The devotional service preceding the assembly was opened at 11 :00 a.m., June 3, 194 1 in the auditorium of Westminster Theological Seminary, Philadelphia, Pennsylvania, by the Rev. Paul Woolley, moderator of the seventh general assembly. Mr. Woolley preached on Isaiah 40:17, 11, “All the nations are as nothing before him,” and “He will feed his flock like a shepherd.” Following the sermon the sacrament of the Lord’s supper was administered by Mr. Wwlley, assisted by the Rev. Arthur 0. Olson and the Rev. Glenn R. Coie.

I. The Presbytrry of New York and New England of The Orthodox Presbyterian Church, meeting at Rochester, N. Y., on March 26th, 1941, respectfully overtures the eighth General Assembly to give serious consideration to the question of the relations to the respective Presbyteries and to the General Assembly of The Orthodox Presbyterian Church of ministers of The Orthodox Presbyterian Church who are laboring in Churches of other denominations.

To the end of giving any assistance that may be derived from the findings of the Presbytery of New York and New England, the Presbytery informs the General Assembly that at a meeting of the Presbytery held at New Haven, Conn., on September 17th, 1940, a Committee was appointed to study the aforementioned question. I t was recommended that the Committee approach the matter through the consideration of the following questions :

( 1 ) W h a t is meant by "bounds of Presbytery"? Are they purely geographical or are they organizational as well?

( 2 ) W h a t is to be construed as "the work of an evangelist"?

( 3 ) Are the labors of our ministers who are serving churches other than those of our own denomination to be considered as specifically in the interests of T h e Orthodox Presbyterian Church, that is to say, with the express intention of forming congregations of T h e Orthodox Presbyterian Church? If not, to what extent, if any, can the Presbytery approve of such work?

T h e report of the Committee was slightly amended and adopted. The report as amended and adopted reads as follows:

( 1 ) I n answer to the first question the answer of your Committee is that the "bounds of Presbyter)-" are geographical. In The Orthodox Presbyterian Church these bounds are defined by the General Assembly. Whatever questions may arise respecting the relation of ministers of the Presbytery who labor within these geographical bounds but not in churches over which the Presbytery exercises jurisdiction, these questions do not concern, and should not be allowed to perplex the meaning of the phrase "bounds of Presbytery."

( 2 ) I n answer to the second question the an'swer of your Committee is that the "work of an evangelist" is not defined in our subordinate standards. O u r Form of Government, however, provides that a candidate for ordination "who has not received a call to be the pastor of a particular congregation may be called to engage in the work of an evangelist," and in such a case the eighth question to be asked of the candidate reads as follows: "Are you willing to undertake the work of an evangelist, and do you promise to discharge the duties which may be incumbent upon you in this character as God may give you strength?" (Form of Government, Chapter XV, Section XV.)

Your Committee considers however that the meaning determined by Presbyterian usage in this country should, in general at least, be regarded as the meaning intended by our Form of Government. I n the words of Dr . J. A. Hodge, "It is sometimes desirable and important that a Candidate who has not received a call to be a Pastor of a particular church should nevertheless be ordained to the work of the gospel ministry, as an Evangelist to preach the gospel, administer the sealing ordinances, and organize churches in frontier or destitute settlements" ( W h a t is Presbyterian Law? p. 356). The office of the evangelist is the same as that of other ministers. But he has no special relation to any particular church of his own denomination. I t would appear that in T h e Orthodox Presbyterian Church candidates are ordained to do the work of an evangelist in all cases (other than those of Pastor or Teacher) where the work that the candidate is doing or is about to undertake is of such a character as to warrant his being ordained to the Gospel ministry.

( 3 ) In answer to the third question your Committee confesses that it has been unable t o come to any comprehensive solution. The Committee would respectfully remind the Presbytery that this is a question that deeply concerns the whole denomination. This is one of the perplexing problems that our infant Church confronted with new and difficult condie tions will be required very patiently, yet earnestly and f.aithfully, to study, and if possible in due time determine in accordance with Scripture and our subordinate standards.

However, your Committee feels that certain principles may be formulated as regulative of the conduct of Presbytery as well as of the conduct of such ministers of Presbytery who are in position contemplated by this question.

(1) Ministers cannot undertake to labor in churches other than those of our own denomination ii such connection requires the performance of functions inconsistent with our standards and their own ordination vows. This provision respects the four principal parts of church life, namely, doctrine, worship, government and discipline.

( a ) Doctrine. Ministers cannot undertake such work if the relationship requires that they preach anything contrary to the system of doctrine taught in the Holy Scripture or to refrain from the preaching of the whole counsel of God.

( b ) Worship. Such work cannot be undertaken if the relationship requires them to conduct worship that is not provided for in the standards of The Orthodox Presbyterian Church or that is contrary to these standards.

( c ) Government. Ministers cannot become pastors of such churches if such a relation. ship involves participation in government that is contrary to the principles of Presbyterian government set forth in the Form of Government of The Orthodox Presbyterian Church.

( d ) Discipline. Such discipline as the relationship inay require them to administer must be in accord with the principles of discipline set forth in the Book of Discipline of The Orthodox Presbyterian Church.

( 2 ) Presbytery cannot install ministers as pastors of churches other than those of our own denomination.

( 3 ) In certain cases Presbytery may accord its official approval to work being done by ministers who labor in churches other than those of our own denomination. In other cases, while Presbytery may not be justified in interfering with the wprk of such ministers who labor in churches other than those of our own denomination, provided none of the conditions aforementioned are violated, yet it does not follow that Presbytery is justified in placing its official approval upon such work.

( 4 ) The ultimate objective of all such labor on the part of ministers cannot be any' thing less than the formation of congregations of Presbyterian persuasion, constitution and testimony. T o make the objective less than this would be inconsistent with the profession and vows made in ordination. The word Presbyterian in this paragraph need not and must not, however, be restricted to The Orthodox Presbyterian Church.

11. APPEAL FROM DECISION OF PRESBYTERY

Sankey Oren, the complainant in the above entitled case, wishes to appeal the decision of Presbytery which was made on April 15, 1941, to the General Assembly of The Orthodox Presbyterian Church. The reasons for this are as follows :

The complainant met with one of the members of the committee and offered some information concerning the matter and expressed his desire to appear before the committee when they met. The complainant further wrote the chairman of the committee and expressed his desire to him also. Since the complainant was not called upon by the committee, he did not introduce his second paper (herein referred to as paper D ) until the committee had already made their recommendation (herein referred to as paper A ) to Presbytery.

Appellant believes that if the Committee had studied paper D (page 8, lines 6 to 8) they would not have made the suggestion which they made in paper A (page 2, lines 16 to 2 3 ) .

MR. CHURCHILL’S REFERENCES TO THE HABITUAL ABSENCE O F THE COMPLAINANT WERE PREJUDICIAL AND THEREFORE UNFAIR BECAUSE THEY O N L Y REFER TO A P A R T O F T H E T R U T H .

Paper C (page 6, lines 15 to 18) and (page 7, lines 18 to 20) makes references to the habitual absence of the complainant from the services of the church. Appellant believes that these statements without the necessary explanations which relate to the case convinced the Presbyters that the complainant was the sort of a person that habitually absented himself from the services without proper cause.

UNLESS THE PRESENT DECISION IS C H A N G E D OR MODIFIED BY T H E GENERAL ASSEMBLY, A VERY WIDE INTERPRETATION C A N BE GIVEN TO THE PRESENT DECISION W H I C H WILL PROVE HARMFUL.

The present decision (paper A, ruling No. 1) can be interpreted to mean that a session meeting can properly be called in any one of the regularly scheduled services under the super. vision of the session. This leaves the field wide open for meetings to be called at other meetings than what has been referred to as the four regular services of the church.

Appellant believes that the result may prove harmful and prays that the General Assembly review the case and make a proper ruling.

IV. A reply from Mr. Robert T . Pell of the Department of State, in answer to a communication from the seventh general assembly concerning the appointment of Mr. Myron C. Taylor as personal representative of the president to the pope.

On motion it was determined to refer the overture and the cbmplaint to the committee on overtures and papers and the invitation for the next assembly to the committee on the date and place of the next assembly.

The report of The Committee on Home Missions and Church Extension was presented by the Rev. Edwin H. Rian, chairman, and the report of the treasurer of the committee, in the form of a report by Main and Company, certified public accountants, by the treasurer, the Rev. Robert Strong.

R O T H W E L L LEGACY

T h e legacy of Miss Nellie Pryce Rothwell, a faithful member of the Grace Orthodox Presbyterian Church of Middletown, Delaware, has been paid in full to the Committee as residuary legatee. T h e proceeds from the sale of the Rothwell farm, after all charges against i t were paid, amounted to $10,355.38. T h e Committee, believing that it was Miss Rothwell's intention that The Committee on Foreign Missions should share in the estate, granted $2500.00 of this amount to T h e Committee on Foreign Missions. Of the remaining $7855.38, $2900.00 was invested in a mortgage and two loans, $568.33 was used for survey and exten. sion work, $323.54 was used for Jewish work, $382.60 is on hand, and the remaining $3680.91 was used to meet monthly deficits in general missionary expenses, in accord with the Com, mittee's expanded budget.

W O R K A M O N G J E W S

O n July 16th the Committee appointed the Rev. and Mrs. David Freeman to conduct the Jewish missionary work, paying each of them a very modest salary. A budget. of $130.00 a month has been set for Jewish missionary work. Since the inauguration of the new program, contributions have averaged $96.15 per month, the deficit having been made u p from funds received from the sale of the Rothwell farm. W i t h the help of the Hebrew Missions Bulletin, which was issued four times during the eight and a half months prior to the end of the fiscal year, the work of the mission has been publicized and friends have been won for it. T h e work is conducted chiefly by means of both public and private lane guage classes among Jewish refugees, these classes being conducted by the Rev. and Mrs. David Freeman and a sizable corps of volunteer workers, a large majority of whom are ministers and laymen of T h e Orthodox Presbyterian Church. T h e Committee believes that much is being accomplished in these classes and is gratified with the results that have been observed.

C O N T R I B U T I O N S

T h e Committee is sorry to report that contributions for the year have shown a decrease of 3.5% compared with the previous year. This, the Committee believes, is attributable to the fact that since funds have been on hand t o make payments of obligations promptly, i t has not been possible legitimately to make so strong appeals for contributions as had been made in previous years. Hence, some individual donors decreased their contributions t o an amount far below their gifts of previous years. A n encouraging feature, however, is the fact that gifts from churches and church organizations showed an increase of 2.5% over the previous year.

T h e Committee believes that increasingly it will be dependent upon gifts from the churches t o sustain its work. It is glad to report that all b u t two of the churches of our denomination contributed to its work during the past year, and that a total of 64 church groups contributed during the year. T h e Committee would strongly urge churches to give serious consideration to its needs. I t can be established that if each communicant member of our churches would give an average of 15c a week to the Missions Committees, the respective needs of both Committees would be met, with n o increase in contributions from individual donors.

POSSIBILITIES OF E X P A N S I O N

I n view of the serious deficits during a number of months of the past fiscal year, the I t has,, Committee has not felt justified in engaging in extensive expansion of its work.

however, provided necessary increases in allowances to some of the missionaries and aid. receiving pastors, and has undertaken a modest amount of extension .work. Possible fields are available for extension work, and at least a few men are available to engage in the work. A s funds are obtained, the Committee stands ready to proceed with expansion.

The budget provides for the expansion into two fields recently entered. I t is recog' ized that the liquid assets of the Committee are fast dwindling and that unless there is a decided increase in contributions the budget cannot be met. However, the Corninittee is of the opinion that none of the items can substantially be reduced without seriously impairing necessary work.

ELECTIONS TO THE COMMITTEE

T h e terms of office of the following members of the Committee expire with this Assembly: Ministers, Richard W. Gray, Arthur 0. Olson, and William T. Strong; Elders, William Ferguson and Thomas R. Galbraith.

RECOMMENDATION

The Committee believes that if the churches, and all their organizations, would con' tribute to the work of Home and Foreign Missions, through the respective Committees, a sum equal to an average of 15c a week per coinmunicant member, the needs of these Committees would be met. In pursuance of this belief, the Committee recommends, and has requested the Committee on Foreign Missions to join in recommending, that the General Assembly go on record as encouraging the churches to contribute regularly to the work of the Committees, with this average weekly amount as the goal for the current year.

W e have examined the cash acourits of the Treasurer of

T H E COMMITTEE O F H O M E MISSIONS A N D C H U R C H EXTENSION OF THE O R T H O D O X PRESBYTERIAN CHURCH, INC.

for the year ended March 31, 1941, and submit a statement of Cash Receipts and Disburse- ments for the year then ended.

Recorded receipts were reconciled to deposits as disclosed by statements rendered by the depository. Cash Disbursement entries were supported by properly executed checks. Such tests were made as were necessary to satisfy us as to the propriety of disbursements and as to the proper designation of the recorded receipts. The balance in bank as of March 31, 1941, is being confirmed by correspondence. Petty cash was verified by actual count.

During the period under review, funds were loaned to the Mediator Presbyterian Church and are evidenced as follows:

Papers relative to the above were inspected by us and appear to be in order with the exception that a fire insurance policy with the mortgage clause to protect the interests of this Committee was not at hand. W e were informed that steps will be taken to correct this situation.

A certificate evidencing ownership of 25 shares of United Carbon Company common stock was examined by us and the income received therefrom verified. W e did not examine a diamond ring, valued at $350.00, which, we understand, is held in the safe deposit box of the General Secretary.

The "Rothwell Farm" was disposed of at a sales price of $13,500.00, as noted in our report as of March 31, 1940. W e did not examine papers relative to this sale. The attached statement indicates that the sale, after a grant to The Committee on Foreign Missions of $2,500.00, payment of legal expenses attributable thereto, and the satisfaction of necessary operating expenses and provisions of the will, netted $7,855.38 for the work of this Committee:

ACTIVITIES OF T H E SEVERAL MISSIONARIES

The Rev. Egbert W. Andrews has been laboring among Chinese in Harbin, Manchoukuo. During the first term of the 1940.41 academic year, Mr. Andrews was acting as a professor at Newchwang Bible Seminary in Yingkow, Manchoukuo, an independent seminary of which the Rev. Johannes Vos was the other Caucasian member of the faculty. The committee had agreed to Mr . Andrews' returning to the Seminary for the second term, but word has lately been received that the Seminary has been closed and that Mr. Andrews is again in Harbin.

The Rev. and Mrs. Henry W. Coray sailed for the Far .East late in August, 1940, at the end of their furlough, arriving in Harbin the latter part of September. Increasing pressure from the Manchoukuo governmental authorities, the general world conditions which prompted the United States Department of State to recommend the withdrawal of missionaries, coupled with the rather serious ill health of their children, determined them, a f te r ,an exchange of cables with the Committee, to return to the United States. They sailed from Kobe, Japan, on November 23rd. The Committee on December 30th, in the light of all the circumstances, approved their action and assigned Mr . Coray to promotional activities on the Pacific Coast

under the direction of the Presbytery of California. Pursuant of this assignment, Mr . Coray has organized an Orthodox Presbyterian Church at Long Beach, California, and continua to serve this church as supply pastor. The Committee still contemplates sending the Corays back to Harbin when and if world conditions warrant it, and when it is possible to secure the necessary passports which cannot now be secured. T h e Corays stand ready to return to the field when it seems advisable.

The Rev. and Mrs. Malcolm C. Frehn are still able to conduct personal evangelistic work in Tokyo, Japan, although recent laws and decrees uniting the churches in Japan have further contracted their witness. Their continued presence in Tokyo is, however, a great inspiration to Japanese Christians who are standing firm for the gospel, and through personal conversations they have been enabled to strengthen the hands of some Christian laymen and ministers who otherwise might have capitulated to the heathen demands of the government.

Mr. and Mrs. Richard B. Gaffin have been engaged in evangelistic missionary work, with little interference from the authorities, at Tsingtao, Shantung, China. They will commence their furlough on June 15th and are expected to arrive in the United States within a month of that time.

The Rev. and Mrs. Bruce F. H u n t are still laboring among the Koreans in Harbin, Manchoukuo. Their work has been unusually unremitting, and in the face of almost insur- mountable obstacles the Lord has granted them a large measure of success. They deserve great commendation for their work among Koreans who have been imprisoned and among those who, for the sake of Christ and His gospel, have been threatened with imprisonment with its consequent inquisitional treatment. Being unable to register with the governmental authorities, a number of small groups which Mr. H u n t has formed have remained loosely organized to comply with the existing laws.

The Rev. R. Heber McIllwaine is in this country on furlough from Japan. His furlough time expires on July 15th, and if a passport can be secured, he expects to return to Japan shortly after that time. It seems now very doubtful that a passport will be issued; and, in the event that it is impossible to secure one, Mr. McIlwaine will seek other labors under the Committee or within the church at large.

The Committee realizes that under present conditions i t is not engaging in, and is not able to engage in, full.orbed work. Through circumstances beyond its control, it has not been possible to organize churches on the foreign field, nor to carry on the missionary activity in so distinctly Reformed a manner as the Committee desires. Yet the Committee can assure the Assembly that under the existing circumstances its work is much worth while, and it believcs its missionaries to be giving a clear testimony to consistent Biblical Christianity in parts of the world where that testimony has almost completely been blotted out. T h e Committee has elected a sub*committee to prepare a statement of the objectives of the Committee, and hopes to be able to present at least a preliminary report to the Ninth General Assembly.

CONTRIBUTIONS

The Committee is glad to report that contributions to i t have increased approximately ten per cent. during the past fiscal year. The Committee is encouraged to note that a large part of this increase is represented in increased gifts from the churches and church organiza. tions of the denomination. Only one of the churches of our denomination failed to contribute to the Committee during the fiscal year, and a total of 70 churches and church organizations were among the contributors.

In its report to the Seventh General Assembly the Committee noted that there was a

monthly deficit of $147.34 for the fiscal year which ended March 31, 1940. T h e Committee is glad to report that that average monthly deficit has been cut to $4.55 for the past fiscal year. Through the gift of $2500.00 from T h e Committee on Home Missions and Church Extension it was possible to pay all the indebtedness which the Committee incurred over the period of three years, and there remains a small balance in the treasury.

Recorded receipts were reconciled to deposits reported on statements rendered by the bank and disbursements were found to be supported by properly executed checks. Such tests were made as were necessary to satisfy us as to the general propriety of the disbursements, and as to the correct designation of the recorded receipts. TO THE EIGHTH GENERAL ASSEMBLY

I. I n response to the charge of the Seventh General Assembly to the Committee on the Constitution to study the section of the Memorial of the Presbytery of N e w Jersey which declares that Chapter X I V of the Form of Government is ambiguous on the subject of taking under care of presbytery candidates for the ministry, and suggests that the general assembly might find it advisable to initiate action leading to an amendment to clarify the ambiguity (See Minutes, p. 1 3 ) , the committee reports as follows:

A. I n the opinion of the committee, the obscurity in Chapter XIV of the Form of Government on this subject is not so great as to require an amendment. Section 3 of this chapter clearly deals with preliminary requirements which must be fulfilled before the presby- tery may proceed with the actual step of licensure. T h e section sets forth in order (1) the evidence which a candidate desiring to come under the care of presbytery with a view t o licensure must present of communicant membership in a particular church of the presbytery and of a recommendation from the session of the church, ( 2 ) the nature of the examination on the basis of which the presbytery may take a candidate under its care, and ( 3 ) the nature of the care which the presbytery is to exercise. T h e committee recommends therefore that no action be taken.

B. Recognizing, however, that a slight change in the language of the opening sentence would clarify the import of section 3, the committee has drafted the following modification of this sentence as a suggestion t o the general assembly in case i t should deem it wise to propose to the presbyteries an amendment relating to this matter:

"It is proper and requisite that a candidate desiring to come under the care of a presbytery with a view to licensure be a communicant member of a particular church of the presbytery, and come with a written recommendation from the session of the church of which he is a member."

T h e committee appointed by the Seventh General Assembly to Consider the Relatiox? of the Committee on Home Missions and Church Extension and the Several Presbyteries would respectfully submit its report to the Eighth General Assembly in the form of the following recommendations:

1. Missionaries shall be appointed to labor within the bounds of a Presbytery only with the advice and consent of that Presbytery, except .that in extraordinary circumstances temporary appointment of missionaries for a period not t o exceed six months may be made by the Committee o n Home Missions and Church Extension on its own initiative.

2. No aid shall be granted to pastors within the bounds of a Presbytery except with the advice and consent of that Presbytery.

3 . No aid to any pastor within the bounds of a Presbytery shall be suspended except with the advice and consent of the Presbytery. Should the Committee on Home Missions and Church Extension and the Presbytery disagree on the suspension of aid t o a pastor in a particular case, the matter shall be referred t o the next ensuing <General Assembly for adjudication.

4. T h e Committee may suspend aid to a missionary laboring within the bounds of any Presbytery, but only after the advice of the Presbytery has been sought.

5 . Aid to missionaries or pastors shall be in accordance with a uniform scale, as far as practicable. I n determining the amount of aid pastors of organized churches shall receive,

A. TEXT O F THE CONFESSION O F FAITH A N D CATECHISMS

T h e ascertainment of the correct text of the Confession of Faith is made relatively simple by the painstaking researches and publications of William Carruthers and S. W. Carruthers. T h e edition of the Westminster Confession of Faith by William Carruthers, first issued in 1883, proceeded a long way in the correction o f nunierous errors which had, in the course of editing and printing, crept into modern editions of the Confession. This work of correction was carried still fur ther by his son, S. W. Carruthers, and the result of his

labors is made accessible to us in his publication The Westminster Confession of Faith (1937). In this work we have a critically edited text of the Confession together with a history of the origin of the errors. I t is the judgment of the Committee that this edition provides us with the best text of any modern edition and therefore should be followed rather closely in any printing of the Confession of Faith that the Orthodox Presbyterian Church may undertake.

The question of the correct text of the Westminster Shorter Catechism is also greatly simplified by William Carruthers' publication in 1897 of a facsimile of the first edition which was ordered to be printed by the House of Commons, 25th November 1647. This edition, however, had no proof texts and the spelling is, of course, archaic. Any printing of the Shorter Catechism that might be undertaken should be based upon this facsimile of the first authoritative edition.

I n the matter of the text of the Larger Catechism we are not so fortunate. We do not have a critically revised text and we do not have a facsimile of an authoritative edition. T h e Chairman of the Committee has had some correspondence with S. W. Carruthers who says that "the only authoritative edition . . . is the limited edition printed for members of Parliament." Of this edition there is a copy at Union Theological Seminary, New York. This copy could no doubt be consulted and any printing that might be undertaken could be based upon it.

The Committee respectfully reminds the General Assembly that any edition of these Standards that would have regard to purity of text and accuracy in printing will require much exacting and prolonged labour.

B. PROOF TEXTS OF THE CONFESSION OF FAITH AND CATECHISMS

The Westminster Assembly appended proof texts to all three of these documents. Revision of these proof texts was authorized by the Presbyterian Church in the U. S. A . on two occasions, in 1794 and 1894.

I n 1792 the General Assembly of the Presbyterian Church in the U. S. A. appointed a Committee "to select and arrange the Scripture texts to be adduced in support of the articles in the Confession of Faith" (Minutes of the General Assembly, 1792, p. 59). The Committee submitted its report to the General Assembly in 1794 and the report was approved. I t should be noted, however, that the revision of proof texts only concerned the Confession of Faith and the Larger Catechism. The Shorter Catechism was printed without proof texts, and the following footnote was inserted at the beginning. "The Shorter Catechism is, simply, an abridgement of the Larger; so that the proof of both must be the same. The reader, therefore, who desires to see the Scripture authorities for any doctrine taught in this catechism, will turn to that doctrine in the Larger Catechism, which may very easily be done, and there he will find the necessary texts fully referred to, or inserted. I t was judged unnecessary to print the very same texts twice over" (The Constitution of the Presbyterian Church in the U. S. A., Philadelphia 1841, p. 377. See also Minutes 1891, p. 131). A n examination of this revision of the proof texts for the Confession and Larger Catechism will disclose that the departure from the work of the Westminster Assembly, particularly in the proof texts for the Confession, was in some respects quite radical.

In 1888 the General Assembly of the Presbyterian Church in the U. S. A., in answer to an overture from the Presbytery of Philadelphia, appointed a Committee of seven to revise the proof texts of the standards. In 1889 the Committee reported progress and was en' larged to the number of nine. In 1890 the Committee submitted to the General Assembly a revision of the proof texts of the Confession of Faith, and expressed the hope that the work on the Larger Catechism would be completed by the next Assembly.

In 1891 the Committee reported that it had completed the revision of the proof texts of the Larger Catechism. The Committee also stated in its report that, “Westminster Texts were restored, where they seemed better, or even as good as those that were substituted for them in our book. For i t is desirable, as far as possible, to have the original texts, and thus, also, the same proofs as are printed by other Presbyterian Churches that have the Westminster Standards and retain the Westminster texts” (Minutes 1891, p. 131). The General Assembly of 1891 instructed the Committee “to prepare Proof Texts for the Shorter Catechism so that when this Committee’s work is finally adopted by the Assembly, the Church shall have for the children a form of the Catechism with Proof Texts appended” (Minutes 1892, pp. 12f.) .

I n 1892 the Committee reported progress, particularly in the work of providing proof texts for the Shorter Catechism, and the Committee was continued.

I n 1893 the Committee reported that it had completed the work of preparing proof texts for the Shorter Catechism and that it had finished all the work immediately set before it. The Committee recommended that 7000 copies of the Shorter Catechism with the proof texts proposed by the Committee be printed under the direction of the Board of Publication and Sabbathwhool work.

I n 1894 the Committee reported that the Shorter Catechism with proof texts was printed and that 7000 copies were distributed about January 1, 1894 as a sample of the Committee’s whole work on the proof texts. The Committee having now submitted a finished work proposed that the time had come for final disposition of its work and that it be. dis. charged, The General Assembly, on recommendation of the Committee, adopted the proof texts for the Confession of Faith, the Larger Catechism and the Shorter Catechism as prepared by the Committee.

The Committee appointed at the Seventh General Assembly of the Orthodox Presby. terian Chrrrch has given this matter of proof texts earnest consideration and study in the course of the past year. The work of the Committee has very largely been confined to the proof texts for the Confession of Faith. It has found that further revision of the proof texts could be made, and it has tentatively conducted such revision for the first eight chapters of the Confession. I n conducting this work it has sought to adhere as closely as feasible to the proofs adduced by the Westminster Assembly, but it has also found the revision by the Presbyterian Church in the U. S. A. in 1894 exceedingly helpful. O n the whole, the Committee has found that the number of proof texts deemed either necessary or desirable tended to increase rather than to diminish.

The Committee recommends that in any printing of these standards undertaken by the Orthodox Presbyterian Church the proof texts be cited rather than quoted. The reasons for this recommendation are as follows:

( 1 ) It will greatly reduce the cost of printing.

( 2 ) This procedure will eliminate the almost insuperable difficulties entailed in certain cases in the determination of exact text and most adequate translation.

( 3 ) T h e Church could hope for the publication of these Standards at a very much earlier date because both the expense of publication and the amount of labour involved would be greatly reduced.

( 4 ) In any revision that may be made the method of citation rather than of extensive quotation will make it practicable to adduce a greater number of proof texts.

c. PROOF TEXTS FOR THE OTHER CONSTITUTIONAL DOCUMENTS

The Committee does not deem it advisable to append proof texts to the other consti-

tutional documents, particularly for the reason that, while there is much in these constitutional documents that has been directly based upon Scripture, yet there is also much that falls within the principle stated in the Confession of Faith, Chapter I, Section VI , to wit, “there are some circumstances concerning the worship of God, and government of the Church, common to human actions and societies, which are to be ordered by the light of nature and Christian prudence, according to the general rules of the Word, which are always to be observed.”

The commission elected by the Seventh General Assembly to communicate with the Iglesia Cristiana Puertorriqueiia held several meetings throughout‘ the year. It comrnunicatea by mail with representatives of this church and interviewed a representative sent to this country. T h e commission is of the opinion that the ministry and membership of the Iglesia Cristiana Puertorriqueiia is largely composed of earnest Christians who, out of worthy motives, desire to be united with The Orthodox Presbyterian Church. The commission is also of the opinion that it would be impossible to receive this denomination into our fellow. ship at this time, since we are convinced that many of its ministers do not meet our educational qualifications and that they lack a clear and consistent conception of the Reformed faith. The representative of this church led the commission to believe that the church would welcome instruction in the principles and practices of The Orthodox Presbyterian Church. T o this end, the commission recommends :

1. That the matter be referred to The Committee on Foreign Missions and that that Com- mittee be instructed to consider carefully the advisability of sending one or more missionaries to Puerto Rico with the principal purpose of instructing these people to the end that they may be received into The Orthodox Presbyterian Church at some later time.

COMPLAINT OF SANKEY OREN AGAINST THE PRESBYTERY OF CALIFORNIA

This is a complaint brought by M r . Sankey Oren, a ruling elder of the Covenant Church of Berkeley, California, against the action of Presbytery of California taken on April 15, 1941 in rejecting a complaint by Mr. Oren against an action of the Session of the Berkeley Church taken o n May 9, 1940.

T h e history of the complaint is as follows:

On March 27, 1940 the Rev. Robert K. Churchill, moderator of the Session of the Berkeley Church called a meeting of the Session af ter the midweek service. T w o of the

A t this meeting certain funds in the Calvin Hour fund were transferred to the Building Fund. Mr . Oren first became aware of this action at the Congregational meeting held on April 3, 1940. A t a Session meeting held on April 12, 1940 after the minutes of the meeting of March 27 were read, Mr. Oren moved that since the meeting of March 27 was not duly called the meeting be declared null and void and the minutes be expunged from the record. This motion prevailed. A t a meeting of the Session on May 9, 1940 the moderator, Mr. Churchill, ruled t h i t Mr. Oren's motion of April 12 concerning the validity of the meeting of March 27 was out of order. Mr. Oren moved that the Session appeal this ruling to the Presbytery. The motion did not prevail. Mr . Oren then gave notice of intention to complain to the Presbytery. The Presbytery of California appointed a committee a t its meeting of September 25, 1940 to study the complaint. The committee reported to the Presbytery on April 15, 1941 upholding the action of Mr. Churchill in ruling the motion of Mr. Oren out of order. The Presbytery adopted the recommendation of the Committee. It is against this action of the Presbytery that Mr. Oren complains to this Assembly.

The complainant has not followed the provisions of the Book of Discipline. I n Chapter Ten , Section Two, the Book of Discipline requires that "a complaint shall first be presented to the judicatory which is alleged to be delinquent or in error, and this judicatory shall be asked to make amends." Under this provision Mr. Oren should have made a written complaint to the Session of the Covenant Church for not overruling the action of the Moderator in the meeting of May 9, 1940 declaring the motion made at the meeting of April 12, 1940 out of order. This Mr. Oren failed to do. He at once carried the issue to the Pres'. bytery so that the judicatory alleged to be in error was not asked to make amends.

The assembly declares that because of the complainant's failure to observe the provisions of the Book of Discipline, the complaint is not properly before it, and therefore the assembly cannot now enter upon the merits of the complaint. T h e attention of the com' plainant and the Presbytery of California is called to the provision of the Book of Discipline, Chapter Ten, setting forth the proper procedure in the prosecution of complaints.

Mr. Poundstone of the Presbytery of California did not participate in the decision.

The Committee is happy to be able to rFport that although it is still without the much needed assistance of a General Secretary, it has not only been able to accomplish the tasks assigned to it by the Seventh General Assembly, but in numerous instances has been able to accomplish more than either the Assembly or the Committee had anticipated.

Young People’s Lessons. The Committee now publishes and mails 45 copies of its Young People’s Lessons. All except one of these are paid subscriptions. These lessons have been advertised in several Fundamentalist periodicals which brought approximately 60 requests for samples and some subscriptions.

Summer Bible School Material. Through the Committee two booklets have been pro’ vided for use in Summer Bible Schools. The Committee published 2000 copies of a booklet for Primary.Junior age children together with 500 copies of a booklet for 1ntermediate.Senior age pupils which also serves as a Teacher’s Manual. T o date approximately 1200 copies of these booklets have been ordered. Requests for these materials have come from a consider. able number outside of the communion of the Orthodox Presbyterian Church. I t is reasonable to expect that when the Committee is financially able to advertise these materials there will be a substantial increase in the number of orders.

GOVERN THE CLERK OF ASSEMBLY

W e recommend that the Clerk of Assembly be asked t o perform in addition t o the duties outlined in the Form of Government and Book of Discipline, the following duties until the election of his successor:

1. To prepare a transcript of the minutes of the A s ~ e m b l y for publication under the direction of the Committee on Home Missions and Church Extension.

2. To receive funds for the operating expenses of the Genera! Assembly, the Committee o n Home Missions and Church Extension to act as fiscal agent for the Assembly. T h e Clerk shall be authorized to draw on the Assembly funds for his normal expenses in performing the duties of Clerk.

3 . To inform promptly all persons of any action of the Assembly which directly affects them.

4. To receive overtures, papers, requests, and any other communications intended for the next Assembly, and to prepare them for presentation to the Assembly, and to arrange necessary advance publicity for the overtures.

On motion it was determined that this assembly express its gratitude for the warm hospitality of Westminster Theological Seminary, for the work of the ladies who served the meals, and for the equally splendid labors of the committee on arrangements.

On motion it was determined that this general assembly adopt a budget of four hundred dollars for its work, twentyhve dollars of which is to pay the clerk of assembly for his labor, and that this budget be met by urging the sessions to con- tribute ten cents per communicant member.

A popular meeting was held at 8 : O O p.m. in the Mediator Orthodox Presbyp terian Chapel, Knorr and Rutland Streets, Philadelphia. The meeting was addressed on the subject of Christian education by the Rev. Edward J. Young, and an address was delivered by the Rev. R. B. Kuiper.
