the development of a new Reconciliation Action Plan should include the Eastern Region Group of Councils that have previously been involved. A more collaborative approach should be considered. Cr Lo expressed concern that this approach should not detract from specific actions and issues to be addressed by Monash. Cr Klisaris suggested the consultant could be asked to undertake this approach. Cr Lake encouraged Councillors to focus on the broad consensus within Council on this issue. After further discussion the amendment was put and

10. COUNCILLORS’ REPORTS

10.1 Cr Drieberg reported that Monash had a team involved in the Feb Fast Alcohol Prevention Program. The team had set out to raise $500 and achieved that aim. The intention wasn’t to abstain from alcohol but to reflect on alcohol behaviour.

10.2 Cr Dimopoulos wished to acknowledge Australia Day and the successful Australia Day

function that the City of Monash provided which included two Citizenship Ceremonies. Cr Dimopoulos joined the Mayor and attended the Notting Hill Community Centre to

witness the launch of a book titled ‘The Notting Hill Community’ 10.3 Cr Lo attended the Monash Chinese Lantern Festival with Cr Lake, Banerji,

Dimopoulos, Male and the Mayor. He congratulated the event organising committee and the State Government for their support with the event. He also advised that he had recently been appointed to the VLGA Affordable Housing Work Group.

10.4 Cr Male represented the Mayor and attended the Tally Ho Men’s Fitness Group and

unveiled a plaque and tree to celebrate their fortieth anniversary. He also wished it to be noted that they are an excellent group.

Cr Male also wished to congratulate the Committee of Management responsible for the

Chinese Lantern Festival, particularly the Chair Vincent Chow for arranging a fantastic event.

10.5 Cr Baines stated she was proud to lead the Australia Day Celebration for the City of

Monash and to have the two citizenship ceremonies on the occasion, rather than one as in previous years.
